- CONCLUSION
INTRODUCTION
INDIA being a country having a diversified
geographical nature and a rich religious & cultural history from times
immemorial with several dynasties ruled the country from centuries ago
patronised different religions, built forts, temples, masques, monuments etc
centuries ago. It is a fact that most of the highly spiritual holy places and
historic importance places are in hill stations. Since the state governments
and trust boards are running the administration of these places and many
millions of people are visiting these places with faith as far as as spiritual
holy places are concerned and with belief that they get complete peace and
happiness; as far as places of importance of tourism for personal relaxation to
relief from the day to day work stress; the government /trusts which are administering
these kind of places are earning hundreds of crores of rupees but very
unfortunately the governments or the trusts never bothered to maintain the
sanctity of these places and preserve them for generations to come by ensuring
these places are free from environmental pollution and these places of
spiritual importance are free from personal habits of individuals like smoking,
alcohol consumption and adultery. Also most of the hill shrines are supposed to
maintain the purity of nature en-route to the hill top from the base of the
hill but most unfortunately thousands of personal/private vehicles carrying
people from base to hill top are not only causing the environmental pollution
but also are indirectly causing the danger of landslides due to the damage
caused to the hill topography due to the vibrations caused by the vehicles. Also
in these hill shrines presently most unfortunately openly two class systems are
prevailing with special kingly royal treatment for section of people who
possess money power or political power/bureaucratic power and other section of
people who are common citizens are receiving treatment of more or less like
slaves in the highly holy places when all religious/ spiritual documents are
advocating equality of human beings before almighty. In this situation it is
high time to bring systems in place to bring the order of nature prevail in
these places which were discussed elaborately in this document.
NEED FOR COMPLETE BAN OF PERSONAL/ PRIVATE
VEHICLES VISITING THE HILL SITES AT THE BASE OF THE ENTRANCE OF THE HILLS; NEED
FOR USE OF ONLY CNG OPERATED VEHICLES BY THE GOVERNMENT OR TRUST GOVERNING
BOARDS TO CARRY THE VISITORS FROM BASE STATION OF HILL TO THE HILL TOP
It is very unfortunate that hill stations
especially the religious hill stations are being polluted by the thousands of passenger
vehicles mostly diesel transport and private vehicles. These hill stations are
places of purity of nature (plants, trees, species) exists with most of plants
are for SEVERAL HUNDREDS OF YEARS exist mostly with medicinal values and pure
air are being polluted by the vehicular pollution en-route from the base of the
hill station to top of the hill station. Also the prolonged exposure of
frequent movement of vehicles causes heavy vibrations which are causing the
slight movement in the topography of the adjacent hill on the road side of the
ghat, which will loosen the soil structure resulting in cause of landslides.
Also there are several accidents on the ghat roads due to personal/private
vehicle drivers may not having experience in driving ghat roads who are mostly
used to city driving all leading to loss of valuable human lives. As such it is
need of the hour to ban the private vehicles in the hill stations by restricting
the entry of all personal/private vehicles at the base of the hill station and
only mass mode of transportation like bus/trams/rope ways should be used to
transport the people from the base of the hill station to top of the hill
station.
In order to reduce the pollution caused by
large number of vehicles (both carbon emission and the sound pollution) it s
very ideal to use the battery operated electric vehicles in the first place, in
the second place the CNG operated vehicles, in the third place if the systems
allow (in religious hill shrines) by rope way from the base station to the hill
top. All the vehicles moving from the base station to hill top should be GPRS
enabled so that the real time movement of the vehicles can be tracked. Also this mass mode transport will ensure
better security for the hill top stations as all people are allowed to enter
the mass mode of transport to visit the hill top from base station only after
going through the security check and their belongings are scanned thoroughly. This
measure will ensure that banned items like weapons, explosives, alcoholic beverages,
tobacco products etc are identified at base station and removed after scanned
thus ensuring the hill top stations especially the religious shrines are free
from these kinds of activities for ensuring better sanctity. Also this measure
of restricting the private vehicles and use of only mass multi mode transport
will certainly create the feeling of equality and unity among the visitors of
the shines as the carrying vehicles be same for rich or poor irrespective of
castes/ sects in the religions or irrespective of so called political,
bureaucratic or judicial power individuals hold. Only the bureaucrats / elected
representatives who has security threat, who are under security cover in the
head quarters should be permitted to use the individual vehicles belong to hill
shrine trust boards which are operated by CNG or electric operated like
cars/jeeps etc by shifting from their official vehicles to the individual
vehicles provided by the hill shrine boards, also all the office staff
including the board members should use the multi mode mass transport. Only
elected representatives in Z category security may be allowed to use only one
official vehicle with bacon light to move to the hill station from the base
station after due submission of pollution check certificate clearly indicating
the the vehicle causes only standard emissions and the vehicle is absolutely
fit to run without excess pollution on the uphill ghat roads. These kind of Z category individual vehicles
carrying visits should be restricted only twice in a year and only allowed when
the official/person concerned is personally visiting and all other accompanies/
family members must go through multi mode transport or individual CNG operated
vehicles provided by shrine boards. As
such all elected representatives & bureaucrats other than those having
security threat should mandatorily use multi mode transport (after all
bureaucrats are public servants and the elected representatives are also for
serving the people only and are not above any common citizen, also everyone is
equal in the eyes of god). Also the so called celebrities should use the common
mass mode transport to reach the hill shines without any special treatment. These
measures will ensure fair treatment of all sections in the country and spread
the real message of god i.e equality of treatment.
NEED FOR USE OF BATTERY OPERATED VEHICLES
TO FERRY CHILDREN, OLD AGED, SICK PEOPLE ON THE HILL TOP
Also it should be necessary to keep the
hill top completely free from carbon pollution by making it mandatory that only
the battery operated vehicles to ferry the old aged, sick people, children and
pregnant women from the place of stay in the hill top to the entrance of the
shrine or the near the spot of the place of visit. This measure will certainly
reduce the inconvenience of the people and also reduces the pollution from
vehicles completely.
NEED FOR COMPLETE SCANNING OF THE
INDIVIDUAL LUGGAGE, COMPLETE BAN OF INDIVIDUAL FRISKING BY SECURITY PEOPLE,
INSTEAD USE OF COMPLETE BODY SCANNERS, HAND HELD METAL DETECTOR TO ENSURE THE
SANCTITY OF THE VISITING PEOPLE
It is very sad that in the name of security
doing physical frisking by the security personal for every visitor without use
of metal detectors and hand held metal detecting devices, as especially in the
religious shrines people come to the places with lot of belief and spiritual
energy and good aura, and mostly by the religious orthodox people irrespective
of caste/sect, by doing physical frisking will certainly hurt the individual
sentiments (as most of the people do not like persona frisking by any other
section of people other than their own intimate family members as it is nothing
but invasion in the personal space of the individuals in the name of security),
of course do not mean that not to
perform security check which is a basic necessary at these times of unrest in
some section of perverted individuals irrespective of religion to disturb the
harmony and peace in the country, but stressing the need for use of modern
methods like complete body scanners ot at least hand held metal detectors to
perform the security check of the individuals in all circumstances and only in
specific cases where the machines/devices indicate need for reconfirmation by
physical checks should mandatorily undergo through physical frisking. Also
there should be provision for separate closed enclosures for both genders for
physical frisking under CC camera surveillance for those who wish to avoid the
complete body scanning machines for what so ever reason.
