ROLE OF MEDIA, MEASURES FOR PREVENTING POLITICAL PARTIES CAUSING INCONVENIENCE TO COMMON PUBLIC, MEASURES FOR ENSURING EQUAL VOICE / SPACE FOR DALITS, ADIVASIS, OTHER BACKWARD CLASS AND DOWNTRODDEN SECTIONS IN ALL MEDIA FOR INCLUSIVE GROWTH OF ALL SECTIONS OF PEOPLE

ROLE OF MEDIA, MEASURES FOR PREVENTING POLITICAL PARTIES CAUSING INCONVENIENCE TO COMMON PUBLIC due to their visits to hospitals, place of victims in the event of any disaster/atrocity on victims, aiming at pure political gains, for photo-opportunity aiming at to be in circulation in public, to gain public  simply en-cashing the emotions in the hour of crises, to target the government of the day by non ruing parties and by ruling parties turning it as opportunity to promote  government programme, either way only to  gain brownie points over others aiming to gain publicity in media aiming future electoral gains; which can be overcome by complete ban of political party leaders/ elected representatives visiting the victims/ their family members in hospitals, in addition restricting only elected representatives belonging to that territory of incidence/place of victim only should be allowed to visit the victim/ family of victim, with complete ban on airing views in media by the political class, media showing the visits of political party leaders to the place of victims; media allowed only to interview the victims or their kin only at the place of victims/ diseased, even media should be barred from entering the hospital premises to follow victim getting admitted/ undergoing treatment t or following leaders/elected representatives visiting hospital, however media should be allowed to have video calling, face time, skype from the hospital to air the views of the victim/ their relatives if they wish to give interview to media, for this all hospitals should have video conference facility, also enactment of law banning entry to all hospitals for any individuals not more than two attendants with any in-patients or out-patients inside the building/ compound wall of the hospital premises to ensure hygienic atmosphere prevails, less pollution inside hospital premises, all a must for speedy recovery of victim, all other patients getting treatment in that hospital. 

MEASURES TO PREVENT SUICIDES BY FARMERS by making mandatory formation of Village Agriculture Cooperative Associations (VACA’s) for combined farming of joining 5 to 10 agriculture holdings of small and marginal farmers to cultivate it as a single unit for better yield through better management, with ¼ of the total combined unit should be mandatory to rise horticulture/ vegetable crops for getting daily/ weekly income for all farmers in VACA and also mandatorily all VACA’s to maintain animal husbandry to raise milking cows and poultry for providing nutrition to farmers family and strict maintenance of quality checks for seeds, fertilizers, and pesticides and also mandatory crop insurance and fixing liability on the producer/seller of spurious/ adulterated farm inputs and uniform compensation for all farmers of same crop with same quantum of damage to the crop throughout the country, delivery of compensation within 15 working days of natural calamity, financial counselling for stressed farmers/ VACA’s to boost confidence in them towards life.

MEASURES FOR BETTER RESCUE & RELIEF OPERATIONS BY SUPPORT FROM POLITICAL PARTIES IN THE EVENT OF NATURAL CALAMITIES FOR MINIMIZING DAMAGE TO HUMAN BEINGS AND PROPERTIES Complete ban of political parties/ top leaders of political parties doing so called Road shows, So called Pada Yatras in the pretext of so called consoling of diseased in any tragedy / natural calamity, in order to save millions of man-hours of productive time, saving lives of people in that vicinity for reaching emergency medical care, reducing that territory from pollution/ turning into un-hygienic, only local political leaders in fixed number can be allowed to perform the road shows, padyatars, only on any weekends and holidays in that territory/ region. Measures for better disaster relief through training of volunteers in disaster rescue in each mandal.

NEED FOR CREATION OF A FEDERAL INVESTIGATION AGENCY (FIA) comprising of officers from all states, exclusively, specialised in investigation of rape, murder & suicide cases, the agency be headed by a Judicial authority (SITTING JUDGE) to deliver time bound justice to the victims, removing perils for a biased probe due to political/external pressures in case of regular investigation agency probing the case; Also making it mandatory only victim/ their immediate family members have authority to demand for FIA / CBI probe, all others, political parties should be barred to do so 

NEED FOR REGULATION OF MEDIA DURING DISASTER RESCUE Also media regulations for ensuing media organisation provide space to all political parties as per percentage of vote share in general elections, also for providing media space for dalits, adivasis and backward class people and as for all sections in the country as per percentage of income group and genders in the states / country, also mandatory maintenance  of social equality  and social justice  by all media organisation proving opportunity for dalits, adivasis and OBC in their organisation in every rank especially in the editorial team, fixed tenure for positions in media organisations, else government enact law for  constitutional reservations in media organisations,  retirement at 60 years of age, also complete ban of private media providing awards for civil servants and elected representatives, for ensuring media do not be biased towards any section of people for ensuring  inclusive growth of all sections of society

AND USE OF TECHNOLOGY BASED DEVICES LIKE DRONE CAMERAS, DRONE OPERATED INFRARED THERMAL CAMERAS TO IDENTIFY HUMANS STRUCK IN THE DEBRIS ETC IN THE EVENT OF DISASTERS BY BOTH DISASTER RELIEF TEAMS AND BY THE PRIVATE MEDIA ORGANISATIONS.

NEED FOR REGULATION MEDIA FOR ENSURING MEDIA PROVIDE SPACE PROPORTIONATE TO PERCENTAGE OF VOTE SHARES IN GENERAL ELECTIONS FOR POLITICAL PARTIES, ALSO PROPORTIONATE TO PERCENTAGE OF POPULATION OF CASTE, RELIGION, GENDER AND INCOME GROUP IN THEIR PANEL DISCUSSIONS, ALSO MEDIA ORGANISATION TO MAINTAIN SOCIAL JUSTICE, SOCIAL EQUALITY IN THEIR ORGANISATION, WITH PROPORTIONATE REPRESENTATION  DALITS , ADIVASIS AND BACK WARD CASTES IN THEIR EDITORIAL BOARDS MAINTAINING CONSTITUTIONAL RESERVATIONS IN MEDIA ORGANISATIONS; FIXED TENURE FOR EACH POSITION IN MEDIA ORGANISATIONS AND MANDATORY RETIREMENT AFTER ATTAINING 60 YEARS IN MEDIA ORGANISATIONS  TO ENSURE COUNTRY PROGRESS DUE TO EQUAL VOICE FOR ALL SECTIONS IN THE COUNTRY.

[12] CONCLUSION

1) INTRODUCTION

        

