INTRODUCTION:

It is very said that girl child and women in the country like India where they are being treated as goddess are fearing for their safety and security and are fear for their honour, really a shame of the nation????; in spite of repeated crimes against women are happening the laws and law makers and law implementers are not taking the appropriate necessary steps in this regard by ignoring the fact they too born for a mother, who is a women, also some of them has sisters, wife and daughters; also some of the law makers, the some law executers and some media and also the some public did not awake till an unwanted sad incidence occurs, also some political parties and persons with self motives try to gain attention of the common public and gain sympathy of the public in the sad times of any unwanted crime incidence occurred on any girl child or women and want take mileage out of it, shame shame, very sinful, every one asking for the justice for the girl victim in the Delhi brutal incidence on the moving bus is very justifiable, but what is completely missing is rational thinking, very said many learned persons in public, and journalists and some political leaders lacks rational thinking and responsible behaviour, becoming Hippocrates and acting as mediocre- asking justice to the rape victim by imposing death penalty for rape cases alone will solve the issue??????? But do any one will tell and do rape?????, can any law in the universe can prevent rape or any crime, only by inculcating fear can make the individuals to restrain from making certain crimes by most of the people, if it is true that fear can prevent the crime, then in spite of knowing that death penalty for a murder case, still the murders are happening, then how can rapes are expected to be stop due to imposition of death penalty????????, is it not true that most of the rapes are under the influence of alcohol and also mostly because of the accused men’s sub conscious mind was filled with acute sexual desire due the so called sexual provocation vulgar acts in the movies (termed as glamour by the movie makers, endorsing by the so called media), the item songs and also the free availability for access to pornography and also the revealing, provocative ultra short dressing pattern of the girls undoubtedly making the desire for the men on the sexual acts and they may not act at them due to situations may not permit them which is very truth to the core???????????????; Also it is a manufacturing defect of human beings that the X chromosomes which are cause of the birth of male are naturally possess sex sickness in almost all men, but during the course of acquiring spiritual energy some men has overcome this syndrome but their percentage less than 1 to 2%, so rest of the 98 % men are prone to the opposite sex syndrome irrespective of age and marital status and their body chemicals reacts soon they visualise the opposite sex bodies????????, also it is an open secret that some of the urban women has the syndrome of look beautiful and gain the maximum attention of men, making the men get attracted through their dressing, in different manners like looks, gestures etc??????????? This is one of the reason that sexual harassment as majority of the men do not see their family women (being homely, traditional and culture respecting women) wearing the ultra modern revealing dress and wear the miniskirts and the mini shots that are of the size of men full under wear certainly distracts them (it is a universal truth) and this desire accumulated over a period of time, also under the influence of alcohols are losing the control over the mind and then they lose the fear for punishments are real root cause for rapes???????????? So the sexual advancements and the atrocities on the girl by male has equal responsible by both genders (certainly not the individual victim female but due the some women in the society, may be the porn actors, or the film actors or the ultra low reviling dress wearing women in the urban areas)(of course every girl & women has full rights over her body and can share her felling according to her will and wish whether respecting the institution of marriage or through live in relationship or otherwise only at her will are accepted &  respected universally which is applicable more in our country as from the mythological periods in our country we respect the women), (of course some crooks exists in male who do not need any external influence) also the system of governance should be responsible for this heinous crimes indirectly as they did made laws to prevent the circumstances which are the root cause of the problems like lack of  public dress code sense for the women and men (even in most advanced western countries like Briton and Italy are implementing decent public dress code for the girls and women), lack of systemic sale of liquor,  lack of proper censorship of the films and television serials depicting the women as venomous characters and also showing the women in shortest provocative clothes in the name of glamour entertainment showing women in vulgar outfits, also the so called item songs dances ????????, also lack of control of monitoring of internet usage and also lack of banning the pornography (this is one of the main reason that every perform the acts shown in the pornography- it is an open secret that it influences the youth much more towards committing the wrong whether consensually or by force- it is fact that even most of the married men & some couples watch the pornography with sick mind ????????) and also acute lack of monitoring and preventing the women trafficking, flush trade and prostitution and non dismantle of red light areas; then How can the so called intellectuals airing their views in the media and some of the journalists and women organisations simply blame the police alone, expect that police verify each and every bus plying on the road to prevent rapes????? In the traffic at night how it is possible??????, if the police do so then there will be huge traffic jams for days??????????, in case already if the law is in force for the buses to ply without dark glasses or curtains then if the police could not find the black sheep in the white sheep’s i.e this bus with black glass than then the police should be made responsible; of course there are some acute needs of systematic changes in the policing & justice system in the country to improve the law & order system and best investigation, speedy trails and quicker justice along with constant monitoring of the activities of the youth by the parents and also preaching of morals and values to all the youth in the educational institutions and the villages and wards periodically by the elected representatives will certainly lead to reduced crime & violence of all sorts especially against children & women; simply blaming everything is the government responsibility is very unfortunate.

