CONCLUSION

INTRODUCTION
As mentioned in my earlier document for “Electoral Reforms” made last
year for controlling corruption only focused on certain issues; This new
document is contains more elaborate, detailed areas where reforms are needed in
addition to my earlier document; Today’s situation in country absolutely
demands the need for SOCIAL
JUSTICE, SOCIAL EQUALITY AND GENDER EQUALITY, which is possible through
political, electoral system of the country. If we look into organisational
composition of political parties, majority of them are filled with only upper
echelons, elite or people belong to so called powerful communities, majority of
people belong to the downtrodden even though no dearth to talent, or competence
or ability to serve the people through the political party organisations,
strangely did not find proper space, reorganisation, get responsibilities, get
cooperation from other sections in the party organisation (Congress party of
course far better than many parties, at least provides more internal
democracy), the present generation of people belong to the downtrodden especially
belong to SC & ST should lifelong express gratitude to the architects of
our countries constitution prepared under the head ship of Dr B R Ambedker incorporating mandatory
provision for reservations for SC & ST in the electoral system, else hardly
there will be any representation to these sections in the law making bodies of
the country and be part in the governance; also all the women should be
thankful for the congress party for bringing law for 50 % reservation of seats
in the local body elections.
Also It is a bare fact, lack of proportionate representation leads to
backwardness of states due to lack of proper propaganda of government welfare
programmes (mostly supported by central government- UPA government under
Congress party has launched many welfare schemes for downtrodden sections- of
course some state governments cutting across parties has their own welfare
schemes- but as per the experience of the developed countries who become
developed nations and also as per many international economists the welfare
schemes hampers the growth of the nation, in fact it is true as it is something
like giving fish every day, but how long the governments provide fish, ????
they need to make people lean catch the fish from the waters???? For that
people needed power, representation, opportunity ????) as “LACK OF SOCIAL JUSTICE AND SOCIAL
EQUALITY” is the “PRIMARY ROOT CAUSE OF CORRUPTION”
AT ALL LEVELS OF GOVERNANCE; AT ALL PLACES, HAMPERING GROWTH & DEVELOPMENT. Because, as of now the elected
representatives at all levels are mostly elite, upper echelons of the society,
mostly belonging to select few families who are ruling from village to state.
It is fully evident If we look at statistics of one of the southern
state where almost 1/3 of the sitting legislators belong to a particular upper
caste whose percentage of population is barely less around 6%, also almost from
the formation of the state till now (with only one time for a brief period one
downtrodden person occupied the CM position) the state government head belong
only either of two so called powerful communities, in addition majority of the
important portfolios in the cabinet are enjoyed & enjoying only by the so
called powerful caste only with other powerful ruled caste has around 5 % of
the total population in the state- the total strength of both powerful castes
is around 11%, more shockingly the caste with around 6% ruled the state for
over 40 years, whereas caste with 5 % ruled the state around 20 years (how come
these communities become powerful, not others ?????) this utter inequality in
political power distribution resulted in the state in acute poverty with more
than 90 % of the population belong to BPL as was known from the PDS supply cards
as per the official web site of the state, also more shockingly in this state
in almost all the districts cutting across political parties and cutting across
castes and religions were ruled by select few families, because every district
having more than two elected representatives (both elected representatives in
the same family are either of the
combinations MP-MLA, MLA-MLA, MP-MLC, MLA-Local body heads etc- is democracy
prevailing ?? or only neo feudalism in the mask of democracy prevailing??) from
the same family or kin & kith of the same family, either husband & wife
or mother & son, father & son, daughter or two brothers etc, also the
case is almost same in the political party organisations in almost all the
regional parties in that state (most of the son-daughter are party office
bearers or state youth heads or office bearers- the case is same in almost all
the parties); another example if we look at the one of the mineral rich newly
formed state in the central India where over 65 % of the population belong to
the SC, ST, Minority surprisingly the state party heads of almost all the parties
belong to the upper castes, & upper echelons, and the party primary units
i.e the block level party organisation hardly not even 5% of the total blocks
has head of the organisation of political parties belong to the SC, ST
& Minority, and even though the
state is mineral rich with abundance of natural recourses majority of the pollution
lacks basic amenities and lives in acute poverty, and some of the youth are
attracted to Maoist movements and
becoming nexlites, the case is almost same in almost all the states in
government and electoral system, and also in party organisations; if we look at
eastern states one of the eastern state which has over 20 % of the SC
population in the state in one political party which has tallest leaders in the
country & government shockingly has only one member from the SC population
in the state party executive (only one sitting MLA), the case is same in almost
(many not be this utter low) all the parties in almost all political parties-
then how come the welfare of the SC are taken care by the political parties if
the political parties do not have the heart to provide representation by just
having titular SC department in some of the political parties but in most of
the political parties either they never provide funds for the department or the funds are very meagre to carry out
propaganda of welfare schemes for betterment of their community , also in
almost all the political parties the cooperation from the main organisation is
very meagre as regards to SC & ST departments are concerned;
Also the analysis of the income groups majority of the elected
representatives belong to a upper income group with majority of them are either
milliners or billionaires only (only
around 2% of the population belong to milliners & billionaires category
even in the upper income group) with every few exceptions belong to other
income groups, the countries income statistics shows near about 30 % population
belong to BPL, around 30 % population
belong to lower income, low middle income group and 20 % belong to middle income
group and rest of the population belong to upper income group; but strangely
for decades only 1.001% population (milliners & billionaires) making laws
for the country, preparing the welfare schemes for the downtrodden (ignoring
the fact that practical experience is real experience than the theoretical as
such only people belong to the category only know their issues better and enact
and take appropriate measures for changing the laws as and when required based
on the need of the time). The above view is substantiated if one observes the
average assets of the parliamentarians in the country is Rs 25 Croes and over ¾
of the parliamentarians are multi milliners and some of them are billionaires,
the case is same in almost all the state assemblies, also the Gram Panchayts
with SC women sarpanches are better implementing the welfare programs and also
development is better than other gram panchayts which is stated in the reports
of government in the ministry of panchayraj. It is an open secret that most of the elected
representatives of the ruling party in almost all the states at all levels in
general, deliberately, discretely promoting spoil system of administration;
Also The analysis the representation of age group in the various states
from gram panchayat to parliament the youth
occupies very less position, when compared to the strength of population
in the country is around 70 %, as the assembly and parliament are law making
bodies as the world is changing due to technology development which is lacking
in majority of the elected representatives in India, also in the young elected
representatives majority of them either hereditary or dynasty politics,
Also the analysis of the gender equality in assembly and parliament less
than 10% of the total strength belong to women, however thanks to the law which
makes made 50 % reservation of seats in local body elections for women even
though it is a fact known from the government reports that Gram Panchayats lead
to women are better than other gram panchays and women in the business
organisations are better managers and those organisations are running
profitably, as it is a fact that where the decision making authority lies there
women proved to be better than men in many areas of business and administration,
but surprisingly majority of the women representatives at all levels are kin
& kith of the senior politicians in that territory or belong to political
dynasties are kin & kith of the existing elected representatives that to
only 10 % of the total strength at the state and national level leading our country
top in the atrocities against women, more in prostitution and red light areas
(over 30 million in this heinous trade and every year near about 3 lack girl
children & women are forced into this trade mostly entered forcefully and
leading very pathetic life in the red light areas still the laws never bother
to release them and make stringent punishments for such touts forcing the women
to this trade as per the government reports only, this situation is mostly
because of lack of proportionate representation and mostly lack of interest of
the present women representatives in assembly & parliament as almost all of existing women
representatives belong to the upper echelons mostly urban elite and are wealthy
and are mostly kin & kith of some senior sitting or ex elected
representatives are naturally born and brought up in the sophisticated,
pampered atmosphere are certainly un aware of the ground realities, in addition
most of them are confined to their homes – only occasionally they are in the
constituencies and the male members in the family only take care of the
activities on their behalf ???), more in child labour (about 60 million) as the
laws related to these areas are weak, in regarding to political party
organisation the case is almost similar, the women donot have major representation in the
party organisations in almost all parties with only select few women leaders in
every party are in lime lit all the time in almost all the political parties,
and also the women’s wing has no noticeable actives except only during the
price rise of commodities mostly during
the rise of onion or during the
rise of LPG only the case is same in almost all the political parties, also the
men in political party organisations have very low opinion about the women party
leaders or party activists in politics
and the case is almost the same in every political organisation (sometimes
degraded view, also sometimes some of the senior male office bearers expecting
the women party activists or office bearers- (other than belong to the
political families or elected representatives) in low ranks to visit them alone
after office hours to get elevated in the ranks in the party organisation is a
common syndrome in almost all the political parties- this is the main reason
most of the women belonging to non political families are not showing interest
in the politics are unable to rise in the political carrier ????? – as they
feel that politics is fully male dominated arena like the religious
institutions, of course as far as respect for women extended by religious
institutions cannot be comparable to that extended by political party
organisations as the later being meagre);
Also IT IS A FACT THAT
LACK OF SOCIAL JUSTICE CREATES CIRCUMSTANCES WHICH MAKES ELECTED
REPRESENTATIVES TO PROMOTE CORRUPTION UNAVOIDABLY. As most of the political parties are
having a single agenda to be in power at that respective level, as such
provides the tickets to people who are having all sorts of abundance, as such
the people who got the ticket to contest election are mostly belong to minor
populated of castes in that area, mostly being local elite/ upper echelon of
the society, in order to win the election they need majority population
castes support, as such, the candidates need to spend excess money/miscellaneous
money in the election, just for the sake of win in the election only,
beyond the stipulated limit, through their kin, kith and close aides of the
candidate to show the election commission that their expenditure is within the
limit. It is the root cause of liaison and lobbying by the kin, kith &
close aides to recover their moneys spent for the success elected
representative, also since majority of the elected representatives are having
business nexus directly or indirectly through their kin & kith, and most of
the elected representatives are more or less lobbies for some of the business
organisations or business persons and it is the root cause of corruption; Also
the candidates need to have some followers from the majority population, to
represent them in the respective territory the candidates caste population
being minor in that territory, in order to keep the followers, the candidates
encourage the local leaders in villages and mandals to get/fix small
contracts/deals and making welfare programmes as money spinning activities for
them, also in order to carry on their activities smoothly, they need the
support of local administration, as such they do pressure lobbies on the ruling
government, being an elected member of the ruling party to have officials who
can be biased towards them, to get posting in their respective territory for
getting control in the territory, getting their works done for their individual
self benefit, as well as for their followers. These
are the fundamental reason that money meant for the welfare schemes &
development activities especially at the village and mandal levels are not
reaching the beneficiaries as intended. As such the care full analysis of the
representation in the political party origination of various parties and
various governments at different levels emphasizes the need for reforms in the
existing system for making mandatory representation in the political party
organisations and government as per the percentage of population of castes,
religion, gender, age group and income group for achieving inclusive growth of
all sections of the people in the country.

NEED FOR SOCIAL JUSTICE IN
POLITICAL, ELECTORAL SYSTEM FOR EQUAL OPPORTUNITY FOR ALL CATES AND RELIGIONS
IN THE COUNTRY
As discussed
above lack mandatory law in the beginning of the constitution for
proportionate representation in the
electoral system led to the rise of poverty in the country by making only
select few castes become more economically powerful due to majority of the
representation of those particular castes in the electoral system made majority
of those castes people almost economically strong (as the elected
representatives of those castes mostly favoured in the government to get
contracts, mines etc also the flaws in laws made the corrupt practices by some
of these castes led to the complete downfall of the other castes and they
remain poor from the independence, and this is the reason for the rise of
naxalisim); and since the rise of land values these small percentage of castes
(around 5% or less than 5% are controlling the state governments for more than
20 to 4o years in the total) who got initially the more representation due to
mostly there management techniques by all means for the first time or second
time at that time are enjoying the un presidential power and remain in the
power from the independence to till date only rotation among themselves and their
kin and kith only should enjoy the power at the pretext of welfare schemes, or
free bees at the time of election and uses all sorts of techniques to acquire
power to become more powerful; and also it is a great shock to know that only
select few families are ruling all states and central government for the last
sixty years ????????(comparing themselves with the party founders families
without any shame as they dare to compare themselves to the founders family of
some of the political parties who belong to the freedom fighters family for
carrying out their own dynasty politics; it should be made mandatory that all
other families other than belonging to freedom fighters family should be barred
to have not more than one member in the family to hold any position in the
government or political party organisation), its ultra high time to change the
system???????????; wasting a day delay in bringing law for proportionate
representation in the political party and electoral system in the country to
rectify the historic blunder in the constitution of India is nothing but criminal negligence on the part of the
governments of the day ???????????????
As such there is
an acute need for proportionate representation in the political and electoral
system of the country for the inclusive uniform growth of all sections of the
country at all times. As such through electoral reforms by bringing social justice
making it mandatory for the political parties to allocate tickets to
contest elections at all levels i.e from gram panchayat to parliament
proportionate to the percentage of population category wise (FC, BC, SC, ST and
MINORITY) covering all major castes/ sub castes within the category of (FC, BC,
SC, ST and MINORITY). The proportionate allocation as per major caste / major
sub caste within the category should be mandatory for the assembly and
parliament election, where as minor populated castes/ sub castes within each
category should be given preference at the local body elections, but it is the
discretion of the political parties to cover minor populates castes/ sub castes
or not. The principle of social justice should be
applicable to all candidates who wish to contest independently, at any level of
election, making eligibility to contest the election at any level, only
by candidates belonging to the same category (FC, BC, SC, ST and MINORITY) in
that respective territory.
As by implementing social justice in the electoral system, certainly
there will be reduction in corruption, as on getting party nomination,
miscellaneous election expenditure by candidate for elections will certainly,
drastically reduced, due to the reason that candidates caste lobbies will work
for the win being, there caste having larger population, in majority cases, the
election expenditure is well within the limit determined by election
commission.

NEED FOR SOCIAL EQUALITY
MAKING EQUAL OPPORTUNITY FOR ALL INCOME GROUP, GENDER AND AGE GROUPS PEOPLE IN
THE COUNTRY BE PART IN THE POLITICAL, ELECTORAL SYSTEM PROPORTIONATE TO THE
INCOME GROUPS, GENDER AND AGE GROUPS IN
THE COUNTRY
Since the blunder in the constitution allowed only few select castes
become powerful over a period of time and they are being allowed by the system
to become more rich and more stronger at the cost of the downtrodden, since
majority of them are ruling and whatever they say is the rule or law officially
because they are the rulers, made contracts, land values etc etc to suit their
needs?????? Making the poor remain poor, as a rest of their governance there
caste population majority of them become higher income and milliners and
billionaires, but at the same time the other downtrodden sections (SC, ST, BC
and MINORITY) remain or become much lower income group (BPL); as such in order
to rectify this mistake another most important thing which is very badly and
very urgently needed in the political party and electoral system of the country is to
bring social equality. By making it mandatory that all the political parties to
implement social equality in allocating the party tickets to contest
elections at all level, according to the percentage of economic class (income
group of population of the people at that particular level i.e gram panchayat,
mandal, assembly segment, parliament segment, in addition to maintaining social
justice, which create a level playing field. The
reservation of seats as per the income groups can be made out of average income
of the people living in the village/ward, mandal/block, assembly segment,
parliament constituency along with total number of people belong to the income
group the ratio which is more should be the certiorari for reserving the
territory for that income group. More elaborately, all parties should
allocate tickets based on the class of income group, i.e lower income group class, and
middle income group class (lower middle, middle middle, upper middle class) and
upper class in the respective territory simultaneously maintaining the
proportionate allocation of tickets as per the percentage of population of
castes in that respective territory. For
example in the village having 1000 population with total no 10 of seats for
panchayat, with 600 people belong to lower income group class, 300 people
belong to middle income group class, and 100 people to upper income group
class, then allocation of tickets should be in ratio of 60:30:10 to
contest election, similarly the same stand should be applied for the
mandal, zilla parishad, assembly and parliament elections, allocating tickets proportionate to
the percentage of income groups i.e
lower income group, middle income group, upper income group existing in that
respective territory, simultaneously maintaining the ratio of distribution of
tickets proportionate to the percentage of category/castes, creates a level
playing field in all castes and
classes. This measure will
certainly eliminate corruption to a maximum extent; will certainly create
confidence in the people of the country towards the politics and parliamentary
democracy, by eliminating from their minds, which politics is not belonging to
upper class of the society alone, but for all economic classes as well as all
sections of people of the country, and also that politics/political
organisations are not money making business organisations, but service oriented
organisations. This principle of
same income group is applicable to independent candidates also. All candidates who wish to contest as
independent candidate are allowed to contest the election with that respective
level if income group only. I.e any individual belonging to same income group
is allowed to compete with other counter parts of same income group only. In order to prevent more no of
independent candidates, it should be mandatory that the candidates wish to
contest as independent candidate needs to submit an affidavit duly signed by at
least 10 % of the total voters in that level, supporting the candidature of
that independent. This measure is
necessary, as the election is as per the class of income group, many people
will barge in the fray, creating unnecessary burden to the election commission,
creates confusion among the people, in addition there exists a chance to be
dummy of some other parties to dilute the votes. Also this measure will
certainly eliminate the bogus candidates to split the votes among the parties,
non serious candidates.
Also needed is to ensure justice for women as the politics become male
dominated like religious institutions, and since lack of proportionate
representation in the political and electoral system lead to the inequalities
and violence against women are on the continues rise, also the lack of
empowerment of women ids the primary root cause of the poverty in the country,
also it is one of the root cause for the malnutrition in the children, anime
ain the women, and also the low literacy rate; as such there is an acute need
of maintaining the gender equality in the political and electoral system at all
levels; certainly in this regard every women should be thankful to the then
government making it mandatory 50 % of the seats in local body elections. But
the same should be implemented in the assembly and parliament elections and
maintaining the same ration in the cabinet also, as the women CEO’s are proved
to be very successful compared to the male CEO’s. Also it should be made
mandatory in the 50 % reservation to women all other caste, religion; income
group should be maintained in the standard proportionate manner.
Also since the youth of the country is almost 70 %, where as the
representation in the electoral system is mostly old aged people, also in the
government only people who are in normal government service retired, since the
technology is changing every day and the old aged people may not accustomed to
the latest changes, it should be made mandatory that proportionate
representation as per the age groups like 21 to 35 one age age group, 35 to 55
one age group, 55 to 65 one age group; the political and electoral system should
maintained in addition to all castes,
religions, gender, income group to ensure that elected representatives are
representatives of all sections and the houses i.e parliament, assembly or
local bodies are having a mix of all sections to will certainly lead the
country in a inclusive growth of all sections.

NEED FOR ALL REGISTERED
POLITICAL PARTIES FOR MANDATORY INCLUSION OF ALL CASTES, RELIGION, AGE GROUP
AND INCOME GROUP IN THE PERCENTAGE OF PROPORTION TO THE POPULATION IN THAT
CATEGORY AT THAT LEVEL FOR ACHIEVING INCLUSIVE GROWTH OF ALL SECTIONS OF PEOPLE;
As discussed earlier the standard guidelines should include
representation for all sections of the people i.e FC, SC, ST, BC and Minority
and Gender Equality proportionate to the population in that area/
territory in all political parties for providing equal opportunity. In case of additional wings like Mihala, SC, ST,
OBC, Minority need to follow the proportionate % of existing castes/
tribes/ sub castes in that particular category. Again in case of special wings like
Kisan cell, Computer cell, Intellectual cell, Human Rights cell, Legal cell, Trader’s
cell, etc the general composition as per the proportionate of population
of FC, BC, SC, ST and MINORITY and WOMEN should be maintained to have a level
playing field in addition to maintaining the proportionate representation as
per the income group.
Also the average age should be maintained by all political parties by
providing opportunity for mixture of young and experience people, also the political
parties should make their representation as per the age group (from 21 to 35
years one age group, 35 t0 55 one age group and 55 to 65 one age group based on
the percentage of population of the total population of the total population of
21 to 65 age group).