     It is a fact that due to lack of systems in place for protecting the interest of common people, especially the victims in any calamity or tragedy/ crime, most of the political parties are using this pathetic situation of the innocent common people for getting political mileage, in that process they are knowingly or un knowingly  causing huge damage to the victim as well as the common people both health wise and also mental stress, due to their attitude of non serious intention of doing real justice to the common people/ victim, but only to their self centred selfish gains, as it is a fact that when many people visit the crime site the evidences at the crime site gets tarnished as such the culprits are not getting proper punishment as per constitution, and also victims need to wait for decades for justice, (even the sensational case of NIRBIYA the victims did not feel justice delivered to them even till date, even after almost all political parties in the country wished speedy justice and even when government promised?), also it is fact that due to prevailing of unhygienic conditions, due to visits of hundreds of people to the hospitals, especially by political class, the victim patents as well as other fellow patients in hospitals are prone for infections due to visits of several people to the victims/patients, also due to air pollution in the vicinity of the hospitals getting completely polluted due to  several people coming and visiting the patents the patients recovery is hampered, in fact even normal people are becoming patients to respiratory diseases,  so there is acute need for controlling the number of people visiting the hospitals. Also it is a fact that most of the political parties try to capitalise the rape/ death cases of which the farmers suicides/ death are major fodder for the political parties, also it is our primary responsibility as a citizen of this country to to prevent the happening suicides of the farmers, as it is a fact that farming sector is prone to various hindrances, in fact the stress in the farmers is due to accumulated debts due to crop failures in the event of natural calamity or due to bad seeds/ pesticides/ sub standard fertilizers etc, also it is fact that there is no regular source of income to the farmers and addition the cultivation of good yield is possible only if the farm size is standard (maximum percentage of farmers in India are small holdings and the maximum farmers committing suicide are small and marginal farmers), this situation can be overcome by ensuring that farmers get good yield on their land, and right price for the farm produce, in addition the farmer gets regular source of income i.e daily/ weekly through sale of vegetables etc in addition farmers family get nutritious food, which is our primary responsibility as these few percentage of farmers are providing food for billions plus people in the country but till date majority are farmers family are languishing in debts and their women and girl child are anaemic and their children are malnourished, ITS A SHAME ON OUR PART TO ALLOW THIS TO HAPPEN??? Also it is a fact that many political parties try to capitalise on the innocence of people  by conducting so called road shows, padayatras all in the name of consoling families of few diseased  persons, or victims of  rape cases only to gain political mileage and sympathy, in fact in doing so they are literally causing utter inconvenience to the common people in that territory, in addition in the process of so called consoling the diseased family, they are causing serious threats to common people who are having health disorders, in th event of emergency to visit a hospital the so called road shows, padayatrs are blocking the way to reach out to the hospital and this few hours of delay may lead to death of the person in the event of some accident or heart diseases or any other medical emergencies? So there should be fixed uniform norms for this kind of activities, completely banning national leaders/ celebrities / so called star leaders in the political party organisations indirectly becoming a or can Also it is a fact that many people of the country do not have faith in the local police, state police for being believed that state police will report to the government of the day and there is every possibility that they will be biased in investigation in case the rape, murder, suicide effects directly or indirectly related to political party people,  and it is a fact that many political parties are capitalising on the deaths by demanding for so called CBI enquiry when it is fact that Supreme court of India expressed CBI is a caged part, and also it is a fact that many cases which are monitored by courts are getting into logical end of the case and it is fact that many common people have faith in judicial probe and demand for judicial probe, also many political parties demand many times judicial probe, in order to ensure people have confidence in constitutional justice and also to reduce the so called drams, hungamas of the political parties, preventing political parties from wasting their energies on only demands for justice to victims just for getting the probe done by some trusted agency, also restore confidence in the local police, there is acute need for an agency only to investigate rape, murder, suicide cases under the headship of a sitting judge,  as such there should be some agency that can create a trust in the people As such Government should Enact law to fix the above issues. Also since lack of voice/ space in media for dalits, adivasis and other back ward castes , also since lack of representation of dalits and adivasis and other back ward class people in media organisations especially in decision making authorities in media organisations the media is biased towards upper echelons and upper caste, also since lack of systems preventing the possibility of nexus between political class- bureaucratic class and media is also a deterrent to the growth of all sections as media is biased towards some sections of society,  also since lack of systems in place section of media s biased towards some political class . All these lacunas should be fixed for ensuring inclusive growth of all sections of society.

2) NEED FOR RESTRICTING POLITICAL PARTY LEADERS VISITING PLACE OF CRIME, HOSPITALS, VICTIMS PLACES IN THE EVENT OF OCCURRENCE OF ANY TRAGEDY. MEASURES FOR ENSURING HYGIENIC HEALTH CONDITIONS IN HOSPITALS, VICTIMS PLACE. MANDATORY MAINTENANCE OF WEBSITE BY ALL HOSPITALS IN STANDARD FORMAT AND MANDATORY MAINTENANCE OF VIDEO CONFERENCING FACILITY, WEB CASTING OF IN-PATENTS TO THEIR FAMILY MEMBERS TO RESTRICT THE NUMBER OF NON PATIENT VISITORS TO THE HOSPITAL. 

     It is indeed a very heinous act on the part of the most of the political parties / leaders, elected representatives, to rush to the place of crime/victims place, for so called consoling the family/ relatives of the diseased/victims, also in case the victims are hospitalised, died in hospital succumbing to wounds they just want to capitalise on this kind of visits for media publicity, in fact it appears that are eagerly waiting for such opportunity?? In this process the crucial evidence regarding the crime is getting destroyed knowingly/ unknowingly, which will seriously hamper the investigation in arriving conclusion of who committed crime or fixing the responsibility on the culprits.

     Also most sad part of this process of visiting hospitals by the political class  especially due to so called VIP, top leaders of the political parties visit to console the victim, their family members where the victim was undergoing treatment, they are literally causing utter inconvenience to other in-patients, their attendants, out patents who are getting treatment in that hospital, in addition they are causing a serious threat of possible infections to the victim patients and all other patients in the hospital; It is nothing but pure self centred selfish act of these political class, in fact it causes serious health hazards for not only the victim who is undergoing treatment, but also all the in-patents in that hospitals, as the visit of so many hundreds/thousands of people in a short span of time causing the hospital environment very un-hygienic, prone for spread of any bacteria inside the hospital premises, in addition, the quality of air surrounding the hospitals will get polluted due to vehicular pollution in the vicinity of the hospital  due to the visit of several hundreds of vehicles in a short span of time, also inside the hospital building where the patients are getting treatment or all tests are conducted the area is also the hospital buildings are severely exposed to dust pollution due to several hundreds of foot prints inside the building premises carrying all sorts of bacteria with them; So in the first place the political parties should restrain themselves from visiting the hospitals in any incidents; in the larger interest of not only the victim but also all other patients who are getting treatment in the hospital. It is most ideal and need of the hour that all political parties should ensure government will enact law making it mandatory that all hospitals to put the details of all in-patients, on the website of the hospital, also on the internet you-tube, so that any individual wish to see the patient’s condition, they can, also the hospital website should update the condition of the health of the person joined in the hospital on hourly bases. Being born as a human being, it is our minimum responsibility to safe guarded the interest of fellow sick people, especially the inpatients in the hospitals???? (Ref: my document 2012 Aug, HEALTH CARE FOR ALL).

     Also all political parties should take a stand in this regard and ensure that government implement this measure. The first step in this regard is making it mandatory that all government/ private hospitals need to maintain website in standard format and each hospitals should have qualified videographers and qualified computer operators to take the videos and the content should be passed on to commuter department  to post the videos of the in-patients, which can be made available to viewed within the family, relative of the victims/ person undergoing the treatment based on the permission of the victim relatives; also the computer department of hospital should post the information on hourly bases the health report received from doctors in such cases and post it on the hospital website on hourly bases. Also it should be made mandatory that no individual other than one attendant, at at max two persons with the patent in any hospital premises itself to restrict the number of persons in the hospital premises, these measures certainly reduces lot of visitors to the patients in the hospitals, as they can view the patent and their condition periodically on the website of the hospital, or within the closed group of the family and relatives, if the family shares among their relatives, friends. Also in this process all hospitals should introduce video conferencing of the patents relatives/ patients/ patients attendants, if any media, political parties or their own relatives / kin kith wish to speak to the attendants of the patents, via video call/ Skype/ face time.  This measure reduces lot of happening of health hazards happening due to political visits to hospitals, also it reduces so called sensation news/ breaking news that media claiming the first time in our media the photograph of the victim inside the ICU/ hospital etc, as all media will get the same info from the hospital website, in addition the other patents in the hospital will get lot of peace of mind, also their recovery is faster due to reduced risk of unhygienic conditions in the hospitals.

3) UNIFORM COMPENSATION FOR VICTIMS OF SAME TYPE/NATURE THROUGHOUT THE COUNTRY, STANDARD MEASURES FOR ADOPTION OF VICTIMS FAMILY AS PART OF PHILANTHROPIC MEANS. NEED FOR 100% EXEMPTION OF TAX FOR FINANCIAL HELPING TO FAMILIES OF DISEASED

     Also it is a fact that most of the political parties with only motive of gaining so called political mileage are visiting the place of residence at city/Village of the victim/their family like a bee line one after the other political party, only to grab the attention of people via media publicity all in the name of consoling/ expression of so called sympathy/solidarity to the victims. SHAME, SHAME, its like more or less like vulture-istic tactics, where vultures get their stomach filled on the dead cuprous of the animals, where the political parties/ leaders are visiting the places of diseased to get mileage for their party/ for individual image by visiting the diseased / victim home/, all in the name of consoling the victim/ their family members, in the process they just put demands on the government of the day that they should provide this much compensation, that much compensation, or the government could have done like this, like that???? SHAME SHAME without any real concrete measures to help the victim’s family for either speedy justice or speedy relief for the family from the financial crunch/stress on account of death of a bread winner of the family or any preventive measures ensuring such sad incidents will not occur in future?? As such there should be uniform law/ norms that all victims of same type should get same amount of compensation from the government of the day this is in addition to insurance compensation that the individual family entitled on account of compulsory insurance from the government while opening of the bank account (Jan-dhan), and the awarding of compensation should not be at the discretion of the state government, government entity/ private entity.