NEED FOR BUILDING OF MULTI LEVEL PARKING AT
THE BASE STATIONS FOR PARKING OF ALL PRIVATE VEHICLES
As the multi mode transport being
encouraged it should be necessary to built fully automated multi level parking
system at the base stations so that the vehicles are parked in the multi level
parking by the self driven vehicles or transport vehicles. The multi level
automated parking system being under CC camera surveillance the vehicles either
self driven or chuffer driven need not required to bother about safety of the
vehicle. This multi level parking provision can be done on “BOOT” bases by just
providing the land from the hill station side and the facility should be from
private investment on revenue sharing bases so that there will not be any
financial burden on the part of the hill trust boards and in fact it will
generate additional revenue to the shrine board, the number of years of “BOOT”
should be determined based on the number of average vehicles parked per annum
and the rate of recovery of the investment for the construction excluding the
land value and once the investment is recovered the maintenance can be done by
the same or any agency on revenue sharing bases determined accordingly in a
WIN-WIN manner. Also all the local transports (all existing or new who are shuttle
carrying now from base to hill top) should be registered in the trust board
base station and these registered vehicles should be equipped with GPRS system and
can be used as pre paid transport/ radio cabs to carry visitors of the shrine/hill
station, to & fro from base of hill station to the airport/ rail station/
bus station and within city/town. Also this facility can create more jobs for
the local transporters to carry the public from the base stations to the bus,
rail stations and air port, so that the current local transporters need not
worry for loss of jobs.
NEED FOR MAKING ALL HILL STATIONS PLASTIC
FREE BY COMPLETE BAN OF USE OF DISPOSABLE PLASTICS IN HILL STATIONS FROM BASE
TO HILL TOP
In the process f making all hill stations
are eco friendly and free from all kinds of pollution it should be made
mandatory to ban use of plastics at the hill stations, not be any use of
plastic carry bags, use and throw plastic bottles, plastic glasses etc, the
entire hill top should be under CC camera surveillance, any one throwing the
plastic in the open on the hill top should be penalised. All the plastic
bottles like mineral water or cool drinks etc should ensure after use the shop
keeper should collect the, in case the user wishes to carry to the place of
stay they should deposit 10 times cost of the
sealed bottled commodity and return the deposit on returning the bottle.
Also while scanning at the hill station base before entry to mass mode
transport all the plastic bottles should be seized and only glass water bottles
should be allowed to carry from the bottom of the hill station to the hill top
in case of individuals wish to carry along with them.(more or less like done by
security at the airports). Also all the people are educated//advised not use
the plastics so that they will not bring along with them & use at hill
stations. Also all the commercial outlets at the hill stations, base stations
should be banned use of plastic carry bags or sale of plastic related items
like disposable glasses etc; also all the commercial establishments should be
under CC camera surveillance which will certainly prevent illegal use of
plastics.
NEED FOR CONSTRUCTION OF BUILDINGS ON THE
HILL TOP WITH LIGHT WEIGHT MATERIAL SUCH AS WOOD, GYPSUM BOARDS, ETC WHICH ARE
READY TO MADE THROUGH ASSEMBLY OF PANELS IN FEW DAYS AND REMOVE IN COUPLE OF
HOURS; ALL HERITAGE BUILDINGS NEEDS PERIODIC MAINTENANCE
Also it is ideal that all the construction
for stay in the hill top stations whether holiday stations or hill shrines need
to use light weight construction material, preferably the light weight pre
fabricated buildings (using foam concrete/ gypsum boards) to reduce the
construction time and construction debris and reduce the load on the hill due
to the weight of the building. These modern light weight building material
include wooden, gypsum boards, foam concrete etc etc; Also all the buildings on
the hill stations should mandatorily adopt green building norms and use natural ventilation and air circulation
to the maximum extent, reduction of use of electric power, complete avoidance
of air conditioning in the residential buildings at the hill top depending up
on the climatic conditions. Also the hill station buildings should adopt water
conservation and energy conservation measures and also use of solar energy/wind
energy where ever possible depend up on the geographic and climate conditions.;
Also all the buildings should be standard design with maximum space for dormitories
in the buildings to accommodate more number of people in limited space, all the
dormitories should have in built vertical multi layered beds with storage space
at the bed itself to accommodate more people in the given space. There should
be large common bath room in the dormitory to make connivance for the people
staying in the dormitory so that maximum number of people can fresh up in
minimum time. There should less importance to individual rooms; also individual
rooms should be very basic standard size (even for families with children,
after all people visiting the shrines are only to visit the shrine not for
individual intimacy???? So whatever space for individual rooms should be
adjusted by all, these individual rooms should be high cost rent per day to
discourage people using individual rooms and encourage use of dormitory) Also the
waste water treatment plants should be made in all hill stations to recycle the
waste water from the bath rooms and kitchen and should mandatorily use the
recycled & purified water for gardening/ road cleaning etc of the hill
station. Also all the heritage buildings
and shrines should be under periodic inspection and maintenance by
archaeological construction experts to preserve the heritage buildings for
coming generations and also avoid any kind of accidents due to weathering.
NEED FOR INSTALLATION OF BIO METRICS &
CC CAMERAS IN THE ENTRANCE OF EACH RESIDENTIAL BUILDING AND ALSO AT THE
ENTRANCE OF THE SHINES/ ARCHAEOLOGICAL SITES
Also in order to ensure the full security
measures in place that all the entrance of the residential stay in the hill
stations should undergo through bio metric finger print of the visitors at the
entrance of the building. Also it should be necessary that CC cameras should be
installed at the entrance and exit of all buildings situated in the hill top.
Also bio metric device and CC camera should be installed at the entrance of the
base station of the hill station after the personal security check and both these
bio metric devices and the CC cameras at the base station and all individual
buildings at hill stations should be integrated to a central server, this
enables to identify which visitor is staying in which building (all visitors
from base station to hill station should mandatorily undergo security check and
bio metric finger print both at the base station and at the entrance of the
building for stay on the hill top and at the entrance of the shrine/ heritage
pace without any exemption for any section of people including the head of the
governments with only exception of undergoing security check for head of the
governments but they too must undergo bio metric system in order to set example
for others to follow). This measure will certainly reduce the false stay and
misuse of buildings. Also the same bio metric device and CC camera at the
entrance of the shrine should be integrated with the control room server. This
measure will certainly prevent the misuse of entry passes of the shrine. Only
authorised legitimate entry permitted persons only enter the shrine. Also the
CC cameras at the entrance of the buildings and in the corridors of the
building will clearly revel that who is staying in which room, which will
certainly marginalize illegitimate/ illegal activities like adultery/ extra
matrimonial affairs as it is a common doubt among many as was reported in many
crime reports in media that the hill station shrines are being used as the safe
zones for the illegitimate sex/ adultery sex/ extra matrimonial sex by some
perverted people as there is hardly any CC camera monitoring of the persons
visiting like that in hotels in city/towns completely degrading the morals and
values of the religion and legitimacy of the systems.