NEED FOR MAKING IT MANDATORY
UNIFORM PROCEDURE FOR ALL POLITICAL PARTIES AS FAR AS NUMBER OF OFFICE BEARERS
(MINIMUM & MAXIMUM NUMBER), ALSO FOR DOING JUSTICE TO ALL SECTIONS OF
PEOPLE AS PER PROPORTIONATE REPRESENTATION FOR ENSURING THE PROXIES OF THE
UPPER ECHELONS IN THE RESPECTIVE SECTIONS WILL NOT ENTER AND PEOPLE WITH
TALENT, CALIBRE ARE IN THE PARTY AS OFFICE BEARERS AND IN GOVERNMENTS AS
ELECTED REPRESENTATIVES WHO ARE REAL COMPETENT AND SERVICE ORIENTED; NEED FOR
FIXING THE NUMBER OF CO- OPTED MEMBERS AT EACH LEVEL.
In order to create a uniform system prevail in all political party
organisations and better reach to the people as the motto of political parties
is serve the people through educating them and also resolving their issues and
govern & do administration on assuming the mandate for formation of
government at any level; in order to achieve these objectives there should be
uniform set of laws exist to govern all political parties, lack of uniform
guidelines for the political parties people are confused with the leadership
pattern and designations of various political parties, also many political
parties especially the regional political parties which are mostly being
individual centric i.e the party founders and patterns and their kin & kith
only controls the party and rest of the office bearers are more less titular
heads, are mostly like puppets (congress party is far better compared to the
regional parties as internal democracy exists and also the youth icon of the
congress party introduced election system in the IYC to contest and get elected
to as an office bearer at any level- but even this system need to be revamped
to ensure not only kin & kith of the senior leaders are being elected but
all income groups and castes and religions and gender will get equal
opportunity to contest among the same group to get party office bearer position at any level-
this will)
In order to have clarity for all the people it should be mandatory that
all political parties should have office bearers of minimum of ten members (in
the main organisation and if the political party wishes to have different
specialty wings like SC, ST, MINORITY, WOMEN etc each wing also should have minimum 10 members
covering all sub castes, tribes etc in the speciality departments) and
multiples of ten should be induced in any level from village to national level,
all the office bearers should cover all the castes, religions, gender, income
groups in the propionate percentage at almost all the levels and the aggregate
at district level and state level should be exactly match the proportionate the
percentage of population of the respective categories. It should be ideal to
have maximum of 20 members at the village and ward level (in every recognised
political party) and also the equal number in mandal/block level; whereas at
the district level about 40 to 60 members and at state level about 80 to 100
and at national level maximum of 100, at the same time maintaining the overall
balance of castes and religious and gender at the district, state and national
level. The uniform strength of office bearers in all political parties with same
designation will create more responsibility in the parties for propaganda of
the welfare schemes and also better reach out to the people on many issues will
certainly benefit the people.
To represent the party at the village in each category the applications
should be called for from the party active members with minimum of 6 years
(mandatory criteria to ensure that people will have better understanding of the
party activities) as a party primary member and do scrutiny and appoint by
nomination from selecting among the applicants or the party district units
should conduct meetings and take oral approval of the people present in each
category; for the mandal representation on election should be mandatory, all
village level data should be complied as per the castes and religion and age
group and income group and provide nominations within each category covering
all the aspects to get elected from among the eligible to contest in a
preferential vote system, and the top two or three elected candidates in each
category from the sitting as well as ex village office bearers should be nominated as the mandal party office
bearers; similarly all mandals in district will follow the same procedure to
elect the representatives from mandals in each category wise, the same
procedure should be followed for the state and national level office bearers;
all the vacancies in each level from the village to state level should be
filled with co-opted nominated member from the vacant category only. It should
be the prerogative of the apex executive general body to elect the president
and other general secretaries from within the executive ensuring only 12
general secretaries, 24 secretaries should be elected; the work to the GS/SEC
for acting as in charges allocation should rest with the president. In case of
national parties the GS/SEC should ensure the state presidents are elected and
the state body of GS/SEC in charge of districts should be constituted, and the
state president should report to the GS/SEC in charge of that state; the state
GS/SEC should be given district in-charges by the state president in
consultation with the national GS/SEC; the state GS/SEC will ensure the
election and appoint of district president, body of GS/SEC at their respective
districts; similarly the state GS/SEC should allocate the in charge mandals for
the district GS/SEC, for each mandal and
village there should be only two coordinators elected by lottery one from male
and other from women; these coordinators represent the village in the mandal
level meetings, all the mandal coordinators represent the mandal in district
meeting, at the state meeting the district presidents, at the national meeting
all the state presidents, all the office bearers from village to national level
should be informed to the election commission to obtain the identity card,
these office bearers can represent the party in any public, government office
for solving the issues.
Also it should be made mandatory the tenure till the state level should
be maximum of two terms to represent as party office bearer, for national level
it should be four to six terms. This method should be mandatorily followed by
all political parties and should not be the prerogative of any political party
the composition or selection of the office bearers or tenure of the office
bearers, all should be done in systematic, uniform, democratic manner, will
completely eliminate the domination of select few so called powerful castes in
the political party organisations and upper echelons domination or rather ideal
to say the dictatorship of the few select castes, founders of the political
parties (mostly with the regional political parties, newly formed parties) and
eliminates the selection of the party office bearers at the mercy of the
founders of the political party founders or their kin & kith (a common
syndrome in almost all the regional political parties) and also equal opportunity for all sections
the representation in the party organisation and also completely elimination of
mercy of some senior leaders or upper echelons to get elevation in the party as
everything is in the form of election from within the category and the rules of
contesting election are fixed and uniform for all sections and all levels and
all political parties, also completely eliminates the existence of proxies of
the upper echelons in different categories
exist to have real representation of talent and people with commitment
to serve the people and the office bearers are being elected in truly
democratic manner. The above method will certainly bring the desired social
change as it will certainly take programmes and policies of all political
parties, governments to the people belong to all sections.
Also at each level a maximum of 20 % of the total strength of the
sitting executive body members can be permitted to be nominated as co-opted
members to represent the executive without any voting rights for participation
in the council meetings and help in providing suggestions from eminent
personalities in certain fields by the national president or state president on
the approval of national council (GS& SEC)/ state council based on the
recommendations of the national state councils for consideration to national
executive, similarly based on the
district council recommendations for the state executive for all positions and
for all the district and lower level the discretion of the state council from
among the recommended to the state council by the district council or otherwise
on getting independent proposal. The ideal co opted persons should be either
teachers/professors, lawyers, social activists etc.

NEED FOR MANDATORY CONDITION
FOR FOR CONTESTING ELECTION TO BECOME PARTY OFFICE BEARERS FROM MANDAL LEVEL
ONWARDS ONLY BASED ON THE DEBATES, DISCUSSIONS AMONG THE CANDIDATES WHICH TO
CONTEST, THERE PERFORMANCE SHOULD BE
GAUGED FOR THEIR ABILITY LIKE KNOWLEDGE OF POLITICAL SYSTEM, ABOUT THE
TERRITORY THEY REPRESENT, THERE FAMILY
MANAGEMENT, THERE ABILITY TO MOBILISE PEOPLE ETC, AND FROM DISTRICT, STATE AND
NATIONAL LEVEL SHOULD HAVE IN ADDITION TO THE ABOVE OTHERS LIKE ARTICULATION OF
IDEAS, THERE ORATOR SHIP, THERE; LEADERSHIP ABILITY IN CONTROLLING VARIOUS GIVEN
SITUATIONS ETC; RE- NOMINATION WITHIN THE ELIGIBLE PERMITTED TERMS SHOULD BE ONLY BASED ON THE
PERFORMANCE.
Since uniform criteria should be applicable to all people who wish to be
part of the political organisations to ensure no biased or favouritism or
nepotism takes place in the organisation positions of all political parties in
order to ensure no kind of dictatorship should happen in the political system
in any party organisation (as almost all the regional parties are at present
undergoing this tragedy state of affairs), internal democracy is a must for all
the political organisations, as such there should be fixed norms like at the
village level only application from within the party active workers with
minimum 6 years as a party worker, and scrutiny and some simple interview and
select and appoint as office bearers, but from the mandal level on wards the
positions in the party organisations should be through the election process
from each category i.e castes, religion, gender and age and income group, so
the applications for contesting from among the village level office bearers of
all villages in the mandal are invited and the scrutiny for selection of the
candidates to be in fray (maximum of 3 three people in each category for
electing one person among the three in fray for that category), it should be
made open debates, discussions on various issues from current politics, to
regarding the programmes from the government for the villagers etc among all
the people who wish to get contested in the presence of experts as well as
village party office bearers of all categories
to filter the applicants to three numbers in each category through a set
of uniform procedure, to get elected among the category from all the village
office bearers to represent the category in the mandal level office
bearers; for district, state and
national level in addition to discussions and debates among the preliminary
contestants also the ability for articulation of ideas, there orator ship,
their ability to mobilise people, galvanize different people, sets in the
castes etc, should be applied to filter the candidates to three candidates to
get elected by the respective people in the rank below that level, in this
process the experts points to each one This method will completely eliminate
the will and wish and mercy of the founders of the political parties, and this
method should not be propriety of any single political party but should be
applicable to all political parties.
(7)
NEED FOR MANDATORY FIXED
TIME FRAME FOR SELECTION OF OFFICE BEARERS AND FIXED TENURE OF OFFICE BEARERS;
ALSO MANDATORY NEED FOR SUBMISSION OF DETAILS OF OFFICE BEARERS AT ALL LEVELS
IN POLITICAL PARTY ORGANISATIONS TO THE ELECTION COMMISSION AND NEED FOR
ELECTION COMMISSION TO ISSUE VALID IDENTITY CARDS FOR ALL OFFICE BEARERS OF ALL
POLITICAL PARTIES
In order to ensure that all political parties maintain the guidelines
for proportionate representation as per proportionate percentage of castes,
religions, gender, age group and income group at all levels in the organisation
it should be made mandatory that all political parties should submit the
details of the office bearers to the election commission on stipulated time to
ensure that all political parties will complete the process of select the
office bearers at all levels in the
fixed time frame (the time frame of three moths is ideal, should be
applicable to all registered political parties)
Also all office bearers have fixed tenure, the tenure for the office
bearers at the village level should be either six years or three years
(discretion should be given to political parties); and from mandal level to
national level should be mandatorily three years, also all office bearers and
executive body members can represent a maximum of two times in any single
level, so the second time also all the office bearers should be selected only
through internal election, for the second time the election should be from
mandal level only in case of six year tenure for the village level otherwise
for village level should be called for fresh applications (may include the
existing village level representation) to scrutiny in the fixed methods and
election process should be initiated and completed in three months for all
levels.
Also the election commission should issue the identity cards for all the
party office bearers of all political parties at all levels based on the
details submitted by the political parties on due selection of the elected
candidates to various levels.
The above methods will certainly create a systematic approach in all
matters in the political party organisations as in many political parties at
present the composition of organisation is at the will and wish of the party
apex (mostly for the regional parties as they are individual centric- hardly
internal democracy prevails, thanks to the congress party for patronizing
internal democracy);also it ensures that all party wings are active and
organisation functions as it is necessary as per the present suggestions on
implementation needs to take into consideration of opinions of the gross root
party office bearers to take decisions by the party high command for allocation
of party nomination to contest elections at various levels and also for party
decision on various other matters of public importance, there should be right
candidates as party office bearers at every level especially at grass roots.
Also the details of the party office bearers should be kept on the website of
the respective parties as well as in the website of the election commission for
better access to the public and more transparency.
(8)
NEED FOR BANNING TO PERSONS
ACCUSED IN SERIOUS CRIMINAL CASES LIKE MURDER, RAPE, SERIOUS ECONOMIC FRAUD
CASES WITH PENDING TRAIL, ALSO ALL CONVICTED PEOPLE IN ANY CASE ARE BARRED TO
PROVIDING OFFICE BEARER POSITION IN ANY POLITICAL PARTY ORGANISATIONS AND
NOMINATION OF CANDIDATES FOR ALL ELECTIONS (BY POLITICAL PARTY &
INDEPENDENT CANDIDATES) ENSURE PEOPLE GET ELECT ONLY PEOPLE WITH CLEAN IMAGE TO
REPRESENT THEM AT ANY LEVEL
In order to ensure that the political parties maintain the standards
since they are going to rule to the territory on getting the mandate by the
propaganda of the party programmes for the welfare and development of the
people of the territory and development of the territory, and the party
representatives on getting mandate will certainly be more powerful and
influential in the territory, in order to ensure smooth function of the system
in the respective territories, it should be mandatory that people with criminal
track record should be barred to hold the party positions. The all accused and undergoing
trail criminal charges like murder charge, rape charge, abduction charges,
extortion charges, serious economic offences (like money circulation schemes,
hawala, chit fund scams, cheating hundreds of share holders in companies etc,
dubious companies, fake or duplicate products manufacturing without licence or
with violation of licence etc), in government and private land grabbing
offences, having SC & ST atrocities cases pending against them. All the
accused on acquittal by the primary courts where the trail occurred can occupy
the party position in the normal procedure. This will ensure that political
party organisations are fairly clean.

NEED FOR REGULATION OF
POLITICAL PARTIES AND THE OFFICE BEARERS OF THE POLITICAL PARTIES EXHIBITING
POSTERS AND BANNERS AT THEIR WILL AND WISH, COMPLETE BAN OF EXHIBITING
INDIVIDUAL PHOTOGRAPHS OF THE OFFICE BEARERS IN THE POSTERS AND BANNERS; THERE
SHOULD BE STANDARD DESIGN, SIZE APPROVED BY THE ELECTION COMMISSION, MANDATORY
PERMISSION OF MUNICIPAL /REVENUE AUTHORITIES TO GET FIXED BY THE RESPECTIVE
AUTHORITIES IN THE DESIGNATED LOCATIONS ON PAYMENT OF FIXED FEE ONLY.
In order to prevent/ curtail the existing nuisance value for the common
public which is being created by the political parties mostly by local
political office bearers and party activists of all political parties by affixing
the posters and banners on several events like when some senior leaders visit
their territory, or some festivals or on birth day functions of the founders or
the party seniors or elected representatives of the territory etc etc, also
some of the local leaders only for self publicity; these banners are getting
tied and are exhibited in the electric polls, mid of the roads on few feet
height by keeping temporary support on either side of the road, at the traffic
islands and busy junctions and markets, even at the temples with big banners
with their self photographs and contact numbers, this self publicity portraying
as a leader is to develop the public relations mostly for self gains and also
mostly for obtaining and doing the mediation (as a power broker) of litigations
or disputes, clearing of pending files at the local level or issue of
government certificates in a speedy manner, also to earn money in the pre text
of getting the job done by show off they print the local elected
representatives, big leaders and people in government and senior leader photos next to them (and in case work
not done as in most cases the innocent people are victimised or making them
roaming around them to return the money to the innocent people, the rise of
corruption at the gross root government offices and local governments is mainly
due to this type of some local leaders,
also thee type of local leaders are hand in glow with local goons and small
criminals and land grabbing and settlements are done by developing nexus with
the local police and local officials, these small leaders who are involved in
the illegitimate things are indirectly being encouraged by most of the political parties by giving free hand to
them without any proper control (for ensuring they will maintain the party
cadere at the local level i.e village, ward, mandal), on earning money by
mostly illegal ways these small time leaders are becoming elected
representatives at local governments and also some times the MLA’s and are
becoming extortion and big land sharks and do bigger illegal trade and even
illegal and sluggers through their kin & kith; so the small freedom (like a
mole) is leading to this kind of big threat & burden to the society(like a
mountain);, this become a competition and routine job for several local leaders;
also during the public meetings and rallies and darnas and road shows conducted
by the political parties the local leaders will do their exhibition of self
banners in large scale sometimes with the permission of the party some times by
self; this also become competition among various political parties; all these banners are becoming very dirty and
crating traffic problems, accidents due to the eclectic wires falling or sudden
falling of the banners on the motorists on the roads etc, also the look of the
territory mostly the cities and towns becoming ugly, in order to prevent this kind
of nuisance it should be made mandatory that all political parties are barred
from free exhibition of banners, all exhibition of banners need the permission
of local authorities and local authorities should designate fixed places for
exhibition of banners in the standard designs as was specified and fixed by the
government authorities, and the fixing of the banners should be done by the
local municipal/revenue authorities on payment of fixed price; also the banners
should be of standard design and to be
permitted the party symbol and name of the candidates in small and only the
party message should be exhibited; also
making it mandatory that no party office bearers or leaders are permitted to
exhibit self posters or banners or any posters or banners of party or on behalf
of party, all such violations should lead to the suspension from the party
primary membership for not less than one year; in case found was done by rivals
within the party to fix some leaders, probe should be conducted both by the
party as well as police complaint, once proved by the police such offenders
should get rigorous imprisonment for not less than 5 years and barring such
candidates from holding any political party primary membership. All party
permitted banners at max can have the party president / founder photograph not
to occupy more than 10 % of the space in the banner. These banners should be
only use eco friendly cloth made and also use eco friendly inks, eco friendly
threads to tie them.
Also there should complete ban on posters making it causes great
negative impact on the environment by wasting the paper, for making paper
cutting trees (the world is adopting save paper norms using paper less
offices), also there will be lot of adhesives needed, also the paper posters
are the feed for poor cows and goats and sheep’s and are dying due to
indigestion of celloulose of the paper poster coupled with the semi poisonous
adhesive material to it, as such there should be complete ban on the use of
paper posters for political party campaign.
Also need to regulate the so called road shows, so called padayatars
(which become a fashion for the political parties and select few leaders)
causing great nuisance vale to the people, also making the people losing lacks
and crores of man hours (productive working time), also causing traffic jams,
also wasting lot of fuel due to idling of the vehicles in the traffic, also
causing lot of pollution, also causing the dirtiness on the roads in the area
where road shows are conducted or
padyatars are made due to large gatherings of public throwing used water
bottles, used water packs, plastic rappers of snacks and small eats, even
sometimes urinals and most of the times spitting of pann/guka on the road side
etc making the area and surroundings un
hygienic, also causing the municipal
staff additional burden; as such it should be made mandatory during non
election time all political parties and individuals are barred to hold the
rallies, road shows, and more particularly the padayatras, during election
times only on weekends that too with pre permission; also should levy heavy
initial fees for holding programmes on the grounds and open areas. This method
will certainly useful to the common people as most of the common people are
vexed with kind of cheap tricks and gimmicks of the leaders and political
parties wasting the time and causing nuisance to the public by just using this
shows to self propaganda and making allegations, counter allegations on each
other political parties, which are of no use to the common people??????.

NEED FOR BANNING POLITICAL “MOBOCRACY”
BY RESTRICTING ONLY OFFICE BEARERS ARE ELIGIBLE TO AND PERMITTED BY ANY
POLITICAL PARTY TO VISIT THE GOVERNMENT OFFICES FOR EXPRESSION OF ANY
GRIEVANCES ETC (COMPLETELY BANNING MOB GOING ALONG WITH THEM); ALSO BANNING “MOBOCRACY”
TO VISITING THE HOSPITALS, SCHOOLS, COLLAGES, OLD AGE HOMES ON THE PRE TEXT OF
BIRTHDAY OR ANNIVERSARY OF THEIR LEADERS FOR THEIR PUBLICITY STUNT.
It is a common syndrome among all political parties that exhibition of “mobocracy”
while visiting the government office for submission of memorandum on any issue
and take the media for show of strength; in fact the leaders are also
consciously aware that by this method nothing is going to change or happen with
their memoranda, also almost all the times it is only a symbolic, they present
the reservations of their territory to the concerned government official say
MRO, RDO, District Collector or SP etc, mostly on matters of government
decisions at the centre or state even though they knew that the MRO, RDO,
collector cannot do anything to them as the decisions are taken by the elected
governments at the centre or state, and these officials are subordinate
officials working under the government in fact due to existence of soil system
of administration no bureaucrat is dared to even express their displeasure in
any manner in their capacity still including the elected representatives, party
office bearers in higher ranks in the state body visit these officials or
conduct darnas or protests in front of the officers of MRO, RDO, District Collector
????? How far it can be justifiable?????, it is acceptable to express their
displeasure of the policies etc but there is no need to go in moabs and
disturbing the working atmosphere of the office and inconvenience to the visiting
public to these offices, also delay in the delivery of work to the public in
the territory by these offices ????? As such it should be made mandatory that
only designated office bearers, or only office bearers at that level not more
than 10 people should visit the government office to submit any memorandum;
also there should be complete ban on protests and darnas in front of the
government offices by any political parties to ensure better functioning of the
government offices and also avoid inconvenience to the common public for whom
the political parties are in existence.
Also the case in more or less similar the “mobocracy” for getting more
mileage and publicity with couple of hundreds of rupees, it is very un
fortunate that some of the political parties it is a very cheap publicity stunt
that the party office bearers at different level visit the hospitals, schools,
old age homes orphanages, etc on the occasion of birthday or anniversary etc
and distribute the fruits and take photographs and take the photographs or take
the media and manage them to get video or photo graphed and aired, but the very
unfortunate sad issue is that the party
mobs visit the places of say a district government hospital with 300 beds, or
orphanage of 300 children, the mobs spend some two hindered rupees on the
fruits most of the times, and distribute to five to six patents and take photo
or video graph from the media, as media cannot waste their film or time they
will take only sample photos or videos and move away, soon the media moves
away, the mob disappear from the places as they do not have the material to
supply to al the people, but in the media in the local additions that so and so
has distributed in the district hospital the fruits on the occasion of birth
day of so and so great leader of their party??????, they do not mind in wasting
petrol or diesel for the carrying the mob to the hospital or old age home or
orphanage but they do not spend
sufficient money, also this method causes inconvenience to the remaining
patients due to mobs in the hospital premises, also there same is the case with
orphanages and old age homes or schools,
as such it should be made mandatory that only designated office bearers
of that level only visit the hospital or orphanage or old age home and handover
the material whatever they wish to distribute to the concerned authorities who
are available at that time to distribute to the needy on the occasion of so and
so, all political party office bearers including the ruling party should be
barred to do directly on these premises any activity for not disturbing the
peace in the hospital atmosphere.

