INTRODUCTION
In the recent few
years the manner of personal self propaganda by the heads of the state /
governments (mostly with only intention to rise as a mass leader individually
completely ignoring the fact the they are representing an elected government
and every decision of government the entire cabinet is responsible, this
syndrome is common cutting across political party lines) and the select few
ministers in charge of welfare schemes (PDS, social welfare/ tribal welfare/
minority, housing, education kits like bags, laptops etc) they are utilising
the tax payers money for their individual personal image building by way of aggressive,
large advertisements with hardly noticeable content about the details of the programme
but more the photograph of the head of the government/ministers and in some
cases that the government advertisements as far as welfare schemes are
concerned are in such a manner that as if the head of the government himself/herself
is providing everything (as if giving from own earnings when they are using the
tax payers money when they are just custodians of tax payers public money???????????)-
if RTI is used for collecting information from all state governments in the
past few years the advertisements, the amount spent, the content of the
advertisement released by the governments with sample copy of each
advertisement released in the print, electronic media and public display hoardings
and on the PDS supply bags, school children bags etc will reveal shocking
truths that the government name is hardly visible with small fonts in one
corner of the advertisement. In fact majority of the funds for the welfare
schemes are funded by the central government and the state governments
contribution is very nominal as most of the money meant for the majority of the
welfare schemes are supported by central government (in some cases to the tune
of 90% central government fund and remaining 10% from state government funds) even
the state government sponsored schemes also the money in the treasury of the
state government is hard earned tax payers money of each and every single
citizen of the state in one or other manner as state government collects
various taxes, of which sales tax on every consumer goods, the consumer goods
like bathing soaps, tooth paste, washing powder etc are used by every citizen
even BPL families, most of the head of the governments completely ignoring
these facts and projecting as if they are giving from their own hard earned
money individually. Many people are afraid that this maniac culture of self propaganda
of head of the governments which was displayed recently like photographs/ party
symbols on the television sets, cable connections, on utensils etc may stooped
down to such a level that they that on every lap top supplied to students have
the opening page of the system by default setting will display their
party/individual photograph, also on the school bags, many educated are afraid that
in future these kind of heads of governments may even dare to do water mark on
every text books and note books supplied by government to the downtrodden section
of the school and college children, also in future if the trend allowed to continue
they may even stoop down to the level of printing their photographs even on each
and every “disposable condom” which is supplied free of cost as a part of
prevention of AIDS by governments ?????????????
This is very
unfortunate and certainly nothing but gross misuse of government money for the
personal propaganda?????????. This kind of measures are leading to group-isim
as the other colleagues in the cabinet feel that their photographs are not
visible anywhere, hence not able to get notice of the people of the state
(after all every politician wishes to be in lime light and wishes more
publicity and popularly), as only the head of the government and select few
ministers are getting their photos in circulation everywhere (whether PDS or
irrigation or health care or welfare schemes or meant for downtrodden and SC,
ST) whose ministries are having direct public contact. As in every government most
of the decisions are cabinet approved but only the head of the government is or
one or two ministers are getting publicity, (also if some of the ministers who
condemns this kind of gross mis use of public money are being targeted by the
head of the governments and some ministers who are very loyal to the head of
the government are immediately jumping to defend by even going to media by criticising
their own colleagues in cabinet or other elected representatives who questions
the mis-use of public money (in almost all governments ruled by various
political parties), as such this leading to
group-ism more leading to formation of groups for and against the head
of the government. Also since most of the ministers are somebody as far as the
economic health rankings of the state is concerned and enjoy the clout in their
own regions in the state with few legislators are supporting them either due to
caste/sub caste/ sect/ religion / wealth status or in some cases purely due to
respect for the family hereditary respect, their personal ego is being deeply
hurt by this kind of self propaganda of the head of the government and select
loyal ministers in government. As such they are unable to extend the right kind
of support for the government and as such they are unable to deliver their best
governance to the people of the state, as such people of the state as well as
the party are suffering. Why people of the state should suffer for the self
centred selfish acts of some of the individuals in the governments???????????;
it is high time for self introspection and also government must ensure that
public money is spent very judiciously and only to the extent needed.
