displayed on the website, each ward wise, village wise, each brand wise; mobile
app for knowing the product is original manufactured by reading the bar-coding
or just by typing the bar –coding number
in that app, else SMS-ing the bar code number to authenticate the product
manufacturer, and to confirm the first sale over, which place the first sale is
done; Also mandatory all the packaged products especially the oils, spices etc
should be done in transparent packs , bottles, tins with 50% of packaging
should be transparent with visibility of the product Mandatory retail sale of
all packaged foods in Virtual Private Network with manufacturers; Setting up of
four tyre quality control mechanisms, quality control by the product
manufacture, by the manufacturers association of the same products/ principle
material, by the state government, by the central government in case the
product is sold in more than one state, for ensuring Standard Quality processed
Food Sold, in addition mandatory set up of Basic quality testing laboratories
in every Village/ Mandal in the country,
mandatory on the part of the retailers to test quality of the product for checking for
adultery on consumers demand, with in camera tests; supply of the simple
testing equipment for all retailers of milk, oil, etc by the manufacturers
association, tax concessions/ subsidies for food adulteration testing equipment. MEASURES FOR HYGIENIC &

Since India being a

the Individuals, but the Basic Substance is Quality Nutritious Food in
appropriate Quantities, can only make Individuals Healthy, then there is no need
for any Exercises/Yoga as daily work itself is a exercise that care of Health.
Also it is fact that due to rapid
urbanisation and industrialisation, and most of them feeling so called busy/
lazy in their life and most of the people in the country are attracted to
processed food, and the food processing sector is growing rapidly in India, in
addition large chunks of imports of processed food is available in INDIA due to
low cost, Strangely even the traditional foods made in a traditional way are
now available in ready packs like raw material for like IDLIES, DOSAS, ROTIES
etc even in the so called MASALAS used in Cooking like Ginger Garlic paste
people in villages are using the packaged one,
people are patronizing them without knowing how much quality raw
material they use, hygienic standards followed by the manufacturers;, its
really a boon for the section of perverted people who try to make money out of
adulterated processed food/ sub standard products literally at the cost of health
of millions of people, putting the
life’s of millions of people at risk, for their self centred selfish acts; also
it is a fact whether the manufacturers are MNC or Indian local companies they apply
double standards in preparing food, using top quality raw material for export
oriented packs, and less standard raw material for the products sold in India, it’s a fact that
established in recent food quality standards ; also it is fact even in
transport vehicles Indian manufacturers who sold vehicles in India do not adhere
to safety standards, do not qualify the basic crash safety tests at 55 -60 km
speed, whereas the same type of vehicles
exported by them to abroad adhere to high crash test standards, then one can
imagine how much concerned for the government regarding the quality tests in
INDIA; also it is fact that prevention is better than cure, also it is fact
that Health care facilities in India are
far reach for millions of people, especially in rural areas and to the
downtrodden sections in India, so keeping in view of all that India should aim
at ensuring quality food without any scope for adulteration/ sub standard
contra brand foods sold in India, in all packaged products from so called
Mineral water to oil to spices to small eats, to ready to cook foods, for
ensuring good health of all people in India; through containing happing of
adulteration, sale of contra band products in a cost effective manner to a
large extent. This measure saves billions of rupees expenditure on Health care,
in addition it contributes billions of rupees to GDP due prevention of loss of
millions of man hours on account of illness of the work force, enhanced
millions of man hours due to good health thus over all development and growth
of the nation occurs, and INDIA will become self sufficient & super power
nation.

Also it is a fact that food adulteration
causes serious long term health problems for majority of people, and also it is
a fact till date no stricter implementation of food safety laws, and lack of
systems in place to containing food adulteration and sale of contra brand
products by default settings in systems to identify such malpractices. As such
it should be the duty of the Government to control the adulteration of the food
items both raw and cooked food through brining in default settings in systems
of governance and also through public awareness and public scrutiny of the food
processing, after all the end consumers of all processed food is the public.
Some of the common adulterated foods are milk and milk products, atta, edible
oils, cereals, condiments (whole and ground), pulses, coffee, tea,
confectionary, baking powder, non-alcoholic beverages, vinegar, basin and curry
powder which needed to be controlled. Also need to prevent the adulteration in
fruits. Also in most of the restaurants and food courts, canteens in the
colleges, hostels, offices, factories in many cities and towns do not follow
ethical norms and most of the foods are adulterated to earn more profits, loot
the money provided by the government for the welfare of children &
downtrodden, it is fact that most of the food raw material used by the
commercial, government sponsored, subsidised food courts are sub standard/
adulterated, for that matter even the Multi National Companies are treating
INDIA as third rated country and use sub standard quality raw material, (one
can test from biscuits, to chocolates to any other products where the same brand
same product if one tastes the Indian Manufactured product, and the one
Manufactured in other countries like USA, UK, AUS, EU, UAE etc, the quality of
the same product is hell to haven difference, also recent controversy of MNC
noodles, the sub standard, not adhere to food safety standards, due to poor
quality control mechanisms in India, in addition due to acute corruption in
India, that they can manage anything and everything, and also majority of the
people in India do not use their rights for quality food and do not bother
about food safety measures), also it is fact that even in some cases are stored
for more than its shelf life most of them are preparing from the rotten raw
materials, especially the non vegetarian, most cases the oils are of fully adulterated,
sub stand oils, even more heinously oils extracted from dead animal are being
used (which can cause serious log tem health risks for the consumers) etc al leading to illness in the urban and semi urban people,
especially the youth, working class who are consumers of food prepared under
these conditions, all this adulteration just to earn small profit for few
section of people, causing serious health risks for millions of people and loss
of billions of rupees of GDP. The condition can be improved if there are
stringent laws, with stringent punishments, default settings in systems making
all stake holders behave ethically, as per law, coupled with periodic
inspections by the government for quality control of manufactured products,
especially the packaged food products, in the larger interest of people of the
country.
It’s ideal that government must put
immediate attention on Adulteration of Packaged Drinking water, Milk, Edible
oil, Powdered attas, Spices, Packaged Fruit Juices, etc
A)
PACKAGED DRINKING WATER