BLOCKINGS, RAIL BLOCKINGS (RATA ROKOS, RAIL ROKOS), FORCEFUL SHOULD DOWN OF
ESTABLISHMENTS (BUNDS) BY THE POLITICAL PARTIES ON ANY MATTERS AS TILL DATE
THERE IS HARDLY ANY ISSUE RESOLVED THROUGH THIS METHOD, ALSO ONLY LEADING TO
THE LOSS TO BUSINESS FOR THE INDIVIDUAL BUSINESS PEOPLE AND THE HOLE COUNTRIES
ECONOMY AND ALSO EFFECTS THE DAILY WAGE PEOPLE TO EARN THERE LIVELY HOOD.
It is very unfortunate from national level to village level the
mentality of most political parties are same, i.e very narrow mindedness, they
conduct the road blockings, rail blockings, also the closure of the
establishments and institutions, without any thought for what they are going to
achieve are people gaining or losing because of there acts, will by doing so,
do any government policies changed due the bands at anytime????, if one day
lost by the students is a great loss, as they cannot get the gone time back????.
Also as any intermediate student or other student appearing for entrance examinations/completion
exams will tell how much mental pressure they undergo??? Also the business loss
running into several hundreds and thousands of crores due to bunds can be
compensated by the political parties, do the loss of the payment for the daily
wage workers and making daily wage some of the daily wage workers spending that
day in hunger due to lack of money for that being earned can be compostable by
the political parties, the industrial production loss is a great loss to the
economy and country hampering developmental and welfare activities, also
sometimes due to non commitment of deadlines for supply of production may lead
to loss of business to such individual organisations will the political parties
able to compensate for such losses???The loss of travel time in the journey due
to delay in the road journey or the entire traffic of the rails rescheduled due
to blockage of rail in any section by any political party in any part will
disturbed the whole zone of the railway by lead several hundreds of trains
timings disturbed and some of the trains my get delayed for several hours due
to small delay at some section caused due to rail rock?????? Do creation of
inconvenience of passengers, passengers with kids, old age and patents
suffer????; also this delay in journey may one times leads to loss of jobs for
the people appearing for interviews in the government and private jobs, also
some business delays may be lost by the business travellers, do the political
parties can compensate these losses??????. Also the delays may lead to
production losses in the process industries????? In case if they bluntly argued
in the larger interest of the people to express the displeasure about
government decisions, but it will be ok if any single case the government with
drawn any major decision due to
bunds??? So in case the ultimate moto of
political parties is to serve the people and work for the betterment of the
people is being bluntly violated by these political partiers????As such there
should be complete ban of the road, rail blockades, and so called bunds to save
the economy, to save the productive working hours, to save the mental agony of
many sections of people in many ways, and also ensure the poorest of the poor
the daily wage workers are not affected to achieve the real motto of the
political party to serve the party. However all political parties can express
their displease through darns at a fixed location designated for doing so if
they wish the government polices are anti people, also discuss in the floor of
the houses and let people know the voices and concerns and negative impact of
the government policies, no elected governments by and large take negative
impact decisions or policies implementation only there may be lacunas in the
policies which can be rectified in due course through the pressure from the
opposition political parties and people in a very decent and dignified and non
disturbance to the common man or the country’s economy in a systematic,
legitimate manner.)

NEED FOR FIXED NUMBER OF
TERMS FOR REPRESENTATION IN THE ELECTIONS FROM THE GRAM PANCHAYAT TO PARLIAMENT
IN THE COUNTRY ENSURING OPPORTUNITY FOR MANY PEOPLE PERIODICALLY
Also it should be made mandatory through electoral reforms that fixed
terms of representation in the elections from village to parliament. It should
be made that an individual can be
allowed to represent maximum of two times at the village or mandal or district
level, each single level not more than two terms irrespective of political
party the individuals represent.
I.e if the individual
representing any party in the election won the election at that level two times
and takes the oath on two occasions at that level as member of that level, the
individual is barred to contest third term in the same level, but is eligible
to contest any next higher level only, than earlier representation level,
further subjected to the next level maximum two terms of representation clause. This is applicable only to local body
elections i.e gram panchayat/ ward, mandal parishad/block,
zillaparishad/municipal Corporation. Also should fix the number of terms of
representing the legislative assembly, legislative council and also parliament.
Any individual can represent maximum of four terms for assembly irrespective of
party he represents including both direct and indirect elections i.e lower
house and upper house of the state as a member of legislative assembly/
legislative council. Similarly an individual can represent maximum of six terms
for parliament both lower house and upper house of the parliament as a member
of lok sabha / rajya sabha. Also the maximum age limit that one can represent
in the elections at any level should be should be sixty five years at the time
of contest of election i.e from gram panchayat to parliament. The maximum terms of
representation clause are applicable to all independent candidates also. This is very ideal and necessary as
the country has around seventy percent of the population is youth which needs a
future vision.
Also the reason for
gradual increase in the number of terms of representation at the elections is
because the number of seats for parliament
is limited in each state single
or double digit numbers only,
where as the assembly seats are
in double and triple digit numbers depends up on the state, and local bodies seats running in hundreds
and thousands in numbers depending on the states. As such, more opportunity at
the entry level of peoples representation, where more number people have the opportunity
over years, fulfilling maximum number of peoples wishes to represent the
respective territory. In
addition, the idea of gradual
increase of number of terms from local body to parliament is to have most
experienced is needed at the national level for making the policies for the
whole country, moderate experience at the state level for making policies at
state is required, coupled with fresh young blood at the local bodies.

TICKETS TO CONTEST IN ELECTIONS FROM GRAM PANCHAYAT TO PARLIAMENT IN A MIX OF
FRESH CANDIDATES AT THE GP AND MIX OF EXPERIENCED AND FRESH FROM MANDAL LEVEL
TO PARLIAMENT; NEED FOR PROVIDING TICKETS TO SUPER ANNULATED GOVERNMENT
SERVANTS
Also it should be
mandatory in the electoral system of
the country to be followed by the all
political parties issues
eighty percentage of the tickets to contest at the village / ward
level election should be given to fresh/first time candidates subjected to
maximum terms of representation clause. As far as the mandal level elections
are concerned thirty percent of the tickets should be given to fresh candidates
to contest the election and seventy percent of tickets should be given for the
experienced village level elected representatives either serving or retired,
also from the ex-/sitting MLA/MLC. As
far as the assembly elections are
concerned twenty percent of the
tickets should be given to fresh candidates to contest the election at assembly
level and eighty percentage of
the ticket to contest the assembly election should be given to village &
mandal level elected representatives either serving or retired. In the 80 % experienced quota, the
village representatives should be given 10% of the tickets and 70 % of the tickets
to the representatives from the mandals and ex/sitting MLA/MLC, out of the
total 70 % for the mandal elected representatives 30% and the remaining 40%
from the sitting/ex-MLA/MLC, subjected to the maximum terms of representation
of four terms as MLA/MLC. As far as the parliament elections are concerned forty percent of the tickets to
contest the parliament elections should be given from the elected
representatives from assembly, mandal and village, and forty percentage of
tickets from sitting/ex members of parliament and remaining twenty
percentage should be given to fresh/first time candidates out of 40 %, individuals 25 % of the
tickets from assembly experience and 10 % of the tickets to mandal experienced
individuals and 5 % for the village experienced individuals. In the 40 % from
sitting/ ex members of parliament 30 % from the sitting and 10 % from the ex-
members of parliament subjected to the maximum terms of representation of six
terms, and twenty percent from the fresh young/experienced candidates.
Also it should be
very ideal that supper annulated government, semi government, psu officials
should be given chance to contest the elections either direct or
indirect, preferably who worked more number of years in village and rural
areas and won the public appreciation for their contribution to that area as
government official. For example
the postal officials, village and mandal level revenue officials who severed
maximum years in that village / mandal are very ideal to be part of at the gram
panchayat level, similarly the ex-civil servants/ bureaucrats who served
maximum tenure at the state are ideal for state legislative assembly/ council
and and those who served more at the central government are ideal for the upper
house of the parliament. This measure will enable that at all level a mix of
well experienced seniors and talented young representatives a truly successful
combination.

CRITERIA FOR ACCEPTANCE OF RE NOMINATION IN THE ELECTIONS BY ELECTION COMMISSION
OF ANY ELECTED REPRESENTATIVE WHETHER REPRESENTING ANY POLITICAL PARTY OR AN
INDEPENDENT CANDIDATE ONLY BASED ON THE PERFORMANCE AS AN ELECTED
REPRESENTATIVE, THE PERFORMANCE CAN BE DETERMINED BASED ON THE PARAMETERS LIKE
NUMBER OF VISITS HE MADE TO THE CONSTITUENCY, TIME SPENT IN EACH VILLAGE, NO OF
ISSUES SOLVED, TOTAL NUMBER OF REDUCTION IN THE BPL FAMILIES, PERCENTAGE RISE
IN EACH INCOME GROUP OF PEOPLE LIVING IN THE CONSTITUENCY DURING THERE TERM OF
REPRESENTATION.
In order to ensure that all elected representatives work for the people
for getting elected by majority of the people, and also as most of them wish to
get re nomination from the political parties or get contest as independent
candidate for the second term from the same constituency or other for the same
level or higher level of the election, in order to get the eligibility to
contest for the second time for any elected representative there should be
fixed criteria for getting validity to
contest election to re represent the people for one more term, (of course this
method should be in addition to right to recall – which if people think that
the elected representative is gravely mis- utilizing /behaving the position or
unfit to represent them, than can only indirectly evoke this right to re
call through the approval of majority of
grass root elected representatives for any level of elected representative – if
the suggestions are implemented), the points which should determine the re
nomination validity are the elected representative should have at least 75
% attendance on the floor of the house (
which means out of the total number of hours of the function of the house 75%
of time, certainly not just the number of days of the attendance of days-
otherwise the elected representatives come put attendance and vanish from the
floor of the house); at least the elected representative might have spoken in
the parliament on the issues of the territory or region he/she represents; also
the elected representative must tour all the villages he/she represent in a
calendar year at least once, the time spent in each village in a calendar year,
the number of issues solved in a year out of the total petitions received from
the people in a year, the accessibility to the people based on number of hours
he/she was in the constituency office of any elected representative (in case of
an MP, their own office, all the MLA offices in the constituency, all the
mandal presidents office in the constituency, all gram panchayat offices in the
constituency), the income of the individual elected representative and the
family income should not have been grown beyond 20 % per year of the total
salary income per year (only the capital gains in case of appreciation of

to at least lower income group through the elected representatives’ hardship. In the absence of the above criteria for
seeking acceptance of re nomination to contest election for the second term and
more by any elected representative is nothing but criminal???????????, as was
said by Dr B R AMBEDKAR the Chief constitutional architect of India, ”ONLY
LAMBS ARE SACRIFICED, TIGERS WERE NOT” keeping in view the gross injustice done
to the downtrodden sections due to political power being concentrated, enjoyed
by only few sections in the society; it
suits till date as most of the elected representatives wish to stick to the
power by re nomination to remain in power forever.. for all such cases most of
the people are of the opinion it is something similar comparison that if a
tiger eats a man once it is called “man eater tiger”, once got the taste of
flesh of a man, the man-eater tiger always wishes to have man flesh, also in
search of the flesh of the man??????????????, like wise once elected as a
elected representative most of the elected representatives will get the taste
of power and wishes to be as an elected representative in one or other form and
try to remain in power till they die, before dying they will leave the power to
the kin & kith, (of course most of this generation politicians are rising
their kin & kith well in advance before they die (as there not sure of
there long live in their life due to their conscious tells that they are doing
sins by suppressing downtrodden or squeezing, swindling the public money in one
or other form?????????--- this is universal phenomenon not only in our country
but throughout the world in several countries the elected representatives one
got elected wishes to continue even in the most developed super power nation
like USA in one or other manner????????????- However one cannot be accepted in
India as our country is one of the largest democracy so if wrong is happening
in all places means it is acceptable to our country is very wrong?????? Rape is
a rape anywhere in the world?????????,) in our country if parents are in elected
representatives in parliament, then kin & kith are in assembly, if parents
are in assembly then kin & kith are in local governments ????, almost all
these kind of cases are totally upper echelons and elite irrespective of caste??????????)
This manner is totally against to the true democratic principles and spirit of
democracy?????? Taking un due advantage in the name of / cover of democracy and
justifying their self centred selfish acts telling they are being elected by
the people are nothing but most sinful crime in the court of almighty?????? All
elected representatives need to have real self introspection to the core of the
heart to realise the fact????????As it is a fact and an open secret that mostly
people in fray who got elected only because of party symbols, only very few
people in fray get elected due to their own charisma ???????????; this was
grossly ignored by almost all the political parties and doing is gross
injustice to the people of the country done by almost all the political parties
by providing the tickets to contest only to the candidates only based on the criteria
of win-ability (for them win ability mostly means the person having financial
ability or persons who can mobilise large-scale funds to spend in the election)
as the criteria fixed by almost all the political parties, for win ability the
money power alone or sometimes money power coupled with muscle power is needed
all these are only with upper echelons and few select castes as stated in the beginning
of the document as such the tickets are given to the power and mighty having financial
strength, that means only people who are having money power can only have the power
to make the laws for the remaining people of the county ??????????, the people
with money are mostly capitalistic mentality, to gain maximum profit out of the
investment made ??????????????????, as such for them the priority is how to
gain personally more using their position as electred representative in one or
the other way, for them the service to the people is not at all the bother ????????????
but to remain in power by doing all sorts of lip service and show put ups and
gimmicks with road shows, padayaters (which become a fashion for many political
leaders especially regional parties) etc????????, and also they feel the
territories they represent are like their business empires as such they wish to
extend their legacy to their kin & kith as in the case of normal
traditional business people??????????? this method of providing the tickets to
winnable candidates by most of the political parties are nothing but allowing “INVEST
TO WIN AND GET INVISIBLE PROTECTIVE LICENCE TO EARN” concept, permitting the
elected representatives to earn as much possible as per the ability/capacity to
do so during their term?????????????, since the laws are made by the same upper
echelon elite group they protect themselves in one or the other way by “citing
law will take its own course” when corruption cases especially related to
political leaders are pending for decades?????, this is almost similar like the
HIT AND RUN VEHICLES ON THE HIGHWAYS, where hardly anybody caught and convicted
in the hit and run accent cases in high
ways where several hundreds of people are dying every day, some people are
comparing the above likewise the case is same that “INVEST TO WIN AND GET
INVISIBLE PROTECTIVE LICENCE EARN” (this concept is knowingly endorsing by most
of the political parties as they are giving party nominations only to people
with money or so called powerful castes or elite in the pre text of need for
win for want of majority to form governments – the as every licence for
business has some fee, here also the invisible protective licence has certain
fee, the fee is whatever earned certain part need to be given for the party
development fund mostly in black, or sponsor some party programmes etc (of
course even till date because of select few hardcore honest leaders exists in some
of the political leadership as well as elected representatives as such the
governments are running at least for the welfare of the people is being taken
case to some extent and country is in progress- heartfelt thanks to all such
tall leaders in the country - otherwise country could be in docks, it could be like
some of the African countries- also many people especially youth are expressing
heartfelt thankful for the initiative

some time and will be free on bail and will take the cases for decades or will

OTHER PEOPLE ARE AT THERE MERCY AND ARE LIKE SLAVES, ARE ONLY BORNE TO SERVE

NEED FOR FIXING MINIMUM AGE
FOR PARTY PRIMARY MEMBERSHIP, MINIMUM PERIOD AS A MEMBER OF ANY POLITICAL PARTY
TO CONTEST ELECTIONS FROM GRAM PANCHAYAT TO PARLIAMENT
In order to ensure that the party ideologies are being adopted properly
by the individuals for the better service to the people it is necessary that
every party should make it mandatory minimum age of 21 years for becoming a
primary member; also it should be mandatory for for all primary members with
minimum six years of experience is necessary mandatory criteria to become
office bearers at any level. In addition also it should be mandatory for the
political parties to allocate the party representation only for all party
primary members with at least 6 years to ensure that all the individual members
in the party understand the party ideologies, also this measure will certainly
prevent from shifting the parties as per the personal political gains by the
elected representatives by leaving the party in the mid of the elected term or
soon after the completion of the term (to avoid the anti incumbency or to go
with the wave of the people); this method will certainly reducing the party jumping’s, so called horse tradings in the political
system, also improves values and more dedicated work as elected representative
to get re nomination for next election from the same party.(as suggested in
this document barring independent elected representatives from joining the
government or holding any nominated position in the government and also can
extend only outside support only- so many people in principle parties will
certainly stick to the respective party and do more dedicated work to develop
the respective territory) there should be exception only to the super annulated
(retired at age 60+) from government service.

ALLOCATION OF TICKET FROM GRAM PANCHAYAT TO PARLIAMENT ONLY FOR THE LOCAL RESIDENTS
IN THAT RESPECTIVE TERRITORY FOR MORE THAN SEVEN YEARS AS PER THE ELECTION
VOTER IDENTITY CARD; MIGHT HAVE LIVED AT LEAST 200 DAYS IN EVERY CALENDAR YEAR
FOR THE LAST SEVEN YEARS
Also it should be made mandatory through electoral reforms that any
individual shall be allowed to contest at any level, only in the territory of
residence/living of the individual. I.e if the individuals are living in an
area, they are eligible to contest only
to the gram panchatay/ward, only to the mandal, only to the assembly constituency,
only to the parliament constituency where the residential address is falls
under/ covered by the respective territory i.e gram panchayat, mandal parishad,
assembly segment, parliament segment (the individual who wish to contest should
be living in that area where his statutory government voter id cards are
obtained with the address falling in that territory for more than 7 years
before the contest of the election). Also it should be mandatory that the
individual should be local in that territory where he/she wishes to contest,
i.e residing more than seven years in that territory where he/she wish to contest
any level election; in addition also it should be mandatory that in each
calendar year minimum of 200 days in the local area address for considering as
a local candidate; this principle will be applied to direct election only. This
principle is applicable to indirect elections also with slight modification.
I.e upper house i.e legislative council and rajya sabha of parliament, only
individuals belonging to the respective state i.e resident of the
state/district for over seven years only should be eligible to represent the
state in the upper house. This principle will be applicable to all candidates
who are contesting independently. The above method will ensure that only people
who are dedicated for the service of the people in the territory, available to
the people only will get the ticket to contest, get elected and present the
people, else majority of the people who are city centric, or capital city
centric of the state /nation and getting tickets and getting elected due to
party symbol and vanishing from the area they represent with rare occasional
symbolic presence on select few days in a year, hardly bother about the local
issues in the territory where they represent, also some NRI’s making flying
visits before elections and getting
party nominations through their management tactics and getting elected mostly
due to the party and fancy election expenditure, and certainly not available to
the local people (only available to high fy people, big business people and
socialites for their self interests and enjoyments????????), also in this
process the hard working real party activists who are awaiting for their turn
to get their turn to represent the party
for decades are being deceived by majority of the recognised political
parties???????

NEED FOR CONDUCTING ALL THE ELECTIONS I.E LOCAL BODY, ASSEMBLY AND PARLIAMENT
AT THE SAME TIMES TO REDUCE THE EXPENDITURE DUE TO CONDUCT OF DIFFERENT
ELECTIONS AT DIFFERENT TIMES
It is a fact that for
conduct of elections lot of expenditure will occur for the government (also to
political parties and candidates), and also lot of working hours of the
government machinery is needed; as such by conducting elections at different
times for the local body, assembly and the parliament is literally un necessary
wasteful public expenditure; as such all the three elections should be conducted
at the same time period to prevent the waste of public money?????????; in case
of difficulty due to the different states have valid governments at the state
level to conduct the assembly and parliament elections at the same time; then
parliament elections can be conducted at a single time, where as local body
elections and assembly elections should be conducted at the same time as there
is provision in the constitution that local governments can be ruled by the
executives in the absence of the elected local governments which will not have
much impact on the local governance, in fact the same provision is being used
by many political elected governments to protect the anti incumbency and
conduct the local government elections at there own will and wish. This method
of assembly as well as local body elections at the same time will certainly
reduce wasteful expenditure to 1/3 and also useful for better governance by
creating better relations among the elected representatives.