NEED FOR BETTER BEHAVIOUR OF THE PARENTS & CITIZENS

The citizens should rise in their mindset; first of all they should behave responsibly themselves as parents, then raise & train their children with moral responsibilities, also need to agitate and ensure that completely ban the so called item songs & pornography in the country???????? Also the so called media should ban airing the so called item songs and so called hot gossips in the media terming it as entertainment, hot, sizzling etc etc, do people asked for such news, only youth in the country are watching such entertainment news, if the people wish to know they can go the website of those news and let know, how come some affair or family life of some actor or actress need to be presented to the common viewers and will be any way useful to the younger generation except wasting time on gossiping?????????,  need of the hour is to protest for complete ban of so called item songs which are nothing but sexual stimulants for most of the men whether educated or thumb impression people whether labourer or executive, and the item songs are in fact degrading the traditions and respect for women and are making most of the men feel that women as a commodity i.e item, is there any meaning in the item song, the female actress surrounded by mob and the actress in as minimum revealing clothes as possible and there moves and dancing patters in the words of the movie makes as hot, sizzling, raunchy etc  reveals they are well aware that the dances are only for attracting the eye balls for earning revenue for few select movie producers and artists and the also the media promotes them for TRP ratings???; is there any single good point for such item number songs??????? is the meaning of entertainment means teasing the women or enjoying when the female id dancing in shortest clothes with vulgar moves of the body?????????? Only very sick mined self centred selfish crocks will endorse these item songs as entertainment who move in free culture without morals, values and sentiments and anything is not a taboo for them, and for those women is just a commodity, if they wish & if they can without force let their family members do the same in the closed doors in their homes , if their family members agrees to do so especially the film fertility the produces, the directors and the heroes and all those endorsing this vulgarity in movies????, very petty about the actress they have to listen to the producers and directors are un aware that just because of their acts how many youth are soiling especially the students,????????? since the most un educated / semi educated youth working as small time employees or labourer the sexual stimulants is not the pornography as they have little access to internet or VCD/DVD or can watch the pornography,  only some people has access to pornography in mobile phones downloaded or feed through the external memory card by the mobile software centres, them the only source for their accumulate sexual desire is the vulgar acts in the movies?????????); also in a country with rich traditions is there is  no control over pornography?????????; the study by government organisations revels that over 40% of the children in urban areas under 17 are watching pornography and are indulging in pre martial sex, some of them are having two are many partners, even the girls are watching the pornography and average age of the boys is 17 and the girls is 18 for first sex in their life, and in some cases they are indulged in sex as early as 13 years,  Very said even in most developed western countries there are phonographic filters are in the internet but India is lacking????????; also the latest mobiles with 3G in the hands of children in schools and collages with more internet browsing making them more accessible to phonograph????????; do our school & college going children require/deserve more than basic phone, also the children are wasting time in the gossiping about the movies and the movie songs and the so called item numbers etc ?????????; do parents realising this ???;  how many parents have control /watch knew that what their children browsing on the internet in the computers and lap tops at home ?????????; do any of our parents know that whether their grown up children from class 7 + to the college going children really attending the school/college, who many are smoking, boozing, going to movies and with whom they are moving???????.Need parental attention???????? Also the parents them selfs should behave in most dignified decent way without being a slave for the sex and do not exhibit their sexual desires i.e staring at other gender, falling for extra matrimonial affairs, leaving the data on the comport systems and watching the pornographic movies and literature especially the parents with budding kids in their teen age etc etc,

It is an open fact that as per the MHA GOI, reports clearly says that over 3 million Indian girls & women are in prostitution and forced flush trade and over 3 lack girls are missing in the country and are mostly landed in the flush trade either in India or abroad????????;most of the girls and women in the flush trade are economically weaker sections in the country, mostly belong to the SC, ST and Minorities ????????; these forced flush trade girls & women are getting raped every day at least 6 times on an average as per study reports by various men and are facing torturing every day???????, do any one either the common agitating public or the media or the so called intellectuals airing their views in the media or the political class or bureaucratic class sincerely bothered to liberate them from those hells; where are the people in the present movement and what the media doing all these years???????? it is very strange that the activists and political party leaders demanding justice for the Delhi victim till date not even one word about the daily raped victims in the relight areas and forced flush trade- is it justifiable ???????????? Perhaps it may be due the fact that they feel that their children are moving in the public transport like buses and metro in the urban areas they are awaken???????? But even till date they are silent on the brutalities faced by the forced flush trade victims as majority of them belong to rural areas and belong to the SC, ST and Minority and economically poor ????????? Shame, shame, shame, that even after 6 decades of independence that our laws could not able to prevent such brutalities on women and the most heinous on the down trodden women????????????; as such gender equality needed policing, judiciary and in the political power system, also only talent should be allowed to represent in the elections proportionate to crates and income group and only one in a family and for few terms will certainly provide betterment of women??????????; all people who possess the real respect for their own mother (since everyone is born for a mother) and sisters (if anyone has) irrespective of gender will certainly accept the above truths gracefully????????

Also all the major government and private establishments must provide training to their women employees about the self defence, the techniques of escape, the laws that ensures safety and security for the working women due to sexual advancements by the male members etc; also the government must provide certificate for all the trained women in  employees, in case the smaller private organisations and business establishments need to send the women employees working in their organisation for training section provided by government for obtaining the training and certificate; also it should be made mandatory within one year all the  high schools, collages, all the  employers should provide the details of training of the females in their institutions and organisations for renewal of their licence.