FOR CONTAINING ADULTERATION OF PACKAGED WATER
It’s
a fact that majority of the diseases are water born, and also it is a fact that
majority of India do not have perfect potable water; also it is fact that there
is exponential are of rise in use of packaged drinking water, even in rural
areas, but is is fact majority of the packed drinking water is sub standard or
just ordinary water filled in pack’s and sold in market, strangely most of them
have so called ISI mark on the pack. The per capta
consumption of packaged / bottled water increases every year, expected to touch 30 litres by 2020 from the
present per capta consumption of 20 litres with a market value of over 36000
crore by 2020. Even though ISI mask is mandatory, but its only on paper in
majority of the cases (which was fully exposed during the recent controversy of
MNC noodles which has ISI certification,
all food certifications, but strangely even if MNC companies do not follow
quality standards then one can imagine the local small time manufactures), and
most of the so called mineral water sold in bottles / packages (less than 2
litres occupies 85% of market share of total packaged water market), with more
than 3400 bottling plants in India at present may get increased in future to
meet the demand, and most of the small players (top 5 brands occupy over 65%
market) do not adhere to standards, they do not get quality water, they just
drill bore wells according to their will and wish completely depleting the
entire ground water tables in that territory, in addition some of them indulge
in water theft by managing the municipal water to divert the water meant for
common public for their factories, in addition most of them just for the sake
of processing may do or some even just do some chlorination and pack the water
(just to ensure that water gets long life without developing micro bacteria in
the packets, but excess bleaching agents are more dangerous than bacteria for
health), with no manufacturing and expiry date, sold largely in the semi urban
areas, slums, and in rural areas in sachets, bottles, most of the low income
group and middle income group people are the vulnerable for health risks by
consuming c semi / un treated water with long stored water with many bacteria’s
grown in the water some cases most harmful bacteria like E collie completely
putting the health of the consumers at maximum risk.
Also it is very sad on the part of the
government to allow the so called LIQUOR / ALCOHOL BEVERAGES advertisements in
the form of bottled water in the brand name of the alcohol companies which
otherwise do not manufacture bottled water, but in order to promote their brand
of alcohol in indirect way they just provide the local mineral water
manufacturers/ with just packaging industry for job works, to manufacture
mineral water in their brand name and provide the same with highest margin to
all wine shops, local shops in that vicinity/ distinct/ territory, so that their brand gets popular; in this process in
order to provide maximum margin to the retailer, they do not bother about any
quality of the water in the braded water bottles in their name. So government must make it mandatory that no
alcohol brand can promote mineral water hence forth in the brand name of that
Liquor company, if they own the mineral water plant they can promote that in
some other name, not the liquor name.
Also in order to ensure that bottled
water is quality standards that it should be made mandatory that all the 3400
odd bottled water plants in India should provide details of source of water, the
type of plants, treatment process, the raw materials source, inventory, the
processing of the plant, with bar coding on each bottled/ packaged water, with
details of the quality, what their internal factory quality control revealed
for that batch of products in that bar coded bottles, the details of distributors, retailers, from
which barcode to which bar code each retailer has, the date of manufacture, the
date of expiry, total sale on line real time, with mandatory on the part of the
distributors, in each district to test the quality of the water in camera if the consumers demand, in
addition it should be mandatory that there should be water quality testing
laboratories in every District in the first phase , later on in every mandal /
block by the bottled water manufactures
association with international standard quality testing laboratories,
government may provide free land, water, power for such laboratories; also
there should be toll free quality control testing number, soon the consumer
finds that there is difference in quality of water, then they may just lodge
online complaint, in the toll free number, it is for the manufacturers association to immediately
collect the samples from the same batch from the retailer and test for its
quality. Also all the manufacturing
should be under High resolution multiple CC cameras surveillance and web
casting, and the manufacturers association should have control room to monitor
the processing of the water online real-time, in all the 3400 odd water
processing plants, and alert the manufactures in case found any discrepancy, or
on the complainant of the consumers.
Also in order to prevent the circulation
of duplicate brands/ contra brand products of popular brands, the government
must make a mobile app that can read the bar-coding on the labels, packs of the
water, or the consumer can just type the bar code number in the app or SMS the
bar code to a designated number, then the details should reveal whether the product
is manufactured by the original manufacturer or not, who is the retailer that
the product selling, also in case already the bar code was sold the details of
sold area/retailer; for this government must make it mandatory that all
manufactures should maintain a website, in addition make it public online, real
time, the product bar coding, the product distribution to the retailers and the
products sold, also list of area wise availability of the packaged drinking
water brands should be made; the same should be available in the government
website, anyone can find any time details of packaged water; this measure has
numerous benefits, it contains to a large extent circulation of duplicate of
original brands. Also there should be stringent punishments for adulterated,
contra brand, sub standard packaged water manufacturers, distributors and
retailers Also if any of the retailer sells the product without having
permission to sell such products, or after the date of expiry, then he/she
should get stringent punishments; this measure eliminate to a great extent the
circulation of adulterated/ substandard products to the consumers.

TO PREVENT PEOPLE FROM DRINKING CONTAMINATED WATER
Also government must ensure long drawn
plan for installation of RO Water purifiers in all villages/ slums in the
country, with nominal charges for providing the clean potable drinking water to
entire people of INDIA; this should start with all Schools, collages, work
places or hospitals, should mandatorily use only RO water, whether they are
government or private; this will improve the health of millions of people as
most of the people are drinking contaminated water/impure water which is coming
from government water supply or from the bore wells or from the nearby water
bodies. Government must provide tax concessions, subsidies for installation of
water purifiers, RO sets, whether they are institutional or individual
purchase. (like solar lamps etc). Also
the data of date of installation, use of such RO water purifies should be with
government for all government and private schools, work places, in addition all
individuals who purchased and installed by the RO companies should be with the
government, which will send the general reminders for the recharge,
maintenance. Also the charts of date of installation, due date of maintenance,
indentifying the time to change the refills, etc should be installed near the
water RO water dispenser, so that the users also can alert for
maintenance. The RO water Plants should
not be adjacent to Toilets, always RO water purifiers/ dispense should be near
to the entrance of the institution or should be available in the canteens/ food
eating place of that building.
Also Government should ensure RO water
is available in all public junctions in length and breadth of India, for the
use by the common public. Also RO water facility near all Major toll booths, all
Border Crossings, all major junctions in Highways adjacent to Dhabas where most
of the travellers stop for food, rest, most of the truck, bus, cabs stop for
servicing, all the petrol pumps should mandatorily install RO water with multiple dispensers based on the density
of vehicle population visiting that petrol pump (this will enable most of the
drivers and passengers fill the safe drinking water in bottles free of cost,
the cost of installation and maintenance should be borne by the oil companies in
CSR, the water dispensers should be at the exit point preferably so that before
leaving they just fill a bottle of water and leave; similarly all police
stations, courts, all post offices, all banks should have RO water facilities;
and even public can carry the RO water from these places if they wish.
If government of India could not spend
that much, immediately, it should make it mandatory that all CSR funds should
be diverted to make RO water facilities available in all India, also government
may levy 2% special cess on petrol, power bills to accumulate funds for
creation RO water facilities in India, and there should be special department
only for RO water installation and Maintenance in every district and also in
every MANDAL/ BLOCK with trained staff, machinery, spares and quick response
technical teams, with appropriate necessary inventory of spares, also some
stand by RO plants for immediate replacement in case of major repair, all this
to ensure no RO is left non working for more than 12 hours Also government must
provide tax concessions for RO water installations by private business establishments in their
commercial complexes, large apartments, also by the NGO’s in slums and in rural
areas. As it is fact that most of the diseases are water borne, and if the
water intake is perfect, then natural immunity, stamina will occur to the
people of the country, with a country with more than 70% youth population this
is very necessary.

MANDATORY ALL ICE MANUFACTURED
SHOULD BE FROM RO WATER
Also government make it mandatory that
all ICE manufacturing units must use only RO water for any application of use
of ice, whether it is for human consumption used to mix with water or juices or
used in storing the sea foods like fish etc or storing of dead corpus; it
should be a serious crime and rigorous punishable offence for using ICE
obtained from mortuaries’ to used by fruit juice makers, Road side Ice cream
vendors etc.