NEED FOR RECOVERY OF
ELECTION EXPENDITURE FROM THE ELECTED REPRESENTATIVES WHO ARE RESIGNING FROM
THERE POSITION AS ELECTED REPRESENTATIVE IN THE MID OF THE TERM DUE THERE OWN
PERSONAL REASONS ACCORDING TO THERE WIMS AND FANCIES, AND RE CONTESTING ELECTIONS IN THE BY
ELECTIONS FROM THE SAME CONSTITUENCY/PARTY, OR LATER DATE BY ALLOWING THERE KIN
TO CONTEST, OR THEIR PARTY FIELD ANOTHER CANDIDATE TO CONTESTING IN THE BY
ELECTIONS, SUCH ADDITIONAL EXPENSES OF THE PUBLIC EXCHEQUER SHOULD BE
RECOVERED THROUGH PROPERTY ATTACHMENT,
OR KEEPING IN IMPRISONMENT IN CASE OF NON PAYMENT OF DEMURRAGES, ALSO DE
BARRING THE CANDIDATE AND THERE IMMEDIATE FAMILY MEMBERS TO CONTEST ANY
ELECTION FOR AT LEAST 30 YEARS IN CASE OF NON PAYMENT OF DEMURRAGES
It become a fashion
for some of the elected representatives to resign from the position of elected
representatives several times and re contest from the same constituency several
times during the valid period of term of the elected house due to various
personal reasons certainly to show their clout or there height of arrogance
that they only win in the constituency due to what so ever reason and making
the government machinery and public exchequer money is being wasted for their
self centred selfish acts, as due to this kind of by elections not only the
government machinery is loosing precious productive working man hours, but also
for the common public in that territory in many ways?????????; as such the
government must make laws in such a manner that the resignation from the
elected representative position should have valid reasons (the valid reasons
should be standard as was fixed by the government uniform for all and are in
permanent in nature), in case the valid reasons are not sighted and abstain
from the floor of the house in the working period of the house or stopped
working in the constituency as public representative should be liable to be
dismissed from the public representative position; also the re election
expenditure should be recovered from the resigned candidate within one month
from the resignation through attachment and sale of the properties of the
elected representatives and there family members. In case the auction process
doesn’t got the required money towards the expenditure of the re election then
the resigned elected representative should be imprisoned; also it should be
made mandatory that all the candidates, there family members of the resigned
elected representative should be barred from contesting the by election. (in
case of death of the elected representative during the mid of the term – in
such cases only the family members of the deceased elected representative
should be allowed to contest the election); this measure will certainly bring
the desired change in the attitude of the public representatives and behave
more responsibly?????????? Also this method saves lot of public money from
getting wasted due the whims and fancies of elected representatives.

NEED FOR MANDATORY CONDITION OF 10 % OF THE PEOPLE TO
SUPPORT THE CANDIDATURE TO CONTEST THE ELECTIONS FROM GRAM PANCHAYAT TO
PARLIAMENT AS WITHOUT WHICH ELIMINATION OF DUMMIES AND NON SERIOUS CANDIDATES
In the event of
proportionate representation as per the income group it may provide opportunity
for all people equal right and enthuastic of contesting elections being more
optimistic and believing in miracles will happen (as majority of them approach
local god men), or also since majority of the people are wooed by the upper
echelons as their proxies to contest elections, and also to divide the votes.
All these will make sure there will be numerous nominations which will be a of
big issue for the election commission, administration and common public (due to
their campaign) and also more confusion for the voters; as such there should be a system in place to
contain this drawback of the system and also ensure only serious contenders are
in the fray; as such it should be made mandatory that all the people who wish
to contest the elections should have at least 10% of the peoples backing for
contesting the election; in case of the GP, Mandal or Assembly or Parliament
every candidate should file an affidavit signed by the supporters with their voter
ID card number, only the nominations with 10% candidates support should be
eligible to contest the election in that level (all registered political
parties should get the nomination backed by party active members in the
territory, all independent candidates and unrecognised political parties from
the individual citizens, the affidavit date and time at the registration office
will be taken into consideration in case of same citizens’ endorse for more
than one candidate, also in case registered party members endorses the
individual candidate or unrecognised party or other then their own party member
then the individual of the registered party should lose the party membership
for next 5 years to be in any recognised party as a member and not eligible to
hold any nominated positions or party nominations for next 5 years) this will
certainly reduce the number of candidates contesting election; also it should
be made mandatory that the winning candidate should get approval of the at
least 51 % of the peoples approval to represent them, in case the election
results will not get the required 51% of votes to any candidate of the polled
votes then the election should be made between the top two candidates to
finalise the election result; also the election should be valid only if the
total votes polled is not less than 80 % of the total votes in that territory
(otherwise there should be re-poll). In order to ensure all eligible people
vote the government must make it mandatory failure to cast the vote should lead
to increase in the PDS material costs for the family, also the increase in the
tariff for the electricity and mobile phone (more ideal to de activate the
mobile phone for few years), for a period of not less than two years will
certainly ensure every citizen will cast their vote and the percentage of
voting will certainly be above 95% (with exception to the people gravely sick
and gravely ill-health- also some provision should be there to ensure they too
caste the vote through the video conference through mobile or tablet phone) The above measures will
certainly make all the village/ mandal/ assembly level elected representatives
to work dedicatedly in their respective territory with the hope that they will
get an opportunity to represent
at the district level, state /
national level.
The above measures
minimizes the possibilities of elected representatives inclination towards
corrupt practices, as all elected representatives at the grassroots will work
more dedicatedly in their respective territory, to grow in carrier, to represent
zillah, assembly and parliament.

NEED FOR MANDATORY SUPPORT
OF MINIMUM 2% OF THE POPULATION OF THE TERRITORY TO REGISTER AS A POLITICAL
PARTY TO ENSURE STANDARDS ARE MAINTAINED, IN CASE POLITICAL PARTIES WISH TO
CONTEST IN LIMITED TO CERTAIN REGIONS, TERRITORY THEY SHOULD BE ALLOWED TO GET
REGISTERED TO CONTEST ONLY IN THOSE REGIONS, TERRITORY.
To start any political
party it should be mandatory that minimum 2 % of the population of the state/region
should give in writing in an affidavit in the standard format with voter id
number and signature, alternatively in
case of parties to be recognized, interested in contesting in the limited
number of constituencies, they should obtain the 2 % support from a minimum at
least 1/10 of the total strength of assembly. However in the second case only
those constituencies in that particular region/ territory will be allowed to
contest by that party as registered political party in the state. In case of failure to secure 2 % of the total voters in their favour
for getting a common symbol, the parties are not treated as registered parties
(for failure to obtain the symbol) and should be treated as independent
candidates and all the conditions of the independent candidates should be
applicable to the candidates of that group. All the details will be submitted
by the proposed political party in the standard format ward wise. In case of
any duplication of the supporters list, the parties are given time to re present the list in a given time period. In the limited registered party with
symbol only such constituencies as eligible for getting the common symbol.,
will be allowed to contest and have any seat sharing and pre alliance only in
that particular constituencies only. Remaining conditions are uniform for all
the political parties. Also those
political parties can campaign for the alliance only in those limited
constituencies only. All the existing political parties need to go
through this system for getting re recognization. Failure to obtain the minimum support
from the people, the allotted common symbols to the political party should be
withdrawn by de registering that party, should be treated as independent
candidates, all conditions applicable to the independent candidate holds good.

NEED FOR ISSUE OF TICKETS
FOR CONTESTING ELECTIONS AT ANY LEVEL BY THE RECOGNIZED POLITICAL PARTIES ONLY
THROUGH THE INTERNAL DEMOCRATIC WAY BY GIVING RESPECT FOR THE OPINION OF THE GRASS
ROOT PARTY OFFICE BEARERS FOR ESTABLISHING REAL DEMOCRACY (AS GRASS ROOT PARTY
ACTIVISTS KNOWN MORE ABOUT THE CANDIDATES ABILITY TO SERVE THE PEOPLE ON GETTING
ELECTED THAN DECIDING THE CANDIDATE IN CLOSED ROOMS BY THE PARTY APEX BASED ON
MOSTLY BIASED REPORTS OF THE SELECT FEW
DISTRICT & STATE LEADERS, OF COURSE IN MAJORITY OF THE CASES JUST
BECAUSE OF PARTY SYMBOL CANDIDATES ARE GETTING ELECTED AND NOT REALLY DOING THE
SERVICE SUPPOSED TO DO FOR THE PEOPLE IN THE TERRITORY AS WELL TO THE PARTY
ACTIVISTS, - ARE MOSTLY INVOLVED IN RECOVERY PROCESS OF THE INVESTMENT MADE
DURING THE ELECTIONS IN ONE OR OTHER MANNER THIS ISSUE IS ISSUE IN ALL
RECOGNISED POLITICAL PARTIES)
Also it should be mandatory that all the political parties’ issues
tickets to candidates to contest any election only by conducting the internal
election for the selection of the candidates to represent them at that level,
to have absolute democracy in the party lines (else majority of the political
parties are totally autocratic, or benevolent autocratic and the tickets are
decided only at the apex and the meaning of democracy is being murdered and the
party activists at the grass roots are used more or less like polished call
girls, as the party gross root workers and activists are used for the mass
gathering and darnas and protests and burning effigies and doing vandalism in
some cases by some parties by just
carrying the flag of that party, not even majority of the party workers know
what about the party policy or the candidates who was nominated by the
party??????); all political parties should start selection of the candidates to
contest elections 6 months before the election due date by inviting the
applications for the selection by fixing the standard uniform procure for all
the categories i.e the fresh candidates, from the GP, from the Mandal, from the
MLA/MLC for the respective GP, MANDAL, ASSEMBLY/ PARLIAMENT elections and
finalise 5 names for the internal election. (all the application merits and de
merits should be kept on the web site for more transparency); the merits and de
merits of the top 5 candidates should be printed in a paper and circulated to
the party office bearers at the village/ GP level, also the five candidates
should be kept debates in each village/mandal for expressing their views to the
party office bearers in that village/mandal for better understanding them, also
the income, assets, there view /plan to develop the territory, etc and the
party office bearers should vote for the preference of the candidates as per
the public opinion they gathered from the public in their village, and the top
two preferences should be sent to the party district & state heads to
provide their assessment about the top two candidates; based on the opinions of
the district and state units opinion the Central high command (in case of
national parties, regional high commands foe regional parties) should decide
the nomination of the candidate for representing party in the election.

NEED FOR MANDATORY
RESTRICTION OF ISSUE OF PARTY TICKET TO ONLY ONE MEMBER IN A SINGLE FAMILY, BORN FOR ONE
FATHER SHOULD BE THE CRITERIA (EVEN IN CASE OF FATHER REMARRIES DUE TO ANY
REASON) BOTH IN THE ELECTORAL SYSTEM AS WELL AS PARTY IN ELECTION AT ANY LEVEL,
WITH SLIGHT EXCEPTION TO FREEDOM FIGHTERS FAMILY TO REPRESENT IN THE PARTY IN ADDITION
TO THE ELECTORAL SYSTEM
Also it should be mandatory
electoral reform, restraining all political parties to issue to party tickets
to represent party to only one person in the family in election, at any one
level of choice. I.e either husband, or wife or father or mother or son or un
married daughter or daughter-in-law, one
brother, one sister in a family are eligible to contest one election at any
level from gram panchayat to parliament, i.e only one person in the family can
be eligible to contest both in direct (lower house) and indirect elections
(upper house) at any level from village to national i.e from gram panchayat to
parliament... In case of married daughters if the in-laws family i.e
husband, father–in law, mother-in law, brother-in law, sister- in law are not
representing the same party then, even thought father or mother or brother is
an elected representative of the party, the married daughter can be eligible to
get ticket by the party for being the surname changed respecting the Indian
culture and tradition. No two brothers or no two sisters born for single parent
(one father), should be given ticket at any level, restricting only one brother
should be allowed if other family members are not representing the same party.
This principle holds good for independent candidates’ also. I.e of any
recognised political party provides ticket to any individual of the family, any
of the remaining family members nomination as independent candidate is barred
to contest election at any level. Similarly if any candidate represents as a
elected member at any level, family members belong to that individual is
restrained to represent any political party/ to contest as an independent
candidate in any election during the valid term of the elected candidate
irrespective of whether the candidate is independent or representing any
political party. This measure
will be applicable to independent candidates contesting independently. In case
if the any individual represents any level as an elected member, then the other
family members of the individual are restrained to contest election as an
independent candidate at any other level of election during the period of the
validity of term of the independent member. This
measure is necessary to control corruption by monopolising the districts, state
by man number of families irrespective of political parties. Also this measure will allow lot of
fresh and new blood to come into politics.
Also it should be mandatory through electoral reforms to
restrain from being a member of government of any level and also any nominated
position (local or state or central government) in case from
elected members belong to same family /belong to one family i.e with relationship of either
father, mother, son, un-married daughter, daughter in law, wife, husband,
brother & sister born for same father same mother or may be different
mother due to second marriage) even
though contested in different political parties for different levels (local
body, assembly, parliament), they can remain as just members of those houses
only for the whole tenure of that house. This
measure is necessary because people belong to same family contesting for
same/different positions from different political parties just to remain in the
power corroders and enjoy the power for the benefit of the family members.

NEED FOR FIXING MAXIMUM
NUMBER OF TERMS AN INDIVIDUAL CAN REPRESENT ANY LEVEL AS AN ELECTED
REPRESENTATIVE, RESTRICTING OTHER FAMILY MEMBERS TO REPRESENT THE SAME LEVEL AS
ELECTED REPRESENTATIVE AFTER THE COMPLETION OF THE FIXED NUMBER OF TERMS TO
PREVENT MONOPOLY OF SELECT FEW FAMILIES IN THE TERRITORIES, TO PREVENT
EXISTENCE OF NEO FEUDALISM IN THE MASK OF DEMOCRACY
Since many people have the opinion / presumption about the common
syndrome of almost all the political parties that since a few select
individuals become politician/ elected representative by luck few decades back (for
all those who are not belonging to freedom fighters families- as everyone has
to give due respect to the freedom fighters family for the reason their elders
got our country freedom) will it be the birth right of select few individuals
or select few families to represent the territory, also some of the politicians
hold the positions in the governments or constitutional positions till they
die????, before they die they implant their kin in the party & government
appropriately????? Is it real democracy??? Or do other people in the country do
not have talent, or do other people in the country not competent enough to
occupy the positions in political parties / governments????? Do politics are
hereditary, are more or less like genetically modified seeds or genetically
engineered seeds in cultivation as once the seeds are planted in the soil they
are terminator genes ensures that only GM/GE seeds are needed to cultivate from
the second and crop on wards????? These GE/GM crops have adverse effect on the soil
by faster depleting the natural soil fertility and generates more pests,
likewise these kind of elected representative swindle the money in one or ther
from meant for the development of the territory or resources in the territory
and also encourage the so called followers or chelas to make money in the
process by any king of atrocities on the weaker sections and down
trodden????????? Also these GE/GM crop yield has effect on human heath as many
scientific tests proven them, in addition only very expensive for the crop
rises to put more fertilizers, pesticides, and are only advantageous for the
manufacturers and business people, likewise the case is almost same with
politicians of such nature are of no
much use for the people except for the few select kin & kith, or business
people, also for the success in election of such candidates the political
parties need to spend more money as they do not really enjoy the mass support
from the bottom of the heart of the people of the territory?????? As majority
of the kin & kith of such leaders who are in fray are mostly possess ego,
lower view for common people as they are mostly moved in the upper echelons
circles from their schooling to till such date of nomination and got elected,
it adds further once elected???? Also most of them possess height of arrogance
as they are grown up when their parents in the highest positions as elected
representative/in the government with all orderly & servants at their
disposal certainly are brought up in a pampered manner?????, mostly posses all
expensive, luxurious habitats in personal life in the name of so called
socialites, but appear sober in public life as social service????? (most of
people belong to the families of freedom fighters have at least some discipline
in them); this syndrome of rising kin & kith in the political system has
spread to even the second time elected representatives in the state level by
already reserving seats for their kin & kith in the respective territory
either in the same party or some other parties mostly the newly formed parties?????
Or if they are present mp/mla then they wish to try for minister/
constitutional position/mp from themselves and they wish to give their sitting
MLA seat to their kin, or they wish their kin to contest as comparator o get
elected as mayor???? Or at least district youth president or state/national
youth office bearer????? What a kid of democracy prevailing in our political
system??????/ do people of our country living in a real democracy or neo
feudalism in the mask of democracy????? Do the sacrifices of our freedom
fighters are for these kind of situation?????; to the surprise many of these
kind of leaders who wish to rise their kin & kith dare to compare
themselves with freedom fighters families ??????? As such there should be mandatory restriction
that only one in the family should hold only one position either in party or
government (with exception to freedom fighters family members); also government
must establish laws for ensuring that the territory which the elected
representatives represent is not the
jamindari territory and the elected representatives are not jamindars to
carry out hereditary and elected representative is only to serve the people of
and not the people of the territory to serve the elected representative family
for generations like bonded labour ????????; as such government must make
limited tenure for elected representatives and barring the family members to
represent the territory for certain period.
As such it should be mandatory
through electoral reforms, restraining all political parties to provide ticket,
to the maximum number of terms of representation of that level, to contest election at the level,
to the candidates belonging to same family, whose family member already
completed maximum permitted number of terms allowed by law at that level as
elected member of that level. I.e
in case of local body level i.e gram panchayat/ward, mandal perishad/block,
zilla parishad/municipal corporation, if any individual completes two terms at
any single level, for example at the gram panchayat level, the family members
of the individual who completed two terms as a member of gram panchayat, are
restricted to contest the same gram panchayat for next two terms i.e for 10
years in general. Likewise if an individual completes maximum permitted term of
four terms as MLA, the family members of the individual should be restrained to
contest the same MLA constituency next four terms i.e next 20 years
representing any political party or as an independent candidate, where the MLA
completed maximum permitted terms. But the individuals’ family members
can contest in any other assembly constituency subjected to the local residence
clause and other clauses. Similarly for the parliament elections if the
individual completes maximum permitted terms of representation i.e six terms as
Member of Parliament, the family members of the individual should be restrained
to contest from the same parliament constituency for next six terms i.e next 30
years either representing any political party or as an independent candidate.
(also to restrict that the kin i.e married son and not the case of un married
daughter if living separately for more than 7 years in any territory adjacent
to that constituency only can be eligible to contest the adjacent territory as
a local candidate) Also in case any individual gets into next level without
completing maximum number of terms permitted at that level, as long as he is is
member, other family members are restrained from contesting elections at any
level. In case the individual who represents as member at any level dies
without completing the term, the remaining period of that term can be eligible
to contest by the immediate family members of the deceased individual either
representing any political party or as an independent candidate for the
remaining period in the maximum permitted terms left over, counting the term of
the deceased. For example an MLA died in the middle of the third term,
then his family members are allowed to contest from the same seat, but on
successful completion of the third term, the member from the same family will
be allowed to represent for only one more term for the same assembly
constituency. This measure is necessary to free the constituency from
monopoly of the family. This principle will be applicable to independent
candidates also, restricting the family members of the independent candidates
to contest that level of election, to the maximum permitted terms as per the
above principle.
Also it should be made mandatory that in case more than one family
member contests from any constituency in the assembly as an independent
candidate or representing many registered parties and won the elections, in
case the party which any one of the family member representing the government
on getting mandate, then the elected representatives whose other family members
(father, mother, brothers, wife, husband, sons, un married daughters, or
daughter in laws or grandson from the son side) representing the same assembly
or the parliament from the same state then such elected representative in the
party which is forming government should be barred from holding the cabinet
position or be part of the government; as in order to keep the family in power
most of the political families deliberately making other family members to be
party of other political parties mostly
principle opposition parties or opposition parties in coalition, to ensure one
of the family member is always in the government ????????????, very criminal
& crocked tricks ????????, in fact in the recent times the son/ daughter of
the existing sitting senior elected representatives (in the states) are in
other political parties and are reserving their seats adjacent to the
constituency or in the same district where there father or mother or brother is
representing to ensure they got elected, also the other political parties are
encouraging because of lack of mandatory propionate representation only two or
three so called powerful castes or religions in that area are getting elected
because of the clout and money power and muscle power and there managing to win
the tactics????????????????, are people of the country really living in a
democratic way or autocratic way ??????; that is why badly required mandatory
proportionate representation as per castes, income group, gender and also
restricting only one family member to represent in the political party
origination or government; in case multiple members in the same family or
elected representatives representing any level, any party or independent then
all such elected representatives of the family member should be barred from
being part of any government at any level to make the system correct and
inclusive growth of all sections of the people??????????. As many people are of
the opinion that the select few individual family members (OTHER THAN PEOPLE
BELONG TO FREEDOM FIGHTERS FAMILIES) may be of opinion/notion that their
families are the only families in the country having “MANLINESS, REST OTHER FAMILIES
IN THE COUNTRY ARE EITHER IN BETWEEN
GENDER OR VERY WEAK GENES, ALSO ALL OTHER PEOPLE WHO ARE DEDICATEDLY WORKING IN
THE POLITICAL ORGANISATIONS ARE FOR BORN TO BE BONDED LABOUR TO SERVE THESE
SELECT FEW FAMILIES OF ELECTED REPRESENTATIVES THROUGHOUT THERE LIFE TIME, FROM
THE VILLAGE TO MANDAL TO DISTRICTS TO STATE LEVEL”???????. As such the onus
lies on the ruling governments to rectify these mis conceptions among the
people through reforms in the electoral system.