Also there should be 24/7 CC camera surveillance
at all archaeological important sites covering the entire territory of the
archaeological/ heritage site/building all over the country with they are
connected to central server at the site station, the district, state and
central offices to monitor all the sites in real time at multiple levels, this
measure is necessary since most of the people feel that most of the
archaeological sites are used for illegal activities whether in the day or
night (where ever the manual security is not so strict/tight due to what so
ever reason) especially for consumption of alcohol, gambling, may be for drug
consumption/for adultery, prostitution (some instances are being reported in
media on and off), this can be presumed true as in broad day light in most of
these archaeological buildings are being used by so called lovers (real or
hired) irrespective of age group (mostly those youth who do not have any other
work) and are indulging in intimate acts in comprising positions in corners of
the buildings very much openly in broad

for them which are supposed to be acts of legitimate married couple within the
closed doors, mostly being illegitimate acts, and in some places even when some
movement of public passing from nearby they dare to indulge in these kind of
acts completely declining & degrading morals and values of traditions and
customs. Also most of the parents are feeling embarrassed to go along along
with children to these archaeological sites because of this kind of immoral behavior of the perverted people, especially youth which will have tremendous
negative impact on the just budding young minds. As such the above mentioned
measure is very necessary.
NEED FOR INSTALLATION OF SMOKE DETECTORS IN
EACH ROOM OF THE RESORT/HOTEL, GUEST HOUSE BUILDINGS SITUATED IN THE HILL
STATIONS AND AT THE BUILDINGS OF ARCHAEOLOGICAL IMPORTANCE.
Also it is necessary to prevent the illegal
activities in the hill station shrines it is necessary to make it mandatory to
install the smoke detectors in all buildings and all rooms including the bath
rooms and ensure that all kind of smoking activity is being completely banned.
As it is a common syndrome that the so called elite/upper echelons and
celebrities who are addicted to smoking do not able to quit the smoking at
least temporarily during the period of stay in the hill station shrines, most
of them are indulging in illegally carrying of tobacco products and cigarettes
in the cover of so called VIP protocol in the vehicle dash boards and and vehicle
seat covers (since baggage scanning is compulsory) or some other means they are
getting the smoking material to their rooms through lower staff like helpers/
attender’s of the building. Since the public smoking is prohibited in some hill
station shrines they are smoking in the rooms forgetting they they are doing
sin by doing so in the holy places. Also some of the staff of the shrine boards
who are addicted to smoking/ alcohol consumption uses different ways and means
to make sure that tobacco and alcohol are available to them for their personal
consumption completely ignoring that they are working in holy shrine and it is
prohibited to consume alcohol/ tobacco.
Once the smoke detectors are installed these kinds of activities can be
marginalised to a great extent. Also
there should be regular and periodic surprise check for all employees through
breath analysers and also taking blood samples for alcoholic content and the data/records
should be stored in the computer systems, there should be stricter punishments
for violation of these basic sanctity rules, these measures will certainly
ensure prevailing of sanctity of the hill shrines.
NEED FOR ISSUE OF BIO METRIC BASED
RESERVATION TICKETS FOR ENTRY INTO SHRINES FOR RITUALS WITH THE BIO METRIC
FINGER PRINT AT THE PLACE OF STAY, GET CONNECTED TO THE CENTRAL SERVER FOR RECOGNIZATION
OF THE INDIVIDUAL
Also it is necessary that all the hill
station shines need to issue bio metric based shrine entry tickets for the visit
of the shrine. These bio metrics should be integrated to the bio metric data of
the individual buildings where the visitors stayed, the bio metric data at the
entrance of the base station after the security check. These measures will
certainly more secure and prevent any unauthorised entry / misuse of facilities
extended. Also it should be made mandatory that all the persons visiting the
hill stations/ archaeological sites should mandatorily wear the bar coded wrist
tags fixed on the wrist by automated machine at the entrance of the shrine/
archaeological site and mandatorily scan during the exit of the
shrine/archaeological site, all people who exceeded their allowed time of stay
inside the shrine should be penalised heavily, this measure will certainly
ensure only authorised persons will stay in the shrine/ site for the authorised
period only.
NEED FOR INSTALLATION OF COMPLETE BODY
SCANNERS AT THE ENTRANCE OF THE SHRINES/HERITAGE BUILDINGS TO ENSURE AVOIDANCE
OF PHYSICAL FRISKING, IN CASE PEOPLE WISH TO AVOID THE COMPLETE BODY SCANNER
THERE SHOULD BE OPTION TO GO THROUGH PHYSICAL FRISKING (MOSTLY FOR FEMALES WHO
WISHES TO AVOID COMPLETE BODY SCANNING SHOULD UNDER GO PHYSICAL FRISKING BY
FEMALE SECURITY STAFF)
Also it should be mandatory that all shines
especially the holy hill shines should mandatorily install complete body
scanners at the entrance of the shine for security check to avoid the physical
body frisking, in case of any individual wishes to avoid body scanning, they
should mandatorily undergo the physical frisking which the provision for manual
frisking should be available for both genders separately. This measure is
necessary as many people feel that the physical frisking will dent their
good/positive aura as there is no guarantee of sanctity of the frisking
security personal and the same person physically frisking with same hand
several hundred/ thousands of people daily, it is not un touch ability but
certainly a great discomfort/ inconvenience for many orthodox religious people
irrespective of caste that when the aura of different nature touches their aura
that there is certainly change in the aura of the spiritual orthodox person by
the touch of aura of security personal, denting the aura of the spiritual
orthodox person, the orthodox person may belong to any caste/ sect in the
religion or income group if they are highly spiritual / orthodox/ religious, if
maintaining righteousness they have special auras which are un necessarily
getting dented un knowingly by the security persons being part of their duty in
the absence of use of technology.
NEED FOR PROVISION FOR PHYSICALLY
HANDICAPPED AND ELDERLY PEOPLE AND PATIENTS SHOULD GET PRIORITY TREATMENT FOR
VISIT OF THE SHRINE, NEED FOR KEEPING SEPARATE VEHICLES / CONVEYER BELT ETC FOR
CARRYING THESE SPECIAL PEOPLE INSIDE THE SHRINE WITHOUT DISTRIBUTING THE
TRADITIONS
It is necessary that all shrines especially
the hill stations/shrines should provide special provision for physically
disabled and aged people who cannot walk long should be provided with conveyer
belt system/ battery operated vehicles to make them visit the heritage site/shrine.
However the provision should be in line with the religious systems without
violation of any religious norms (that too only if the religion permits to use
such devices). Also it should be mandatory that all the shrines should have 15
to 30 minutes morning and evening exclusively meant for visit of old aged
people, women who are pregnant and with infants like that of VIP they too
should have direct joining of common line and in addition to this like the
state heads the entire line should be stopped for 15 minutes to 30 minutes
during the visit of the old aged and the pregnant women and women with infants till
they complete their darshan. Only pregnant women should be allowed to have one
accompany, where as for old aged the trust board employees/ volunteers should
assist them.