NEED FOR ESTABLISHMENT OF COMMUNITY POLICING IN EVERY LOCALITY AT LEAST ONE IN EVERY VILLAGE/WARD, PREFERABLY IN EVERY HABITATION OF MORE THAN 1000 PEOPLE WITH A MIX OF BOTH POLICE OFFICIALS AND THE CITIZENS, MANDATORY THAT ALL REGISTERED POLITICAL PARTIES ENSURES AT LEAST ONE PARTY MEMBER DO COMMUNITY POLICE ASSISTANCE SERVICE

Is very necessary and ideal that government of India should create a national toll free number for helping the women in danger/ rescuing the women in trouble, this call centre should be multi lingual comprising of all major Indian languages and also some foreign languages (the maximum visitor to India); the call centre should be operated  24/7 throughout the year with appropriate number of  lines without any call waiting for the callers, also should have the IVR voice recorder for the callers so that the calls can be re heard by the operators and immediately activate the machinery, it should operate in the lines of 108 for the health,  this call centre should be integrated to all the police stations, and police in the patrolling and the police officials living in that area should be informed through the call and the SMS about the need of the urgency to respond to the girl/women in risk the response time should be as minimum as possible,  also the same call centre help line should be used to lodge the FIR by any female in case of rape / attempt to rape case only, the police in the nearby police station will send the women police in civil dress to receive the FIR physical copy and in camera record the statement of the victim and this will certainly make the women/female to lauded the complains in case of any assault on them. All the calls to the call centre by the women should be voice recorded, also the facility of lodging the FIR in case of sexual harassments at work place in the work place itself.

NEED FOR ESTABLISHMENT OF SPECIALISED POLICE STATIONS

Also the government must establish the special police stations for each category wise of crime and specialised training should be given for regular police in the investigative methods and getting the prim face evidence when the victim arrives all the recording of the statements should be under the CC Cameras and the CC Cameras should be installed at all the police stations entrance, at the SHO room, at the writers room and at the lock up area,; all the police stations should record the statement in camera and also in writing about any complaint anywhere in the country and transfer the same to the concerned police station by making all the police stations in the country should be computerised and also also inter connected in the districts, and states; also need to establishment of 24/7 help line call centre with all language both regional languages and international languages national call centre should be established to ensure the women and other people can complain in their own language.

NEED FOR ESTABLISHMENT OF FAST TRACK COURTS AND SPECIALISED COURTS TO DEAL WITH CASES RELATED TO DIFFERENT CRIMES ESPECIALLY WOMEN RELATED CRIME CASES AND ALSO NEED FOR MAINTENANCE OF GENDER EQUALITY IN JUDICIAL SYSTEM AT ALL LEVEL; NEED FOR RECORDING OF STATEMENT IN WOMEN RELATED CASES BY WOMEN POLICE AND WOMEN JUDGES ONLY

Also establishment of fast track courts and also special courts related to crime wise like crimes related to women& children and other crimes and the courts should work in two shifts and also the judges should be recruited accordingly and the working days of the courts should be increased from the present 220 days to 360 days, and working hours from 8 to 12 daily, and separate courts and also the restriction on number of adjournments and also restriction on the number of cases a lawyer can take up per month and year and also the judges in a month and year and also fixing the fees of the lawyers per case depending up on the case and also need to make it mandatory to return the half of the fee to the client in case of loss of the case and the fee of the lawyers can be determined based on their experience, success rate and also on the points issued by the judges during their arguments for each case before the judgement .

Also all the women related cases should be recorded by the women only and also should be heard by the women only and should be trailed in women courts only; also the police and judiciary should maintain the gender equality in the organisations at all levels for this purpose; all the men should be kept in hard jobs and on road jobs and maximum risky jobs and all other females the station stationery jobs and the community policing etc.

NEED FOR EDUCATING PEOPLE ABOUT THEIR RIGHTS

NEED FOR ONLY DAY/MORNING DUTIES OR MAXIMUM OF 8 PM IN THE EVENING DUTIES IN ANY ORGANISATION/ BUSINESS ESTABLISHMENT FOR THE THE WOMEN EMPLOYEES IN THE WORK.

It is very ideal any safe to ensure mandatory law for making it a practice that all over the country whether it is factory or a establishment or a software / BPO / business establishment or a commercial establishment   (only media, airlines & police) should be allowed to make their employees work beyond 8 pm in the evening on any day, for the eastern states and north eastern states the timing should be 6.30 pm. Beyond this time if the employers need to allocate the work to any women employee in certain sectors like airline, media, software then the company should apply for the permission to the police for permission and also it should be responsibility of the employer to drop the women employee at the home safely and report to the local police through SMS that the female employee is dropped (like the radio cab driver sending the SMS to the organisation on dropping the passenger

NEED FOR MAKING IT MANDATORY THAT ALL PRIVATE ESTABLISHMENTS SMALL OR BIG WITH MORE THAN THREE EMPLOYEES SHOULD MANDATORYLY MAINTAIN GENDER EQUALITY IN THEIR ORGANISATION/ BUSINESS ESTABLISHMENT

Also in order to empower the women in the country it should be made mandatory that all organisations government, private and business establishments mandatorily maintain gender equality in their organisation. This will certainly help lot of females to be better living conditions and can be acquire financial independence and can take care of themselves as well as family in case the money is with the female members in the family, also it is provided that females dedicatedly deliver their duties and responsibilities all over the world, and the best example is the Hon’ble congress president, and also many bank CEO and many big MNC companies which are in profits in their respective sectors are run by women. There should be exceptional business establishments like mens saloons, bars and wine shops, etc need not required to maintain gender equality and should employ all male employees only.