IN CASE ANY CASTE POPULATION IN THAT TERRITORY EXCESS 1/3 OF THE TOTAL
POPULATION
Also it should be mandatory
through electoral reforms that at the gram panchayat/village level, the maximum
population of category/caste i.e over 1/3 of the population of the village
belonging to one particular category i.e forward castes, backward castes,
scheduled castes, scheduled tribes, minorities, then the sarpanch of the
village/gram panchayat should be from that particular category only (FC, BC,
SC, ST and Minority),along with maintaining the gender equality as per
government amendment of panchayat raj act of mandatory representation of 50 %
seats to be reserved for women at the gram panchayat. The above principle of maximum
population category should be applicable to all levels of local body elections.

THE COMPOSITION OF CABINET IN THE STATE AND CENTRAL GOVERNMENT PROPORTIONATE TO
THE CASTE & RELIGIOUS POPULATION
Also it should be mandatory that the composition
of cabinet at the state governments and central government should be
proportionate to the percentage of population of category (FC, BC, SC, ST, Minority)
covering proportionately all major populated castes/ sub castes within the
category of (FC, BC, SC, ST, Minority), among the elected members of in the
ruling party/ ruling alliance along with maintaining
gender equality. Also it should be mandatory that the cabinet composition
should be a mix of young and senior members, with maintaining the average age
of the cabinet team equals the average age of the members of
assembly/parliament. In addition, it should be mandatory that any member can
head the cabinet, and become a members of cabinet or leader of opposition party (LOP) for a
maximum of two terms only during the entire tenure as a member in his life term
(maximum allowed terms of that level) of either lower house or upper house. This measure will ensure that majority
of the members can get an opportunity be in the cabinet during their tenure as
members of the state assembly/ parliament. Only the leader of the legislative
party elected by the members can be from any caste as decided by the parties or
allies through voting. In this also the allocation of portfolios is the
discretion of the chief minister, prime minister.

GOVERNMENT MUST MANDATORILY VISIT THE RULING PARTY NATIONAL OFFICE / HEAD
QUARTERS IN CASE OF REGIONAL COALITION RULING PARTY OFFICES PERIODICALLY (MONTHLY TWICE) TO ENSURE THAT
PEOPLE IN GOVERNMENT ARE SUBMISSIVE, LOYAL TO THE PARTY, AND PARTY OFFICE
BEARERS BECAUSE OF THE EFFORTS OF THEM IN MAKING PEOPLE UNDERSTAND THE PARTY
POLICES AND PROGRAMMES PEOPLE UNDERSTAND AND GET VOTED TO THE CANDIDATES, AND
BECAUSE PARTY GOT MANDATE THE GOVERNMENT IS FORMED, SO THE PEOPLE IN THE
GOVERNMENT SHOULD ALWAYS OBELISE TO THE
PARTY OFFICE BEARERS AT THERE RESPECTIVE LEVEL
It is a common syndrome faced by many political parties who are in ruling
that the once got mandate from the people and formed government, whether it is
a local government or state government or central government most of the
members of the government are become less available to the party office bearers
at their respective level, forget above the people of the territory they
represent, most of these members in the government are confined to head
quarters of the mandal or district in case of local government, to the capital
city in case of state and central governments (almost all the ministers in the
government); this is due to the fact that on assuming the charge as minister in
the government at the state and centre government most of them will exhibit
their own high head-ness, ego, supremacy
and some others even height of arrogance completely neglecting the
party, party office bearers,(only answerable to the party founders and their
kin & kith due the fear in case of regional parties in states); they are
ignoring the fact that because of the hardship of the party office bearers at
various level collectively useful for their win due to galvanizing people of
the territory (all elected members constituencies) towards that party by taking
party policies and programmes to the people and win their confidence towards
the party and thus people given mandates to party by electing the
representatives to form the government to carry on the administration for their
betterment. As such the win of the individual minister as an elected
representative, all other elected members in that party are only due to the
efforts of the party office bearers, as such they should always exhibit utmost
loyalty, respect, answerability to the party office bearers at that level. they
also should be thought that party office bearers are above them and they just
got opportunity to represent on behalf of party in the government?????????????;
also it should be made mandatory that
they (the ministers in case of state and central government, similarly
the elected government at local level) should visit the territory party office
headquarters at least twice in a month and also visit the district/mandal
headquarters office from where the he/she got elected once in a month
mandatorily for at least 8 hours on any day and
take note of all the grievances of the people through the party office
bearers and try to resolve (should not expect that party office bearers seek
there appointment in the office and wait for their mercy to give time to appeal
for the people issues????????????????); also it should be made mandatory the
most of the ministers even does not bother to extend the courtesy to
acknowledge the letters of the party office bearers ??????????????, as such it
should be made mandatory that all members in the government representing the
party should acknowledge the letters of all the party office bearers on receipt
of the letters whether it is peoples issue or suggestions for god governance
and send the follow up action taken report subsequently in a specified time
period. This will certainly help the people of the territory to get relief as
many of them cannot have the access to the minister as ministers cannot
individually spend that much time as they are engaged in the administration,
policy job making etc, as the people can easily approach the nearby party
office and submit their request, the party office bearers to forward to the
concerned minister for the redressal of the genuine grievances of the people,
without which the people of the territory feel they are being cheated by the
party for giving mandate as the ministers cannot visit each and every part of
the territory (districts or states) and people will be frustrated and feel cheated
because of responce from the party office berers who are in tough with them and
because of trusting the words of the party office bearers the voted for the
party ?????????????, also more or less the feeling is same by the party office
bearers?????????????; as such it should be made mandatory that all political
parties that on obtaining the mandate should certainly answerable to the party
office bearers in the larger interest of the people of the
territory????????????????.

NEED FOR MANDATORY PROVISION
FOR MINIMUM OF 51% OF THE TOLL VOTES POLLED TO FORM THE GOVERNMENT (AGGREGATE
OF ALL COALITION PRE POLL ALLIANCE PARTNERS AND OUT SIDE SUPPORT PARTIES) IN
ADDITION TO THE MINIMUM NUMBER OF ELECTED REPRESENTATIVES FOR CROSSING THE HALF
WAY MARK FOR GOVERNMENT FORMATION
Since the rule of law is majority of the peoples approval necessary to
rule all the people, then in the event of elected representatives are getting
elected and becoming members in the august houses with mere 30 % of the total
polled votes with average polled votes only 2/3 of the total voters so the half
way mark of the elected representatives will not represent majority of the
peoples approval, as such it should be made mandatory that to form government
at any level in addition to the half way mark of the total strength of the
house also needed to have more than 51 % of the total polled votes with the
total votes polled should not be less than 90 % of the total voters.; as such
all the pre polled alliances or post poll outside support parties aggregate
voting share should be more than 51 % to form the government; this method will
certainly ensure that all the government decisions will get majority peoples
approval.

AN AGREEMENT FOR PRE POLL ALLIANCE WITH VALIDITY OF SUCH AGREEMENTS SHOULD BE
FOR A PERIOD WHICH COVERS MINIMUM ONE SINGLE ELECTION OF EACH LEVEL (ONE TERM)
IN AT LEAST ONE SINGLE STATE BETWEEN ANY TWO PARTIES; ALSO NEED FOR THE
POLITICAL PARTIES BARRED TO HAVE SEAT SHARING FOR ONLY FOR A PARTICULAR
ELECTION, ALSO BARRED TO ENTER PARTNERSHIP WITH MULTIPLE COALITION PARTIES IN
DIFFERENT STATES, ALL POLITICAL PARTIES
IN ALLIANCE IN ONE COALITION SHOULD VALID FOR ALL STATES AND CENTRAL GOVERNMENT
FOR BRINGING VALUES AND MAINTAINING ETHICS AND MORE CLARITY FOR THE PEOPLE AND
PARTY CADRE
In the event of political parties need to make pre poll alliances for
achieving 51 % of the total poled votes and to achieve half way mark in the
floor of the houses at different levels either national, state or local body, it
should be ideal, appropriate, ethical and holy to have a uniform systematic
alliance between political parties, in order to bring clarity to the people and
also clarity to the respective party cadre, also this pre poll alliance should
have decided seat sharing agreements either uniform for all elections i.e
parliament, assembly, and local body or different sharing patters for different
levels based on the strengths of each parties based on various parameters, also
the agreement made should be legally binding with validity for at least one
single election at each level in the alliance to go together for elections,
also the alliance one made either for any election local body or state or
national then the alliance partners are barred to enter with different
coalition partners in different state or for different elections; in case of
any violation should lose the recgnization of the political party; (ex if party
1 has alliance in centre with party 2
then both party 1 and 2 cannot be in opposite collations (one party in
ruling the other party in opposition) in any assembly or local body elections
in any state – otherwise the pre alliances cannot be holy, totally unethical????
The alliances should be like marriages, should not be like living together or
prostitution????????) the above methods
will certainly ensure better understanding and utilisation of party cadre and
energies by the alliance partners to reach out to the people in a better manner
and also possibility for more better governance because of stability in the
alliances as lections for different levels are at different times (at present),
as breaking the alliance by the smaller parties leads to de recgnization of the
elected members as they got elected due to joint efforts of both parties in
when that particular election occurred.

NEED FOR BANNING OF
REGISTERED POLITICAL PARTIES SUPPORTING INDEPENDENT CANDIDATES IN THE ELECTION
FRAY, ALSO BANNING REGISTERED POLITICAL PARTIES SUPPORT THE INDEPENDENT
CANDIDATES FOR NOMINATION TO UPPER HOUSES. NEED FOR REGULATING BUSINESS PEOPLE
GETTING POLITICAL PARTY NOMINATIONS TO BE IN FRAY.
Since as per the proposal if the candidates are to be declared well in
advance of four months before the election due date, then in case the parties
wishes to change the candidates due to any reason in the last moment, then they
will adopt the method of filing the party candidate as independent candidate
and support the candidature of the independent candidate who has already filed
his nomination as independent candidate; this method will certainly lead to
confusion in the people, party cadre, and also a bad precedence as many people
who did not got their name cleared by the registered political parties will
certainly use this method by filing the nominations as independent candidate,
mange later the political parties either their previous or other political
parties to get support for their candidature to extend outside support on
getting elected; also this method of managing registered political parties (MOSTLY
REGIONAL PARTIES) is being in use for the upper house nominations by majority
of the people with wealth to get nominated with the support of registered
political parties to the upper houses in the state and centre and uses their
position for personal business gains through their public relations as an
elected representatives???????????, sometimes influencing the government
through the lobbying and also sometimes getting favours in one or other manner
?????; (IF RECORDS OF ALL SUCH MEMBERS IN THE PRESENT AND PREVIOUS HOUSE
ARE VERIFIED THEN IT REVEALS THEIR REAL CONTRIBUTION AS A MEMBER OF UPPER
HOUSE??????,THEIR ATTENDANCE, IN WHICH CONSULTATIVE COMMITTEES THEY ARE MEMBERS,
THE GROWTH OF WEALTH AND BUSINESS TURNOVERS AND EXPANSION OF BUSINESS AND
GROWTH OF SHARE PATTERN IN VARIOUS COMPANIES BY THE MEMBER , THEIR FAMILY, KIN
& KITH ETC????); also it should be
made mandatory that in case any elected representatives of the registered
political parties violates the whip in the supporting the independent
candidates for the upper house then such elected members of the registered
political should be dismissed from politics, in addition barring to contest
election either personally or by their family members for a period of 30 years;
also it should be made mandatory that all people with business back ground
should be barred to get any registered political parties nominations, any
person who is in the business as a propriety or partnership or director in any
company if they are party members, they can be considered for candidature if
and only if they resign from the partnership or directorship at least 6 years
prior to seeking party nominations; only they can contest as independent
candidate and no registered political party
should support their candidature in any manner. This method will
certainly reduce the entry of people with business interests entering the
politics.

NEED FOR MAJORITY APPROVAL
OF PARTY OFFICE BEARERS AT THE GROSS ROOTS OF BOTH PARTIES TO HAVE PRE POLL
ALLIANCES OF THE REGISTERED POLITICAL PARTIES TO BE A PART OF THE GOVERNMENT
FORMATION.
To have pre poll alliance or post poll alliance (to extend & receive
outside support) the both parties need to have the approval of more than 51 %
of the primary members of that party to have the alliance by a voting and the voting approval should be recognised
only if at least 2/3 of the total primary members vote in favour of extending /
receiving support. In order have this, the
proposed parties should apply at least one year before the elections to have
the poll alliance, on receiving the application, and the election commission
shall announce the date of internal election under the supervision of election
commission to have the vote for alliance. In
case of bi elections pre poll alliance should be barred to operate, unless
having pre poll alliance before the general elections. The pre poll alliance partners are
free to vote, on any bills and motions moved in the respective house. In case
the ruling government lost in the trust vote, the pre poll alliance in the
general elections should be barred from joining in the government formed by other
alliances, should be restricted to extend only out sides support for the
remaining tenure of other alliances, and even to extend the outside support to
the party needs have least 50 % of the primary members of political party
should extend the support for the new alliance.
To vote on any bill in assembly/ parliament either for or against the
bills, all the political parties need to have at least 3/4 of approval for
voting either for or against the bill from all the elected representatives of
that party at same level and also level below them i.e in case of parliament
from the parliament members and all elected assembly members, all local body
elected representatives from that party or at least 3/4 of the party office
bearers at all levels of that party without which the meaning of real democracy
has no value.

ARE RESTRICTED FROM EXTENDING SUPPORT ONLY WITHIN THE ALLIANCE AND NOT FOR THE ANY OTHER ALLIANCE EVEN FROM
OUT SIDE OR JOINING THE NEW ALLIANCE, AS PEOPLE VOTED JOINTLY FOR THE PARTIES
TRUSTING THEIR MANIFESTOS/ POLL PROMISES???; ALSO RESTRICTING THE OUT SIDE
SUPPORT PARTIES TO JOIN NEW COALITION, BUT CAN EXTENT OUT SIDE SUPPORT TO NEW
COALITION ON MAJORITY APPROVAL OF THERE PARTY GRASS ROOTS; ALSO RESTRICTING THE
INDEPENDENT ELECTED REPRESENTATIVES TO JOIN THE GOVERNMENT
In order to bring values, morals in the political system it should be
mandatory through electoral reforms,
restricting independent candidates to have only the right to extend outside
support to any party forming the government, independent candidates should be
barred from joining the ruling government, also barred to hold any government
nominated positions. In case the independent elected candidate wishes
to join any political party whether ruling or opposition, should lose his
candidature as elected representative or upper house representative, and become
just a member of that party and only after completing 6 years as a member of
that recognised political party (national or state) or for all registered un
recognised political parties with common symbol, for a period of
recgnization till the joining of that party, i.e for a period from the date of
joining of that party, to the date of obtaining the registered symbol for that
party, or 6 years whichever is
lower, they should be eligible to
contest the election from that party. If any independent
candidate extends support to any party or alliance at the time of of formation
of government or during the trust vote, the independent candidate should be
barred from giving any outside support letter for any other party in his tenure
as member of that level in case the ruling government loses the confidence of
the house. The vote for the new
government in his current tenure will be invalid and his candidature should be
suspended for the remaining period of the tenure. This will certainly eliminate the
horse trading of the independent candidates. This measure will certainly,
improve values to the political system in the country, avoids horse trading..

NEED FOR MANDATORY VOTING IN
THE FLOOR OF THE HOUSE BY ALL POLITICAL PARTIES BY SCRAPPING THE PROVISIONS OF

HOUSE TO BRING VALUES IN THE DEMOCRATIC PARLIAMENTARY SYSTEM, ALSO TO PREVENT
HORSE TRADING, OF THE ELECTED REPRESENTATIVES DURING THE VOTING ON THE FLOOR OF
THE HOUSES; ALSO NEED FOR MAKING POLITICAL PARTIES TO CONDUCT INTERNAL OPINION
POLLS BEFORE VOTING ON VARIOUS MOTIONS FROM THE PARTY OFFICE BEARERS & /
ELECTED REPRESENTATIVES OF VARIOUS LEVELS FOR OBTAINING THE PARTY STAND ON
VARIOUS ISSUES;
It should be mandatory that all elected representatives of all political
parties should compulsory vote in their respective house for all bills,
especially for all constitutional amendments & trust motions, for yes/ no,
any of the elected representatives of any political parties are barred from
walked out or abstain from the voting (else should lose the political party
symbol and recgnization, in addition to loosing the right to represent the
territory as an elected representative by all such members) as people given
mandate for that party members not to abstain from the voting?????. This
principle holds good for all independent elected candidates also. As abstain
from voting is being used by ruling parties for getting through in the voting????.
Following & setting a bad precedence in the democratic system?????; also
all the political parties should compulsorily participate in the discussions on
all matters in the parliament and assembly and local body, this method will
ensure that true representation of people’s views on the floor of the house,
abstaining, walking away is not the real solution which is nothing but
compromise/colluding with the government of the day indirectly for the
individual benefits of the such members or such political parties ?????? people
of the territory did not sent as there representative to be have ambiguity,
they are either yes or no only, As people whom they represent will not get any
benefit from such ambiguity acts, only participating in discussion, voting yes
or no to government policy only can benefit the people in some or other
manner?????? By getting the policy of the government approved or rejected in
the larger interest of the people.

MANIFESTO, PEOPLE VOTED BY SEEING THE PARTIES TOGETHER (THIS MEASURE NECESSARY TO
REDUCE THE PRESSURE & BARGAINING TACTICS OF THE SMALLER COLLATION REGIONAL
PARTIES); ALSO TO MAINTAIN THE COLLECTIVE RESPONSIBILITY ALL THE GOVERNMENT
POLICIES & DECISIONS INCLUDING EXECUTIVE ORDERS ONLY THROUGH THE COLLECTIVE
& CONSENSUSES DECISION/APPROVAL OF ALL THE COLLATION PARTNERS WHICH ARE IN

Also it should be made mandatory that all partners in the government
(elected representatives of pre poll alliance political parties) are subjected
to government whip for collective responsibility of running the government for
getting mandate from the people jointly for the group?????, also in order to
have collective responsibility it should be mandatory that a committee is
formed within the government to discuss thoroughly on all government matters
and executive orders before enacting for obtaining the joint collective
consensus on various matters for ensuring the stability of the government and
delivering good governance; also in case any member of the government or ant
partner in the pre poll alliance party does not obey the government whip and
vote against any government decision then such member or members from such pre
poll alliance partner party should lose the
membership of the house and fresh elections need to be called for in their
respective constituencies as they breached the trust of the people they kept on
the member by jointly electing them for the house. This method will certainly
avoid the midterm polls and also ensure smooth functioning of the government
without subjected to the threats, pressure tactics and bargaining and sometimes
black mailing of the coalition partners for their political gains in their
region/territory?????? As it is an open secret that most of the regional
parties whether in government or in opposition in their state are used for
threatening, try to over draw from the budget etc to gain political mileage for
their regional parties??????, as such the above method will ensure no
government in coalition will act in haste or act autocratic and also to ensure
that better, healthier, progressive & productive debate and discussions
occur on the proposed polices & programmes of the government for being
different point of views on same subjects for different parties in the larger
interest of betterment of people of the territory??????

permissible number of berths in that level, with the desertion of portfolio
allocation to the majority ruling party. This will eliminate the bargaining/pressure
tactics of the alliance parties. Also it should be made mandatory that
fixed number of tenure any individual elected member can be a member in the
cabinet is two terms (irrespective of years of service in government); this
measures necessary as many of the elected representatives think that once being
a member in the cabinet, next time onwards it is there birth right and wish to hold
the cabinet whenever there party forms the government or some of them switches
to other parties, coalitions just become a member in the cabinet????. So the
above method will certainly provide the opportunity to most of the elected
members to be in the cabinet.