MILK ADULTERATION
Even though India is the largest
producer of milk in the world, still the per capta consumption of Milk is just around
300 mg per day with over 130 million metric tonnes of production, with the
milking animals population of over 121 million, but there is lack of systems in
place lading to milk adulteration as the demand for milk is growing and the
production do not meet the demands, also it is fact that all milking cows &
buffalos do not milk 365 days a year, the average milking (lactation) days are
290-300 days in India, with demand for over 160 million metric tones by in next
4-5 years, there is acute milk adulteration in India, Since milk is the
primary requirement in the food that will provide the vitamin A‟ useful in the
better eye care, calcium deposit in the bones and the cured provides the pro
biotic bacteria useful in the digestive system in the
body and many more uses of milk, it is necessary that people of India consume
milk daily. So
government must ensure milk productions at all the places are improved
substantially to contain milk adulteration.
In order to ensure the milk supplied is
genuine and original and pure, government must make it mandatory that all the
milking supplying units to get the registered with the government Milking
Cattle Information Centre (MCIC), through the help of the animal husbandry department
at each and every village and the dairy farms. Government must maintain
mandatorily the cow census to arrive the population of the milking cows and the
total natural milk production in the country based on the average milk
production of each cow, in order to achieve this cattle should be given a
specific number tagged with Radio Frequency Identification Device (RFID) tag
which cannot be duplicated locally as each tag has unique number which can be
read only by the electronic reader (this will help the cattle owners to
identify their cattle when it is missed), All the cattle owners (more than 12
million) shall be given a electronic card to be swiped at the village dairy
cooperative societies (over 1,10,000) while delivering the milk to record the milk
provided by the individual owner of the cattle. All the data of the milking
cows should be separated and the average milk production can be arrived.
Also there should be instant quality
testing of the milk at the base collection centres with simple tests for
ensuring no adulterated milk is gathered at the base collection centres; also
there should be complete ban on sale of milk on commercial bases by the
individual who own milking animals, all individuals should register with the government for raising
milking animals, and in case they wish to supply on commercial bases they
should supply by becoming a member of cooperative milk units and supply to the
base collection centre; otherwise they
can use the milk produced without being
a member in the cooperative for personal consumption. Also all commercial outlets using the milk as
raw material should be barred from purchasing milk from non registered members.
Also government must make it mandatory that all milk purchasers should get
register with the government with their voter ID card and mobile phone number
for all packaged milk. This measure will provide accurate data of consumption
of milk, availability, demand and supply gap each territory wise and scope for
adulteration get reduced to a great extent.
All the dairy milk suppliers should
mandatorily supply the milk in the packs only with bar coding on the consumers
can verify the same in the government website for the authenticity of the pack;
also it should be mandatory that all milk distributors, vendors should get
register with government. All the milk supply should be registered in the MCIC
about the collection details from the individual cattle owners and the dairy from.
This will ensure that all production, supply of milk is natural, safe pure milk
is supplied to the consumers. Also this will ensure fair price for the milk is
paid to the owner of the cattle. Also this will reduce the milk production
enhancement artificially by banned oxytocin injections, to the milking Cowes
will be drastically reduced as the original data of the cow is known to the
MCIC and will asses that which breed of cow will give what quantity in normal
circumstances on an average. Also this measure contains to a large extent
duplication of the milk packs, lose sale by vendors etc
Also it should be mandatory that for all
medical retailers sell the ocytocin only on the prescription of the doctor will
ensure reduction of irrational use of oxytocin, it is a fact that due to high
oxytocin content in the milk, the children are becoming adults in less than
normal age, ad also there is abnormal growth of all vital organs mainly the
breasts in male children also reported across the country. As such government
must bring stringent law for the adulteration of milk in what so ever manner.

SIMPLE
COST EFFECTIVE KIT FOR IDENTIFYING ADULTERATED / SYNTHETIC MILK FOR DETERGENTS,
SODA MURA ETC
Government must promote milk
adulteration testing kits, which are cost effective, simple to operate by any
one, at onsite testing by just putting a particular solution drops on filter
paper and then milk drop is placed on the filter paper exactly on the top of
the already made dot of the special solution, in case urea / synthetic milk
then the solution droplet will turn to pale yellow, non adulterated natural
milk will remain as it is without any colour change; the cost of test just 3
rupees, with kit cost 100 rupees for 30 tests; which can be used by house hold
as well as milk collection centres, this was developed by Lala Lajpat Rai University of Veterinary and Animal
Sciences, College of Veterinary Sciences HISSAR, HARYANA, which was PATENTED
PRODUCT. The kit test for any urea content above 0.2%, in the milk, where a 0.9
and above is the average urea of adulterated / synthetic milk. Like that any
other similar cost effective tests should be encouraged by government; even
every house hold can buy such kits and make use of them. Also it should be
mandatory that Milk dairy associations should mandatorily establish
sophisticated milk testing laboratories in all districts in first phase and all
madals later stage for full analysis of milk. And it should be obligation on
the part of the Milk dairy owner’s association to test the milk if any consumer
demands for it.