Also it should be ideal to make it mandatory that if any employer or contractor commits any atrocity against women employee they should get double the punishment than the normal punishment for that offence. The case should be same for all elected representatives at all levels and also for the government employees at all levels.

NEED FOR COMPLETE BAN OF VULGAR SEANS AND ITEM NUMBER SONGS AND OTHER SEANS SHOWING THE DEGRADE WAY OF WOMEN; SETTING UP OF NEW GUIDELINES AND CENSOR BOARDS FOR FUTURE FILMS AND TELEVISION SERIALS, COMPLETE BAN ON SERIALS PORTRAYING WOMEN AS VENOMOUS CHARACTERS

NEED FOR COMPLETE BAN OF PORNOGRAPHY ON THE INTERNET AND ALSO SALE OF IT IN ANY STORED FROM CD/ HARD DISCS OR PEN DRIVE,  ALSO COMPLETE MONITORING OF INTERNET USAGE OF EVERY INDIVIDUAL IN THE COUNTRY BY MAKING IT MANDATORY TO SUBMIT THE AFFIDAVIT FOR THEIR PERSONAL E-MAILS AND ADDRESS OF SOCIAL NETWORKING SITES WITH THEIR IDENTITY PROOF; ALL OTHER EMAILS AND SOCIAL NETWORKING ADDRESS SHOULD BE BLOCKED CONSIDERING AS ANONYMOUS.  

Also there should be complete ban on pornography in the country in the internet; all the internet usage should be monitored through making it mandatory that all the internet users and all the email and social networking accounts should provide self declaration in a standard formant along with address and identity proof of the individual for continuation of the account in a stipulated time, the government has the authority to do ethical hacking in case of suspicion or if involved in any crime. Also all the students should be monitored for their usage of sites on random bases or on the request of parents to ensure all students use the internet for education purpose only; also all the cyber cafes and all the office establishments both private and government must strictly establish pornography filters and also issue user id cards for all the users for usage of internet in the cyber cafe and also in the office, by obtaining the details with photo id and address proof and employee id in case of office establishments in a standard format.  Strictly only people with the id cards only should be allowed to use the internet in the cyber cafes and also in the office establishments.

NEED FOR CONSTRUCTION OF PUBLIC TOILETS FOR WOMEN IN ALL PUBLIC PLACES, SCHOOLS, EDUCATIONAL INSTITUTIONS ETC

It is a real shame that our country is technologically advanced and competing with global super power stills lacks the basic enmity of toilets to the public especially the girl children and women, also till date in spite of lapses of supreme court deadlines still most of the schools do not have the toilets and separate toilets for girls, and also most of the public places like bus stands, rail stations, markets etc do either do not have or un usable condition toilets, as a result that women are sometimes forced to make the conveniences in public places, which may be dangerous to them   as such it should be made mandatory that all educational institutions, working establishments, factories, and also public places should be provided with clean, safe public toilets exclusively for women should be made available.

NEED FOR MAKING IT MANDATORY THAT ALL STUDENTS IN ALL EDUCATION INSTITUTIONS TILL DEGREE SHOULD NOT BE ALLOWED TO CARRY INTERNET ENABLED MOBILE PHONES AND ALSO CAMERA ENABLED MOBILE PHONES, ONLY ALLOWED TO USE BASIC MOBILE PHONES JUST TO RECEIVE AND MAKE CALLS AND ONLY TEXT MESSAGING, WITH FIXED TALK TIME PER DAY AND FIXED NUMBER OF TEXT MESSAGES PER DAY

Also it should be made mandatory that all the students both school and collage should be banned from using the mobile phones with cameras and internet; should be allowed only basic mobile phones and the parents should authorise in an affidavit that children are allowed to use mobile phone and their mobile phone number ids so and so, and there should be compulsory  mobile banks in every class room to deposit the mobile before entering the class for each student, and no student should be allowed to hold a mobile during the working hours of the school in the class room; also it should be made mandatory that all the child /student mobiles should have locking talking time of maximum of 30 minutes daily and maximum of 3 minutes a call duration; also there should be GPS mobile tracker for all the children in the schools and colleges and the movement of the children on weekly bases to the parents about the moment of the children after the school/ collage.

Also it should be mandatory that all the student and female mobile phones should have the SOS numbers submitted by the parents and guardians in the affidavit form. This will bring the sea change in the country.