NEED FOR MANDATORY APPROVAL
OF 80 % OF PARTY OFFICE BEARERS (4/5 OF THE TOTAL) AT ALL LEVELS FROM VILLAGE
TO STATE LEVEL FOR MERGERS OF POLITICAL PARTIES BY BOTH POLITICAL PARTIES FOR
ENSURING FAIR TREATMENT OF THE PARTY OFFICE BEARERS AND PARTY ACTIVISTS FOR
RENDING THEIR SERVICES WITH HOPE OF GETTING PARTY POSITION IN THE HIGHER LEVEL
OR PARTY NOMINATION IN ELECTION WHICH ARE BEING HAMPERED DUE TO MERGERS DUE TO
POLITICAL INTERESTS OF THE PARTIES AT THE APEX??????
Since in the last few decades there is rise in billionaires and
milliners earned money in legitimate or illegitimate way or holding un
accounted money mostly by the political elected representatives or the so
called celebrities either themselves or backed by the elected representatives,
also elected representatives how are not able to get their whims & fancies fulfilled in the
existing recognised political parties as they as maintaining separate group in
the party they represent?????, or also if there say (the billionaires and above
mentioned type elected representatives) not fully accepted in their present
political party are flouting the new political parties with few of the
followers, many people are joining such new parties from other political
parties where they did not get rise in their carrier for the sake of
designation and visiting card, also many other people joining the same purpose
as they are of the opinion that politics is the best business do nothing and
gain more with developing more contacts in politics, business, bureaucracy with
visiting card with some designation?????; all such parties on getting some
seats are merging with the main parties (people presume for bigger bargain by
the heads of such small regional parties with the bigger parties is more or
less similar to incorporation of a company, selling the shares of company for
un disclosed exorbitantly high premium for immediate gains, but on papers only
a small premium??????), in this process the other elected representatives other
than the near & dear of the apex of the small regional parties are getting
nothing, also the party activists are joining the bigger party on merger
creating a competition and snatching away the positions both in the part &
government nominated positions due to the so called deals done at the apex with
the small regional parties????? And the sincere loyal activists of bigger party
who are awaiting for their turn to have an opportunity to represent the party are
getting cheated in the process, also some of the party activists of the small
regional party are getting effected????; in order to do justice to all sections
in the process of mergers it should be made mandatory that both merger parties
should have got 4/5 of the party elected representatives and also 4/5 of the
party office bearers at each level from district to village and also over all
state/region should approve the merger in voting, then only the merger should be accepted; also in order
to ensure the mergers are not for personal political gains the small merger
party elected representatives or the party activists on merger should barred to
join the government or hold any nominated position for a period not less than 5
years in case the only motive of the merger is only in the larger interest of
the people of the territory not certainly the larger interest of the personal
gains of the founders of the small regional parties?????; also this method will
certainly avoids the formation of groups within the larger political party on
the mergers??????.

NEED FOR MAKING MANDATORY
THE POSITION OF GOVERNORS AND OTHER CONSTITUTIONAL NOMINATED POSITIONS
(CHAIRPERSONS, BOARD MEMBERS OF COMMISSIONS ETC) SHOULD NOT BE PROVIDED TO
ELECTED REPRESENTATIVES (FOR BOTH SITTING & EX-MEMBERS), ONCE ANY
INDIVIDUAL ON COMPLETION OF TERM OF ANY CONSTITUTIONAL POSITIONS SHOULD BE
BARRED TO BECOME PRIMARY MEMBER IN ANY POLITICAL PARTY, ALSO BARRED FROM
CONTESTING ELECTION AT ANY LEVEL, ONLY HE/SHE CAN GET NOMINATED FOR NEXT HIGHER
LEVEL IN THE CONSTITUTIONAL POSITION ONLY; ALSO CONSTITUTIONAL POSITION TERM TO
ANY INDIVIDUAL SHOULD BE FIXED FOR ONE TERM ONLY AT ANY LEVEL CONSTITUTIONAL
POSITION; ALSO FIXING THE MAXIMUM AGE AT THE TIME OF ASSUMING OFFICE FOR ANY
CONSTITUTIONAL POSITION SHOULD BE 65 YEARS.
Since constitutional positions should be a political and the persons
occupying chairs of the constitutional positions should act non biased, it
should be mandatory that no person with political back ground should be made to
hold any constitutional positions; the same is emphasized in many reports
constitutional by governments on constitutional matters, but very unfortunately
all the governments till date are appointing only political persons to the
constitutional positions – de moralising certainly leading to the biased way of
functioning at least few times during their tenure if not on day to day bases,
many instances of allegations that governors acting biased is being
common?????; also the constitutional positions are losing their sanctity as the
constitutional positions are become an alternative adjustment of graceful exit of the senior most political
persons, but very surprisingly many politicians who served in the
constitutional positions are contesting elections after the completion of the
term or during the mid of the term by resigning from the constitutional
position totally degrading the sanctity of the constitution position for
personal gains?????, as such it is most ideal
that the constitutional positions to eminent personalities in the field
of education & law & judiciary like professors in public
administration, sociology, politics,
economics & law and eminent lawyers who fought and won the larger public
interest cases only all who are not primary member of any political party nor
have relation to any elected representative not directly or indirectly involved
in any political organisation in any capacity including advisory role only
should be made eligible for consideration for the nomination for the
constitutional positions like chairpersons and members of national/state
commissions of SC, ST, OBC, Minority, Women etc and also for Planning
Commission, Governors etc (no to retired persons from judiciary as this may
lead to some sort of bias or favouritism to the government of the day to get
nomination for the constitutional positions post retirement ?????); also the
above methods will bring real constitutional justice to people in many ways, it
gets impartial role of the constitutional authorities, also it provides
opportunities for various eminent personalities with knowledge,; also it should
be made mandatory that the family members of the people who served as
constitutional authorities are barred from contesting in any election or hold
any nominated position for at least 30 years after the completion of the term
as a constitutional authority ?????; also the maximum age for the entry of the
constitutional position should be 66 years
to ensure better functioning of the institution.

NEED FOR MANDATORY ELECTORAL
REFORM FOR PROVIDING A PERMANENT OFFICES FOR ALL THE ELECTED REPRESENTATIVES
FROM BLOCK LEVEL TO PARLIAMENT FOR BETTER ACCESS AND SERVICE TO THE PEOPLE IN
THAT TERRITORY AS RUNNING THE OFFICES OF ELECTED REPRESENTATIVES IN THEIR
PRIVATE PLACES MOSTLY HOMES WILL CERTAINLY BLOCKING THE OTHER POLITICAL PARTY
ACTIVISTS & THEIR SYMPATHIZERS, ALSO OTHER PEOPLE DUE TO CASTE, RELIGION
ETC TO PRESENT THEIR ISSUES/GRIEVANCES TO THE ELECTED REPRESENTATIVES WHICH IS
A BIG HINDRANCE, AS MAJORITY OF THE ELECTED REPRESENTATIVES ARE BECOMING
REPRESENTATIVE ONLY BY OBTAINING ON AN AVERAGE 30% OF THE TOTAL VOTERS VOTING
FOR THEM, SO REMAINING ALMOST 70% ARE UNABLE TO REACH ELECTED REPRESENTATIVES
DUE TO LOCATION OF THE PARTY IN THE PRIVATE PROPERTIES OF THE ELECTED
REPRESENTATIVE
Also IT SHOULD BE
MANDATORY THROUGH REFORMS THAT ELECTION COMMISSION SHOULD PROVIDE AN OFFICE FOR
THE EACH ELECTED REPRESENTATIVE FROM THE MANDAL LEVEL TO THE PARLIAMENT (as
till date mostly the residence of the MLA/MP is the camp office of the elected
representative). All the offices
should have slandered design and equipment throughout the country like standard
tables, chairs, with fixed number of chairs based on the population of that
territory, telephone, fax, computer, printer, internet, etc with drinking water
and sanitation facility for the visitors, with consumables & maintenance to
be supplied by the respective state/local governments for up to assembly level
offices and by the central government for the elected representatives of
parliament.
(38)
NEED FOR MAKING IT MANDATORY
THAT ALL ELECTED REPRESENTATIVES VISIT THE RESPECTIVE TERRITORY AS PER THE
STANDARDS SET BY THE ELECTION COMMISSION PERIODICALLY DURING THE NON
FUNCTIONING OF THE HOUSES; NEED FOR KEEPING BIOMETRIC BASED READERS AT EACH
GRAM PANCHAYAT OFFICE, MANDAL OFFICE, MAKING IT MANDATORY THAT ALL ELECTED
REPRESENTATIVES FOR RECORDING THE VISIT TO THE GP/MANDAL THROUGH THE BIOMETRIC
READERS OF THEIR FINGER PRINTS TO ENSURE EVERY ELECTED REPRESENTATIVE VISIT THE
TERRITORY THEY REPRESENT PERIODICALLY
In addition it should be
made mandatory that all elected representatives should mandatorily visit their
territory in such a manner that all the villages/ mandals are covered in three
months time, the visits should be preferably on weekends and non working hours,
to ensure that work of the villagers is not disturbed, in every village should
conduct a gathering during the visit to ensure that all villagers are being
heard about their grievances. All
the details of the visit should
be submitted to the election commission quarterly within fifteen days of
completion of that quarter. Also all the expenditure incurred for the travel to
the villages /mandals and the local expenditure during the visits should be
submitted to the election commission every quarter. Every elected candidate should use the
computer with internet provided by etc, with standard e mail address for all
the elected representatives except with mandal name, assembly constituency
name, parliament constituency name change, the standard format to be filled by
the individual citizens about the grievances, one copy of the mail will by
default should reach the election commission office, in case the computer not
opened for more than 5 consecutive days, the election commission office will
alert automatically the candidate, the party organisation of the candidate and
the local authorities to get the candidate attend to the mails and in case of
any repair ensures it get repaired immediately. This ensures that all the
candidates are vigilant all the times. As in almost all villages and
towns are having net facility, this can be used by the public. Alternatively
fax and personal visit should be made, every personal copy should be
acknowledged by the elected representative. All the MLA/MP offices should have
the CC camera and the footages should be transmitted to the district and state
election commission office and stored for 5 years, all the visitors should be
provided with receipt for their letters or heard the matter and feed in the
computer, the copy will automatically stored in the etc system, after attending
the work the completion report should be generated by the MLA/MP office and provide
copy to the grievance presented candidate and the same should be intimated to
the etc for pursuance of the grievance, also all the discussions with the
people should be under camera surveillance only; all the MP/MLA residences
should be provided with cc cameras at the entrance and exist and the footage should be automatically
transmitted to the storage system of the etc, this measure will certainly lead
to better attendance of the grievances of the people and also reduces the
corruption, favouritism, bias and bureaucratic & business favouritism for
vested interests should be reduced. (Since all government offices are being
under the cc camera surveillance).

NEED FOR MAKING IT MANDATORY
THAT ELECTED REPRESENTATIVES SHOULD LIVE IN THE RESIDENTIAL ADDRESS MENTIONED
IN THE ELECTION DECLARATION IN THE CONSTITUENCY AND ALSO TO THE OFFICIAL
RESIDENCE ALLOCATED BY GOVERNMENT IN THE HEAD QUARTERS ONLY, ALSO NEED TO
INSTALL THE CC CAMERAS AT THE ENTRANCE AND EXIT OF THE HOUSE OF THE ELECTED
REPRESENTATIVES FROM THE MANDAL LEVEL ONWARDS ESPECIALLY FROM THE ASSEMBLY AND
PARLIAMENT REPRESENTATIVES TO RECORD AND VIEW THE VISITORS FOR PROVIDING MORE
SECURITY ALSO TO RESTRICT THE UN HOLY NEXUS BETWEEN ELECTED REPRESENTATIVES AND
BUSINESS MEN, ALSO TO PREVENT UN ETHICAL BEHAVIOUR OF ELECTED REPRESENTATIVES
AS ELECTED REPRESENTATIVES LIFE SHOULD BA AN OPEN BOOK AND NEEDS TO BE MORE
TRANSPARENT IN THEIR LIFE AS LONG AS THEY REPRESENT THE PEOPLE
In order to bring more transparency in the system and more
accountability ensuring the elected representatives are accountability and more
ethical behaviour and also available to the people they represent it should be
made made mandatory that all elected representatives should mandatorily live in
the address provided in the election commission or mention the new residential
address to the election commission in case change of address, but should
mandatorily live in the territory they represent, also in the head quarters at
cities where assembly or parliament is situated mandatorily in the government
allocated quarters only; also it should be made mandatory that all the
residences of the elected representatives of parliament, assembly and
mandal/block should be under CC camera surveillance by fixing the CC cameras at
the entrance and exit of the house and and also at the visitors place in the
residence (other than family & friends all other visitors should be met
only in the visitors room at the residence and the conversation with them also
should be recoded along with the CC recording- in the same lines of the offices
at the territory they represent in order to bring transparency in the dealings
with the public- the entrance cameras feed and the feed at the visitors room
will determine the relationship of the visitors- which enables the elected
representatives to behave more responsibly) also at the entrance and exit of
the road, lane proceeding to the house of the elected representative; this CC
camera surveillance should be in addition to the CC camera surveillance at the
official offices of the elected representatives in their respective territory
and the feed should be recorded and transmitted to the election commission
monitoring wing; this method of keeping CC cameras at the office and residences
will certainly not only useful in the security angel but also brings more
transparency, also it should be made mandatory that all the visitors details in
a standard format should be recorded in the visitors register and are uploaded
to the election commission website, also the same should be maintained at the
elected representatives office in the territory (the election commission should
observe the frequent visitors and un registered visitors in the register book
found in the CC cameras should be given to the Intelligence bureau of the police
for gathering the information to curtail the touts operating at the official
residence and at the office of the elected representative) ; as it reduces the
elected representatives and business nexus, it reduces the corruption, it makes
the availability of the elected representative to the people in the office or
residence (also the people can call the toll free election commission office to
know whether the elected representative is in the territory or not); also it
should be made mandatory that the elected representative before leaving the
station i.e the district should mandatorily inform the election commission
office either through mail or sms from his official number or by calling from
his official number; all these measures helps in improving the territory as it
increases the responsibility of the elected representatives also it helps in
adopting more ethical and moral behaviour by the elected representatives as
some of the elected representatives who are in the head quarters or capitals
are mostly forced bachelors as their families are living the territory they
represent, some of these kind of elected representatives are indulging in
prostitution, extra matrimonial affairs or expecting the sexual favours from
the female members of the party activists and the some business people and leaders in order get
favours they organize everything the elected representatives wishes to get the
entertainment and pleasure????????????, it become a common syndrome for some of
the elected representatives irrespective of political parties, as they are free
to do anything they wish at the their official residence as they are scarred to
do any illegitimate act in the hotels or
guest houses for the scare of the CC cameras in the hotels and spy
cameras in others guest houses?????;
also it is a fact that some of the elected representatives are letting
these official residences for the business people as many business people think
that the best places to meet with politicians and bureaucrats is the official
residences of the elected representatives, as such they pay fancy price as
rental on oral agreements and will use the premises as they like and the so
called elected representatives just keep one room for them and the rest is
under the private business people and lobbyists control, and all sorts of
activities takes place in the official residence of the elected representatives
??????; also it should be made mandatory to inform the local police the people other than the family
members who are staying in the official residence of the elected
representatives including the personal staff of the elected representatives. Also it should be made mandatory that the stay
details of the elected representative should be up loaded to the official
website of the elected representative, in addition to informing to the election
commission as well the political party they represent to ensure more
availability and convenience to the people they represent; also this method
will certainly bring more responsible behaviour of the elected representatives.
Also it should be made mandatory metal detectors with baggage scanners should
be installed at the official offices of the elected representatives in the respective
offices & at the residences at the
territory and the residence at the capital in the larger interest of safety of
the elected representative, for all elected representatives of assembly and
parliament by government through deducting from their MLALAD/MPLAD fund; also
it should be made mandatory that all hotels, guest houses both private and
government, restaurants should mandatorily forward the footages in case of
elected representatives visit there place to the election commission and also
to intelligence bureau, failure to do should lead to the criminal case against
the responsible persons of the hotel, restaurant, both government as well as
private guesthouses. This measure will bring more transparency in the dealings
of the elected representatives, also this method will certainly reduce the
corruption, makes them to behave ethically at all times by all elected
representatives.
(39-A) NEED FOR MAKING IT MANDATORY THAT ALL ELECTED
REPRESENTATIVES SHOULD MAINTAIN THE “DAILY DAIRY” REGARDING DAILY ACTIVITIES
& PLACES VISITED AND THE PEOPLE THEY MET DURING THE DAY EVERY DAY, ALL 365
DAYS AND MAKE THE DAIRY ONLINE EVERY DAY, THIS IS IN ADDITION TO THE DAILY
ONLINE VISITORS LIST, AS THE ELECTED REPRESENTATIVES MAY VISIT OTHER PLACES TO
MEET DIFFERENT PEOPLE FOR DIFFERENT PURPOSES, THE DAIRY WILL REVEL WHICH PERSON
HE/SHE IS METING OUT SIDE THE OFFICE, WHICH PLACES THE ELECTED REPRESENTATIVE
VISITING, FOR WHAT PURPOSE HE/SHE IS MEETING THE PERSON, HOW MUCH TIME SPENT
WITH OUT SIDE THE OFFICE WITH ANY PERSON, REASON FOR MEETING THE PERSON OUT
SIDE THE OFFICE/RESIDENCE, ALSO THE UTILISATION OF TIME BY THE ELECTED
REPRESENTATIVE SHOULD BE ANALYSED THROUGH THIS DAILY HOURLY DAIRY MAINTENANCE.
Since the elected representatives life should be transparent, also the
the time of the elected representative should be precisious & valuable and
should be utilised only for the people they represent (after their individual
family needs i.e spouse and children); in this connection even though there is
installation of the CC cameras at the office, residence of the elected representatives from the assembly
level on wards, but all other elected representatives from the Gram Panchayat
to the district level local body representatives and also the assembly and
parliament elected representatives visit so many places and meet so many people
(most of the time for the self centred interests by majority of the elected
representatives mostly for the monetary gains through one or the other way
through deals or utilizing the position of the elected representative to benefit
the business people or some individuals through which they will get some
benefit); as such the people of the territory who elected the representative
should have the authority to know the activities of the elected representative
on day to day bases (after all the elected representatives are answerable to
every single voter in the territory, also they should utilise every minute of
the time during the tenure for the people of the territory, of course the basic
needs of the family like children education taking care of spouse no one should
object but as far as some fixed time for these activities are concerned, other
than that their every single minute activity should be known to the people, as
most of the elected representatives are wasting their time in non productive
& useful to the people, and only for self use activities of the elected
representative like either involvement in consumption of the alcohol soon after
the sun set, even some will start from the morning, or involved in partying
with close friends almost every evening, or with gambling by playing cards etc
or involved with extra matrimonial affairs, prostitution or holidaying in some
other state / country or or looking after their family business, or involved in
meeting people with business interests and doing business deals in hotels or in
friends’ houses or business intermediateries houses etc, almost all the
actives outside the office / residence);
all the above activities are not in the interest of the public who they elected
them but only for self of the elected representative, as such all these can be
avoided or reduced to a great extent as if they reveal where they are visiting,
how much time they are spending, purpose of the visit, the basic description of
the discussions in the visit. Also should clearly provide the details of the person
they met like the full name, phone number, address / from which
organisation/place etc, All the elected representatives should make the daily
dairy on every hour column in the dairy supplied by the government in their own
hand writing before going to bed in their residence, also all the elected
representatives should rest in the official residence or government guest
houses or inform the local police about the stay in private persons houses or
hotels or private guest houses in case they are staying in the night other than
government or personal residence/ government guest house. Also it should be
made mandatory in case of wrong disclosure by any elected representatives they
should be liable to recall for the first two mistakes, in case of third time
repeated wrong disclosure then the election commission should initiate the right
to re call, in case of fourth wrong disclosure the elected representative
should be barred from holding the position of the elected representative. This method will certainly bring the morals
in the elected representatives and drive them to be alert every time and
dedicate their tenure to the public service. This method will certainly reduce
the corruption to a considerable extent.
(40)
NEED FOR ESTABLISHMENT OF
TOLL FREE NUMBERS FOR REGISTERING THE GRIEVANCES OF THE INDIVIDUALS IN CASE NO
RESPONSE FROM THE ELECTED REPRESENTATIVES AND ALSO TO PURSUE WITH THE ELECTED
REPRESENTATIVES AND GOVERNMENTS FOR THE ISSUES OF PEOPLE
Also it should be made made mandatory that the election commission
establish a national toll free number with staff proportionate to the
population of the state and official language of that state to receive the
complaints/ grievances of the people and scrutiny the grievances according to
the category and forward it to the respective level elected representatives.
And the action taken report
should be submitted by the elected representatives to the election commission
office will be up loaded in the system; also
will be informed to the callers. The toll free number should be operated by the
election commission only.
(41)
NEED FOR MAKING IT MANDATORY
THAT ALL REGISTERED POLITICAL PARTIES, ALL THE CANDIDATES TO DELIVER THE
MANIFESTO AND POLL PROMISES PROGRESS REPORT ANNUALLY AND AT THE END OF TERM THE
FULL PROGRESS REPORT ABOUT THE ACHIEVEMENT OF POLL PROMISES TO BE MADE PUBLIC
FOR ENSURING MORE BETTER GOVERNANCE AND SERVICE TO THE PEOPLE
Also it should be made mandatory that all political parties issues
manifestos before four month of poll and all the election promises by the
individual candidates should be submitted at the time of nomination in an
affidavit form to the election commission; all the promises made should be
fulfilled by the party as well as individual candidates, the performance of
fulfilling the manifesto as well as election promises should be submitted to
the election commission every year, all the data should be mandatorily kept on
the web site of the political party and also by the individual as well as by
the election commission; also before going for next general elections the
previous election poll promises fulfilment percentage should be made public;
only the elected representatives who fulfilled with more than 75 % of the poll
promises in there tenure only should be eligible to contest the next elections
on party symbols/ individual candidates.
(42)
NEED FOR ELECTION COMMISSION
TO ISSUE PERFORMANCE CERTIFICATES FOR THE ELECTED REPRESENTATIVES AT ALL LEVELS
The election commission
should issue the performance reports of the candidates by annually (every six
months) to the public based on the visits, based on the attend system to the
grievances, etc. If the performance is below 50 %, the election commission will
issue advisory notice to the individual elected representatives, if two consecutive half years is below
50 % it is up to the people to decide for the recall, if the percentage is
below 50 % for three consecutive half years the election commission should sue
motto order for right to recall. In case of fourth consecutive half year the
performance is below 50 % then the elected representative should be recommended
by the election commission to be barred from holding the position of the office
of elected representative by the house he/she represents.
(43)
NEED FOR MANDATORY
INCORPORATION OF PROVISION OF RIGHT TO RECALL BY THE PEOPLE THROUGH INDIRECT
METHODS FROM THE GRASS ROOT ELECTED REPRESENTATIVES HAVING THE POWER TO RECALL
THE ELECTED REPRESENTATIVE OF ANY LEVEL.
Also it should be mandatory
through electoral reforms the “right to recall” provision/facility should be
available the people for re calling the non performing candidates at the assembly and
parliament. It can be made
through indirect voting only. The
right to recall can be initiated only if more than 30 % of the gram panchayats
or wards in the constituency file a common written complaint to the election
commission on the majority approval of the respective gram sabhas/wards. The election commission will announce
a day and time to convene the assembly of all gram sabhas to conduct voting by
all gram sabhas at the same time, to vote Y/N to recall the non performing
candidate (assembly/parliament), simultaneously conducting voting of all
the elected representatives in that constituency for the recalling of the
candidate. For the assembly constituency all local body elected
representatives of that constituency, in addition to local body elected
representatives of all the assembly segments, all the elected members of the
assembly in the parliament constituency are the eligible members to vote for the
motion to say Y/N. In this all the gram sabha results should be given 60 % weight-age
and the remaining weight-age of 40 % to the entire elected representative. In
the voting motion of recall the recognised political parties wipe should not be
valid and conscious vote of the elected representatives should be permitted,
only thing is that election commission will issue wipe to mandatory vote in the
motion to those gram panchayat members who has evoked the right to recall.
If the “yes” for recalling of the candidate, is more than 50 %, then
candidate should be dismissed as the member (of assembly/ of parliament) and
fresh elections should be conducted in the constituency. The right to
recall can be initiated only after completion of one year term as elected
representative for general descent among the people of the constituency,
in case of any serious criminal charges against the candidate, or abnormal
raise in the wealth of the candidate (as the candidates are being contested and
elected as per the class viz low, middle, upper class), the provision can be
evoked irrespective of minimum period, but the right to recall, cannot be
initiated 12 months before the expiry of the term of the elected
candidate (term of assembly, parliament). Also
once the candidate is dismissed in the right to re call method, then the
dismissed candidate and the immediate family members of the dismissed candidate
and the brothers and sisters born for the same father of the dismissed
candidate should not be allowed to contest the bi-election. This method
will certainly, ensure that all elected representatives work dedicatedly in the
every villages and wards gaining the confidence of the all sections of the
people.