     Also there should be law that if any bread winner of the family dies, then the if any individual whether they are elite/ upper echelon from any part of the country whether they are elected representative or political party leader, wish to adopt the family of the diseased and take care of the minimum needs, such as all expenditure incurred on the family of diseased should get 100% tax exemption, (there should be a government account, on which they should deposit the amount and the designated persons account to be transferred from that government account) also there should be a standard procedure for this, only the victim family can receive such compensation only from one person/ entity for one set of relief, there should be various kind of support to the victims family. Also it should be made mandatory that if any political leader/ elected representative provides compensation as a part of their philanthropy, they should be completely barred from claiming such helps to victims in distress in the elections/ publicity in any medium in the media/ social media or during any election campaigns that so and so party/ leader helped so and so in the village; only thing is that there should be a government website, where all such activities can be mentioned, recorded and kept as evidence that the family receiving such compensation month after month from so and so.

     In order to ensure such adoption of families of the victims by the leaders/ political class/ elite, and such compensation received by them, those who wish to help should be genuine, all such people should provide an undertaking on affidavit (a separate law should be enacted), that they are willing to help the victim as a part of philanthropy and the amount of monthly compensation, one time shelter, education etc should be for this much, period of time and such amounts should be deposited in the government account, and government will automatically forward such amount to the such designated people. Those who gave the promise on affidavit will be legally valid and either they should pay what they promised or get punishment for deliberately cheating the victims with empty promises. This measure will certainly ensure that no empty promises are made to the victims, also all people who wish to help such victims, especially the political class will have opportunity to sponsor one if the events like providing shelter in case the victim do not have shelter, or the monthly house hold expenses, or the education of the children or health care of the family, etc if these political parties are really interested in the welfare of the farmers who are committed suicide due to debts after all each elected representative is super rich and several ultra rich persons are political office bearers at each level in almost all political parties in the country???? They should exhibit their real commitment towards at leas these distressed families, as it is a fact most of these professional elected representatives earned that much of wealth mostly using their position of political party or elected representative in one or other way, each wealthy political class person should be answerable to their inner conscious, if at all they have?????, all this in addition to the standard/ uniform compensation by the government, the compensation should be uniform throughout the country.  It is very need of the hour, as in the absence of  mandatory uniform compensation pay, some regional state governments mostly ruled by regional political parties are paying exceptionally high amounts and claiming in the media for publicity that they have paid such huge  & high compensation to the victims, after all they are forgetting its not their “ fathers money”/ “unke bapp ka pisa thodi hi?”, but its tax paid money of millions of common downtrodden people so it should be utilised judiciously and equal treatment for all victims; as it is a fact that at the same time some state governments due to their callous attitude, they pay a merger compensation, for the sake of paying compensation, taking it granted they can do anything, stoop to any level to do mockery of the misery of the family of the victim; so there is acute need for uniform compensation norms throughout the country.

4) MEASURES FOR IMMEDIATE PAYMENT OF COMPENSATION TO THE VICTIMS FAMILY IN AL CASES WHERE SOME TRAGEDY OCCURRED

     Also it is need of the hour to enact a law that government must pay compensation within couple of hours , part of the compensation amount (say 10%) to immediate needs of the family of the victim/ deceased and within a stipulated time of less than 5 working days, (also there should be mandatory law for immediate compensation for family to take care of the needs of family of the farmers victim in case they admitted in hospitals) the remaining compensation that the victim/ their family entitled for, the district collector / office should be authorised to do so, that too the government officers should visit the home of the victim/ their family and do all necessary formalities and pay the compensation, and they should not make the victim/ their family to Rome around the government offices/ officers for decades to get compensation otherwise it is a sham????. Without out which there is no meaning for paying compensation, as the victim/ their family is already in pain/stressed/ grief and making them to roaming around the government offices is in human/ barbaric, also there is every possibility of corrupt officials demanding cut in the compensation pay for speedy process from the already stressed family, which is a common thing prevailing in most parts of the country.

     Also since all political parties are showing extra affection towards farming community, they should unsure a law is enacted in this regard  for paying uniform compensation for all farmers in the country, cutting across states/ regions for loss of crop for any reason of natural calamity, other than this the  crop failure due to spurious seeds, spurious pesticides, adulterated fertilizers , the responsibility of compensation should be fixed on the agency which supplied such sub standard/un standard farm inputs, also the manufacturer of the company be penalised to pay such amounts. In case government failed to provide water, electricity to lift water, and if on account of this the crop got failed, then government must pay for this loss; all types of loss of crops/ extent of crop damages should have uniform compensation as per different categories, and the compensation should be at least equal to the cost of inputs such as labour cost for tilting the land, cost of seeds, cost for sowing seeds, fertilizer, pesticides and bank interest till that period of occurrence of loss, all loss amounts should be adjusted towards bank loans and the remaining loans if any should be waved off; this measures ensures that farmers are debt free from the bank loans, at least, in the case of loss of crop they may manage to get their basic living  through income from other sources; Also there should be a mandatory crop insurance for all crops in the country, by all farmers in the country, without which the farmers are not eligible to obtain loan from either banking / financial institutions or from any individual. Also it should be made mandatory that the person obtaining loan should reveal the profession and purpose of use and methods of repayment either obtaining bank loans or private individual loans in an affidavit form and the affidavit should be registered and a copy should be preserved in the government revenue department.  This measure saves lot of families from getting into deep financial crunch in the event of crop loss due reason, and the insurance compensation to the farmers should be settled within / made within 15 working days after the farmer complains of loss of crop; the insurance companies can take back the money from the seed companies, fertilizer companies, pesticide companies if the loss is due to the sub standard seed/ fertilizer/ pesticide. There should be a mechanism in this regard.  The minimum compensation by the government is in addition to the crop insurance amount, and the crop insurance amount to be adjusted as against bank loans the formers availed for rising the crop, which is otherwise get damaged in the natural calamity/ Also government must create a separate corpus fund for payment of compensation to the famers who lost the crop by sharing 50: 50 by the state government and central government; the corpus fund should be adjusted from the state share of taxes from the central.