NEED FOR CONSTRUCTION OF WALK WAYS ON THE
HILL TOP FROM STAY PLACE TO THE SHRINES/ SPOTS; NEED FOR CONSTRUCTION AND
MAINTENANCE OF TOILETS ALONG THE WALK WAYS.
Also it should be made mandatory that all
the hill stations should have walk ways on the hill top from the residential
buildings to the shines or the heritage buildings/ spots of importance. The
walk ways should be cleaned 24/7, also the public should be educated thoroughly
to keep the walk ways always clan, with complete ban of people moving on the
roads of the hill top; there should be public toilets (ideal to make it
mandatory bio toilets) along the walk ways which should be clean 24/7 under
manual supervision on shifts to ensure absolute cleanliness and hygienic (like
in five star hotel rest rooms) so that there would not be any dirt on the walk
ways; also there should be continuous water flowing outside the door step of
the toilets so that who so ever comes out of toilet their feet is washed automatically, in
addition water wash basins outside the public toilets which are operated automatic electronic sensor
for dispensing water so that people can wash their hands after using the
toilets without touching the tap which will ensure more hygienic environment
exists. The above measure will certainly encourage more people to use the
public toilets and hygienic and sanctity
will be maintained in the hill shrines as many people will come in Q with
certainly touching others and shrine with absolute cleanliness. Also inside the
Q lines there should be toilets and the same procedure as outside toilets should
be adopted to get cleanliness and hygienic at the toilets like in five star
hotels to maintain the convenience at the same time sanctity.
NEED FOR AUTOMATED & MANUAL CLEANING
SYSTEMS 24/7 IN SHIFTS FOR CLEANING THE SHRINES SURROUNDINGS, ALSO NEED TO
EDUCATE PEOPLE ESPECIALLY FROM THE RURAL VILLAGE BACK GROUND/ SLUM BACK GROUND
ABOUT THE NEED FOR MAINTENANCE OF CLEANLINESS OF HILL STATION AND THE
SURROUNDINGS OF THE SHRINE; NEED FOR IMPOSITION OF HEAVY FINE FOR VIOLATION OF
CLEANLINESS MEASURES, ILLEGITIMATE ACTS VIOLATING THE DHARMAS OF THE SHRINE.
Also it should be made mandatory that all
hill stations especially the shine hill stations need to adopt automated
cleaning system 24/7; all the people visiting the hill station especially from
the rural back ground should be educated about need for maintenance of
cleanliness and hygienic of the surroundings and ways and means of making so.
The violation should levy heavy penalty so that most of the people either self
educated or for fear of fine will change themselves. Also all the people from
the rural back ground especially with small children should be educated/advised
to use the diapers when on the hill station/shine to avoid unnecessary
complications. Also all the people should be advised not to spit on the roads/
walk ways otherwise it should attract heavy penalty; also the consumption of
tobacco products, chewing pan etc should be heavily penalised, also smoking
should attract heavy fine, consumption of alcohol should attract imprisonment
(all the shrine police should be provided with breath analysers); also in some
Hindu religious shrines consumption of non vegetarian is prohibited, such
places people consuming non vegetarian should be imprisoned for violation of
dharma of the shine, hurting the sentiments of millions of devotees.
NEED FOR RESTRICTION / LIMITING THE EXTRA ORDINARY VISIT QUOTA FOR THE SO
CALLED VIPS INCLUDING THE BUREAUCRATS, ELECTED REPRESENTATIVES AND JUDICIARY
OFFICIALS AND CELEBRITIES IN THE HILL STATION SHRINES
It is ultra high time that every individual
especially the political class, the bureaucratic class, the judiciary and the
so called business class should introspect that
“do every one equal before almighty or not??????????”, “do almighty has mentioned in any religious
document that special treatment for so called elite / upper echelon of the
society at the cost of down trodden?????????????”, “do almighty ever told that
people who possess money power earned through whatever means (legitimate or
illegitimate) should need special treatment and all others who are sincere and
hard working should wait for mercy of those upper class of people”??????? Also
it is high time that elected representatives and elected governments should
think that do our religious systems completely dividing the society into two
classes of people, royal & better treatment for those who are upper
echelons/elite i.e who possess the political power or nexus to political power,
or otherwise having money power and remaining people belong to middle income,
low income and BPL are under one class and get treatment like slaves in the
holy shrines which are highly spiritual places where the timeless ageless
religious principles teaches that all humans are equal before god????????, do
in a true democratic nation, government by people, government for people cannot
prevent this gross discrimination, gross injustice and indirect corruption happening
openly which has the open endorsement by people who are framing the laws, who
are executing the laws and who are ensuring the laws are implemented as was
laid down in constitution, they themselves are violate the rule of natural law
established in the spiritual documents i.e equality of all sections of people,
then how come they bring change in the lives of common people?????????? When
elected representatives (most of them who possess religious believes) are to
serve the people, and bureaucrats(most of them who possess religious believes)
are public servants and judiciary (some of them who possess religious believes)
are supposed to maintain the dharma and the business people earned the wealth
not because of their lone effort/possessing of wealth or their money but due to
the extensive contribution of many workers and also after the product is
manufactured/ service delivered which are being patronized by millions of
common people then only they are getting profits and then only they are having
cash in hand to spend the way they like ???????? Then why this class of so called VIPS need
special treatment that too in the presence of almighty in the holy spiritual
shrines and only those upper echelon/elite (only specific castes) should govern
/administer the shrines in the capacity of board members and chairmanship?????????????????
do those peoples blood is different from other common citizens????????? Do if as per all religious dharmas all humans
are equal and constitution of India provides right to equality, in which way
the so called protocol applies to some section of people who are just
representatives/servants of people need special treatment at religious shrines when
the so called VIPS are undergoing same
security treatment at all air ports like common citizens even in India, even in
their home state/ home town where they posses much clout or officially head the
city/district, only few people are exempted in airports to undergo security check
and remaining all others has to mandatorily undergo security check, then in
similar lines they should go as common people for darshan at holy shrines
???????????
Also it is very fact that most of the
common people especially belong to BPL, low income are either daily wage
labourer or un organised sector employee for them the days of visit to the
shrines from faraway places will certainly two days loss of income which is
very much valuable for them because daily wage gets their bread and butter for
the day, apart from that the travel cost for the family and the food cost for
the family at the shrines etc is additional burden the total expenditure on the
visit of religious shrines for the common people is certainly great percentage of
their total income per annum, where as for the so called VIPs whose annual
incomes are running from several lacks to several crores and their entire
expenditure on the visit to shrine is not even a hair split for them compared
to their annual earning, in this circumstances it is ideal to arrange the
darshan quickly and as quickly as possible dispose common people to their places or those who do
not have any kind of impact if they over stay also for those kind of people
even if their presence is not there in their work place their staff can manage
the work and there will not be any kind of effect on their life for generations
should require special quick darshan???????. Then one can imagine why equality
of treatment for all sections in the country in the religious shrines
especially the hill shrines and shrines where lacks of devotees visit every
year.