NEED FOR MANDATORY INSTALLATION OF BIO METRIC ATTENDANCE SYSTEM IN THE SCHOOLS AND COLLAGES WITH COMPUTER AUTOMATION TO SEND THE ATTENDANCE OF THE CHILD TO THE PARENTS MOBILE THROUGH TEXT AS WELL AS VOICE CALL AT THE END OF THE LAST PERIOD OF THE  CLASS FOR THAT DAY

Also it should be made mandatory that all the schools and collages should compulsorily gather the parents and their relatives mobile numbers in an affidavit for each and every student till degree collage and make it mandatory that all the schools and collages install bio metric attendance register to take the biometric finger print of the student in each period of the classes and will be stored in the computer automated system and will automatically transmit to the parents/guardians mobile number soon after the school/ collage ends for the day; so that the parents know their kids are attending or bunking the school/college before they reach their home,

NEED FOR MAKING IT MANDATORY SEX EDUCATION COMPULSORY CURRICULUM FROM 8^TH STANDARD ONWARDS

Also it should be made mandatory that sex education compulsory from 8^th standard onwards in the schools; this will make at least make a way for safe sex by the children in future and they will not get exited sexually.  

NEED FOR SAFETY OF GIRLS & WOMEN IN THE STUDENT & WORKING WOMEN’S HOSTELS

Also it should be made mandatory that all the girl students in the student hostels whether in the government run schools and colleges or the private operated hostels should mandatorily install the CC Cameras and bio metric entrance and exit of the hostel to ensure that the students are in the hostel in time and also ensures that no other un authorised person enters the hostel premises, also it should be made mandatory that the women & child welfare department officials should visit the girls hostel once in month to know the progress and welfare of the girl children; also the working women’s hostels should be provided with CC Cameras surveillance  and bio metric card entry at the entrance to ensure that all the women return to the hostel in time.

NEED FOR COMPLETE DECIMATION OF HUMAN TRAFFICKING AND FLUSH TRADE AND RED LIGHT AREAS AND ALSO COMPLETE BANNING OR PROSTITUTION IN THE COUNTRY OR LEGALISE THE PROSTITUTION WITH STRINGENT CONDITIONS

Also the government must completely dismantle the red light areas and make prostitution as a serious offence and the people caught in the prostitution i.e the male and the pimp should be given life at least 5 years imprison for the male and the pimp the life imprisonment and the girl should be sent with observation home with radio-tages; in case the women’s organisations and government feel that prostitution should be legalised and every  women in the profession should compulsorily undergo medical check up mandatorily every 15 days and also there should be fixed places for prostitution and all the details of the visitors and the payments should be recorded and submitted to the government. All the prostitution houses should be under the CC camera surveillance of the government under women’s wing in the police under the headship of an office not less than the rank of the SP of the district to ensure no mis utilisation of the visitor’s data and the women in the trade are made.

NEED FOR COMPLETE MONITORING OF THE OPERATIONS AND MOVEMENT OF THE PUBLIC TRANSPORT SYSTEMS; MANDATORY USE OF RFID & GPRS

Also all the public transport should mandatorily use clear glass in the vehicles and not film/tinted glass or curtains should be allowed; all the private vehicles should be permitted with tinted glass/film with 70 % visibility;  also after sun set in the evening all the vehicles should mandatorily use the light in the standard luminance as specified by the government in each and every private and public vehicles till the sun rise in the morning;  all the drivers of the private and public vehicles should be registered with the police stations and also should be re tested by the road transport; also all the autos should be registered in the police stations and also should possess the GPRS tracking system by installing the GPRS instrument in every auto;  also all authorities for re verification of driving skills;

Also all the vehicles especially the public transport buses should use the standard RADIO FREQUENCY IDENTIFICATION DEVICES (RFID) & GPRS instruments in the vehicles and the vehicles should be tracked by the government on minute by minute bases and at every fixed locations in the roads the RFID receivers should be installed to ensure that these vehicles crossed that road; also all the public \transport should compulsorily possess the large screen at least 10 inches GPRS system about the root maps of the local and state should be mandatory should be clearly visible to the passengers at front and back in the four wheelers, where as in case of buses and larger than for wheelers the screen size should be increased to ensure visibility for all both in the front and back side; also all the details of the driver, with photo and phone number and address should be clearly display in a A4 size photo laminated affixed in the vehicle in the autos and fore wheelers clearly visibly position both in the front and back seat of the vehicle, similarly for all other public transport vehicles.

Also it should be made mandatory to install CC Cameras at each bus stop at the city bus stations and mandatorily all the buses in the roots should go the bus stop for getting the CC TV image of the bus and the flying of the bus authorised, all the buses not touching should be immediately stopped for searches; also all the out station buses should compulsorily install the CC cameras inside the bus itself,  also it should be made mandatory that all citizens carry some id proof wither voter id card or adhar card or bank card etc to travel by any public transport, also the details of vehicle hirers in case of four wheel vehicles should be submitted to the police soon after the vehicle is hired by any individual.