EXAM ON BASIC KNOWLEDGE ACQUIRED TO ENSURE ALL ELECTED REPRESENTATIVES ARE
THROUGH WITH SYSTEM AND KNOW THEIR RESPONSIBILITIES
Since on the implementation of proportionate representation in the elections at all levels for level
playing field and inclusive growth there will be lot of new comers will
represent the people through winning people’s confidence in the elections, but
most of them may not aware of parliamentary procedures and constitutional
rights for delivering the best to the people they represent, as such they need
to get proper training on all these subjects in addition to provide them the
complete facts and figures about the territory they represent by let them know

make it mandatory completion of conduct of elections at least three months

given training after one month of completion
of election process for a period of thirty days at the respective district head
quarters for all local body elections, at state head quarters for elected
representatives of assembly, and at national capital for all parliament elected
representatives. This is necessary for ensuring all elected representatives
provide better service to the people they represent.

NEED FOR STANDARDS FOR THE ELECTED
REPRESENTATIVES BOTH IN THE ZILLA PARISHAD/ MUNICIPAL COUNCIL, STATE ASSEMBLY
AS WELL AS IN THE PARLIAMENT FOR BETTER GOVERNANCE AND BETTER REPRESENTATION OF
THE PEOPLE ENSURING REGULAR ATTENDANCE BY THE ELECTED REPRESENTATIVES, MAKING
MANDATORY PROVISION THAT ALL ELECTED REPRESENTATIVES WILL HAVE APPROPRIATE TIME
DURING THE SECESSIONS OF THE RESPECTIVE HOUSES FOR RAISING THEIR VOICES IN THE
HOUSE ABOUT THE TERRITORY THEY REPRESENT
The timing of the houses
should be at least 12 hours a day, for a minimum of 90 days in a year. It should be mandatory that elected
representative should be mandatory to attend the house with 75 % attendance of
the total number of hours of the house. In
case of the attendance is less than 75 % for two consecutive secessions on the
aggregate, the candidature can be liable for right to recall by the people
elected, if the attendance is
less than 75 % on aggregate (total number of hours presence in the august house
either assembly/parliament participating in the discussions) for three
consecutive secessions the election commission should suo motto initiate the
right to re call. Unless on serious medical grounds, and the doctors certify
that his recovery and mental balance. In case the candidate aggregate
attendance in 4 secessions is less than 75 % then the candidature of the
elected representative should be automatically terminated as the candidate is
unfit to represent the territory; this measure will ensure that all elected
representatives will be more responsibly behave and attending the needs of the
territory. In addition, if the
parties, candidates disturbing the proceedings of the house constantly are
liable for the loss of the public money from the party and the candidate and
the election commission can initiate action for right to recall on such
candidates on the request of the head of the house for constantly disturbing
for having received more than three warnings, also the re calling can be
initiated by receiving complaint from over 50 % of all elected representatives
of local bodies, & assembly in that constituency where the candidate got
elected. Also time based
biometric system should be installed for entry and exit of the floor of the
house ensuring that all candidates attend the house properly. (Even for the individual candidates
attending school level board examinations how can a representative elected by
several lacks of people should be spared for not attending the secession?)
Also it should be
mandatory that one hour of time during the entire 90 days session with equal
distribution of at least 15 minutes each secession for the elected
representatives to raise the issues pertaining to the representatives
constituency. This will enable
that all elected representatives will be represent the voice of their people,
apart from the regular questions. The speeches should not include personal work
done by the individual candidate or his party, all the speech / questions
should mandatory restricted to the issues either general or related to the
territory. In case if the personal
speech is made, the cost of expenditure for time period of that speech related
to the personal speech should be deducted from the candidates salary, and in
case of more than three sessions found to be personal speech, the candidate
should be liable for recall and the expenditure of the recall should be charged
from the party candidate and also party organisation.

NEED FOR MAKING IT MANDATORY
FOR ANNOUNCEMENT OF CANDIDATES 4 MONTHS BEFORE THE EXPIRY OF THE TERM OR 4
MONTHS BEFORE THE ELECTION ; THIS SHOULD APPLY TO THE INDEPENDENT CANDIDATES
ALSO FOR ENSURING BETTER PROPAGANDA BY
THE CANDIDATES AND BETTER UNDERSTANDING OF THE ABILITIES OF THE CANDIDATES IN
FRAY BY THE PEOPLE IN THE TERRITORY
The election commission
should make it mandatory for the registered political parties to announce its
candidates at least four months before the expiry of the term of the house and
submitted to the election commission with the statutory deposit for each
candidate. This principle should
holds good for all independent candidates also. This will provide
the candidates to express their views to the people of their territory in a
better way, and the people can also understand the policies of the parties and
the candidates and will give fair ideas to choose their candidate to represent
them. The election commission
code should be implemented from this date i.e four months before the expiry of
the term of that house. Only the schedules of the election should be announced
30 to 45 days prior to the election for nomination and polling & counting
and announcement of result. In no case the announced candidates should be
changed by the political parties, except withdrawal of the candidature from the
fray, and all political parties are barred to support the independent candidates
in fray.

NEED FOR CREATION OF
ELECTION MATERIAL SUPPLY UNITS BY THE ELECTION COMMISSION AT EACH STATE,
DISTRICT FOR THE SUPPLY OF THE POSTERS, BANNERS, MIKE SETS ETC TO REDUCE THE EXCESS MONEY SPENT ON THE
PUBLICITY, PUBLICITY ONLY AS PER THE MANIFESTO ONLY, REDUCING THE POSTER
POLLUTION IN THE PUBLIC AREAS
Also it should be made mandatory that the election commission should set
up at each state, a printing unit to print the posters, to make banners and
accessories for the political parties and all political parties need to order
for the posters and banners by advance payment to the election commission
printing organisation. All the banners are restricted to have maximum
of three photographs with compulsorily one photograph belong to the contesting
candidate, the photographs should occupying not more than 25 % of the space of
the banner. The banners should only
describe the policies of the party / candidate for the constituency/
state. All the banners
should be bar coded. The
principle should be applied to the independent candidates also. And in case of
any printing press found printing banners should be seized and non bail able
case should be registered with minimum of 5 years of imprisonment. This measure
will certainly reduce black money in the election. In case any banners/ posters
found should be removed by the election commission with deducting 5 times the
cost of the banner or the poster from the account of the candidate/ party.
Even for fixing the posters and banners the parties / independent
candidates should mandatorily obtain the permission from the local authority
and the posters and banners are affixed by the municipal/revenue department on
the written request of the candidates in fray by paying fixed amount officially
to the municipal/revenue authority and take a video of the places where given
permission to fix and fixed; and all other banners and posters should be
removed which were fixed in the non permitted areas, the application for
permission to fix in the localities should be requested and it should be duty
of the municipal authorities/revenue authorities to allocate a designated area
for the fixing of posters and banners in coordination with electricity
department, traffic police for ensuring the banners are fixed safely, also in a
given space in a particular locality the banners and posters should be fixed
based on the auction or on the lottery system in case of space constraint; also
it should be made mandatory that the candidates in fray should pay fees in
advance to the municipal commission/ revenue authorities for removal of banners
and posters soon after the completion of elections (next day on the
confirmation from election commission without waiting for the results to be
declared)

NEED FOR RESTRICTION OF
CAMPAIGN VEHICLES, ALSO NEED FOR REMOVAL OF SECURITY FOR ALL THE CANDIDATES
DURING THE CAMPAIGN, RESTRICTING THE CAMPAIGN ONLY ON WEEK ENDS AND HOLIDAYS
ONLY FOR ALL MASS GATHERING WHETHER ROAD SHOWS, PUBLIC MEETINGS IN THE GROUNDS,
ONLY ALLOWING DOOR TO DOOR CAMPAIGN DURING WORKING DAYS WITH NOT MORE THAN 10
MEMBERS IN A TEAM TO REDUCE THE LOSS OF PRODUCTIVE WORKING HOURS OF THE INDIVIDUALS, COMMON PUBLIC.
Also it should be made mandatory that for the campaign by the candidates
permission should be given to a maximum of 25 vehicles (10 four wheelers and
above, and 15 two wheelers & three wheelers) for the parliament elections,
and 10 number of vehicles for assembly (3 four wheelers, 7 two wheelers), and
maximum of 5 vehicles for the mandal /block elections (2 four wheelers and
three two wheelers) and for gram panchayat /ward 3 vehicles (1 four wheeler and
2 number of two wheelers); no government security / vehicles should be
provided for candidates in fray. All vehicles should be provided with vehicle
passes issued by the election commission. Any personal
vehicles not having permission from the etc, belonging to any individual found
in the campaign should be seized and barred for one year from running on the
roads. Any unauthorised election campaign material and cash found transferring
in the vehicles during the valid period of election code should be seized and
non bail able offence should be lodged against the candidates with one year
rigorous imprisonment in that vehicle and the vehicle should be barred to run
on the roads for at least one year. This
measure will eliminate the individuals & travel operators to provide
vehicles to the poll purposes. The travel operators can have the facility to
claim the losses from the candidate or the political party in case of seizer of
the travel vehicle, in case of investigation proves that there is no role of
the travel agent. This way the drivers of the travel vehicles will alert the
election commission in case found that election material being transported in
the hired vehicles.

NEED FOR COMPLETE BAN OF
POLITICAL PARTIES OR ELECTED REPRESENTATIVES OWNING MEDIA (BOTH PRINT &
ELECTRONIC) DIRECTLY OR BY THEIR IMMEDIATE FAMILY MEMBERS IN ORDER TO PREVENT
THE MISUSE AND MISLED TH PEOPLE THROUGH THEIR OWN SELF PROPAGANDA FOR THE
INDIVIDUAL OR THEIR PARTY
In order to provide accurate information to the people about the
political system, and also to provide un biased information it should be made
mandatory to completely ban registered political parties and elected
representatives to hold the ownership or have substantial shares in the print
& electronic media not only in the district, state they represent but also
the national media; also the election commission should constitute a committee
on media watch comprising of the representatives of media in that region to
watch and analyse and bring to the notice of the election commission any biased
news made by any media towards any political party or any elected
representative; also the government should make law in such a manner the political
parties will lose their reorganization if they are directly involved in owning
any media and all the candidates are treated as independent candidates; also in
case any elected representative owns a media, or has substantial shares either
by themselves or by their immediate family members than the elected
representative should be barred from holding any party representation and should be treated as
independent candidate only; this methods will help public to have un biased and
fair information and stop passing
canards in a veiled manner regarding the opposition candidates or opposition
parties to get publicity and mileage to that the political party (which owns
media) should be projected as only alternative to other parties influencing the
voters; also the election commission should add every special interviews and
shows related to an individual candidate or individual party (other than
debates) if done in the four months before the election (as per the suggestions
mentioned in this document election notification should be made four months
prior to the expiry of the term) should
be treated as election expenses of the candidate or party only. As most of the
educated people in some states are of the opinion and also vexed with the
propaganda of some of media channels owned by the political parties especially
in the southern states, all the above measures will certainly bring values and
truthful information for the people to elect the right candidates.
(51)
NEED FOR MAKING IT MANDATORY
THAT ALL THE POLITICAL PARTIES & CANDIDATES IN FRAY SHOULD DEPOSIT THE
FUNDS TO BE SPENT AS ELECTION EXPENDITURE WITH THE ELECTION COMMISSION AND DRAW
FROM THE ELECTION COMMISSION AS AND EHEN REQUIRED, WITH NOT MORE THAN 20 % OF
THE ALLOWED EXPENDITURE DEPOSITED IN THE FORM OF CASH, ALL EXPENSES ABOVE 5000
Rs SHOULD BE THROUGH THE CHEQUE ONLY.
The election commission should make it mandatory that the candidates
also should deposit the money proposed to spent in the election process four
months in advance with the election commission account when the election
commission announces the conduct of the elections, only the candidate and the
authorised person of the candidate can deposit the amount, the election
commission should provide cheque leaflets to withdraw the amount to be spent
for the election purposes. All payments above 5000 Rs should be through the
cheque only. And not more than 20 % of the amount deposited should be spent in
cash.
Also it should be mandatory that all the political parties should
deposit the money with the election commission to be spent in the election
campaign for their star campaigners and senior leaders and all the election
tours of the campaigners should be submitted to the election commission and the
tour expenses should be drawn from the joint account in election commission,
all expenses payments by the cheque for the travel, stay and the construction
of the venues, the security arrangements pay etc. This measure will
eliminate corporate sponsorships and black money to a larger extent. And also
reduces the burden on the local leaders. The
money deposited in the election commission account should provide the source of
income. In case the source of income found un declared the reorganisation of
the political party/ individual candidate should be cancelled and the elected
members from the party should be barred from contesting election in
future. In no case any excess expenditure should be allowed to be spent
by the parties, all the free bies
distribution likes caps, pens, saries, sports kits, kitchen consumables etc
should be barred to distribute soon after the code of conduct of election
commission is initiated i.e four months before the election. In all
political meetings should be held only on weekends only, and no road shows
should be allowed, only door to door campaign by the candidate and his
followers should be allowed on any working day during the period of sun rise
and sun set. All the expenditure for the star campaigners, for the statutory
payments for the local authorities for the ground, sanitation etc should be
charged in advance prior to permision by concerned local administration from
the election commission on behalf of candidates.

DURING THE CAMPAIGN FOR GETTING THE VOTES IN EACH ELECTION AT EVERY LEVEL BY
CONSTITUTING TWO TEAMS TO MOVE WITH EVERY CONSTITUENCY, ONE TEAM COMPRISING OF
GOVERNMENT REPRESENTATIVES (POLICE, EXCISE, INCOME TAX AND MUNICIPAL) AND OTHER
TEAM COMPRISING OF REPRESENTATIVES TOP FOUR MAJOR POLITICAL PARTIES TO OBSERVE
AND RECORD THE VIDEO AND ANALYSIS FOR ENSURING ALL ELECTION NORMS ARE PRACTICED
BY THE CANDIDATES IN FRAY. THE EXPENSES ARE TO BE MADE EQUALLY TO ALL THE
CANDIDATES IN FRAY AT THAT TERRITORY
Since it is a common practice and open secret that in spite of the
election commission guidelines majority of the people contesting elections
especially belong to the regional political parties in that region use all
sorts of tricks, gimmicks, provocation on caste and religious, individual
charter based talks to woo the voters and in addition to woo the voters they
also bribe the voters through giving free articles from the youth by providing
the sports kits, to the women saries and other kitchen items, also for the men
the mostly liquor etc ; in order to prevent this kind of tactics to woo the
voters with temporary mesmerisation and getting benefit in the election the
election commission should constitute two independent teams to move in the
constituency from the day of the election notification; one team should
constitute of government officials from police, state excise department, and income tax department and sales tax and
municipal department; the other tram should be constituted with representatives
from top four or five major political parties in that region (the top political
parties can be determined on the bases of total number of primary members in the
party); these two teams in appropriate numbers based on the population of the
constituency should be provided with a vehicles and a camera persons to
accompany to move in the designated constituency and record the speeches,
programmes and activities of the all candidates in the fray; these type of two
teams should be constituted for all assembly and parliament constituencies; all
the feeds should be verified and correlated to ensure all the candidates and
parties follow fair election practise as per the guidelines of election
commission. Also the expenses of both the trams should be equally distributed
to all the candidates in the fary and recovered from them.

THE ACCOUNTING SYSTEM OF POLITICAL PARTIES
As it is an open secret most of the political parties distribute the
funds for the election purposes partly official and partly un official, and in

representatives being used by the political parties mostly by the regional

circumstances most of the candidates
from the recognized parties violate the election commission norms and spend
excess money for various purposes mostly for purchasing voters by distributing
the money in the last few days through the local leaders to the individual
voters; in order to bring the system straight to ensure this kid of illegal activities are prevented to a great
extent the political party bank accounts
should be steam lined by making it mandatory that all political parties open
joint bank account with election commission and all receipts and payments
should be automatically known to the election commission. Also making it
mandatory all donations received above rs 1000 accepted only through cheque,
all payments above rs 5000 should be through cheque only, all the fees for the
party membership should clearly mention the voter id and phone number along
with the finger print of the active /primary, member, scanned and sent to the
account of donors / party active members list to ensure that all money receipts
are accounted, also need for banning all corporates who have funded the political parties to take up any government work either local or
state or central government or psu work for minimum of 10 years period from the
date of donation to ensure prevention of any kind of favours in lue of funding
to the political party; also it should be made mandatory submission details’ of
income and expenditure statements of the party organisations every month to the
election commission, also need to keep the details in the web; all these
measures will certainly prevent corruption to great extent by reducing the
business donations, also by bringing more transparency also less influence on
the voters enabling voters to decide right candidate to serve the people of the
territory for the better development of the territory as well the country.