5) MEASURES TO CONTAIN HAPPENING OF  SUICIDES BY FARMERS

     Also all the political parties who are otherwise showing so much concern for famers, who are committing suicide,  they should  ensure that government enact law making it mandatory that  cultivation/ farming  can be performed by farmers only in a cooperative manner, by creation/formation of  cooperative associations among the neighbouring/ adjoining farmers to farm a large farm land of say minimum 15  acers of land (Village Agriculture Cooperative associations VACA, as suggested in my document in 2012, Sep, “FOOD FOR ALL”), as it is a fact that many of the farmers who are committing suicide are small and marginal farmers with less than 5 acres of land; and such small holding are literally making them them get earning that are just sufficient / short of en their day to day living?? in this circumstances if any such damage to crop making them to be under severe stress and they are taking extreme  step as they do not have concrete hope/ help from any quarter to come out of their  debts??? So it is very need of the hour solution to promote VACA, so that at least 5 to 10 famers join as a cooperative association to do cultivation, in this process one person can manage the farm  or they can share among themselves and the rest of the time they can devote for other means of earning income mostly through entrepreneurship in MSME related to food processing industry or any other activity related to farming like making of compost manure, making of natural pesticides from need or etc, making of food for cattle, etc or any other interest of rural artisanship to earn some extra income/ regular source of income all in the name of VACA like SHG of different SHG in that village, also in this VACA, (I have suggested in my FOOD FOR ALL document for) making it mandatory that minimum of ¼ of the total VACA land for horticulture/ cash crops for ensuring the all the members of VACA get daily income, also the VACA should mandatorily rise do animal husbandry/ poultry / sericulture, etc cattle/ chicken for the milk/ eggs for the family members and also for a source of income;  this measure will ensure farm management is more professional/viable as the discussion making is collective, also the banks can recover the loans easily as the farmers get additional revenues due to horticulture and cattle, also the health of the  farmers family will be good due to regular consumption of fresh vegetables in quantities with more nutritional values, and protein from milk/ egg and, also  in case of crop damage due to natural calamity the authorities can easily assess the correct damage, also the farmers get fair compensation and also this VACA enables farmers to a good price for their commodity produced and the farmers family will be economically developed over a period of time, at the same time due to viability of farming / cultivation, and guaranteed income in or or other manner attracts many youth of the country to take cultivation as a profession and become farmers, this measure not only reduces un employment, and but also de-congestion of  urban areas and reduced  traffic/ pollution in urban areas and reduced health risks of half of the population of the country as more youth will remain in rural areas by taking farming as their profession and also the rate of un employment will get reduced drastically and there is every possibility of inclusive growth of all sections of country, in addition this measure ensure more Acers of cultivation of land in the country and as a result more food grains are available in the country, and cost of the food grains are affordable, and also reduced import of food grains and reduced current account deficient in the country. Always the food inflation is under control making the common public live comfortably with their earnings. This measure also reduces the insurgency in the country, ad youth do not attracts towards such anti social/ national organisations/ events. This establishes peace in the country.

     Also if the political parties are really committed for the welfare of the farmers, also really intended for right compensation for the farmers, all political parties must train their party workers in assessment of crop failure, also must maintain a website village wise/ ward wise and must instruct their political party cadre to take the pictures/ video of the crop damage  due to natural calamity and also the assessment of the quality of the farm produce through an app of mobile, (alternatively even every farmer should be provided with a smart phone/tablet pc and government must provide all farming information related to farm management of the crops that the farmers raises based on the advice of experts after conducting soil testing and the farmers use the app to up load the pictures of crop damage occurred and at the same time the village filed officers of agriculture department must visit the villages and collect the samples of crop damaged based on the pictures to assess the quantity of damage, in case the crop is in final stage or already harvested and lying in open, transmit the same in the website, so that the government authorities should not do mockery of the loss to the farmers by paying abysmal amounts to the farmers adding insult to the already stressed farmers). For this each political party should get trained at least 100 people in each mandal to do basic knowledge about various crops, their stages of growth, their valuation, as in the standard format that the government officers do so in the event of buying the agriculture produce procurement by FCI or for paying compensation by arriving at loss occurred to the farmer. The methods of arriving the loss should be uniform for all political parties/ government; also it should be mandatory on the part of the government to make it public each farmer wise crop damage and method of arriving of compensation each farmer wise (customised data as per farmer) on the website of the government each village wise, so that the political partis can compare with the government data for whether all farmers are included or no, if included whether the data is accurately reported or not comparing with their website data of crop loss; this method reduces that government officers excluding some farmers or reducing compensation either due to political pressures if the farmers or their village is an ruling party supporting village or not voted for the elected representative of the territory or due to non-payment of bribes if demanded by the agriculture officer who is assessing the loss or for any reason, all such anti farmer  activities can be nullified if the political parties maintain a parallel data of all victim farmers of natural calamity or crop loss due to any other issue. Its like political parties maintaining voters list in the event of any election. if any devotions found These measures are game changer for entire episode of crop loss assessment mockery.

6) NEED FOR CONTAINING/ COMPLETE BAN OF VISITING THE VICTIMS FAMILY IN ANY TRAGEDY BY THE POLITICAL PARTY LEADERS IN THE NAME OF SO CALLED “CONSOLING YATARS”

     Also it is really a discussing and demeaning the democratic values and ethics of the society the way of trying to capitalisation on the death of the farmers or any victims of accidents by the political party organisations and political party leaders/ elected representatives, by going in so called “consoling yatras“, by reaching out to the place of victims village in a caval cede of vehicles and spend huge  money of rupees to  gather public for the so called “road shows” enroot the consoling yatras to the farmers; all just for visiting the one or few diseased family/ victim, victim family, for personal consoling all in full media glare for the photo opportunity/ video opportunity to sent to people across the state/ country so that they get publicity and remain in the peoples mind; also in this process they may pay a name sake compensation from their personal end or their political party end, which is a peanut compensation, compared to the amount spend on the security arrangements for such visits by these kind of TOP POLITICAL PARTY LEADERS / political parties, elected representatives, also the expenditure on the distance travelled  from the mostly capital cities to the remote place of village (air travel, road travel, the number of vehicles), also the amount of time wasted/ inconvenience caused to the local public enroot to the victims house due the visit of such high profile political party leaders? also the millions of man hours wasted by the common public due to delay of traffic movement in that vicinity of the road show, also the amount of pollution caused in the vicinity of the road show, also the amount of business lost in the vicinity of the visit area due to restrictions on traffic, stagnation of traffic due to crowd; if one calculated all this economic losses it  is CRIMINAL WASTE ON THE PART OF THESE ELITE/ UPPER ECHELON/ POLITICAL PARTY LEADERS/ ELECTED REPRESENTATIVES VISITING THE VICTIMS PLACE FOR SO CALLED CONSOLING?????  

     Also it is fact that these types of visits of so called high profile political leaders through road sows, so called padayatras are putting the life of any sick persons, any medical emergency person in full danger/ high risk of such sick people living in the vicinity of such road shows/ padayatars???? as any individual with minimum common sense and basic wisdom can understand loss caused due to the visits of so called VIP’s to the victims place????; SO all political parties if have real concern for poor families / farmers in the country they should unite to bring a law banning political parties / leaders/ elected representatives visiting the victims place in the event of any atrocity/ accident, only exception is that the local elected representatives of the concerned territory such as the sarpanch of the gram panchayat, the MPTC/ZPTC member, MLA, MP having territorial jurisdiction over the place of incidence can visit the victim (both Elected representatives of where the place of crime occurred and the Elected representatives where the victim working/ belonging to) can visit the place of the victim to consol and no media should be allowed to cover such event of Elected representatives visiting the victims, however the individual elected representatives / their political parties can post the pictures/ videos of such visits of their local leaders in the website of their party or social media accounts of the individuals, and any media either print or electronic media can take a note of political party websites, social media sites of local leaders and mat air in their media as news.

     Also there should not be any restriction on media (print and electronic) visiting the victim/diseased family as a part of investigative journalism to bring the truth to the entire common public of the territory/state/ country, the media can air the interviews/bites of the victims/victims family, but they should be barred from airing the pictures or videos of the political parties/ elected representatives visit to the family of the victims/ diseased; however they can take the opinion/ interview of such political parties/ elected representatives in the place of the party office of such political party/ elected representative residence in the vicinity of the victims place and they can air such interviews/ bites in their respective media; this measure will ensure that political parties do not take it granted that they can fool the people of the country/ state/ territory with their ulterior motives of visiting the victims, not in the interest of the victims and their family members of victims, but only for publicity for political gains, Also more heinous is that these so called elected representatives / political party leaders uses the government security for visiting the places of victims, which is the expenses for security of such leaders are paid from the tax paid money of downtrodden people and common people, as such it is nothing but  CRIMINAL WASTE on the part of the political parties/ elected representatives wasting the public money, causing utter inconvenience, causing loss of millions of  man-hours of productive time, also causing health hazards to several people due to creating polluted surrounding during the visits and indirectly causing severe damage to other common public. Alternatively if the victims/ their family members wish to see these political class top leaders, the political parties can sponsor for such visits to through payment from the political party official account. Also the top leadership should have faith/trust in the regional/ local leadership and they should delegate the authority to oversee the victims/ relief measures rather than they jump into to get media publicity, otherwise it appears that either the regional/ territorial political party leaders are in effective or not capable of handling such pressure situations, then it also amounts to failure of top leadership to create effective grass root leaders to handle day to day affairs\/crises management ???? As such all political parties should come together in ensuring government enact law in this regard preventing political leaders/ elected representatives visiting the victims places.   