MILK ADULTERATION, PREVENTION
THROUGH SUPPLY OF PURE MILK TO CHILDREN IN ANGANWADIES, WELFARE HOSTELS, BPL
FAMILIES; ALSO TAX CONCESSIONS/SUBSIDIES FOR SETTING UP OF MILK DAIRIES FOR CAPTIVE
CONSUMPTION FOR COMMERCIAL USAGES
In order to contain happing of
adulteration of milk, such milk being consumed by children and old aged people
who are more health risks due to adulterated milk consumption, government must
ensure all measures to increase the milk production to a great extent by
bringing the milk revolution through producing more milking cows through In Vitro
Fertilisation (IVF) and In Vitro Production (IVP) centres that cater embryo
technologies to produce more milking cows through test tube. or may adopt any
other latest developments in this sector.
Also government must ensure all the welfare
hostels, all anganwadi Kendra‟s, and all old aged homes, should be provided milking
cows in appropriate number free of cost supplied by government. In order to
maintain the cows, government must establish community cow centres, to be
operated by the gram panchayat. It should be the duty of the Gram Panchayat to
maintain the Rural Community Cow Centres (RCCC) and provide the milk to the
above category people. It the responsibility of the Village revenue official
(VRO) and Mandal Revenue officer (MRO) to monitor the supply of the milk to the
welfare hostels, anganwadi Kendra‟s and the old aged homes, also ensure the
RCCC is maintained hygienically etc. Also the government must provide free
veterinary service for all the community cow centres. This measure ensures all
the downtrodden children get proper proteins which will enhance their immunity
and stamina, also all old aged people get milk for their good health; there
should be proper accountability of the milk collected and supplied by creating
accountability to the Gram panchayat and with proper checks and balances.
Also government must make a long plan to
ensure all BPL family members in India consume substantial quantities of Milk
and milk based products, in order to achieve this Government must provide free
of cost the milking cattle at each BPL family in the villages to be maintained
in the Rural community cow centres (RCCC). In order to provide the cattle with
nutritious feed to yield good milk production the government must provide the
free seeds of high nutrient grass like Napier etc which has posses high
nutrient values and resistant to pests (there is an acute shortage of green
fodder over 60% and dry crop residues over 20%, as such the government must
mandatorily allocate / reserve over 100 acres of land in every village for the
cultivation of fodder to the cattle.) to be used in the CCC to be maintained by
the Gram Panchayat. The cow ruminants (cow dung) should be used to produce the
gober gas and the slurry can be used as a fertilizer to the nearby fields. As
far as the urban poor is concerned the government must form the Urban Community
Cow Centres (UCCC) in the villages adjacent to the towns and cities, near to
high ways. All these UCCC should cater the needs of the children in the slum
dwellings and the anganwadi Kendra‟s in the towns and cities. The maintenance
of these UCCC should be the municipal administration as well as the group of
the slum dwellers on rotation bases.
In addition in order to reduce the bulk
consumption of milk, government must make it mandatory that all the bulk milk
consumption units such as hotels, restaurants, sweet centres, even for that
matter the gated communities/ resident welfare societies, apartment complexes
(more than 20 litres of milk use per day)etc can form an association and raise
dairies or else raise their own dairies, in any case government must provide
subsidies for such dairies for purely captive consumption with no trading of
milk privately, there should be strict milk audit by the government veterinary
department and the inventory of the milk produced, consumed etc should be on
record online, real time data with government even in case of private captive
consumption milk dairies. In case of
excess milk they can supply to the base milk pooling centres; all captive milk
centres should be situated in the outskirts of the city. This measure will
certainly reduce the demand to some extent.
Also all milk based products whether
manufactured in factories or sold in small places like curd, butter milk, ghee,
pannier, ice crĆØmes, sweets, bakery products etc should get register with
government, also should form associations among same fraternity. Also all the
water used for processing should be RO for the manufacturers, small retail sale
of butter milk, for processing of pannier, etc all these manufacturers should
posses internal adulteration testing equipment and daily test the products
before sale; also all the sale should be as far as possible packed and with
sticker mentioning the manufactured date and time and expiry date.

OIL ADULTERATION
Edible oils are essential in source of
energy food for human beings for metabolism and building tissues. The
consumption of edible oils directly linked to the income group, and also the
demand for edible oil rises when the per capta income raises, & as GDP
rises, as people prefer to eat more food prepared using edible oils. It is fact
that there is wide gap of Edible oil production in India and demand for edible
oil is so wide, and also there is huge demand for low cost oils due to
affordability and price conscious BPL, LOW and low Middle, Middle middle income
group people, traders, retailers are
en-cashing the situation with adulteration oils in the process traders
are making some percentage of profits, but the consumers are paying several times
the cost of saving of using low cost edible oil, in the form of health care
expenditure, the per capta consumption of Edible oils in India are at 14.3 kg
in 2013 with projected figures of 18 kg in 2021, with total of 17.5 million
metric tones in 2013 to a projected requirement of 23.5 million metric tonnes, Even
though government identified near about 2 million hectors of land in India are
suitable for oil palm cultivation, but government able to encourage only 0.2
million hectors of cultivation till date, this is main reason that India depend
on import of palm oil, also one of the indirect cause of oil adulteration
maifia rise in India. So there is wide gap of product and demand which needs to
b reduced. The statistic indicate India is a major importer of palm oil in the
word, with India importing about 1/5 of the total production of palm oil in the
world, with palm oil consumption is near about 50% of the total oil consumption
in India (followed by soya bean oil 15%, mustard seed oil 12%, sunflower 6%
coconut oil 6% and ground nut oil less than 1%) with major countries from which
India imports palm oil are from Malaysia and Indonesia.
One of the major reasons for adulterated
oil/ sub standard oil in India is lack of government policy on mandatory requirement
of import of only Certified Sustainable Palm
Oil. The Certified sustainable palm oil (CSPO) is palm
oil that has been grown on a plantation that has been managed
and certified according to the principles and criteria of the Roundtable
on Sustainable Palm Oil (RSPO), the independent agency which ensures that Palm oil producers are certified through strict
verification of the production process through stringent RSPO, Principles , Criteria for Sustainable
Palm Oil Production by accredited Certifying Bodies. All organisations in
the supply chain that use RSPO certified sustainable oil products are audited
to prevent overselling and mixing palm oil with conventional (or non-sustainable)
oil palm products. Indian government should deal with Malaysia and Indonesia to
ensure all oil palm growers in their country are CSPO and also to reduce the
export tax on CSPO by these two countries. This will certainly reduce oil
adulteration at the very base level. in addition there should be stricter
import policies to have stringent quality control both at the exporting country
end and also at the importing end to ensure standards are maintained, It is
ideal that government of India conduct these quality audits (either with GOI
staff or with some third party reputed international certifying agencies) at
the exporting port as well as importing port before allowing the oil to
refineries or factories for further.
Also It is a fact and the demand supply
gap making edible oils, also the cost variation between the palm oil and other
sunflower refined oil etc are leading to
oil adulteration to a great extent, especially in the absence of stringent
quality checks, and stringent punishments for adulteration, very heinously,
just to make little money, the animal fats, dead animal left over’s are used to
extract oil, which is either directly sold or mixed with the existing edible
oil (like petrol & bio ethanol) and selling it to the public, this kind of
adulterated products are sold mostly in the highway dabahs, road side food
outlets, in the remote places, rural areas and shops which where situated in
slums, weaker sections, low income group, also mostly there exists high chance
for use of such adulterated/ contaminated oil’s in subsidised food canteens,
welfare hostels for SC, ST, OBC Students (who are most vulnerable to this kind
of oil adulteration)...,also in mass food preparations like railway’s, bus
stands, etc and also in mass food preparations /offering in various functions
organised by individuals or institutions or political parties etc (where they
provide food preparation contract to caterers) also in messes where low cost,
low profit food is served under compulsion. As it is a fact that oil consumption
is a standard cost and when the adulterated oils are available for less than
50% of the original oil cost, then there are high chances that these kind of
adulterated oils are in use in mass cooking.
In
order to reduce adulteration of oils, also to improve the health of common
people, government must make a long
drawn plan for indigenous cultivation of other oil seeds like sunflower, and
make them cost effective and affordable to common people by educating the
people to shift towards refined oil for numerous multiple benefits, even though
slightly expensive mat be for two litres consumption per month, of a family,
the cost difference may not exceed 200 rs, but compared to the loss of income,
expenditure in the long run due to use of non refined oil is several folds
the additional cost of using refined oil
(ideal that government provide some subsidy on refined oil use by BPL, LOW
income group people, also ideal that government supply only, for this government
should enhance the import refined sun flower oil, reduce the palm oil import,
additional burden can be shared by government and the people availing ration
oil in fair price shops), as the refined sun flower oils has good poly
unsaturated Fatty acid, less in mono unsaturated fatty acid content and also
has a good aroma compared to other conventional oils like palm oil. (Also
should be mandatory that all oil packs sold in fair price shops should be
specially packed and in a clear transparent pack with separate bar coding for
fair price shops, so that the oil from the fair price shops cannot be diverted
to the open market, the oil sachets in fair price shops should be ranging from
50 gm to 500 gm so that those who cannot afford to buy at a time can take 50 gm
sachet’s till their 2 litre quota is expired, this measure reduces lot of
pilferage, diverting of stocks meant for the poor to the open market, also
there should be a Virtual private network among the government departments and all fair price shops for monitoring
online real time sale.
To contain happing
of OIL ADULTERATION the following measures are very necessary
First place it should be mandatory that
ban of sale of lose oil in the market even in KIRANA Shops (Mom & Pop
stores); Like Shampoo sachets, Also it should be mandatory that oil should be
packed and sold either in sachets or bottles or tins, with all the packs has
50% of the pack should be clear transparent on all sides to make a clear view
of colour and texture of the oil packed, with all branding, details of the
content, packing, bar coding etc should be within 50% space of the all sides of
the packed oil sachets or bottles or tins (with complete ban of opaque packing,
plastic or metal tins or sachets). Also there should be sachets of Edible oil
as low as 25 gm so that BPL families, who used to buy loose oil, can purchase
packed ones instead. All manufacturing units of Edible oil should have a
manufacturers association which should do the quality certification of each
manufacturing unit for equipment, process, production of each batch, also all
manufacturing, packing should be under high resolution CC cameras with live web
casting for public monitoring, in addition to monitoring by the control room of
the oil manufactures association, also before production and after production
all the edible oil carrying trucks should be electronic lock and GPRS and
should be unlocked only in the designated places.
Also it should be mandatory that all
Edible oil sachets, packs, bottles, tins should be bar coded and there should
be an app in the mobile to read the bar coding, and the app should be free to
download, by all, especially in the rural areas and also there should be an sms
facility (all toll free) for basic quality check that if anyone sends the bar
coding number they should be able to get return confirmation whether the
product is manufactured by the company or not. Also it should be made mandatory
that all manufacturers must provide the bar code numbers of the item supplied,
quantity supplied to the retailers which should be saved in the central server
when checked by any individual, it should provide the authenticity of the
product as well as retailer and the packed date and expiry date; so that it ensures
that bar codes cannot be duplicated, no expiry dated product can be sold in
retail; the sms should be in regional languages/ voice message. This measure will eliminate to a great extent
the adulteration, and there is every possibility to contain duplicate of big
brands /contra brand products circulation in market, also very stringent
punishment for sale of contra brand products/ adulterated products.
Also it should be mandatory for all
commercial oil use like in food processing units like chips manufacturers,
pickles manufacturers, hotels, restaurants, small or big should mandatorily
maintain oil inventory and must submit to the government with date of purchase
with bills and bar coding numbers, oil consumption, wastage; this measure
eliminates use of low quality oil by the commercial use every week online, since
it should be mandatory that all oil purchases should get bill in the name of
the user the details for verification is easy, the details oil purchase bills
and the bar coding of manufactures should match else they can find that
adulterated oil use can be identified. this measure contains use of adulterated
oil, also reduces the re use of used oils several times.
Also the edible oil manufactures
association should establish quality testing laboratories in all districts in
India and should do the testing at free of cost in case of compliment, also
rewards for those who provide information for oil adulteration, stringent
punishments for all involved in oil adulteration, lose sale of oil, from
manufacturer to the retailer. Also with non bail able offence, with rigorous life imprisonment
multiple times for those who manufacture, distribute, use the oils
commercially, the oils manufactured from dead animal wastes. The above measures
will certainly reduce the happening of oil adulteration to a great extent.