As such it is necessary to remove the
special treatment for so called VIPS in the religious shrines (with some
relaxation for those in government which are in the service of common people
their time should be saved to ensure better utilisation of their time in the
service of common people) and in addition keep the cap on the number of extra
ordinary visit quota for the so called VIPS as some of these VIPS are using the
facility repeatedly causing great inconvenience to the common public. When the
DHARMAS of the shrines advocates that all humans are equal then why the so
called special treatment for some people, presuming they are serving the
district/ state as such there time is precious so they should be given priority
to visit the shrine, then how come they use the facility every now and then,
like whenever there is some holiday they will just rush to the hill shrines and
uses the extra ordinary quota to have comfort visit along with family, friends,
kin and kith completely ignoring the hardships of thousands of individuals.
It is fact that one so called one VIP
darshan causes delay of at least few hundred common people, among the common
people most of them are labourers especially from villages engaged in
agriculture work which means the so called VIPS are hindrance to the providers
of food for rest of the people in the country. Who gave the authority to the so
called VIPS to act in this manner??????? It is not amounting to sin in the holy
shrine. Do the shrine boards are at the service of the common people or at the
service of the so called VIPS, do the so called celebrities do ever done any
social messaging or done some common public good out of their pocket, instead
they become celebrities because of the patronize of millions of common
citizens???????; as such there should be limit on the so called VIP visit quota
of overall number of visits of common public, in addition there should be cap
on number visits an individual VIP (only those individual VIP and the spouse,
at max either their parents or children should be given some concession to save
time only for avoiding Q line but they should have darshan in same Q line same
along with common public in the shrine). The number of visit is to VIPS using
the VIP quota should be fixed at two per annum, one in the first half of the
year and other at the second half of the year and once they did not avail the
provision in the first half the quota in the first half should lapse and only
they can avail the second half quota. Also for all VIP darshan the so called
VIPS should apply one month in advance with the preferred dates of visit with
at least four dates so that based on the number of visitors on the days the VIP
quota should be divided on first come first serve bases and informed
accordingly to be availed. This measure will certainly bring justice to the
common people visiting the shrines with lot of hope and aspiration. Also it is
most ideal and necessary that the shrine board members and employees of the
shrines who are providing service should be fixed in number depending up on the
annual visit of number of people, the area of the shrine etc and all those
board members & employees should be allowed discretion of 5 numbers of people per annum to
provide quick visit only for any one of their choice whom they feel deserves
special darshan i.e cutting short of Q line time, they may mostly use the
facility for their own family. Also it should be illegal to use this facility
for exchange of money and this measure should attract removal from service.
Also the list of people who availed the so
called VIP darshan should be kept in the website on the next day of using this
facility. This measure will certainly make the count of the number of visits of
the so called VIPs and also whether they fall under the category of VIP or not.
In exceptional cases the board can decided to extend special darshan under VIP
quota up to 5 members daily which should be either spiritual gurus or people
who contributed the best for the country in one or other way.
Also it should be ideal that each MLA/MP, DM>,
SP>, DISTRICT JUDGE> of the state where the shrine is situated should be
considered as VIP, all other state MLA/MP/BUREAUCRAT (PRINCIPLE SECRETARY TO
STATE GOVERNMENT AND ABOVE)/ JUDGE (HIGH COURT, SUPREME COURT) should be
treated as VIPS provided they visit personally, only those immediate family
members up to maximum of 5 family members including the person holding the
position should be treated as family while considering the VIP treatment for
darshan.
The definition of VIP DARSHAN means to
reduce the time of so called VIPS in the common people Q lines and making them
to allow joining the ordinary persons Q
line at the entrance of the shine main door so that they move along with
all common citizens inside the shrine to reach the sanctum sanatorium. After all everyone is equal before god, but
the special treatment to join them in the main line at the entrance is only to
save the time of VIPS so that they use their time better in the service of the
people and nothing more should be offered to the so called VIPS.
There should be complete ban of entertaining
so called recommendations of MLA/MP/BUREAUCRATS under any circumstance. Only
all other people who registered to visit the darshan should be held lottery
fifteen days prior to the date of darshan/performance of ritual and those who
got selected in the lottery should be asked to confirm in three days and all
the people should be eligible to all darshan and all rituals. Also the cost of
the rituals should be bare by the shrine, where all shrines should get funds
from government from the religious cess. All the shrines should receive all the
donations/ receivables in cash or kind from the donors in the form of cheque/
cash receipt from the shrine/kind with receipt from the shrine. This measure
will certainly encourage legitimacy among the people; also whoever contributes
to the shrine is from their hard earned money. Why the spiritual shrines should
be centres of corruption and should be patronized by corrupt money. Do almighty
told encourage corruption and share part with him to wipe of sins????????. The
systems should change from the very core of the religious centres which
preaches DHARMA, EQUALITY but strangely in reality gross inequality and in
discrimination, indirect way of encouraging the corrupt and the shrines are rising
on the corrupt money, do these spiritual shrines like political organisations
are only managed by the elite and for the elite??????????, do the so called
special rituals are only for the upper echelons and elite??????????? Do
equality before god is like the “gee in the gee-bottle guard” where people
presume gee bottle guard vegetable is full of gee but in reality it is name
sake and not even any trace of gee exists in the gee bottle guard
vegetable?????????
In case of shortage of money from donations
in the spiritual shrines the governments should levy the religious cess of 0.3%
on the turnovers of the business and also 0.2% of the payments whether it is
salary or the wage paid to individuals (including MNREGA which should be
collected annually at the ends of the year) as religious cess and the total
amount collected in the state should be divided as per the percentage of
religious population and the amount should be spent only on that particular
religion so that there would not be any feeling for other religions that they
are contributing for other than their own religion. Also the government must
fix the number of employees in the religious shrines if they are under pay role
(with no restriction to serve as honorary by only priestly class and some
individuals as volunteers on special occasions), also the government must fix
the cost of expenditure per ritual as was fixed payment for mid day meal or per
children expenditure in the welfare hostels, if any individuals offer voluntarily
for any rituals they should be accepted by the shrine boards with recorded
receipt but without any special treatment for those who offered anything in
cash or kind for any ritual. Also it should be made mandatory that Gram Panchayats
/ wards should take the maintenance of religious centres irrespective of
religions in their territory.
Also the religious temples funding should
be provided by corporate/ business establishments under corporate social
responsibility with 100% tax exemption on such expenditure by either corporate
or individuals.
HILL TOP RELIGIOUS SHRINES- TWO CLASS

Do the hill shrine boards are really doing
their dharma i.e the duty and responsibility to serve the god, when service to
mankind is service to god, do in their version service to so called rich and
famous or who has the financial ability are only eligible to serve the god and
those people who possess money power, political power or bureaucratic power are
need special treatment, do these shrine board members are not committing the biggest sin on the earth as god/religion
always wishes, endorses the service the deserving, needy/poor???????? In the
name of the god and in the presence of the deity and using the hard earned
money offered to god by millions of common people with faith and belief are being
used by the so called shrine boards to do service to the elite/ upper echelons
not amounting to sin & shame?????? (many people feeling that it is nothing
but parasitism); Do people who possess wisdom are eligible to become shrine
board members or people with self centred selfishness??????????. Why the government
by the people, for the people need to support directly or indirectly for these
shrine boards which are openly exhibit indifference towards common people by advocates
& practicing two class treatments of people right in the presence of
almighty crushing the equality of all human beings and right to equality.