7) MEASURES FOR PREVENTING POLITICAL PARTY LEADERS/ ELECTED REPRESENTATIVES (OTHER THAN CONCERNED LOCAL ELECTED REPRESENTATIVES, GOVERNMENT) VISITING THE SITES IN ANY NATURAL CALAMITY DURING RESCUE AND RELIEF OPERATIONS; NEED FOR MAKING TO MANDATORY FOR ALL POLITICAL PARTIES TO PROVIDE TRAINING FOR THEIR PARTY MEMBERS IN DISASTER RESCUE & RELIEF MANAGEMENT AS PART OF PUBLIC SERVICE, SOCIAL RESPONSIBILITY. 

     Also it is very unruly/ un-professional, completely disguising  on the part of the political parties, elected representatives (other than local elected representatives pertaining to that territory) to rush to the spot of any accident / natural devastation like collapse of a building, fire accident or damage due to heavy rains, cyclone or earth quack etc, for the photo opportunity for giving impression to the common public that their political party is there to help the people, in fact such rush of such top political party leaders/ elected representatives not belonging to that territory are visiting one after other political party in bee line are literally hampering the rescue and relief operations.

     In fact if really political parties are interested in helping people in distress situation, they should make sure that each political party mandatory get trained at last 10 people in each mandal/ block with minimum of 100- 1000 people in each district depending up on the population of the district, to get training of fist hand help of rescue and before the government disaster management teams reaches such places and afterwards they extend their supportive hand to the government disaster tram in the relief operations, these people should be always in be locally available in the particular mandal/ block, all these people should be youngsters between 21 to 35 years of age, should get almost same training as National Disaster management rescue team members gets, also these youngsters should get training in all sorts of disaster rescue, also the first aid teams should be made to do the fist aid before the medical teams reaches the spot or the people taken to the nearby hospitals; in the devastation is large, the people from nearby mandals/ districts should be called to do rescue operations. This is called real service to common people, by the political class people at least to help people in need of the hour. Later on the political parties / elected representatives can is it the places of devastation after few days of the incident so that there will not be any effect on the rescue & relief operations. In helping people the political parties should not compete each other or favour so called VIP’s from their political party or favour elite/upper echelons struck in such devastations, they should exhibit equality/humanity at least in the hour of crises?????, all political parties should do cooperation among themselves to rescue people under humanitarian grounds, rather than try to get media attention to score brownie points by telling to people of the country that we are the first to reach we did so much help etc; Also if the political parties are interested to show that who are participated in disaster relief among the trained people from that political party, each political party should have some dress code for the relief operations, but they can display on the back of the over cost the party symbol to get identification. All political parties should in fact ensure there should be electoral reform in this regard to make it mandatory that all political parties to maintain minimum number of people to get trained in disaster relief management services.  In fact it is ridiculous on the part of the political parties to think that disaster relief should be the sole responsibility of the government of the day, but it is the collective responsibility of all citizens, especially the political parties in that territory, after all political parties are or the service of the people and not just to get into power? So they should exhibit their real service to the people when in very much needed.

8) NEED FOR FIXING TERRITORIAL JURISDICTION FOR ELECTED REPRESENTATIVES AND BARRING POLITICAL PARTY LEADERS WHO DO NOT HAVE JURISDICTION OVER THE TERRITORY FROM VISITING SUCH PLACES OF ANY TRAGEDY/ CRIME/ NATURAL CALAMITY/ DISASTER OR ANY OTHER ISSUES OF FARMERS OR ANY OTHER ISSUES OF REGIONAL/TERRITORIAL IMPORTANCE, HOW EVER ONLY ELECTED REPRESENTATIVES CAN RAISE THE ISSUES OF COMMON IMPORTANCE IN THEIR RESPECTIVE HOUSE THEY REPRESENT;  ONLY LEADERS OF OPPOSITION IN THE CENTRAL GOVERNMENT/ STATE GOVERNMENTS OR OTHER LOCAL GOVERNMENTS HAVE FULL AUTHORITY TO VISIT ANY PLACE IN THEIR RESPECTIVE JURISDICTION.

     It is the need of the hour to save the people of the country getting taken by granted by the political parties cutting across party lines, making mockery of democracy, completely indulging in such an activities only to get political gains by just making flying visits to various parts of the country whenever there is some tragedy/ disaster with only aim at making their presence in the media and give impression to the people of the state/ country that they are only champions of downtrodden people / common people,; completely denigrating the elected representative position of that territory and also completely denigrating the leaders of opposition position in the country/ state/ local body, making these leader of opposition party position virtually reduced to a titular heads by the top leaders of all political parties for their self publicity in media is paramount than the real issues/ position/ role of leaders of opposition???? Also such type of political party’s completely lacks faith in the regional party leaders and they wish that their central leadership/ top leadership whether in regional parties or national parties only should be in circulation in media in people and all others as just dummies and should not get any kind of media attention????, if the central leadership of the political parties feel that only top leaders can create impact, then they should be responsible for failure of regional/ territorial leadership????; So government must enact law barring all political party leaders whether regional or national from visiting the place of calamity for consoling the victims, or for that matter any issue of regional importance, only elected representatives belonging to that territory or having territorial jurisdiction should mandatorily visit the place of victim/ tragedy and in addition only the leader of the opposition party/parties in the state assembly, zilla parishad, mandal parishad, (leader of opposition in parliament  can visit any place in the country) can visit the site of the tragedy/devastation with maximum of two people accompanying only at a designated time after getting clearance from the police/government disaster teams for completely cordoned off certain area of crime place, to find out from the victims of the tragedy/devastation about the relief operations, and there should not be any kind of media byts near the place of tragedy during the visits to victims b y the elected representatives or civil servants or rescue teams, after all they are visiting the site to know the extent of damage, and also only to consol the victims/ their families and in case they wish to reveal to the media about their findings, they can do so by providing press brief in their respective residence sights, already media is putting on their websites/ exposing in their media about the reality of ground situation, so the press note from such leaders is enough, only these leaders of opposition can raise such issues of callousness attitude of relief operations on the floor of the house if at all they noticed in their respective house, and not in the media. This measure will be a game changer and people of the country/state are not fooled by the political party leaders with their political visits; all political party top leaders can visit any place in the state/ country for their party activity or personal activity and not for rising the issues of public importance in any territory in INDIA, their party elected representatives having jurisdiction can do so in their respective house they represent.

     Also it is ideal to fix the jurisdiction for upper house members of state legislative council or Rajya sabha members; while nominating for them should be asked to clearly specify what are their contribution for society, how their contribution served the society, either through social service or through arts, or sports or medical service or legal services etc which way people are benefited due to their contribution. Only those who served the people through their contribution should be nominated to upper house by the political parties, also the upper house members in parliament have INDIA as their jurisdiction of territory, but only thing they should raise the subjects of sate/ national importance of only pertaining to their expertise field, also they may rise issues regarding the state/district which they got elected. This measure ensures upper house elected representatives behaves more responsibility in their expertise area and the country can progress well similarly the upper house members of state assembly can do for all districts/ profession which they represent.

9) NEED FOR EXCLUSIVE INVESTIGATION AUTHORITY WORKING UNDER JUDICIAL AUTHORITY FOR PROBING THE CASES OF ANY TRAGEDY LIKE RAPE CASES, ACCIDENTAL DEATH CASES, SUICIDE CASES, NAMELY FEDERAL INVESTIGATION AUTHORITY (FIA) COMPRISING OF OFFICIALS FROM ALL STATES, IN ORDER TO PREVENT PEOPLE / POLITICAL PARTIES DEMAND FOR JUSTICE THROUGH CBI OR JUDICIAL PROBE.