MANDATORY
ISSUE & USE OF PROVISION DEBIT CARDS FOR PURCHASE OF GROCERIES, RATIONING /RESTRICTING
USE OF EDIBLE OIL BY EVERY HOUSE HOLD
Also ideal that government issue
provision debit cards for all individual income earners in India (Ref my
Document Un organised Employment to Organised Employment 2013 Mar), and make it
mandatory that edible oil (also other oil related products like vanaspathi,
ghee) should be purchased only through provision debit card (making it
mandatory that all the retailers sell edible oil and other oil related raw
products through provision debit card)
it is ideal that government fix maximum use of two 2 litres of Edible
oil per family of four (two elders, two kids) even though the per capta use of
Edible oil in India is just 14 kg, still majority of the urban population are
prone to heart diseases, obesity, and other diseases are due to excessive oil
consumption, use at home, so on every additional purchase after two litres of
Edible oil, So in ordr to reduce the excess use oil by section of population ,
government must levy additional 4 times the cost of the normal rate of each
additional litre use of oil by the individual household, as the provision debit
card will be submitted to their income provider every month, and every year
automatic audit should be made for each
provision debit card. (the provision debit card should have details of family
members , with details of the provision debit cards f other family members) This
measure inculcated judicious use of Edible oils by the individual households, which
leads to reduction of lot of health discords especially fat related,
cholesterol related like heart attacks, obesity etc. Also this measure reduces
the oil imports by India to a considerable extent.

FRUIT & VEGETABLE ADULTERATION

FRUIT ADULTERATION
It is fact that India is the second
largest fruit producing country in the world with annual fruit production of
over 9 million tonnes of fruits ever year, with over 10% growth every year, and
it is a fact fruits provide essential vital nutrients, but still for majority
population in India the fruits of eating fruits is a jackpot, as fruits become
higher income group diet in India, also it is fact due to lack of proper
storage and transportation facilities fruits are getting rotten, even whatever
available in the markets, especially in the urban areas most of the fruits are
artificially ripened.
Its really pity that the main fruit in
India is banana which is otherwise all season fruit and also poor people’s
meals is fully subjected to artificial ripening, since the ripe bananas has
short shelf life due to the transportation, storage and other reason the fruits
are plucked when it is raw, much before it is about ripen naturally, this will
forcing the traders to ripen artificially by using the chemicals like calcium
carbide, similarly traders/vendors are ripening other fruits like mangoes,
papaya, apples etc which are regularly consumed by people, apart from seasonal
fruits like checkoo/sapota etc. These artificial ripened fruits have chemicals,
though used in small amounts; the chemicals used for artificial ripening
contain carcinogens, arsenic and phosphorus which cause cancer.
In order to contain artificial repining
of fruits in India, governments must enforce the “Food Safety and Standards Act
2006 (Rules 2011) which imposed ban of artificial repining of fruits, also it
is ideal to amend the law for more stringent punishments for fruit
adulteration, also stringent punishments for persons selling calcium carbide
for the fruit vendors. Also should ban sale of calcium carbide in open market
as it is an industrial raw material used in production of acetylene gas which
is used for welding and many other purposes. Also to bring public awareness
about the artificial ripening, to identify the artificial ripened fruits
through the appearance of the fruits (will be shiny, flawless in appearance)
and if felt the symptoms of poisoning include vomiting, diarrhoea, burning or
tingling sensation, numbness, headache and dizziness etc, so that they can
alert the authorities to act up on; which can reduce happening of artificial
ripening.
In order to identify the fruit sellers
and impose the fine, enforce law for artificial ripening, it should be
mandatory that all fruit sellers should register with government, government
provide licence to carry out the trade, also the details of fruit sellers will
be in the web, so that anyone who wish to buy fruits can get details of their
nearby fruit seller, this will create additional market for the individual
fruit sellers. Also it should be made
mandatory that all whole sale fruit and vegetable markets should be under CC
camera surveillance, and government implement the Swatch Bharat Abhyan first in
all fruit and vegetable markets across the country on priority bases, (the
daily waste generated in the vegetable and fruit markets should be disposed to
recycle to manufacture vermi compost to be transported to the nearby villages
for use in cultivation) and also there
should be regular inspections (also surprise inspections) by government as well
as citizens group in the market yards to find the out artificial ripening, and
it should be the responsibility of the traders to allow for inspection in
camera recording. Also government must impose stringent punishments for using
artificial ripening of fruits or selling artificial repining fruits in India.