NEED FOR ENCOURAGING FEMALES TO OPERATE AUTOS, TAXIES AND BUS SERVICES EXCLUSIVELY FOR FEMALES IN APPROPRIATE NUMBER ESPECIALLY DURING THE OFFICE WORKING HOURS;

It is most ideal that the female auto drivers and female taxi drives for city transport makes more convenient for the women passengers; these autos and taxies should be GPRS enabled like CALL TAXIES and should be called for pick up drop exclusively for the females from anywhere in the city; also this facility should be used to transport the female employees in the offices in the BPOs and software companies; he female drives should be well trained in martial arts and all the cars and autos should be installed with SOS emergency call by just pressing button installed in the car/auto to reach the call to the nearest police station for immediate rescue of the passengers and the driver in case of any assault in the mid of the journey by any criminals, as it enables the police to track the vehicle in their computer system through the vehicle GPRS  number.

NEED FOR REGULATION OF SALE OF LIQUOR

Also it should be made mandatory that sale of cheap liquor should be banned in the country, and all the liquor shops should sale the liquor only based on providing the id card like voter id card or the driving licence and all the liquor shops in the state should have a computer billing and enter the details of the buyer and the computers of all sale points should be integrated and and no individual should be provided with more than 3 litres of liquor per month; also all the liquor sale points should be under cc camera surveillance and should be online transmitted to the government monitoring centre; and no minor or no person without identity should be sold the liquor and should be made as non bail able criminal offence for both the seller as well as purchaser; also the sale of liquor in the bars and restaurants only on the production of the id card of all the individuals entering the bar; also all the sale should be restricted to 9.30 pm in the bar & restaurants and 8 pm at the counter sale in the sale points; also  it should be made mandatory that no person who consumed the liquor should be allowed to commute in the public buses or meteors; and the individuals found should be imprisoned along with heavy fine and also suspending the quota of liquor purchase for six months; in case the public transport drives found consuming the liquor and driving should be suspended the licence for one year with minimum of 6 months imprisonment.

NEED FOR DECENT DRESS CODE IN THE COUNTRY RESTRICTING THE WEARING OF EXPOSING AND REVEALING CLOTHES AND OUTFITS IN THE PUBLIC PLACES BY BOTH FEMALE AND MALE

It is a fact the due to some girls and women in the urban areas under the influence of movie actress costumes in the movies are wearing the shortest possible garments and moving in the public places, the garments are as short as almost like skin tight full male under wear, really provoking the senses of men passing the road or visiting the market irrespective of age and income status starring at the females with such a lust looks that the looks appear as if with looks itself they are raping the girls/women mentally??????? Very sad?????, the fault lies on both as anywhere in the world over 98 % of the men are by default has opposite sex sickness syndrome and their senses rise in fraction of seconds the moment they see the opposite sex in proving revealing out fits, because of the open acceptance of the men in the western countries like Briton, Italy banned used of Short skirts in schools by girls and in public places by girls and women wearing the short miniskirts, mini shots and exposing the tops revealing the chest area, and violation are heavily penalised, the girls and women are at their liberty to wear any dress of their choice in private; the same pattern should be brought to the country for the reason India being a traditional country, should levy more fine and also more than three times committing offence by the females should lead to 15 days imprisonment, this rule should be applied for the actresses acting in the movies , this measure will certainly ensure that reduction in atrocities against women reason that these distractions does not exist in the sub conscious mind of the male and may not precipitate due to repeated viewing leading to sexual assaults on the other easily targetable females including own family members n extreme cases. Also this leads to respect towards women in the country.

NEED FOR CONTROL OF SALE OF CONTRACEPTIVES IN MEDICAL STORES

Also all the medical shops should sale the condoms and contraceptive pills only on producing the id cards by the customers wither male or female to ensure that legitimacy of the sex relations only occur in the country as most of them well educated not to practice un safe sex due the fear of aids and other std. And also there should be free/ Rs 1 condom banks in the public places like ATM’s with inbuilt camera for recording the visitors and dispense of the condoms only on entering the ID card number.

NEED FOR PROTECTING THE IDENTITY OF GIRL VICTIMS BY THE MEDIA EVEN IN CASE OF CAUGHT IN THE PROSTITUTION CASES ALSO

Also the media should be banned to air the girl victims details even in case of prostitution and should compulsorily air the details of the accused and in case of prostitution the male partners and the pimps should be displayed to ensure that they will be shamed in the society

NEED FOR CONFISCATION OF RAPED ACCUSED PERSONS PROPERTIES AND PROVIDE THE COMPENSATION TO THE RAPE VICTIM BY SALE OF THE PROPERTY OF THE RAPE ACCUSED;

Also it should be made mandatorily that all the rape accused properties should be  seized by the government and on proving the charges should be auctioned and deposited in the government account and distribute to the rape victims for the medical treatment, for rebuilding their carrier and also the compensation;

NEED FOR DIFFERENT NUMBER OF TIMES OF LIFE IMPRISONMENT DEPENDING ON THE OFFENDER AND THE BRUTALITY

Also all the accused on providing the charges should be imposed only double or triple life sentence so that they can spent in the jail during the rest of their active period of life in the jail for the offence; and certainly the death sentence is not the situation, as after all  the rape accused also born for a mother and none of the human beings have the authority to kill someone for the animal instinct and also keep the mother in sad; there should not be any toot to tooth and nail to nail exchange of punishments???????????; after all laws are manmade, no human how big may in the government machinery should possess the authority to kill someone because they killed someone very barbaric????????; is humanity is exists ????????? Also the number of terms of life imprisons meant and the rigorousness of punishment during the course of imprisonment should vary depending up on the individual status of the offender like educate or illiterate person or whether a government employee or a teacher or spiritual guru noble profession.