     It is a fact that majority of the cases of people demonstration or dharnas etc or by the political parties in the event of any tragedy of rape, murder or suicide of any individuals is for the CBI probe or for judicial probe. Since people / political parties do not have trust/ faith in the investigation of the local police/ concerned state police as they fell they are biased towards vested interests and they cannot perform impartial inquiry and without which the culprits do not get punishment as per law/ may get reduced punishment? And in such case there is no meaning for justice to the victim. Its really sad that our systems are not strong enough to create confidence in the police of the territory; but the fact of the matter is that all political parties as well the some of the people are aware that even CBI enquiry cannot yield the perfect investigation unless otherwise there is freedom of investigation, as SUPREME COURT of India termed CBI as CAGED PARROT, and the recruitment of CBI is done by the central government and they report to the central government for administrative purposes?

     So in order to ensure victims get justice and the culprits  get convection and reduce millions of man-hours by the people/ political parties wasting in darnas/ demonstrations demanding CBI enquiry / judicial probe, reduce the mental agony of the victim/family awaiting for justice to be delivered to them, all political parties must ensure government of the day enact law forming an independent federal inquiry agency (FEDERAL INVESTIGATION AGENCY - FIA) comprising of straightforward police officers from all states who  has hands on expertise in handling different cases like rape, murder, suicide etc. This FIA is not like CBI, its more or less like SIT headed by a sitting judge; (CBI can probe for all cases which need interstate probe in cases like terror, financial scams, all government scams etc) The FIA will deal with only such cases like rape, murder and suicide in any part of the country in that respective state/ territory, but CBI can do probe in all other cases other than FIA  do, in the process of investigation CBI may utilise expertise of FIA and vice versa; This FIA should be headed by a SITTING SUPREME COURT JUDGE at the centre or apex, and in the states by the HIGH COURT JUDGE and in districts by a SITTING DISTRICT COURT JUDGE, all the cases of any kind of demand from the victims/ their immediate family members (list of eligible members that can demand FIA enquiry) should be eligible to demand for FIA enquiry, and the FIA will soon take over the case immediately from the local police and start its investigation. FIA should complete investigation in time bound manner for each case and ensure that justice is delivered to the victim in a specified time period. And once FIA APEX delivers the judgement, it can be challenged only in SUPREME COURT FULL BENCH. This measure will saves lot of time of local police, judiciary time, and local police can focus on law and order of the territory, also people will feel that they got justice in time, also millions of man hours of productive time saved due to avoiding of people demanding for CBI probe or Judicial probe, as the scope for biased investigation is very marginal as the case is monitored by the JUDGES from   DISTRICT COURT to HIGH COURT to SUPREME COURT. Also it should be made mandatory that other than the family members of the victim no one should be eligible to ask for any type of investigation, especially the political parties are barred from demanding on behalf of the victims. Only human rights commission can demand inquiry to FIA at any point of time in case they feel that the victim is getting injustice due to enquiry of local police, in case the victim is illiterate/ unaware of the provision of FIA, also the victims should possess authority to demand for FIA at any point of time even after trail court pronounced its judgement based on the enquiry/ investigation of local police. This measure ensures people get justice and people of the country will have belief in law enforcement authorities and legal constitutional justice system of the country. It reduces political parties doing all sorts of drams to get political mileage, score brownie points by demanding justice for the victims.

10)              NEED FOR PROPER DISASTER MANAGEMENT SERVICES IN EVERY DISTRICT, MANDATORY PERIODIC AUDIT AND TESTING OF EQUIPMENT, ALSO NEED FOR TRAINING OF POLITICAL PARTY YOUTH AND OTHER COMMON YOUTH WHO ARE INTERESTED IN VOLUNTEERING IN DISASTER RESCUE AND RELIEF OPERATIONS, THE TRAINING BASED ON THE NATURE OF DISASTER SUCH AS CYCLONE, (IN CYCLONE PRONE AREAS), FLOODS, EARTH QUAKES (SEISMIC 3 AND ABOVE ZONES), FIRE, COLLAPSE OF BUILDINGS, ETC FOR MINIMIZING THE DAMAGE TO LOSS OF HUMANS AND PROPERTY. AND USE OF TECHNOLOGY BASED DEVICES LIKE DRONE CAMERAS, DRONE OPERATED INFRARED THERMAL CAMERAS TO IDENTIFY HUMANS STRUCK IN THE DEBRIS ETC IN THE EVENT OF DISASTERS BY BOTH DISASTER RELIEF TEAMS AND BY THE PRIVATE MEDIA ORGANISATIONS.

     Also governments both central and states must prepare a uniform norms for disaster rescue and relief operations with preparedness to minimize the causalities and save the humans lives and the property as far as possible. For this the disaster management authority should possess standard latest equipment, also updating the equipment inventory every year, and also there should be periodic testing of the equipment for ensuring that equipment are fully functional/operational at the time need, also the disaster rescue teams should use the drones for taking pictures, video of extent of disaster and also use thermal cameras/ imaging technology, infrared radars to identify the humans struck in the debris, also government must train the ex army persons and youngsters who wish to volunteer the disaster rescue and relief operations with basic training to assist the disaster teams, also to start disaster management even before government teams arrives under the guidance / instructions of the government rescues teams, as these trained volunteers are available locally, for this government must select at least 100 members in each mandal / block for this basic training course and provide certificate in this regard. The volunteers can be divided into specialisation in the possible disaster in that territorial jurisdiction/ vicinity of the 100 km surroundings, like the coastal areas people for cyclones, near the river area people for floods, those in the earth quake prone areas should be trained in earth quake disaster rescue and relief management and for some people like fire, building collapse etc. The phone numbers of all disaster management trained volunteers should be made available on the website area wise and also they should be tracked by the disaster management teams to utilise their services by using the nearest available trained person in the vicinity of disaster. These measures will save lot of human lives. Also it should be made mandatory that building codes should be prepared as per the general nature of disasters in the respective territorial areas.      

11)              NEED FOR RESTRICTING/ SENSITIZING MEDIA FOR NOT TO HAMPER THE RESCUE AND RELIEF OPERATIONS IN THE EVENT OF ANY NATURAL CALAMITY OR INVESTIGATION IN CASE OF ANY TRAGEDY OF CRIME. NEED FOR REGULATION MEDIA FOR ENSURING MEDIA PROVIDE SPACE PROPORTIONATE TO PERCENTAGE OF VOTE SHARES IN GENERAL ELECTIONS FOR POLITICAL PARTIES, ALSO PROPORTIONATE TO PERCENTAGE OF POPULATION OF CASTE, RELIGION, GENDER AND INCOME GROUP IN THEIR PANEL DISCUSSIONS, ALSO MEDIA ORGANISATION TO MAINTAIN SOCIAL JUSTICE, SOCIAL EQUALITY IN THEIR ORGANISATION, WITH PROPORTIONATE REPRESENTATION  DALITS , ADIVASIS AND BACK WARD CASTES IN THEIR EDITORIAL BOARDS MAINTAINING CONSTITUTIONAL RESERVATIONS IN MEDIA ORGANISATIONS; FIXED TENURE FOR EACH POSITION IN MEDIA ORGANISATIONS AND MANDATORY RETIREMENT AFTER ATTAINING 60 YEARS IN MEDIA ORGANISATIONS  TO ENSURE COUNTRY PROGRESS DUE TO EQUAL VOICE FOR ALL SECTIONS IN THE COUNTRY.

     It is a hard fact that in most of the cases till date whenever there is a crime happened, the media is pro actively wish to put the detailed description of crime to their viewers, but most unfortunately media is also becoming a deterrent in the investigation of the case as media un knowingly contributing its bit to get the evidence distorted due to the foot prints by several media organisations representatives at the place of crime, also its a fact in some cases the media organisations investigative journalism is helping the police nab the accused and also in some cases the culprits getting convection, but the hyper active media is also unknowingly indirectly helping the accused/ culprits to understand the weakness of investigation and it gives long rope for them to escape from the clutches of law, also it is most unfortunate that media giving political party leaders the space to air the views at the time of crises to start blame game and try to score Browne points shamelessly by some sections of people who are otherwise totally insensitive. As such there should be a law restricting the media to air only feeds from government media or media not to enter the site of crime or visit the site of disaster when relief and rescue operations are on, also media can air the views of  only government officers/ elected representatives in government or leaders of opposition during the time of crime/ disaster, that too out of the place of crime/ disaster affected area.