Do how many shrine boards irrespective of
religion have its board members from all income groups i.e BPL, low income,
middle income and upper income group??????? Do even in all religious shrine
board administration eligibility should be either elite/upper echelon of the
society and that too mostly non dalit/tribal?????????? Do how many of the Hindu
shrine boards across the country has daltis and advasis as its board members
and do as chairman of these shine boards; at least how many government
executive offices belong to dalit and adavasi served religious shrine boards
across the country from independence till date across the country???? Is it not
true that un touch ability still exists in a veiled manner even now?????????
Do there is no kind of hesitation for
accepting the money offered by the downtrodden people especially belong to common
dalitis/ adavasis with their hard earned rupee as a dakshna or offering in the
hundi to be used by the shrine boards for so called facility creation/
expansion of the shrine????????, do there is no hesitation/ reservation for the
other class people in the shrine boards to eat the food that is reaching their
table which is an effort of a some down trodden poor especially belong to dalit/advasi
agriculture labourers (70% of the total 20 cr agriculture labour i.e 14 crores
agriculture labour in the country belong to dalits and adavasis) and also the
dalits are making the foot ware and dalits are cleaning their surroundings but
they are extending privileged treatment for upper echelons at the inconvenience
of people who are constantly putting effort to get food for remaining 4/5 of
the population?????, Do the shrine board members do not have any hesitation in
using the hardship of others (all down trodden, BPL, low income group people),
do these kind of so called elite/ upper echelons are not aware that money alone
cannot get food or anything, it is the common effort of millions of common
people only bringing the food at their table???????? Many common people feel
that most of the shrine board members of most of shrine boards are committing
heinous crimes/sins as they are doing the heinous acts in the name of the
almighty in the holy shrines in the presence of almighty by special royal
treatment for section of people and all other are treated as slaves????????
Many people feel that if the many of the
members of many religious shrine board feel that they are having wisdom and are
not like what most common people feel about these shrine board members then
they should immediately establish the equality before god for all as far as
darshan is concerned by complete ban of special darshan or VIP treatment for
any section of the people. It will create a positive mindset of equality from
very child hood when parents take for the religious shrines that all humans are
equal before god. The only exception for some kind of relaxation should be
extended to bureaucrats, elected representatives and judiciary officials for
conserving their valuable time in the larger interest of the common people
should be exempted from the long Q lines and make them to join directly the
same common Q line at the entrance of the main door of the shrine along with
common people so that they also has to move along with common people up to the
sanctum sanctorum so that the valuable time of those class of people is
preserved for people at the same time they are also experiencing the same
common man treatment; only President of India/ State Governors, PM/CM’s (only
CM’s and not certainly the ministers in the state government of any state) and all
ministers of government of India when visiting the shrine the common Q line
should be stopped for maximum of 5 minutes to have separate dashan and after 5
minutes the common darshan should continue, the maximum number of times a Governor
/ President can make darshan should be two times one in the first six months
and other in the next six months that too only on days which has normal rush
and certainly not on special occasions where heavy rush exists the facility
only for darshan and certainly not for any other rituals, all rituals should be
only through lottery system to be selected among the people enrolled) and every
person should be provided same darshan, as far as the special rituals are
concerned they should be made available to people based on lottery system?????????????
In the absence of the above said measures whatever
the governments or the shrine boards advocate or do in the larger interest of
the people will not serve the purpose as from the childhood the inequality has
been enforced on the little minds as religion?????????????, like how caste is embedded
in the ‘DNA’ of people and religion too was embedded. Thus this discrimination
from child hood will create negative impact on the mid set of children. Also
discrimination based on the income status of people is very cruel and
has tremendous negative impact for life time of the individual, this is the
bases, root cause of inequalities in the society (as the children of the upper
echelons are experiencing the speciality treatment from their child hood even
in the presence of god then they feel that they are above all will certainly
rise with such a negative mentality, at the same time those deprived children
will rise with sorrow state of mind for their poorness or will lose faith in
the system) and there is no meaning for being a shrine board member and
Many people feel that the shrine board
members never ever in their life going to attain peace and harmony as they are
committing un pardonable crime completely disrespecting the order of almighty
who gave them the position to serve the people, but instead they are biased,
they are corrupt indirectly /directly; the god has equality for all, life is
always on ward, upward and god ward.
NEED FOR WISDOM TO TREAT ALL HUMAN BEINGS

Many people feel that since being born as
human beings do the so called elders/ uppers echelons/ elite ( most of the
politicians or bureaucrats) are not possessing this much common sense/ wisdom
that since the country having more than 70% of the youth under 35 years of age
are like their children are getting slaves like treatment in the spiritual
shrines because of patronize of two class theory in practice by the elite when
the so called political/ bureaucrat elite are supposed to act as servants to
people of country are behaving like masters and infusing wrong notions and dis- belief among the youth and children in
the age old traditions and customs in the young minds due their self centred
selfish acts of special treatment in spiritual shrines for them, their kin and
kith???????????.
All elite should imagine that for a moment
so called elite’s are as common people visiting with family and children and
are standing in common Q line for hours (on an average 6 to 8 hours, but some
times more than 16 to 18 hours in some shrines) for just 2 to 3 sec (what
common people are getting) of at a glance
glimpse of vision of deity in the holy shrine with a stead feast faith
and belief on the almighty for the betterment of themselves, their children and
family along with some hundreds & thousands of people standing like them in
the same Q line, then suddenly they notice in front of them few people (present
elite like them with political power/ nexus, money power) just makes a almost
straight walk to enter the temple in adjacent line to attend a special ritual
which facilitates them to stay in front of the deity for at least 30 minutes or
1800 seconds just because they belong to top political class/ business class
with more money/ nexus with political class / nexus with the shrine board
members or donated some money for the shrine, then if your child asks “daddy/ mummy
why they are going like that why cannot we” ?????????, if you tell that they
are VIP’s and we are ordinary common people?????? If your child asks you only teach
that all are gods children and in the eyes of god all are equal then why they
only should get special treatment why not we get???????? Then what answer you
can provide to these young minds?????????, also it is not we ourselves are
indirectly advocating and infusing in the young minds that you should learn the
art to manage the political class or bureaucratic class to get access to visit
the shrines???????? Then only you be able to have so called VIP darshan
????????? Otherwise you should earn plenty of money by any means to shed some
money on the shrines to get so called VIP darshan ???????????
Then if you observe the eyes of most of the
common people in common Q line which revel their minds especially youth and children
who are standing in the Q lines for hours die several times for several
fraction of seconds before they make the glimpse look of the deity when their turn comes with lot of
pushing and pulling with one common question in their mind doubting their very
faith/belief that they kept form their birth on the religion and the beloved deity that “what
goodness/punya” done by those few individuals/their parents who are just making
almost straight walk to deity almost directly and spending plenty of time in
the presence of deity, then “what sin /pap” done by their own parents (who are
standing in Q for hours) and themselves
individually that almighty made them to wait for hours for few seconds of time
for darshan???????? (strangely the youth and children are not aware that
almighty never made two class theory and almighty treats everyone equally, but
the present section of elite manipulated the systems to suit them completely
ignoring the almighty), also the other question in their mind that do all
people are not equal before almighty???????????