MANDATORY ALLOCATION OF FUNDS TO THE STATE, DISTRICT AND MANDAL OFFICES IN A
FIXED AMOUNT TO CARRY OUT THE PROGRAMMES AND ALSO FOR THE MINIMUM EXPENDITURE
FOR THE MAINTENANCE OF THE OFFICE AND STAFF EXPENSES AS WAS FIXED BY THE
ELECTION COMMISSION BASED ON THE AREA, NUMBER OF STAFF, ETC UNIFORM FOR ALL
POLITICAL OFFICES, (OTHER WISE THE MAINTENANCE OF OFFICES LEFT TO THE ELITE
& UPPER ECHELONS LEADS TO BIAS AND NOT APPROPRIATE PROCEDURE),
It is fact that most of the political offices at the grass roots are
operated from the properties of the local leaders of the party, this lead to
groupism and also lead to inconvenience
for the party workers and also to the common public (as people belong to
different political parties live in the territory) to visit the residences of
those leaders as the party office was situated in their residence, also it
should be mandatory that no party office
should be situated in the residential locality at any level to ensure avoidance
of any kind of inconvenience to the residents as political offices at the
residential areas are a big inconvenient, disturbance for the students, elders
as well as house wife’s and different kinds of people will visit the offices on
regular bases and also these offices regularly do darnas, celebrations on
different occasions, also lead to traffic congestions; also the political
offices situated in leaders houses will lead to bias and favouritism towards
for that office bearers and there will be a chance to get hampering of the
propaganda of their party activities and government programmes for the welfare
of the downtrodden, also it should be made mandatory that all the office
maintain proper staff in appropriate number with fixed salary for the office
bearers as was determined by the election commission and all general rules of
the employees of any business organisation should apply for the staff; also it
should be made mandatory that all the offices are provided with appropriate
fund towards the administrative expenses and also for the conducting programmes
and propaganda of the programmes and for the visit of the leaders from various
places. This measure is necessary since the down trodden sections of the people
in almost all the political parties lacks the financial ability which is the
constraint which makes the political parties encouraging so called powerful
castes to be leaders from the mandal level to the district level for having
self ability to run the party offices and programmes and take care of the visit
of the leaders programmes from either there own pockets or through sponsorship
from some business people, which is the root cause of the rise of inequality
and lacks the social justice and only single digit percentage population castes
are getting over 40% of the total seats to contest by all political parties in
some states (in this regard all the political parties ensure level plying field
by fielding almost equal wealth candidates); so the lack of proper office, lack
of proper allocation funds and lack of office establishment is the root cause
leading to non maintenance of social justice in the political party
organisations which leads to the rise of corruption in the country; as such it
should be made mandatory that all political parties should maintain the proper
offices either owned by party or rented or leased located in non residential
zones with adequate parking space and also maintain proper staff and also
allocate funds for maintaining the offices and mandatorily submit the details
of allocation of funds and expenditure of funds from each fields units every
month to the election commission for ensuring
transparency and social justice prevails marginalizing scope for
favouritism of upper echelons just for spending money to run the offices.

NEED FOR BANNING GOVERNMENT ADVERTISEMENTS,
ADVERTISEMENTS BY KIN & KITH OR ANY
POLITICAL PARTY ORGANISATION FOR THE ACHIEVEMENTS OF THE RULING GOVERNMENT OR
ANY KIND OF ADVERTISEMENTS ONCE THE POLL DATES ARE ANNOUNCED
All the state governments should be barred from issuing government
advertisements once election commission initiates notification four months
before the expiry of the term, however central government ministries can issue
general advertisements during the assembly elections. In case of parliament
elections both state as well as central governments should be barred from
giving advertisements from both state and central governments in all forms of
media. All the political parties are barred from giving advertisements after
the announcement of polling dates i.e one month before the due date of election,
either directly o through third party advertisements in all forms of media. The
election expenses count should begin from the date of announcement of the candidate’s
i.e 4 months prior to the expiry of the term of that house.

ELECTORAL POLITICS BY RESTRICTING THE ELECTED REPRESENTATIVES JOINING THE OTHER

REPRESENTATIVE; RESTRICTING THE HORSE TRADING, OPPORTUNISTIC TACTICS OF ELECTED
REPRESENTATIVES AS ELECTED REPRESENTATIVES ARE SUPPOSED TO SET AS MORAL EXAMPLE
FOR THE PEOPLE THEY REPRESENT BY EXHIBITING HIGHEST STANDARDS OF MORAL DURING
THE PERIOD OF THEIR REPRESENTATION OF THE PEOPLE OF THE TERRITORY.
Also it should be made mandatory one elected on one party symbol, the
elected representative is barred from joining to other party as an elected
representative (irrespective of anti defection law applicability or not) the
elected representative can join only as other party member after resigning from
the present elected representative position; also the same candidate or the family members should
be barred to contest the bi election in
the previous party or the newly joined party membership, they can contest as
independent candidate only, also they cannot possess the pre poll alliances or
post poll alliances with any recognised party; also all the anti defection
complaints should be disposed by the speakers mandatorily only within three
months of such complaints by the political parties; also once elected as a
member from any political party then the candidate should be barred from
contesting as member from other political parties in the next general election
or bi election, they can contest only as an independent candidate only; ( however
if they wish to join as a member in any other political party they can but
barred to contest election for a period of six years from the date of joining
the new political party) this method will reduce the political horse trading.
This method will help in establishing morals and ethics in the political
system. Also this method will help in establishing the stable governments in
the coalition political system.

BY EACH ELECTED REPRESENTATIVE OF EACH LEVEL FOR RECEIVING THE GRIEVANCES AND
ADDRESSING THE GRIEVANCES FROM THE PEOPLE IN RESPECTIVE TERRITORY.
It should be made mandatory through electoral reforms that all the
registered political parties need to maintain web sites and maintain the list
of the primary and active members with photograph, area belong to and the date
of joining of the party. Also should provide the contact details of all office
bearers. When they are joining
politics for public service there should not be any hesitation in putting their
details in the website. Also the
manifesto, there progress of implementation in case of the ruling parties, also
every political party need to establishing a mail id for receiving the
grievances from the people to get resolved through the party activity whether
in government or in opposition. This method will eliminate much
confusion in public and provides clarity to them about the leaders and the
party activists.

AN AFFIDAVIT EVERY YEAR TO THE ELECTION COMMISSION, ALSO TO KEEP IN THE WEB
SITE OF THE INDIVIDUAL ALSO IN THE PARTY WEB SITE FOR PUBLIC VIEW AND SCRUTINY;
ABNORMAL GROWTH, WRONG STATEMENTS, CONCEALING OF WEALTH/INCOME IN THE AFFIDAVIT
SHOULD LEAD TO DISMISSAL FROM BEING AS ELECTED REPRESENTATIVE IN ADDITION TO
RIGOROUS IMPRISONMENT FOR BREACH OF TRUST OF SEVERAL PEOPLE IN THE TERRITORY
THEY REPRESENT.
It is a fact that after the economic liberalisation majority of the
elected representatives wealth’s are grown abnormally in some cases the growth
is in exponential rate in almost all levels?????; it is fact that prior to
economic liberalisation the elected representatives wealth was on the rise but
it is in geometrical growth with only certain politics whose wealth are
grown abnormally; also since many economists feel that the rise in corruption,
scams have taken in the large scale after economic liberalisation due to rapid
growth of the economy & industry, trade, and certainly un doubtedely some
of the elected representatives of the
elected got benefitted in the process??????; also the recent studies indicate
the wealth of the 60 % of the new elected representatives who got elected first
time to the parliament in 2004 got their wealth grown to the tune of over 300 %
in 2009 election declaration; also the average wealth of the elected
representatives in 2009 was 25 crores;
in most developed countries like America and Briton the parliamentarians are
allowed to earn an extra income of mere 15 % more than their salaries ???? Than
how come our Indian mp’s got their wealth raised by 300% in just in 5
years????? The growth formula need to made to the public, as after all they are
public representatives and the public will follow the formula in case the
formula is legitimate????, as such the government must ensure that all the
public representatives keep the details of the wealth and income in the web
site with detailed explanation how the wealth & income of the self &
family members got growth than at the time of election????, in case found
abnormal growth to illegitimate way or non explanation the public should hold right to recall the
elected representative, in addition the government must initiate investigation
proceedings; this method will certainly reduce the corruption in the country as
one rupee earned by the elected
representative through the corrupt means will leading to over rupees thirty
loss for the government revenue and so the development activates are hampered
??????? As the percentage of bribes starts from 1% to several percents as par
as the share of benefit of the elected representative is concerned as per several
findings n the corruption cases by various institutions.

ISSUE AREAS, TERRORIST AREAS, AND ALSO FOR THE VERY IMPORTANT FAMILIES, REST
ALL OTHER ELECTED REPRESENTATIVES SHOULD BE PROVIDED WITH A WEAPON FOR THERE
SELF DEFENCE IN CASE NEEDED, NO GOVERNMENT SECURITY SHOULD BE PROVIDED; NEED FOR RESTRICTING THE BANNING OF
SECURITY DOING PERSONAL ASSISTANT DUTY.
As it become a fashion, status symbol for many elected representatives
and some political leaders in party organisation (ruling parties) to have a
armed gun men for their security sometimes managing the police with their
clout/authority, this is much more in the regional party rules, the police
force is un necessarily got wasted for no reason only in controlling the crowed
etc, also all public representatives if they cannot protect them self in the
normal circumstances then how can he/she has the moral authority to serve the
other people; as such it should be made mandatory that the government should
provide armed security to only those elected representatives from the naxal affected/
terror affected areas only on the
request by the individual elected representative of assembly/parliament only.
Also for all other elected representatives the government can provide weapon
licence and provide the training for use of weapon, in self defence methods
like karate, etc, to protect them self in case of any attack ; Also it should
be made mandatory that all the security
officials for any level to any highest authority should be barred from doing
personal service and act as there private personal assists in doing odd jobs
like bringing foot wear, collecting and carrying the gift articles presented
during the felicitations, attending there mobile phone etc. Also all the
persons both in government &
political leadership should have one private personal assistant to be
with them on the move or at the office to assist them for doing the above kind
of odd jobs and the security officials should be only for protecting them in
case of any un wanted event. This method will certainly bring the dignity to
the security officials and policing in the country. Also all the private and
political party visits of the political leaders should be charged for providing
the police protection when moving in different territories. No police should
move along with the elected representatives when they visit their respective
territory un less otherwise called for an official meeting at the elected
representative office from the assembly elected representative and the
parliament elected representative in their respective territory.

EVERY MONTH MADE IN SELF HAND WRITING BY ALL ELECTED REPRESENTATIVES REGARDING
NON USAGE OF CHILD LABOUR, PAYMENT OF MINIMUM WAGES, WORKING CONDITION FOR
DOMESTIC HELP, STAFF AT HOME, NO ILLEGAL USE OF ELECTRICITY ETC
In order to create morals in the elected representatives it should be
made mandatory that every month submit to the house they represent and also
copy to the election commission an affidavit about the good moral and ethical
practise by them during the valid term and rest of their life if they are
drawing any benefits from the government. It is very necessary that the elected
representatives need to set examples for others in the territory he/she
representing in every walk of life; As such the affidavit should contain oath
made in own hand writing of the elected representative, the oath in writing
made should be on the nature like earth, water, air and the food they consume
and the almighty they believe and in the religion they believe that they will
will indulge in corruption, bias, nepotism, favouritism, will not disturb religious harmony in the
territory, no to domestic violence, will not use use of child labour in home or
office or any establishments of their own, will not indulge in pilferage of
electricity, will not consume tobacco , no to smoking, non consumption of cheap
liquor (if at all only occasional consumption of IMFL alcohol may be permitted);
will not indulge in practice of prostitution & adultery; no to extra
matrimonial affairs and no to bio gamy, will not involve directly or indirectly
in extortion, will not taking of any government works in the territory by self,
kin & kith; will not involve into property arbitrations/mediations, etc and
in case violation the law of the land and the law of the nature and the
almighty must punish them appropriately; also it should be made mandatory that
the punishments for any violations in commitments will lead to punishments
double than awarded to normal citizens for the same for the elected
representatives; also need to submit the
practice of yoga/ walking/ swimming/morning exercises, also sporting every day
some game in the territory, keeping the body fitness, propaganda of best health
practise like nutritious balanced diets, first aid etc also to make good agriculture practise in
case of elected representatives in rural area by adopting more bio fertilizers,
integrated pest management, use of traditional seeds than GE/GM seeds etc and these
method will certainly put the elected members behave with more character and do
good practices. This will certainly lead other people/citizens follow their elected
representative for the individual and community betterment

ORGANISATION / GOVERNMENT
All the political parties should provide the tablet pc to all the party
office bearers at all levels all and inform them about the proposal of daft
party stand on any issue whether in the party organisation or government and
obtain the opinion/ feedback / voting for making a final policy of the party
whether in the organisation or government matters; the political parties are at
the desertion regarding the allocation of work to the office bearers, but
anything party needs to make it as its policy needs to have at least 80% of the
office bearers’ support in voting on that particular policy from all levels.
This will ensure that all office bearers are informed properly about the
policies of that party and are definitely an inclusive democracy. This method
also ensure that the opinion of the grass root party activists are given
importance, as the gross root party activists know much about the ground
realities about the candidates in fray, or the best candidates to represent the
territory, the opinion of the people at the grass roots regarding the
government policies etc, this method will certainly ensure better governance by
the political parties.

Since the root cause of corruption, in equalities in the people in
Indian in economy, development, etc are mainly due to lack of fixed criteria in
the political and electoral system making it mandatory representation for all
sections in the society in proportionate to population ; in the absence of
proportionate representation as per the castes, religions, income group,
gender, age group certainly makes the rich more rich the poor more poorer, as
the political parties are allocating tickets to the upper echelons and few
select castes in the name of so called powerful castes, and select few families
in the name of win-ability is the criteria , the criteria for win-ability is
the money factor, the select few families or the few castes become rich only
due the flaw in the constitution of India which is a historic blunder (perhaps
the constitutional makes and the political party heads at that time may not
have thought even in their dreams that the people whom they are promoting will
be the real murders of the spirit of democracy by acting as autocrats or
benevolent autocrats??????????in the name of democracy??????????), it did not
mention proportionate representation, as such the first time elected
representatives belong to the so called
elders in the respective atrocities belong to the upper echelons of the
society, made their own caste people stronger by promoting the agriculture,
providing more water, also providing loans liberally to the industry, and
entrepreneurship etc which made those castes over a period of time so powerful
that they only rules the states in rotation
among themselves, only two or three castes with less than 12 % of the total
population all two castes put together are ruling the states for nearly over 60
years since independence in almost all the states ?????????; in order to change
this drawback/ loop hole in the system which is only used by the select few
castes and upper echelons and select few families, to ensure the political and
electoral system in the country will bring the change in the up lift meant of
every section of the society especially the down trodden sections of the
country, it is great urgency and need for reforms in political and electoral
system of country making it mandatory for all political parties allocate tickets,
proportionate to percentage of income group maintaining social equality,
simultaneously maintaining allocation of tickets proportionate to the
population of castes maintaining social justice, and also maintaining gender
equality, also making it mandatory proportionate representation as per the income
groups in the country i.e BPL, Low, Middle, High, also restricting the the
maximum number of terms of representation in the elections at all levels, also allowing
only one member from the family, also making local residential criteria a
mandatory condition to represent the people of the territory, also making
the ethics prevail in the political and electoral system by making it mandatory
that pre poll alliances is necessary to join the government, one joined
government or extended outside support the political party representatives are
barred from supporting other political parties in the valid tenure of the
house. Also making it mandatory that
all people who wish to be elected representatives mandatorily belong to the
local people i.e residing in the
territory for more than seven years only will be eligible to contest election ,
also only one member in the family should be allowed to represent any political
party either in the party organisation or party nominee in the elections, also
only registered political party people are allowed to form the the government,
all independent candidates are barred from joining the governments, all the
alliances in the coalition governments need to be made pre poll alliances, only pre
poll alliances are allowed to join the governments, the pre poll alliances
should be mandatorily one single term of all elections i.e local body, assembly
and parliament in at least one state, once entered in a pre poll alliance with
one party either of the parties are barred to join the opposition coalitions in
other states or other governments in different states, also making it mandatory
that no registered political parties support the independent candidates, all
independent candidates are barred from joining the governments, all the
political parties mandatorily allocate the tickets as per the percentage of
castes, religions, age groups, income groups and also gender, and to form a
political party mandatory support of 2 % of the total population is must, also
for the formation of governments not only simple majority of the total strength
of the house is sufficient, in addition to this mandatorily should have the
confidence of total 51 % of the total voters in the country/state/
district/mandal for the formation of government at centre/state/district/mandal either on their own or through coalition or
through the voting or outside support of the different elected
representatives is necessary, also for
any election at least 80 % voting is necessary to validate the election
process, also to file the nomination in any election that 10 % of the voters
support is necessary to reduce the number of candidates as to win any election
at least 51 % of the total voters support is necessary, also this method will
certainly reduce the proxies of some upper echelons in fray just to divide the
votes, only serous candidates are in fray. Also all the elected representatives
mandatorily submit an affidavit on self oath in own hand writing every month to
the election commission and the house they represent about the good behaviour
like no to corruption, bias, favouritism, nepotism, ethical behaviour etc, Also
it should be made mandatory that there should be office to each of the elected
representatives from the mandal level onwards till parliament in the territory
permanently to ensure all sections of people (even other party activists or sympathisers),
also keeping the office establishment, staff and also the CC camera
surveillance at the entrance of the offices and also at the visitors rooms and
at the room of the elected representative with voice reorders to ensure
transparency in the system, also making it mandatory that all elected
representatives stay in the official residence declared in the election affidavit,
and also the residence provided by the government in the capital for the assembly
and parliament members, also the CC camera surveillance should be provided at
the entrance, visitors room, at the camp
office room of the elected representative which voice recording, also to make
an entry register with full details of the visitor, there phone number,
address, and signature also at the also making it mandatory that all elected
representatives should compulsorily visit the territory covering each village
in every quarter for all the elected representatives from assembly and
parliament, where as in every month for the mandal elected representatives and
every 7 days for the gram panchayat elected representative. All the visits
should be recorded in the offices of the local body elected representatives in
that territory, also it should e made mandatory that all elected
representatives receive the grievances, provide receipt /acknowledge and
dispose the grievances should be recorded, and submitted to the election
commission, also it should be made mandatory that all elected representatives
visit the respective houses with attendance not less than 75 % of the total
days as well as total number of functioned working hours of the respective
house, also it should be made mandatory that each floor of the house should
mandatorily function for 90 days and each elected representative should have
minimum of 15 min time in each and every session to rise the voices of the
people and each elected representative should mandatorily rise the voice about
the territory they represent or any general public issues to resolve them, also
the elected representative individually responsible for the poll promises on
election, also there should be provision for right to re call by the people in
case of non functioning as elected representative to their satisfaction, or
does not attend the parliament with
minimum attendance requires, or accumulates abnormal growth of wealth , in all
such cases the right to re call provision can be invoked, the right to re call
can be made by the elected representatives at the village/ward with 30 % of
them jointly seeking the re call of the elected representative, election
commission conducts voting among all the elected representatives in that
territory, in case the votes are more than 50 % then the elected representative
should lose the position of elected representative. Also it should be made
mandatory that all only one in a family can contest election at any level, also
the de barred candidate and their immediate family members are barred from
contesting from the same constituency representing any registered political
party or as an independent candidate in the bi election, and the the de barred
candidate should be barred to contest even as independent candidate for at
least next two general elections, also it should be made mandatory that all
elected representatives will disclose the wealth of the individual and their
immediate family members every annually, also it should be made mandatory fixed
number of terms of representation in any level by the elected representatives,
also the maximum age limit for the elected representative should be 65 on the
date of filing the nomination, also all the registered political parties issues
tickets to the candidates in a mix of fresh and experienced at all the levels
from the mandal level to the parliament level, also it should be made mandatory
that all elections should be conducted at least three months before the expiry
of the term, and train all the new elected representatives, also the election
commission should announce the schedule for election four months in advance,
all the candidates and parties should file nominations for contesting elections
four months in advance, all the election code should come into force four
months in advance, and the campaign should start from that date onwards, only
door to door campaign with not more than 10 members in a team should be
allowed, in addition all the road shoes, mass meetings in the grounds should be
only on weekends only, also the there should be restriction on the number of
vehicles based on the level of election, also making it mandatory that all the
candidates who are in fray should open a joint account with the election
commission, all the expenditure should be drawn from the joint account and not
more than 20 % of the total deposited money should be allowed to pay in cash,
all the payments above Rs 5,000 should be through the cheque only, also all the
political parties should mandatorily open the joint account with the election
commission, and all the expenses above rs 5000 should be through cheque, all
the receipts above Rs 1000 should be through the cheque only, also the election
commission should maintain a printing press for printing the manifestos,
banners, posters etc, all the banners should be fixed by the revenue/municipal
authorities only in the designated areas only, all the local leaders /
political parties are barred to exhibit the banners at their will and wish,
also ensuring all the political parties to mandatorily maintain the
proportionate representation as per the castes, religion, age group, income
group, and gender and also all the political parties should elect their office
bearers in each category from the mandal level to national level among each
category, with fixed number of office bearers in each level, and entry level
i.e village level should be through the
suretiny of the applications in each category on a fixed criteria and simple interview,
rest of the levels through scrutiny on promotion among the one level below i.e
for mandal office bearers are elected from among the village office bearers,
similarly the district office bearers are elected among the mandal office bearers,

level received by the party office bearers at that level, also all the party
office bearers are provided with 3G tablet PC and all the information about the
party should be be regularly up dated to the party office bearers, also the all
the major government decisions, voting on any issues at any level only through
the majority approval of the party office bearers at the grass roots through
the tablet pc, also the party nomination to contest the elections should be
mandatorily through the party internal voting at the gross roots, this methods
will certainly bring the desired change the system Will
certainly reduce the corruption from day one of the electoral process i.e
from nomination for the election, till the last day in power. As fresh young
blood at the entry level will work more dedicatedly at the grassroots, As the
need for spending excess money other than allowed by election authority is much
less, because of mix of experienced candidates from that part of the
territory who are familiar to the locals as an elected representative for
mandal, assembly and parliament elections, the caste/community equations which