Also it is a fact
that most of the governments and the heads of the governments (cutting across
parties) unilaterally taking decision on announcing the government programmes
in public meetings without discussion in state cabinets and forcing the cabinet
colleagues to ratify the decision taken by the
head of the government. This is leading to friction and certainly lacks
coordination and cooperation of other ministers in the cabinet. (in some states
the head of the governments become monarchs and their decision is final and all
others in the cabinet has to obey or leave the party). This is mainly due to to
pro active self centred arrogant role of some of the head of the governments due
to lack of proper systems in place (like making it mandatory that the cabinet
meeting programmes should be live telecasted with exception to matters related
to internal security, after all they are representatives of people and every
single decision they should be accountable and every ministers views should be
known to all the public, why the secrecy when they are discussing about the
programmes for public betterment?????????????; in case of political party
programmes they can have closed door meetings under privacy if their party
members accept????????), also due to the fact that most of the head of the
governments are under the advice of select few bureaucrats who are at his or
her disposal (most of these bureaucrats got posting in their pashies following
the principle of “spoil system of administration” leaving aside the best bureaucrats
in the state are keeping his or her own caste, region, religion people in
almost all the top jobs in the state as if the other caste offices especially
belong to SC, ST and OBC and other than their own caste are far more brilliant
and has proven track record of effective, efficient and excellent
administration, when it is fact that in states where SC, ST officers are being
in the top jobs other than the caste of the head of the state governments, the
states are moving from backwardness to development, where as once high growth
states are becoming backward due to the administration of top political bosses
and top bureaucrats belong to same caste??????(if the statistics are taken from
all states the naked truth will be visible the spoil system of administration,
all state government records in this regards in the recent past few years will
reveal the gravity of situation can be understood (may be due to the political
party high commands are in existence these individual heads are taking other
castes in their cabinets else will certainly take almost all the cabinet
members from their own caste??????????). These kind of unilateral measures of
head of the governments leaving other ministers and the bureaucrats working in
those ministries to do reverse engineering to ratify the schemes announced by
the head of the government and also it is hampering the financial system of the
state, which is leading to internal communication gap, differences between the
head of the state and other cabinet colleagues and are divided into groups for
their self centred interests. As such it should be made mandatory that all
state governments should mandatorily to convene the state cabinet meeting once
in every month, with on specific needs as and when required, and also to do
most ideally live telecast the cabinet meeting proceedings so that the people
should knew what are their super elected representatives discussing about their
betterment?????????; otherwise at least the recorded version soon after the
cabinet meeting on the televisions and should be up loaded to the web site,
with exceptions to matters related to state security should be barred from
public display.
Also in most of the
states there is hardly any noticeable coordination between the ruling political
party and the ruling government, as the head of the governments and some of the
ministers visit their party office only occasionally on Independence day etc.
This makes a wide gap between the party and government, also added to this the
groupisim making that one ministers programmes are propaganda in the region /
territory where he holds some influence and rest of the state its effects are
very marginal. Also the head of the states are not providing free hand for the
ministers to freely propaganda the due to the fear that they may get more
publicity and he or she will get more appreciation and there is every danger he
or she may be a potential threat for the head of the government in the event of
any crises or in the next general elections. Also the coordination between the
party heads and the government heads are so so, because of this issue. Just
because once opportunity got this kind of heads of state wish to remains in the
state till they die and after wards hand over their charge of the state to
their kin and kith, in case the kin and kith are not given opportunity they are
starting political parties. This is mainly due to free run given to the head of
the governments and also due to making only the so called “powerful castes” as
head of the governments and also only the kin and kith of Ex heads governments or
ministers as the head of the states. Also this kind of situation is mainly due
to the fact that in some of the states when the party heads with their team are
instrumental in getting the state back to power by winning the peoples
mandates, but suddenly some upper echelon just parachutes to be head of the
state and this certainly leads to heart break and groupisim. The ideal way is
to ensure government announce and launch the programmes and the party should
propaganda from the grassroots.