     Also it is fact that media playing a great role in making people aware about the causalities and precautions after the disaster/ natural calamity/ event occurred in any territory, providing some sort of idea what is happened, and what are the relief measures the victims of natural disaster is getting, but media should unite in this need of the hour help during crises, they should exhibit large heart and unite and send their reports in such a manner they can cover all the disaster effected places and ensure that people get some sort of confidence both the people in that disaster territory and also to the families/ relatives of those who are caught in the territory of the disaster regarding the safety and life of their loved ones through airing regarding the missed people, un contactable/ traceable people.  Its is really a painful thing that media caught in the edge of completion going solo by every media one after the other the same areas of devastation and taking bite from the effected people one after the other in that territory, interviewing the service personal, disaster relief persons regarding the disaster and almost repeated questions of similar nature by every media, is really painful for millions of common people, so media if believed in real help / service to the victims, also more pathetic is that even in this hour of crises some of the media try to claim that we are first to reach this place or we are first airing this pictures or we are first to interview this officer of relief/ disaster management or we are first to travel in this helicopter of relief etc, is really discussing and insensitivity of media?????  in fact it is criminal on the part of the both the government service officers part to allow media in their relief choppers as that space for two passengers (camera man and reporter) can be used for relief of several affected people??? and also claiming in some media that they are part of relief operations or covering relief operations is really shocking for many common viewers, that how come tax payers money be used by these private media houses to report the events and claiming exclusivity and also it is hampering the relief operations to some extent as that space occupied by the television news crew can be used for carrying further relief material????; also it is fact that many people feel that role of media in natural disasters is not much except creation further anxiety/ pain in the effected people as well as non affected people, as it is a fact if the media able to reach to some places of disaster much faster than the relief operations then in the event of interviewing the affected people, they will certainly express their anguish that government did nothing, they did not get anything etc etc, even though it is very fact, that one has to understand that there is no magic wand in government/ relief agencies to just take care of all the affected people at the same time, after all relief material to be carried from faraway places mostly by the air route by choppers and as such the first preference to be given to maximum affected areas and then they slowly get reach to all the areas that affected, also it is fact that the people who are affected by disaster are expressing their views in undue stress and also it is their right to expect/demand from govern for such help, but media should be sensitive in this regard and should not try to score brownie points by criticizing the government/ rescue / relief teams???. 

     Also it is ideal that  media organisations decide themselves restrict to number of reports from themselves and select few to represent entire media and send to cover any incidences of crime like rape/ murder/ suicide and take the share the feed among all media in the larger interest of the getting justice to the victim???. also it is ideal that government must ensure that they enact a law restricting the media to certain points of areas (they cannot enter within few meters of the area of crime till the police/investigation teams takes the clues and clear the area for public movement), in the larger interest of justice to the victim. This not to be treated as curbing the freedom of press, freedom expression/ speech of any individuals/ media, but only and only in the interest of the getting speedy justice to the victims and not to give room for the culprits to get escape, hide behind the lacunas of the investigation by getting first hand information through media investigative journalism exposing the negatives of the investigation??? It is for the media to self introspect and analysis their acts how far it is justifiable in this regard??

     Just because some one is holding journalistic degree they should not think they are only responsible citizens in the country and they are like judiciary or above judiciary and they are above law and they can do anything and everything they wish, all others should be mute spectators for all acts of journalistic fraternity and no one can show the drawback of media and as the journalist think/ presumption that media is like god, and expressing draw backs/ lacunas of media is a blasphemy???? If it is so its ridiculous thinking and height of hypocrisy, after all every citizen is answerable to the people of the country in a democracy and should be abide by the constitutional law, if media believes in democracy they should value the morals, ethics of journalistic principles in the larger interest of people and not for indirectly dictating terms for others through having the so called investigative journalism obtaining the details about any section of society,  making the political class indirectly obey /dance to the tunes of the media organisations does not amount to  journalistic values, ethics????, which is the opinion of millions of common people, if media organisations have any reservations in this opinion of millions of common people, they should go for their opinion poll in every media in this regard????? Also many people feel that it is disgusting and un professional to claim we are number one to get TRP and get profits to their organisation??????, in fact for many millions of people media is a ray of hope and also without independence, free press the other three pillars of democracy viz, legislative, executive and judiciary may not function perfectly so role of media in the nation building cannot be undermined, demined but at the same time media should understand that everything has some limits of its own and media too draw its limits and rectify its short comings and do course correction in the larger interest of people of the country. 

     If media is really intended for the welfare of the betterment of  all sections of people and media is for social justice and social equality, and if media believes in equal opportunity for all, if media believes that talent and intellect is not the property right of elite/ upper echelons or a particular upper caste, they should ensure/accept/ adopt structural changes and reforms in media are brought and they allow the government to bring in reforms in media organisations for uniformity and common laws prevails in the media organisations recruitment, promotion, and retirement?? When media is considered as fourth estate and a powerful medium of commutation and an influential agent of change, the social equality and social justice should start from media organisations first to set examples for others??? How come media think they are different, all others in the country to follow one set of law and the media has its own laws all in the name of freedom of expression/ press/ independent of media?? Do independence of media means that just like that some son/ daughter of elite or their kin kith of the ownership of media become editor in chiefs, managing editors or editors in the media, where as other journalist with lot of talent and intellect and expertise languish as just reports/ chief correspondents etc, if media is really transparent they should keep the details of entire media editors of each media house on the internet website of their own media house as well in Broad casting associations website about the experience of the editors, managing editors, editors in chief and their family back ground, their relation to the promoters of media, their financial back ground, their income status; then things will be clear?

     Also if media is not having low view for the dalits, adivasis and other back ward castes, media organisations should ensure there is proportionate representation of dalits adivasis and other back ward class people in their organisation as per percentage of population of caste, religion and income group in their organisation, in all media organisations, there is acute need for constitutional reservations in this regard; if they think so that constitutional reservation is needed then all the elected representatives possessing any kind of respect for democracy, up lift meant of dalits, adivasis, obc’s  and downtrodden sections then, they should ensure government amend law to make it mandatory that  constitutional reservations are applicable in each media house / organisation whether run by government or private corporate, or by a MNC at all levels of the organisation from reports to editorial boards, in all departments of media organisation after all media is forth pillar of democracy, when all three pliers have constitutional reservations why not in fourth pillar of democracy???, also it s necessary as this media is directly influencing the lives of millions of people through their activities, so reservation in media organisations is a must, its heinous on the part of media organisations to hide behind the so called MERIT, as merit is not the propriety of upper castes or upper echelons????; also it is a must for all media organisations to ensure proportionate representation of Dalits, adivasis and other backward class people in its editorial boards, all matters pertaining to these downtrodden sections should be looked after by these dalit/ adivasi/ obc editorial members of media houses.

     Also media houses should ensure youth of the country to get opportunity for them to rise in the carrier of journalism, media organisations should have fixed tenure for each position, i.e one can be a reporter for certain period of time, one can be editor for certain period of time, one can be editor in chief for certain period of time, after that they may continue in the organisation till the retirement in the media organisation; also there should be a fixed age of retirement of 60 years for the media people to retire from the profession of journalism working in any organisation, however after retirement journalist can act as freelance journalists. This measure will certainly ensure all sections of society have equal opportunity in the media organisations and there exists an impartial/ non biased broadcast of new/ views as it is fact that editors, managing editors and editor in chiefs decide the content to be aired/ printed???; as it is a fact an open secret that off the record talks of many revel that, which is also the opinion of many educated people that media organisations are biased towards upper echelons and upper castes, but pretend to rise issues of downtrodden all hand in glove with the elite political  leaders, all for profit of the media organisations, as majority of the viewers are common people and downtrodden sections???? since the managing editors, editors in chiefs and editors decide the content to be aired/ printed, they give importance to the content of upper echelons and completely ignore/ neglect / give abysmal space to the downtrodden/ dalits and adivases in the media as it is a fact that still media origination top brass is completely occupied by upper echelons/ upper caste, In order to wipe off this notion and to ensure confidence in the media organisations and also for exhibition of real commitment towards the downtrodden sections, they should provide equal space for all sections of society and they should call for panel discussions based on the income group and caste/ religion/ gender in each discussion, also the total time of aired/ printed space of media organisations should be divided as per percentage of population of caste, income group and religion and gender in order to do justice to all sections of the people as it a fact that media being a powerful medium of influence, they can project any one and make hem hero at the same time they can run the stories to make people with substance as zero???