BANNING CULTIVATION OF
VEGETABLES, ESPECIALLY LEAFY VEGETABLES USING POLLUTED WATERS / DRAINAGE/CONTAMINATED
WATER
Also government must ban cultivation of
leafy vegetables in the urban areas, sub urban areas adjacent to or near to or
open drainages, or any areas where the water is fully contaminated, or where
the industrial effluents are let in the open field or the industrial effluents
are getting discharged. Also it should be the responsibility of the villagers,
people to complain to the authorities if found that in their locality the
effluents from the nearby industries getting discharged in the fresh waters or
in the cannel streams or in their drainage lines, or banks of the lakes, rivers
where stagnated water persists and poisonous weeds are naturally get growing;
also government must announce rewards for people informing about the
cultivation of vegetables, especially leafy vegetables using the polluted
waters or using the drainage water to the authorities, there should be special
toll free number for this purpose to contact the authorities, and they should
on inspection found the cultivation, they should destroy the same immediately
and file a non bail able case against
those who are involved in this. Also government must ban artificial colouring
of the vegetables at any level; government must provide extra subsidies for
organic growing (gradual increase of organic fertilizers and reduction of use
of chemical fertilizers, recently ARUNCHAL PRADESH announced that its going to
be complete organic farming in the entire state soon, Government must have long
drawn plan to convert maximum cultivation in India to organic cultivation.
Also it should be made mandatory that
all vegetable retailers should get registered with government, and obtain
licence to do vegetable trade; also it should be duty and responsibility of the
shop keepers who are selling the vegetables, especially the leafy vegetables
the source of the vegetables, i.e who is the farmer, their farming land
location, source of water for the cultivation in their farm etc. without the
details; in case the retailers buy from the whole sellers, then the details of
the whole sellers, and then it should be
the responsibility of the whole seller who is procuring the raw material i.e
vegetables, especially leafy vegetables from the farmers with either farmer ID
card number or their Voter Id card number and all payments should be made
online in their bank account.

MEASURES FOR INCULCATING FRUIT
EATING HABITS IN INDIA.
Also government must encourage fruit
chat sellers in every nook and corner in the country, make a habit to the
people of the country, especially the youth to consume fruits lot than the so
called junk foods, government must make it mandatory for establishing fruit
chat centres in all educational institutions, all work places, all hospitals,
all transport centres like railways, bus stations,, government should provide concessions or un employed to
start portable (mobile fruit chat) in very junctions in the urban, rural areas,
in addition to highway junctions, high
way rest centres etc and in all major centres across length and breadth of
India, taking the spirit from Kolkata where fruit chat is available in every
nook and corner at very affordable, economic rates. This measure not only
provides employment to several lakhs of people directly and indirectly, also
improves the health of millions of people.

MEASURES TO CONTAIN ADULTERATION
/ SUB STANDARD PACKAGED FRUIT JUICES.
Also since there is rise in packaged
fruit juices, it’s very necessary that all the packaged fruit juices
manufactures adhere to stringent quality control process in weeding out the sub
stand fruits, vegetables for making the juices; the total production, sale of
fruit juices in India are over 230 Million litres including packaged as well as
fresh juices, with packaged juices account for over 3.4 million letters, with average of meagre 20 ml per capta
consumption of fruit juices in India as against over 35 litres in developed
countries like USA, Germany etc. the packaged fruit juices are mostly in the
metros and tire 1 cities, and evolving market, government must make stringent
quality control as well as mandatory bar coding, date of manufacturing, date of
expiry, identifying the adulterated, soiled juices, displayed in very packaged
fruit juices retailers, also the bar coding should provide the details of
retailer, sold etc; there is lot of scope for fruit juices manufacturing
locally like like local mineral water plants in small scale in the coming
future from the available local fruits. This will not only reduce the wastage
of fruits due to lack of storage, but also improves the health of people, in
addition to employment generation to several people, In addition, it saves lot
of people from fruit adulteration side effects on health of the consumers. also
all fruit juice manufacturers should get
registered with government under one place, in the web with details of
manufacturing facility, the input materials, the processing, quality control,
bar coding of packs etc etc with quality audit by the manufacturers association
to reduce adulteration of packaged fruit juices. Also ideal that all local fresh fruit
sellers, fruit chat sellers, all fresh juice sellers locally must get web
connectivity, and the should be able to deliver to homes if people order for in
their respective territory of 1 to 2 km radius, which will create additional
revenues to them, also people get fruits at their door step.

NON VEGETARIAN ADULTERATION

NON-VEGETARIAN RAW FOOD (LIKE
MEAT) ADULTERATION
As we all knew that majority of the
Indians are non-vegetarian consumers majority of them consume either goat or
lamb, chicken or other birds like duck, eemu birds. Since there is no specific
standards for the meat sellers, majority of the meat sellers do not follow
standards and sell the meat in un-hygienic conditions, some of them sell the
meat mixed with other animal meats like beef, like that chicken is mixed with
vulcher meet etc. Because of consuming
adulterated meat/ sub standard meat, millions of people are getting serious
health disorders.
In order to stream line the non veg
market, Government must make it mandatory that all non vegetarian raw sellers,
all processed non-vegetarian sellers should be registered with government. Also
only at select locations they should sell the non vegetarian foods like meat,
chicken, fish, etc in every village or ward, not everywhere at the will and
wish of the seller. Also all those retailers in the non veg market should be
trained for maintaining hygienic habits, The non vegetarian market should be
every hourly cleaned, every day sterilized and sure the streets are clean, with
no kind of odours. Also the vendors should handover waste products to Govt. The
waste in the non veg market should be treated on par with bio medical waste and
disposed in the similar manner; Only hygienically processed non vegetarian can
be allowed to sell in retail market within the retail shops/ super market; all
the packaged non vegetarian manufacturers should be under CC camera
surveillance with non veg packaged food association audit for quality
processing, in addition to government audit. Also the non veg market should be periodically
inspected by the food authorities for the quality / freshness of the material
sold in the market.
Also Since majority of the restaurants
are serving the stored bacteria generated stale non vegetarian food. Especially
the so called Chinese food stalls, and Biraini points, just prepare the dishes
with sub standard or waste products of meat, stale meat, processing and add spices to not get the
rotten smell, millions of downtrodden people are getting severe health
disorders due to this kind of food consumption, these kind of stalls may also
use the oils adulterated with oils which are extracted from animal wastes
because it comes dead cheap for then just may be 20 to 30 Rs per litre which is
much cheaper than conventional oil, since the
BPL, low income group people especially the bachelors, forced bachelors,
migrant labour, and those who consume alcohol/ cheap liquor are suffering due
to this adulteration, as they wish to consume non vegetarian at very economical
price, without knowing that why should they get at that cheap rate such a food.
As such government must issue the mandatory hygienic conditions to be
maintained, measures for containing the non-vegetarian food adulteration, as it
causes acute health disorders; in order to contain use of rotten/ soiled non
vegetarian, waste non vegetarian, it should be made mandatory that all the
restaurants using non vegetarian should mandatorily submit online daily stock
position government health department, there should be surprise checks every
week in all large consumption restaurants to do physical audit and inspection
of stock, quality of stock. Also it is ideal that all non veg raw food vendors
should be given hand held billing machine, within built software that the
licence number and it should be mandatory to take mobile number of the purchaser
and mandatory bill to be issued, to be obtained by all commercial users of no-vegetarian,
also it is ideal that there should special electronic cards for purchasing the
non veg, so that everyone fill the card with required money and the swipe machine
at the non veg vendor will swiped to pay the price for the quantity. For those who do not wish to take cash less
card, should get daily coins at the entrance of the non veg market, so that
there will not be by cash transactions within the market premises and the cash
will not get bacteria’s, also stricter punishments for adulteration of non veg
foods. This measure will certainly useful for many, it will contain to great
extent the adulteration of non vegetarian.