Also the method of
self propaganda of the head of the governments (cutting across parties) is
making them to become very arrogant and try make their own clout in the state
using the public money to become a mass leader (poor, innocent BPL and down
trodden people especially belong to SC, ST and Minority due to low literacy
rate and even little literate due to innocence are of the impression that as if
these individual head of the governments are so kind people like “godly”/“saintly”
and magnanimous in providing the basic needs, as if they are the providers when
the government is providing (mainly due to aggressive advertisements by these
head of the governments with their photographs, after all by just seeking 10
seconds advertisement in television programmes people are buying the products
then one can imagine the impact of these aggressive self publicity
advertisements with government money)?????????? as if their acts are not
accountable (case is same in almost all parties, but in regional parties they
are becoming too autocratic by single family rule when most of the regional
parties are headed by non freedom fighters families), these kind of individuals
are going to such extremes that in case their terms are not fulfilled to the
major extent they even dare to defy the party (and form separate party (of
course such new political parties hardly get public mandate, because people
still feel in the principles of democracy i.e collective responsibility of the
government and not individual centric as in case of erstwhile kingdoms and
monarchs, but this separate party certainly denting the voting share of the
ruling party); also in order to avoid such divide of votes most of the
political parties (to avoid the formation of coalition governments which is
more difficult to deliver good governance as most of the time the coalition
partners try to gain more hampering the governance in the name of coalition
dhama need to compromise on certain issues to run the stable
governments???????) are accommodating such heads as far as possible
compromising under compulsions of the betterment of people of the territory and
these these type of people are becoming more or less like dictators and imaging
themselves as monarchs completely forgetting that they are leading a democratic
elected government where cabinet is the fully responsible and the government is
not run by the individual but by the group of elected representatives. (but the
heads of governments in case of any controversy for their individual decision will
not hesitate in telling that their decisions not individual but the entire
cabinet is responsible to shield themselves????????????)
Also since it is
the era of coalition governments person from the regional parties are the head
of the government being the largest coalition partner, and the head of the
governments are sole sponsored of the welfare schemes as if at his/her mercy or
their political party(major partner in the coalition government) the people of
the state are being getting the benefits (especially the SC, ST and minority),
when Government of India is sponsoring majority of the funds for the welfare of
the downtrodden people especially the SC, ST and minority. Also the funds that
are used by any programme by the state government are from every single
individual person in the state paying tax and the tax payers of the state who
are supporters/sympathisers of various
political parties and also the receivers of the benefits are also have their
freedom of right to be the supporters of political party of their choice and
are getting embraced or harassed to receive the benefits even though they are
very deserving and fit to receive the benefits of the schemes, since the other
party symbol???????????. When political parties who are forming the government may
got more number of seats on their own or in the coalition are not getting more
than 35% of the total polled votes with an average polling of 75% of the total
votes, which means that more than 2/3 of the population support is not there
for the ruling governments and hence
every decision should be transparent and every single rupee expenditure should
be accountable without any scope or room for the self publicity of the ruling
party or the head of the government ?????????????????? Than political parties
should introspect that how come the governments and the head of the governments
can enforce on all the people of having different political party with the
elected party colour and photograph, is it not amounting to criminal act and
gross misuse of public money in the name of publicity of welfare schemes for
the down trodden????????, also this leading to bias in selecting the
beneficiaries for certain schemes like housing for weaker sections etc and
putting the flag colour of the government on the houses of the weaker
sections????????? It is nothing but criminal act on the part of governments to
spend the tax payer’s money at their whims and fancies for their self centred
selfish gains of publicity???????????