NEED FOR REMOVAL OF GOVERNMENT SUPPORT LIKE WELFARE SCHEMES, FOR ALL RAPE CONVICTED, AND ALL ACCUSED TILL CLEARED BY COURT, AND SHOULD NOT PERMIT THEM TO TRAVEL BY ANY PUBLIC MODE OF TRANSPORT LIKE BUS, RAIL AIR AND SHIP. NEED FOR CANCELLATION OF DRIVING LICENCE FOR SUCH PERSONS

Also it should be very ideal and necessary that the government should make it a policy to remove all the benefits extended by government for the rape convicted persons and also for all those accused in the rape cases and attempt to rape cases till the courts acquit them. The welfare schemes include, the PDS, or job or any reservation etc and also all the rape convicted, pending trail rape accused and attempt to rape accused should be barred from travelling by any mass public mode of transport like any bus (both government/ PSU / private), rail and airlines (both government/ PSU / private)or any ship, also all those rape convicted/ accused pending trial or accused in attempt to rape pending trial should be removed from the school/college/ employment both government and private. Even if they wish to establish a self business need to display the board in their establishment that he is a rape convicted person. Also the driving licence should be can celled for life time for the rape convicted persons, the driving licence should be suspended for all those accused and pending trail in rape cases and attempt rape cases. Also the weapon licence should be permanently cancelled for all the rape convicted, should be suspended till cleared by courts on the rape charges for all accused in rape cases and attempt to rape cases. Also it should be ideal that all the rape convicted and accused pending trial should be barred from attending social functions like village/ mass gathering in the village/ ward/ street / family weddings/ functions etc, also there should be social boycott by the relatives and families of the rape convicted not to invite them to any function, if attended  by such person the individual who are convicted in the rape/ accused pending trial should be liable for punishment for forcible public appearance. They should be isolated from the public indirectly.

NEED FOR CREATION OF LIFE LONG PENSION FOR THE FEMALE VICTIMS IN THE RAPE CASES, ACID ATTACK CASES ETC

Also it should be more ideal that the government must provide pension to the girl/women victims of crimes in the cases like rape, acid attack etc the lifelong pension and also the free unlimited medical insurance for treatment in any government or private hospital, if possible to provide lively hood through self employment.

NEED FOR COMPLETE BAN ON KHAP PANCHAYTS

Also it should be made mandatorily that all khap panchays should be banned in case they issued dickhats against women and act as parallel judiciary; all men with such nature should be thought that “ it is shameful to keep the  family honour in the strange place i.e women’s vagina, they should be thought to rise above in their thinking, also need to punish those advocating khap panchayas, certainly help in protecting our females; also in case of any atrocities against women like rapes or attempt to rapes etc happened in the rural areas then there should not be any private village justice systems deciding the justice for the victims, by paying the compensation or marrying the person who committed the offence, all the persons who were doing so i.e the so called village elders of the KHAPS should also be treated as offenders for trying to neutralise the offence, the same sections of charges of the accused offender should apply to them????????????; also for the police who do not register the FIR should also face the same charges; but the victim can make the complaint through the toll free multi lingual national help line if established for this purpose.

NEED FOR INCORPORATION OF MORAL VALUES THROUGH RELIGIOUS INSTITUTIONS

Also all the religious institutions should train their priests in a manner to ensure they educate the women in children and men in an appropriate manner to inculcate the values and morals in them and to bring self confidence in them to face any kind of situations. Also need to educate the men and youth towards the spirituality by inculcating in their mind that the vales in them, should teach them that the real happiness does not lie in the material existing in world but in the world  which drives the material world that is “brahma”, which can be obtained through the mediation and  spiritual energy to obtain pure , rational self less thoughts for betterment of the world, force cannot prevent any kind of atrocity in the universe, but spiritual energy can do so, need to inculcate that the human body is perishable, but the good work through good thoughts are imperishable. As such need to conduct the meditation in every educational institute, office twice daily for few minutes, also to spread the message of   spiritual energies and thoughts  every week at least one hour in every educational institution and offices, also in the villages and wards; and every media mandatorily every day several times at the end of each programme like the advertisements should telecast at the same time in all channels the message of spirituality and universal good thoughts and self less-ness,  repeatedly will certainly have a very sea change in the mindset of the youngsters in the country. 

CONCLUSION

It is indeed our national shame that in spite of our country tradition know for respecting women to the maximum extent possible out country is termed internally for one of the most dangerous country for safety of women, and crime against the women are on the rise and the accused being convicted is low and the convection taking several years almost near to a decade???????? and many cases are not reporting ???????, and most of the cases are settled through financial settlement ????? Is this the respect we provide for the daughters of the country valuing for their honour and dignity after the rape and assaults????????? Also at the same time it is not appropriate to blame the police and the justice system, it is mainly due to two reasons, one the fault on the part of the people and second the fault on the part  of the governments in failure to enact the laws preventing the provoking measures which are root cause for rapes and assault on women like pornography, vulgarity in the movies, the item songs, the ultra low out fits of the urban elite females both young girls and married women, also allowing the kids to use the internet enabled camera 3G mobile phones and also lack of control on the usage of internet and social media and also lack of mandatory provision for wearing the traditional dressing by the female employees in the work places especially where the women employees are in direct touch with people like airline industry, hospitals, the hotel industry, the receptionists, sales girls in the super markets and commercial establishments etc ; Also making the media be more responsible in airing promotions of such provocation films and film promotions and gossips etc and also need to ensue media not reveal the identity of the girl/women victim and making is a non bail able criminal offence and media completely expose the accused and the pims and visitors in prostitution cases.