READY TO USE SPICES ADULTERATION
Its a fact that majority of the dishes
in Indian uses Turmeric power, Chilli Powder, Coriander Powder and Garlic
Ginger paste; its a fact that most of the packaged powders are adulterated, by
local manufactures, or duplicating the original brand.
Turmeric power which is used widely by
almost all Hindu Rituals by the Hindu Women for personal use as a facial and
also used in almost all culinary preparation in India is eating the fine
grounded saw dust mixed with Yellow Colour. Or Yellow ochres metal power Its
has serious long term impact on the health of the individuals
The Chilli Powder is the most
adulterated item, most of the chilli power is mixed with artificial colours,
and also Saw dust etc
The Ginger Garlic paste which is widely
used in India, especially in Rural areas, which the calcium carbide mixed with
some chemicals are made to get the pate and using the essence to get the smell
of the original paste. A mixture of Iodine and Calcium, along with rotten
garlic and rotten ginger, and adding acids for long shelf life, also making
contra brands and selling at very nominal prices, which has very serious impact
on health, intestines, liver and cause jaundice and other serious health
disorders.
Also due to rapid urbanisation and busy
life most of the people are not able to prepare even raw material for Indian
foods like Idlies, Dosas, Roties etc
which the barters are available in ready packs, which may also subjected to
adulteration.
So in order to contain all kinds of
adulteration all those packaged products has to follow the same procedure of
bar coding, cc camera surveillance of manufacturing, packing, details of batch
wise, retailer wise stock, in addition details of territorial sale of the brand
on the web, sms / mobile app identification of bar code, retailer, sale etc,
quality control by same manufacturers association, government etc will
certainly contain adulteration of the spices. Also the public awareness should
be created for identifying the adulteration of spices powered or mixtures, through
simple tests at their home.

COMPLETE MONITORING OF IMPORTED
FOOD PRODUCTS FOR QUALITY, STANDARDS, ALSO WITH MANDATORY AGREEMENT FOR PENALTY
AS PER INDIAN LAWS FOR HEALTH RISKS DUE TO SUB STANDARD/ SPURIOUS IMPORTED FOOD
PRODUCTS.
Also in case of imported packaged
products, the government must ensure each batch of the imported products should
go for testing in Indian laboratories, in addition government must make it
mandatory that for all packaged food imports, government must insist the
manufactures to start make in India if economic viability else they should
allow Indian quality control persons to inspect and also make the video of the
processing of the batches that are going to be exported to India, or else they
may start a manufacturing unit in their own country where the raw material is
cheap, plenty, and there should be permanent Indian quality control staff, with
live web casting of the manufacturing process. In addition they should do
Indian Bar coding on all products that are going to be exported to India, so
that Indian food authorities as well as tax authorities have full control of
sale of imported food products in India, in addition the manufactures who are
exporting to India should sign an agreement for liability of the manufacturer as
per INDIAN LAWS in case of any substandard, product cases health risks; without
this agreement government should not permit any kind of imports from any
country, all supermarkets, five star hotels, etc are barred from importing
packaged food from other countries without this agreement.
All the products imported / manufactured
in India sold in packs should possess bar coding, in case of its difficult to
make bar coding on very small sized packs like toffees, small chocolates, one
rupee shampoo packs etc the lot can be packed in bundles, jars and the sealed
and the jars, bundle packs should get bar coded, and inventory should be made
(even though just one rupees satchels shampoo market in India is more than 2
billion INR or over 10,000 crores); this measure of bundle bar coding selling
in a bundle pack will certainly be of great use in identifying the manufacturer,
date of pack, expiry, the retailer etc.
Also government must make it public the
imported food products category wise, the retail sale, the bar coding numbers
of the imported packed food, the availability at which retailer, and also
making it mandatory for the retailer to update the the sale transaction periodically to the
government.

MEASURES FOR HYGIENIC & HEALTHY FOOD

HYGIENIC READY MEADE FOOD AT
RESTAURANTS, FOOD COURTS, CANTEENS ETC
Also it should be made mandatory that
all the restaurants and canteens the food preparation areas/kitchens, food
storage areas, should be installed with high resolution the CC cameras in
multiple numbers and should be integrated to the website of the food
adulteration prevention department for the public view and the scrutiny by the
officials. Like the traffic police observing the CC footage remotely and acting
on violations, the food inspection officials will monitor all the food
preparations from the start of the preparation to the cleaning of the food
preparation area in the closing time should be observed closely. Also the same
feed should go the restaurants association for further monitoring at their end.
Also the restaurants, food processing
units should mandatorily submit the water, milk, oil usage bills online to the
government. This method will certainly help in achieving the better results.