Also since most of
the local governments are in coalition either joint or power rotation, the
heads of the local governments or political parties in the local governance are
over promoting ignoring the basic amenities to the citizens especially the down
trodden sections and more specifically in the vicinity and habitations of
dalits, adivasis and minorities (in urban areas the slums and in the rural
areas the tribal and dalit habitations) as most political parties are of the
opinion that local governments are certainly has greater influence in the
assembly and parliament elections. This leading to development of power centres
with more self propaganda within each region of the local government where the
elected representatives to the assembly are ex officio members, and in most of
the places the caste/ religion group-isim within the party is taking place and
diluting the welfare to the people and also diluting the party in the territory
due this kind of acts. Also in the absence of mandatory invitation of the
government programmes launch in each and every territory by the local elected
representatives and also due to the prevailing of making the government
programmes as the ruling party programmes with government money i.e tax payers
money, also due to lack of mandatory legislation that all elected
representatives from gram panchayats / wards to the member of parliament should
mandatorily attend the government programmes and spread in their respective
territories (cutting across political party lines after all people elected the
individuals with the presumption that the elected representative will work
towards the betterment of the people of the territory???????)
Also it is most
shameful and a big surprise for many educated people, that the leaders/ elected
representatives, the head of the governments and ministers who are all well
educated are ignoring the fact that when the BPL and downtrodden families are
struggling to survive with their daily earnings with increased inflation the
cost of living being miserable, then the so called leaders in the governments
are expressing/mentioning most of the time in their speeches and in the public
advertisements the hundreds and thousands of crores of rupees government is
spending for them, in which way it will help these sections to rise in their
living standards of the downtrodden???????????; do any one of these kind of
leaders in the public meetings or gatherings ever mentioned about social
responsibilities or displayed social messages and social obligations, personal
development etc???????????? Why some of the head of the governments and their
ministers and leaders are not able to understand the fact that it is sin,
criminal, shameless on their part to literally live in the name of downtrodden
welfare when their real intention is only to survive for the individual gains
and their party gains by gaining sympathy of these sections of innocent
people??????????
Also need to
curtail that once the welfare scheme is announced it launch should be only once
in one place of the choice of the government and certainly prevent waste of
government money by launching the programme every district wise with huge
public meeting by the head of the government / ministers which they are
spending more money in the meeting, the security, the pandal/ dias for the
meeting, the facilities at the meeting, the travel, transport and hospitality
of the head of the government and various ministers and political leaders of
the ruling party, the local and media advertisements ???????? Which is nothing but criminal waste?????? Do
public given the mandate to spend their hard earned tax paid money to be used
for personal propaganda of political parties and the head of the governments???????????
(not only the income tax payers but all public as governments are collecting
sales tax on various daily consumables and groceries, petrol etc, vat, water
tax, municipal tax, surcharge etc etc) for the publicity of one or two/three
individuals in the state governments and local governments?????? Do how many
governments officially extended invitations to the government programmes to all
the local elected representatives in the respective territories????????????
Also need to ensure
that the beneficiaries for various schemes selection should be done in the gram
sabhas and endorsed by all the gram panchayat surpunch to ensure prevention of
bias and nepotism in the section of beneficiaries by the ruling party / elected
representatives belong to ruling party.
Today’s statistics
reveal that the head of the state government in almost all the states are mostly
because they are upper echelons or wife/son/daughter of some Ex Minister (State
govt or Central Govt), Ex Chief minister (cutting across party lines, more in
the regional parties)or some ruling party political bigges kin and kith??? Do
only criteria in elected democratic governments to be a head of the government
is to have / belong to the Ex- ruling class????? Till date a maximum of 3000
families are ruling the governments whether central government or state
government, all the elected representatives are only kin and kith of these 3000
odd families from independence till date??????? Many people has the doubt Is it
not indirectly forcibly make the monarchy/ autocratic feudalistic rule in the states
by doing so???????? Do even after sixty years of Independence India could not
establish the real democracy?????? Very shameful????????????; growth means only
the economic wealth of few select individuals and less than 0.001% of the
population??????? Only those bloodlines have the ability to run the governments?????????