Also there is no control over airing of the television serials which are mostly portraying women as venomous and vileness and also lack of decent dress code applicability in the country allowing the female actress to get exposed and act vulgarly attracting the men to the movie for the sake of benefit of the [produces and the heroes, the general male public sub conscious mind is filled with desire , and the excessive desire for sex will break all bearers under the influence of alcohol and are committing the rapes and sexual assaults; do the government urgently need to fix the lacunas in the system to ensure that both male and female population behave with responsibility through systemic controls and checks and balances, the first and foremost of the systematic changes is to make our girl and women physically strong by making the mothers and sisters to equally treat the girl child with male and consume good food (as over 45 % of girls ad women in the country are anaemic), then train all the female students from class 4 to post graduate in the marshal arts and self defence techniques, also the similar self defence training should be provide mandatorily for all working class women, also need to establish 24/7 help line through multilingual call centre at the national level for the women protection and rescue and immediate safety and security ideas in emergency situations,  transfer of the call to the local police counselling etc; also this call centre can register the FIR  in case the police fail to do so if any victim approaches the police station, also it will be ideal that in case if any victim calls this number the women police in civil dress should visit the home of the individual to receive the official complaint.

Also establishment of community police stations in every village / ward and at all important places, also establishing the special police stations for dealing with different crimes, crime wise, also providing through training of the police personal in investigation rather depend on use of force and third degree to get information, also recruitment of police in such a number that they can operate in three shifts daily in each and every police station as well as community police station, also the strength of women police should be proportionate the percentage of population in that area/territory, all the women police should in general provided with stationer duties and community police duties, also setting up of courts based on the crime, also setting up of special courts for cases to deal with assault / crime on women, and also to deal with pending cases the court working hours should be enhanced and number of courts should be doubled i.e working the courts in morning and evening shifts and from 8 am to 8 pm and enhance the number of working days from present 220 to 360 days and recruit judges in all courts to suit the courts and days of working maintaining the gender equality in the total number of judges at each level of the court, and also fixing the number of cases a judge can take up per day and fixing the maximum number of adjournments in a case and also fixing the number of cases per the lawyer and also fixing the fee of the lawyers based on the performance at the courts i.e the points given in every case by the judges in the process of trail to both the lawyers and the maximum points lawyer side will win the case, also the fixing the fee of the lawyers based on the experience and success rate, and fixed fee per case for different fee for different cases, also return of 50 % in case the case is lost by the lawyer, also fixing the CC cameras at the police stations and all the recording of the FIR in the default cameras and also fixing the video conference facility at police stations and courts and residences of the judges.  

Also ensuring the public transport is complete transparent mode and under complete monitoring of the government, also making it mandatory that all buses and their public transport  like cars and jeeps should have clear glass and provide inside with GPRS system and driver and owner details and also all the buses are installed with RFID enabled system and whenever the buss passed through the bus stations their signals reveals the so and so bus crossed the root, also installation of CC cameras in the out station buses, also the drivers of both private and public transport should be re issued the licences on verification of safe driving skills and also the details should be with the nearest police station while employing the drivers, also making women get more safer transport by ensuring that autos and four wheelers are operated by women like call taxi and are meant only for women, this way women also get more employment as well as safety of  working and common women will occur, Also by restricting the working timing of the women to maximum of 8 pm in the evening and mostly day duties  with exceptions to institutions like media, airline industry, software / BPO  and it should be responsibility of the organisation to drop the female employees at home and confirm the drop to the parents as well as local police through the SMS on daily bases. Also complete withdrawal of government support in any form to the rape convicts and suspension of the support to the accused undergoing trial till acquitted by the courts, also need to stricter implementation of imposition of social boycott  to all the rape convicted and accused till cleared by courts by banning their travel in public transport and attending the social functions and also removed from the school/ college/ employment and cancelling the driving licence and also in case the convicted want to live through self employment should display the board that he is convicted in rape case or accused in rape case and the case is pending trail, also to the empower the in the rape cases victim through providing lifelong pension from government, and also confiscating, auction convicted persons assets deposit it put in government account, also ensuring women get proportionate representation in the political power from the GP to Parliament only on merit proportionate to religion, castes and income group and age group in the representation, also making the spiritual education to the students and youth on regular bases will certainly reduce the crime against women and we can re establish the confidence in our girl child and daughters of India can live safely, peacefully with pride anywhere in the country and move any part of the country at any time by re establishing the new independence as was told by our father of the nation Shri Mahatma Gandhi that “real freedom to our county is when women in our county can move alone safely in the mid night”