Are we not aware that a seed can produce a
forest, like wise this seed of doubt aroused to the young mind due to injustice
and in equality treatment faced by them in the presence of almighty in the holy
shrine will certainly will make them unrest in their life time and certainly
either make them criminals or lose the faith and belief in the systems ?????,
either of the case if they are deeply hurted and develop hate rate for the
systems then there is every possibility they become perverted or may change as
criminals. But with false presumption the day these children lose their
faith/belief in the religious spirituality that most of the youth un doubted-ly
indulge in criminal activity ???????????????
Imagine what if the same youth thinks that
if they have money they too get the same kind of special treatment as the elite were getting in the shrines then
there is every possibility they will indulge in all illegitimate/ illegal
activities and become anti socials in the pursuit of quick money to become rich
to enjoy the special privileges in the society as they are fully aware that in their life time if they follow
their parents footsteps of hard work, honesty and sincerity they end up like
their parents struggling to feed themselves and their children in future and
then how come they & at least their children in future get the privileges
enjoyed by the elite / upper echelons ???????????? Even if 1 % (one) of the
youth in the country goes with this due
to prevailing circumstances, with false notion think that they should earn
money in short cuts even if amounts to illegality or sin and use the money to get
so called VIP darshan and stand before deity for hours and wipe off their sins
committed then can the police/ courts stop the crimes in the country, then is
it not foolish on our part to blame police for every crime, blame courts for
slow/low rate of convection or blame parents for not up bringing their child in
righteous manner and blame them for every crime committed by their children
when the system in the society made the child to become so?????? If the self
centred selfish acts of few individuals are creating an atmosphere to breed
this kind of poisonous atmosphere/ environment why blame others without
correcting the system upholding the supremacy of equality of all before
almighty?????????
There is every possibility that this kind
of change in mind set is more likely to happen in future if we do not act
immediately on this two class of people system in the religious shrines and not
bring change in the existing corrupted systems, as it is fact that only half of
the youth believes in almighty/religion and youth are moving far from religion
due to corrupt systems prevailing in religious institutions but strangely they
are not even believing themselves the result
is rise in number of people lacking belief in the institution of marriage, rise
in divorces, rise in live in relations, rise in pre matrimonial sex, rise in
child sex, rise in extra matrimonial /adultery, rise in atrocities against
women and children etc etc, since the fear for religious spirituality is
curtailing many youth from indulging in illegitimate/ illegal activities the crime
rate is this much, otherwise the crime cannot be controlled by fear of law or
punishment by law??????????, also most of the people who believe in god are soft
natured or emotional/ somewhat soft in mind, there is every possibly that
circumstances can influence and change their mind set towards criminality for
earning quick bucks, they too knew that quick bucks will come only either by
theft, dacoit, kidnapping, drugs
peddling, prostitution (irrespective of gender), murder, extortion or terror
activity, then do the state law and order machinery can stop the young minds
from doing so???????????; also is it not a fact according to criminal
psychology that those who indulge in crime are weak minded and perform crime in
the weak moments of anger or when they got hurted or annoyed deeply then if the
soft hearted young minds once deeply hurt then there is every possibility that
they can indulge in doing a crime???????
Also it is a fact that no one has the right
to stop other person from telling if you do not want to wait in the Q lines do
not visit the shrine?????????? If the so called elite/VIP people tell that
since their family are blessings of almighty we are getting special VIP
darshan???????? Do how many of the youth can buy this theory in the age of technology
and transparency????? Which religious documents / almighty told that people
with money or people with political nexus or family of so called influential
should get preferential treatment in the shrines????????????? (certainly this
karma faced by the common peoples, youth and children of ordinary citizens are
manmade karma and certainly not god made as in the eyes of god all are equal)
when the constitution of India abolishes the titles of king/ queen/ price why
in some shrines the special treatment for the so called people with money
treating them like king (maha raja poshak, raja poshak etc names for who give
donations to the shrines) when the overall contribution of all sections of
common people are several folds more than the individual contribution of some
wealthy individuals????????????. Also if
the government cannot endorse the right to equality in the religious system for
what so ever reason then government should abolish the endowment department, in
addition should abolish entertaining any recommendation letters from elected
representatives and also abolish the religious shrine trusts enjoying tax
concessions and also charge the police security etc from the trust boards and
also ensure that the religious trusts should be barred from collection of
public money for any reason.
It is ultra high time that all senior
political elected representatives irrespective of political party which ever
region & religion they may belong should immediately unite to bring the
change in the religious systems bringing social justice and social equality in
the shrine trust boards with proportionate representation as per caste/ sect
and income group (BPL, low, middle, higher) proportion in the total population
of the territory and also complete ban
of so called VIP status for any sections of people and bringing equality of all
sections of people before almighty and complete elimination of monitory charges
for rituals and eligibility for attending
all special rituals should be by lottery system among the people
proportionate to their income group who wished to attend by online lottery,
also the government should levy the religious cess and distribute the funds
according to the percentage of population of the religions and also 100% tax
exemption for donations to any religious institution will certainly bring the
required change over a period of time as people will lead their lives with
faith /belief in the goodness advocated by religious spiritual preaching’s
NEED FOR ALL RELIGIOUS SHRINES UNDER RTI,
ALL FINANCIAL TRANSACTIONS, ALL VIP VISITORS VISITS SHOULD BE MADE ON WEBSITE
OF THE SHRINE EVERY DAY
All the religious shrines should be brought
under “RTI” preview after all the shrines are run by money contributed by
millions of common people directly or indirectly than every common people
should have the right to know that in which manner the money contributed is
being utilised??????
NEED FOR FIXING THE DUTY FOR ALL SHRINE
BOARD MEMBERS AND THEY SHOULD UP LOAD THE MONTHLY REPORTS/FINDINGS/DUTIES
PERFORMED AS SHRINE BOARD MEMBER
Also it is high time to introspect by the
all shrine board members that do how many of them really acted as a legitimate
member of shrine board following the legitimate rules of a member of shine to protect
the dharma and promote equality of all human beings and all human beings are
extension of family????????, how many of the stay on the hill shrine, how many
of the stay at the Q lines to find the issues of common people, conduct at
least monthly once meeting with common people record their voice and try to
rectify the lacunas/issues faced by the visiting people????? Do the shrine
board members means only for political employment and for personal benefit and
development of public relation by doing favours to the rich and famous and
other political, bureaucratic, judiciary class??????????; there is urgent need
to change the nature/mind set of these kinds of members of shrine
boards??????????? Also the meetings with the common public should be conducted
periodically should be up loaded to the website along with action taken report.
NEED FOR CREATION OF WEBSITE FOR
ARCHAEOLOGICAL BOARDS IN EVERY DISTRICT AND THE MAINTENANCE AND REPAIR OF ALL
ARCHAEOLOGICAL PLACES / BUILDINGS/ SHRINES SHOULD BE UP LOADED ON THE WEB
Since most of the hill stations are of
archaeological importance, many buildings/ monuments/ shrines are age old, the
maintenance of these places should be under joint administration of both
archaeological department and the trust boards of shrines/ government. Also the
funds collected through the trusts or religious cess of the government, part of
the funds should be for this joint maintenance of the buildings/ shrines of
archaeological importance.