(Once become minister of any state government or central government do the
blood become royal hence even their kids born before they become elected
representative also automatically become royal??????? Only royal blood lines
are eligible to be head of the state) All others are mere assistants to them in
one or other manner being belong to non royal blood group (irrespective of
caste or religion) It is ultra high time for a drastic change in this regard-
which is gross violation of democratic principles; also do only upper echelons
and so called powerful castes in the territory even though their caste
population is in single digit percentage- most cases it is around 5% of the
population are only eligible to rule the rest of the state and they are the one
to talk and think and provide welfare for the other downtrodden (then the
statistic shows that in majority of the state’s only those castes who ruled the
states are economically grown and rest of them are suffering with poverty and
low income and just living for the sake of living???????????? If called for
state wise statistics on the population of castes of the head of the states
will reveal the truth of economic development of that caste population from the
independence to till date.)- many educated people (from the downtrodden and
economically backward class irrespective of castes and religions) are of the
impression that the upper echelons and elite has changed the meaning of
democracy in India from the government by the people for the people to democracy
means government by the elite/upper echelons for the elite/ upper echelons in
the name of downtrodden as hardly there is any sign of existence of real
democracy i.e the rule by the people for the people- people means all castes,
religions, income groups and gender in proportionately- why only elite and
upper echelons should rule the governments??????????? Do others do not have the
ability or capability to govern (do the ability to govern means the castes
whose population is wealthy with money power- is the only criteria????????) or
others caste elected representatives do not have the constitutional and
managerial and administrative skills???? When the constitution of India is made
under the headship of a Dalit leader?????? It is an open fact that the head of
the government has the full control over the decisions in the state and others
are just supporting him or her then how many states has heads from the
independence till date from the downtrodden castes or head of the state
belonging to most populated castes????? the statistics show the gross non
existence of real democracy as it reveals only small percentage of population
of castes belong to upper echelons termed as “powerful castes” only has the
opportunity to represent the head of the party state units (almost all
political parties) nine out of ten times. The head of the governments (almost
governments of all political parties) in the states making their own caste
population more strong economically, as
such SC, ST and other caste mostly OBC people remain as downtrodden????????) It
is high time in establishing true democracy in India by ensuring that the
elected representatives should be given the choice to elect rather than political
party high command choosing among the elected representatives (in secret
ballet) who wish to contest for the post through the voting pattern in the
manner of indirect commutative preference votes. The elected representatives’
wishes to contest should have at least 51 % of the elected representatives. In
order to do so the top two should be in fray for final voting by the members.
Also the contest for
head of the government among the elected representatives should be open to the
only one member from each caste/ religion, in case number of contestants from
same caste is more, and then open lottery system to choose one candidate to
contest from that caste (each caste) for subject to vote by all elected
representatives also should be mandatory to circulate the strengths and
weakness of each contestants to all the elected representatives. Or Also every
term of the government the head of the government should be elected from the
castes (other than the so called powerful castes which ruled till date barring
them for next thirty years to contest for the head of the government) by
lottery from among the castes or rotation every term of the government by each
caste elected representative to head the government (from among the
castes which till date not represented as head of the government in that
territory barring already represented castes till all other castes completes at
least one tenure) in
addition belong to the low income group. (even majority of SC, ST once become
elected representatives and become ministers then they are becoming elite and
upper echelon and are only engaged in their self, their family and also mostly
doing upper caste marriages for their children for protecting and preserving
the political future for their kids?????????, also completely ignoring the fact
that they are because of SC, ST votes being a reserved constituency and they are
obelised and owe to the SC, ST communities at large and in particular to the
SC, ST people in the territory????????). This is mainly because that SC, ST
elected representatives if not toed to the lines of the head of the government
they will not get the minister, if got they will not get better portfolios, and
also the cooperation for the development of the constituency will be hardly
expected from the government heads if the SC, ST elected representatives does
not toe in the lines of heads of governments as they belong to the powerful
castes and upper echelons???????