     Its high time for media elders to exhibit the wisdom in them to rectify the media irregularities, lacunas in the media;  in case media failure to do so by letting down the meaning of democracy in the country, then Government must not provide any news to the private media organisations, only Door Darshan and all India radio should get first hand information and the private media can source from the Doordharshnan or from the government social media sites, if private media is truthful then it should correct it self???? Also government must put a gag order on the media houses barring them to claim that they are number one media organisation by media organisations by self certification???? the media persons think that they can fool the viewers by self certification??? there should only one recognised government organisation or any organisation to provide the TRP RATINGS and those ratings should decide which cannel is viewed by how many people, its a sham that media organisations getting surveyed by private organisations and claiming they are number one??? 

     Also government must ban the media organisations presenting so called awards  or excellence in the name of so and so etc, only intended for Public relation development exercise and also these political and bureaucratic class who are otherwise  strive for popularity are hand in glove with the media heads and leaks information to the media for getting soft corners/ popularity, otherwise even when closed door meetings are still on section of media airs that as per sources this is the information that is happening in the closed room of any government meeting????; as such in the first place government must completely ban the private media organisations from giving any awards to government officers and elected representatives and political party organisations, and also it should be a criminal offence for announcing and also for receiving such awards, this measure will certainly reduce the political - bureaucratic - media nexus????;

     Also government must ban exclusive interview to any private media by government officers / ministers in the government and also elected representatives, after all elected representatives are not for section of population, but entire territory? As All sections of people do not have access private news channels, more specifically so called English news channels only less than 1% of the population watching the national media??

     Also government should make it mandatory that all media organisations both electronic and print required to provide space to political parties based the percentage of share of votes they got in the general elections, and there should be daily online data for public view about the coverage of news of different political party organisation events/ events of government in which if there is panel discussion then the composition and time of airing/ printing space should be based on the percentage of vote share of that particular political party, in case the entire non ruling political parties becomes a cartel and gives open letter for anyone among them can use the entire space as per their combined vote share, then the media organisations should o so; this measure is necessary as most of the media houses are biased towards some or other political party and they do not cover or cover for name sake the other political party which they do not have liking, it is an open fact????. Also it is fact that some of the political parties especially regional parties are running their own channels and they simply air / print their own news/ party news and they will hardly give any space for other political parties; so the above measure of proportionate allocation of media space as per percentage of vote share is a must to maintain media neutrality and non biased political nature of media organisations. 

     Also there is acute need for media organisation to provide training for the people who conduct panel discussions to behave professionally and provide equal opportunity for all the people in the panel discussions and the panel should comprise of all sections of society who are registered with them from different castes, religions, gender, income group and professions and the selection of panel should be on random bases and not by pick and choose and the political party official spokes persons can take part in the discussions; also the person conducing panel discussion should be trained enough that he/she should not overlap/ cut mike/ do not give chance for persons to express their opinion and they to enforce their own point of view as final as if they are above all and they knew everything all others are just to applaud them? Is ridiculous and such mindset people are not suitable to conduct the panel discussions, its against professional ethics of journalism and leadership otherwise, as leaders are to be good listeners first rather they try to hound others with their own personal view and in fact it is nothing but one or other way megalomania that since the media organisation is at their disposal they even try to denigrate others who do not accept their point of view??? Government must ensure media regulations in such a manner that every panel discussion should be professional and decent and everyone should have right to express their point of view in equal time????; these above measures of regulating media is not amounts to controlling media/ restricting media from so called freedom press, but it is for streamlining of the media in the larger interest of people of the country, also for ensuring social justice and social equality prevails in the influential medium of communication, which sets an example for others to follow. All persons with minimum common sense and minimum wisdom, who work in the larger interest selflessly, will accept these views described in this regard.     

       

12)              CONCLUSION

             It is fact that due to lack of systems in place / lack of certain laws in place for protecting the interest of victims and their families, most of the political parties are trying to en-cash the hour of crises and emotions of people in the hour of tragedy shamelessly, as such its high time that government enact laws for stream-line-ing the systems in a such manner that all victims in the country will get speedy justice, the affected lives will get right compensation for ensuring the day to day life not effected, for this the first step is banning political parties / leaders rushing to spot of crime/disaster for preventing the occurrence of damage to the evidence/investigation also prevention of  scope of spared of infections to the victims sue to visits of political party leaders to the victims in hospitals, also regulating number of visitors to the hospitals to reduce the risk of infections to the patients and ensuring speedy recovery of patients, also since most of the issues in the country revolve around the farmers, it is necessary that interests of farmers are taken care by every other citizen, it is high time that government must formulate laws to nullify/ contain the happing of suicides by farmers n account of crop failure, due to debts, by making it mandatory hence  forth agriculture/ cultivation should be dome in a cooperative manner, like Village Agriculture Cooperative Associations, and making it mandatory that all agriculture holdings should use ¼ of their land for horticulture/ vegetable/ cash crops and all agriculture holdings should raise cattle/ poultry when the cultivation is done by individuals (not buy corporate), also construction of rural storage godowans in every mandal with railway sidings, government paying uniform compensation for farmers throughout the country, maintenance of parallel sites for assessment of crop damage by all political parties each farmer wise/ village wise ensuring no farmer is left out in the event of crop damage, all farmers get the compensation amount equal to the input costs, will certainly hep in containing the  suicides of farmers, also measures for containing the politicisation/ capitalisation of framers deaths by the political parties by restricting the political party leaders visiting the victims house all in the name of so called consoling wasting millions of rupees, for such consoling and all political parties if really interested in the welfare of the diseased family, they should pay such costs estimated for visits of their top leaders  the  victims family, also alternatively the political parties can sponsor to the victims family if they wish to meet the top political leaders of that political party in their head quarters; also  making it mandatory that media restricted to air the views of political party leaders / elected representatives visiting the victims, also government creating a fund/ agency/with 100 % tax exemption on the amount spend by any individual or corporate in the process of helping the victims in rape/ murder/ suicide family members in distress, / adopting the family of the diseased in case of the diseased is a bread earner of the family, in addition making a specialised investigation agency like Federal Investigation agency FIA for investigating exclusively into rape, murder and suicide cases with the agency headed by a sitting judge of supreme court, thus ensuing impartial  investigation and speedy time bound justice thus creating the respect for constitutional justice in the people, in addition reducing the political parties agitating for this kind of impartial justice, also restating only the victim/ their immediate family members has the authority to demand for FIA or CBI probe and not the political parties, and once the request for the FIA probe is made by the FIA will take over the probe and do investigation; also there should a a complete disaster preparedness by all states/ center based on the territories which exposed to particular type of disaster, in addition training team of volunteers for disaster preparedness, also making all political parties maintain disaster preparedness in each mandal, also use of drone cameras and latest technologies for disaster management, also restricting the media to behave sensibly and responsibly in the events of crimes/ tragedy/ accident/ natural calamity/ disaster and act in the larger interest of all sections of people playing a role of giving hope to the people in distress rather than creating panic among people, all leading to real meaning of true democracy, also there should be media regulations without curbing the freedom of press only to streamline the operations of media organisation to maintain social equality and social justice in media organisations by providing equal opportunity for dalits, adivasis and other backward class in every media organisation proportionate to the percentage of population of caste and religion in that state/ centre, also for ensuring media produce  equal space for al castes, religions, income group and gender based on the percentage of population of each category, also political parties based on the percentage of vote share each political party got in the general elections that is sate assembly for regional channels, and parliament elections for national channels, all leading to equal opportunity for all sections of people and no political party take advantage of any tragedy/disaster for gaining political mileage by fooling common people with their publicity tactics using the media for political gains can be contained, all leading to real service to the people will happen and inclusive growth of all sections of people occur in the country.