NEED FOR DEDICATED WEATHER DEPARTMENT IN
EVERY DISTRICT WHERE THE HILL STATIONS / HILL SHRINES ARE IN EXISTENCE
Also all the districts where the hill
stations situated whether of tourism importance or shrines must have dedicated weather & metrological,
geological department (DWMGD), this department should work in coordination with
state/ national metrological departments, the river/ lake water authorities of
the state/ district. The hill station DWMGD should be provided with all latest
weathering equipment, all latest equipment to measure the topographic changes
of the hills where the people are moving and alert in advance for any disaster.
This measure will certainly provide accurate information and almost all kinds
of natural disasters human lives can be preserved and save many lives due to
advanced precautions issued by these DWMGD; the weather data should be up dated
on hourly bases on volatile days and on normal days every three hours both on
the website and also send alerts to the visiting people on their mobile phone
numbers which were collected by the hill top tourism/shrine boards at the base
station of the hill.
NEED FOR MAKING IT MANDATORY TO WEAR THE
RADIO COLLAR TAGS/GPS ENABLED DEVICES
FOR ALL PEOPLE VISITING THE HILL STATIONS ESPECIALLY THE HILL SHRINES
In the light of past tragic accents of
cloud burst at the Ladac Hill Station and also the cloud burst and flash floods
at Kedaranath Shrine it should be made mandatory that all weather proof “RADIO
COLLAR TAGS” (RCT) / ANY DEVICES with GPRS systems embedded in them should be
made to wear mandatorily by all people visiting the hill station at the
basement in such places where there is perception threat / landslides occurred
previously. These radio tags will make the identification of the location of
the visitors, in the event of any nature disaster they can be easily
identified, also it is easy to identify the missing persons photograph and from
where they arrived and where they last missed and it is more convenient to
locate the persons. It should made mandatory that the entry to the top of the
hill station should be only for those who wear the radio tags for all visitors,
employees, traders etc; all the employees/ staff and traders on the hill top
should be allowed to remove the RCT /GPS DEVICE when they are at the hill top
(especially for those in the shrines), but should mandatorily ware during climb
up or down of the hill station till they reach the base of the hill station.
All the staff should mandatorily wear the
RFID based Identity cards all the times except those priests who are serving
the almighty in the very sanctum sanctorum. There should be RFID readers at all
entry points of the shrine up to the sanctum sanctorum so that that central
server at the head office of the shrine board can record the movements of each
staff including the priests inside the shrine, this measure will certainly
ensure staff will attend only to those designated duties and punctually and
perform their duties accurately. This measure prevents unauthorised staff
entering unauthorised places.
NEED FOR ESTABLISHMENT OF AUTHORITY TO
MONITOR THE MOVEMENT OF VEHICLE/ INDIVIDUALS AT THE BASE OF HILL STATIONS WHICH
IS FULLY UPDATED TECHNOLOGY; ALSO EVERY 5 KM GAP THERE SHOULD BE EQUIPMENT
STATIONED IN APPROPRIATE NUMBER AND CAPACITY FOR CLEARING THE LAND SLIDES; NEED
FOR MAINTENANCE OF TRAINED MANPOWER FOR DISASTER RESCUE IN EVERY HILL STATION;
ALL HILL STATIONS WHERE PEDESTAL/ ANIMAL MOMENT NECESSARY WITHOUT ROAD
TRANSPORT SHOULD MANDATORY CONSTRUCT HALTING SHEDS EVERY 5 KM
Also it should be made mandatory that all
the individuals who are travelling from base station to hill top should
mandatorily provide their mobile phone numbers, all the vehicle drivers (shrine
board/tourism board CNG vehicles) and individuals who are walking on bare foot
or by any animals like horse etc should get alerts on weather, also the GPRS of
vehicles, GPRS Radio collar tag’s and mobile singles are monitored constantly
for their movement by the vehicles, individuals who are without vehicles and
advises the people about the weather, landslides etc and ensure that the people
are halted to reduce the congestions and stranding due to jams due to
landslides; Also it should be mandatory that government must ensure that every
5 km the equipment for clearing the road
blocks/ landslides should be stored by construction of appropriate sheds and
there should be operators visiting every week and just make the ideal time
maintenance of vehicles, the sheds should be under CC camera surveillance in
lock so that there will not be any danger for theft of spare parts. This
measure of keeping the rescue equipment like ropes, the land slide debris
clearing equipment like bull dozers, excavators etc will be one time investment
may be used occasionally but saves several precious life’s in the event of any
sudden un predicable nature’s fury. Also this measure saves lot of time for the
rescue teams to carry along with them rescue equipment as the rescue equipment
is already in store, then only rescue teams can reach the place by chopper, get
dropped at the store house and use the rescue equipment. There should be
periodic inspection and update online by the concerned engineers for ensuring
periodic maintenance of stationery/ ideal equipment ensuring there will not be
any corruption/ compromise on the safety equipment. Also it is ideal that there
should be trained manpower in appropriate number in each hill station governing
board who are well trained in rescue operations of all nature. Also all hill stations where there is no
vehicle movement and movement by pedestal or by animals should mandatorily make
permanent sheds every 5 km along the path for resting by the people who feel
tired, the stay sheds should be provided with first aid kits and also drinking
and sanitation fr people especially for females.
CONCLUSION
Since almost all the political parties are for the welfare and betterment of the
people of the country and most of the leaders of all political parties at the
state and national level are persons with appropriate wisdom, it is very
necessary and ideal all the political parties should give thought in the spirit
of the document to liberate the spiritual religious holy shrines from the pangs of elite/upper echelons and ensure
equality of treatment for all sections of people in the shrines thus upholding
the faith, belief of people in the religious systems, otherwise it is next to
impossible to control the crimes because the gen-next youth are more
intellectuals and do not possess such a patience that they will remain mute
spectators for the injustice going on for them and their fellow brothers and
sisters for decades. It is simply foolish to pressure that police and judiciary
can control the crime, as their role will come only after the incidence happens
and certainly post operative and not pre operative, the only best thing to
control the crime is bringing change in the mind set of the people especially
the youth from very childhood and infusing in their little minds that all
humans are equal, and every one need to follow the traditions and customs and
good ness preached by the religions then only the youth will be under control,
otherwise there will be every possibility that due to impact of internet
penetration and access to pornography will certainly has no respect for
motherly-ness and sisterly-ness of fellow females and rest left to the
imagination??????????
As such for the interest of very few select
section of people corrupting the entire system in the country is how far
justifiable and certainly their own families will be prey to these pangs one
day or other if they do not bring the change. Also since there is acute need to
preserve the heritage to our future generations all the hill stations need to
be maintained free from all kinds of issues which can cause harm/ deterioration
of the nature/structures by adopting appropriate necessary measures to prevent
such deterioration. Hope all elders cutting across the party-lines of political
parties will receive the spirit of the document, and everything mentioned in this
document is the feelings of common people nothing intended against any
individual or any section of people. If any section of people are hurted due to
this document I pray almighty to provide them peace and wisdom.