CONCLUSION
The only solution
to the above issues is to make a law for creation of government advertisements
council with members from all political party elected representatives (in the
absence of elected representatives then from all registered political parties
which gained over 5% of total polled votes) in the government for formulating ,
guiding and monitoring of advertisements and publicity for ensuring that all
the government welfare programmes should have advertisements only matter
related to the welfare scheme and completely banning the photographs of any
individuals (whether congress ruled or non congress ruled states). In addition,
should mandatorily mention that the scheme is a whether sponsored by state
government exclusively from the state revenues or jointly by both state and
central government together sponsored; in addition specifically mentioning the
sharing of ratio of the financial burden of the scheme in case of sharing of
both governments. Also making it mandatory that the government expenditure on
advertisements and publicity (including the expenditure for launching of the
programmes in the public meetings) should be made transparent and should be
kept in the web site of the government with bifurcation of detailed expenditure
even for a single rupee and the details of the tendering/ bidding process for
giving advertisements in different mediums, also the photograph/video/audio of
each single the advertisement should be up loaded, with mention of the exact
location of the display of the advertisement, the detailed expenditure for the
public meeting, the stage construction, the amenities provided to the people,
the travel and transportation charges i.e the flight/chopper charges for the
head of the government, the hospitality and refreshment charges for the
invites, the charges for the security
arrangements, etc should be made with video of the meeting should be kept in
the web site for more transparency and accountability of the public money.
Also need to
mention on the eco-friendly carry bags and other advertisements the social
messages on one side so that repeated message will certainly get into the sub
conscious mind of the beneficiaries about the social responsibility; the social
messaging include dis advantages of smoking, consumption of cheap liquor, best
methods of avoiding anaemia in girls and women, best methods to avoid
malnutrition of children etc. This will certainly bring positive change. If the
head of the governments has real intention of up lift meant of the downtrodden
especially the SC, ST and Minority then should stop their self propaganda and
do the canvassing/ advertisements in such a manner that these section of people
are on the self development path.
Also need to ensure
that the social and publicity advertisements (other than departmental administrative
supply/ contracts etc) of all ministries/ departments should get the approval
of the “government advertisements council” and also ensure that the expenditure
is made evenly and properly on regular bases in most of the ministries/departments
and as and when needed on certain ministries/ departments like tourism etc and
ensure that no ministry/ department will just spend in the last few months of
the financial year the entire budget by giving the rigorous advertisements only
either by nomination or by limited tenders to kin and kith firms.
Also need to
prevent rigorous self publicity during any events / seminars/ conferences held
in the state by the head of the governments, in the case of events more focus
should be given government and tourism and the advantages of state for
attracting the investments utilising the best available resources of those
states.
Also need to make
it mandatory that the launch of welfare schemes should not be a political party
programme (especially in districts and constituencies of elected
representatives) that all political party elected representatives in that
territory should be invited well in advance through official mode of
communication by the way of printed invitation by registered post, by SMS, by
email so that the scheme/ programme intended for the betterment of the
downtrodden and women and children will certainly reach all sections of people
in the state. Also it should be made mandatory that all the invited elected
representatives should mandatorily attend the function of inauguration in their
respective territory as the schemes are not carrying the pictures of ruling
political party, but only the mention of the reach, benefits of the scheme and
the sponsored of the scheme. This
measure will certainly ensure that true meaning of elected representative and
also enables that awareness is created among every section of people of different
political party sympathisers and
supports attend the functions / public meeting in that respective territory.
Also need for
setting up of a government corporation either by government or through private,
public partnership (PPP) for exclusively for setting up various means of
publicity of the government programmes. The hoardings should be constructed and
maintained by government and the cost of advertisements can be brought down
drastically. Also government must ensure that all advertisements should contain
some social message slogan on each and every advertisement irrespective of
size. Also government must ensure that all state/ central government offices,
all fair price shops, all public corporation offices like state electricity
distribution offices, municipal offices, water supply board offices, all post
offices, all police stations should mandatorily display in local language
social messages. Also the social messages should be displayed at the residences
and camp offices of all elected representatives from gram panchat member to
member of parliament, and also ideal to display the social messages on all the
government vehicles used by various government officials. In addition need to
mandatorily display in the above mentioned places that a grievances redressal
toll free number and contact details of immediate authority in the
mandal/district to receive and rectify the complaints regarding any short
comings in the administration in the villages / wards whether it is PDS or
pensions or any other matter. This will bring certainly change n the society
over a period of time.