MEASURES FOR HYGIENIC STREET
FOOD
Also the governments should give more
focus on the maintenance of hygienic of street foods preparation & serving,
as many of them are causing severe health disorders. To regulate the street
food sale it should be mandatory for the the street food sells to get
registered locally with the food authorities to obtain the licence card. Also
there should be mobile teams to have regular and periodic inspection of street
food vendors for the quality, preparation in hygienic atmosphere, use of water
filtered water, use of standard edible oil etc and more important about the
health condition of the perpetrators and the server of the street food should
be observed for skin deceases, any communicable deceases etc and all unhygienic
outlets should be seize immediately and allow them to continue after maintain
the standards.
Also there should be designated areas
for street food selling, with stricter punishments for setting up of and
selling street food at the place according to the will and wish of the seller,
violating the norms... all street food sellers must get regular health check up
for them by the government doctors on the mobile team. All street food sellers should
undergo training secession for maintaining hygiene-ity; also government must
make a study of the present demand for street food, identify the areas, whether
they can adjust the area for designating as street food area or not, identify
whether RO water is available, waste disposal, hand wash, toilet facility for
the staff, visitors etc and also how much air pollution it will cause due to
food preparation in that locality, how much traffic will be there, whether
there is ample parking facility required/ exists etc, also complete ban of
movement motored vehicles in the food streets, only pedestrians can visit. Also there should be proper
mechanisms in place to install chimneys in such a way that most of the fumes
from the food preparations should be let out at higher levels in the open air
after due filtration of air for oils and other suspended micro particles; also
at the food streets and surroundings government must rise trees like Neem,
Eucalyptus etc based on the local conditions to ensure more greenery prevails
on the food street as well as surroundings of the food street.
As it is a fact without these just like
that allowing street food to mushroom will create lot of health hazards in
multiple ways. Also the public should be thought to behave responsibly by
fining the public for throwing the left over’s, waste papers etc on the road
instead of designated waste baskets/containers; for this all the street food
centres should be under high resolution multiple CC camera Surveillance and
there should be a control room in every municipality to monitor and alert the
public through public loud speakers; this will be perfect swatch Bharat
mission... also this CC cameras monitoring make the street food makers behave
more responsibly and also make them more ethical and honest in their approach;
also there should be strict ban of smoking , consumption of alcohol, consumption
of tobacco, pan in the street food areas and ban of spitting on the roads in
the street food areas. Also this eliminates that no street food vendor,
supplier will be un hygienic (Couple of years back in pune one of the pani puri
vendor habituated to urinated in the
tumbler and used the same tumbler for serving the panipuri, a girl videoed the
same from her apartment which is adjacent to the vendor.. like this kind of
persons many as they do not want to leave the business place, in case they get
urgent urine etc they do the same... also they may not clean the utensils or
may be un healthy with communicable diseases like sever cold, cough, skin
diseases, STD and scratching everywhere including in the gore-ions region, and use the same hand for food preparation all
these can be avoided for real hygienic street food; also making it mandatory
for every street food stall there should be minimum of four people, one for
cash collection, one for service of food, one for cleaning of the utensils, one
for preparing the food. This measure will create not only employment, but also
ensures people get hygienic food at affordable prices.
Also government must make it mandatory
that all street food vendors should be provided with mobile app for mobile
cash, and anyone can transfer the money, also there should be a facility that
government must provide special plastic coins, open electronic swipe cards for
the public with fixed denominations with initial fee and they can recharge the
same with mobile money or bank card or at any of the designated places,
exclusively for street food so that there is no need for cash transactions at
the street food centres and it is fact that most of the money circulated (rupee
notes) in the street food centres contain millions of bacteria; this measure
ensures financial discipline in the street food vendors; all the above measures will be a real win
win for both street food vendors as well as common public.
Also most important is that the
governments should control the food stalls in the public places like bus
stations, rail stations and more specifically at the pilgrim places of all
religions where mass movement is existence and short stay or eat and move,
which are the main centres where substandard, unhygienic conditions of the food
preparations are in existence. This has long run impact on the health of the
people who are consuming food at such places, such food consumption leads to
gastro entities, hepatitis. The CC cameras should be made available in these
places of food preparation and service in all the public places mentioned above,
with live web casting.
The governments has to realise the fact
that small expenditure in the regulating the existing conditions, for ensuring
strict implementation of law, rules and regulations in food sector will
certainly help in a great extent towards the achievement of health care for all. Also
the state governments should prepare a white paper on number staff in the food control department, the periodic inspection
chart, the staff is adequate proportionate to the existing food processing
industries and food outlets, also the municipal staff adequate to the amount of
garbage, drainage, sewage facility maintenance, are the health & sanitation
staff are adequate proportionate to the restaurants and canteens and food
processing industries and to prevent the adulteration in the food products,
what are the steps taken for containing the adulteration of food products, what
are the checks and balances and accountability of the officials involved in the
above process etc.

RESTRICTIONS
ON RE USE OF ALREADY USED OIL IN ALL COMMERCIAL FOOD OUTLETS
Also there should be restrictions on re
use of already used oil, in the food preparation, either in the food processing
units or in restaurants; there should be standard norms for use of different
oils, for different applications, there should be limit for maximum number
times an oil is reusable, standard methods to identify the used oil to discard
(based on colour, texture/ thickness/ viscosity etc) a maximum of two times re
use of oil permitted in general, (i.e one first time and one more time)and
third time on wards the oil should be discarded from using in food
preparations; this measure ensures
reduction of several heath disorder, as reusing oil can create free radicals which cause ailments
in the long run. ‘Free radicals attach themselves to healthy cells and lead to
diseases. These free radicals can be carcinogenic i.e. can cause cancer and
also atherosclerosis which can lead to increase in bad cholesterol levels,
blocking the arteries.’ Some other potential health risks of reusing oil
include, Acidity, Heart disease, Alzheimer’s and Parkinson’s disease, Irritable
throat (due to inhalation), due to re use of same heated oil for several times, (chips,
snacks, especially non veg snacks, etc
where the deep fries are done heating the same oil for several times after once
it is completely brought to room temperature), also different oils have
different smoke point temperatures, so once used the oil, the smoke point temperature
of that oil will get reduced, so on the re use if the oil gives smoke, then its
indication that that oil should be discarded.
Also it should be ideal that government
make it mandatory that all manufacturers of oil provide details of best use of
oil, how to identify the oil to discard after reuses, in addition it should be
mandatory to display the photographs, steps, of how to identify the re-used
oil, time to discard the re used oil, by the common public, whether it is in
restaurants, or small road side shops should mandatorily display the same near
the kitchen. Also there should be stringent punishments starting with heavy
fine, to rigorous imprisonment for violation of this measure. As it is a fact
that Cancers are on rise in INDIA, which need to take all preventive measures.
So there should be standard chart with photographs of colour change of
different re used oils, smoke points, measures to identify the time to time to
discard the reused oil, etc in every restaurant; Also there should be public
awareness about the need for discarding the heated used oil, and use the oil
judiciously at home, not to use the once heated oil several times.
Also for all the commercial food
processing units, like chips, wafers etc manufacturers, and in restaurants,
even the road side pokada shops should mandatorily file monthly use of oil/ oil
consumption with bills of purchase should be submitted to the food inspection
department of that district, also all the food processing industry units
associations should set standards of quantity of use based on the process.

MANDATORY
HENCE FORTH ALL KITCHENS IN RESTAURANTS TO BE IN GLASS CHAMBERS, MUST BE OPEN
TO PUBLIC FOR INSPECTION FOR ENSURING HYGIENIC PREPARATIONS
Also it should be made mandatory that
hence forth all the food preparation areas should be in full clear glass
chambers/ rooms with public display and public should be allowed to view/ go
and inspect the food preparation area of all food processing units and also
restaurants, it should be non bail able crime to deny the right to view/ visit/
inspect the kitchen/ food preparation area. All the kitchens should be hygienic
all the time.

MANDATORY
HEALTH CHECK UP FOR PEOPLE WORKING IN FOOD PROCESSING INDUSTRY
Also it should be mandatory that the
chefs, the assistants to chefs, the persons who works in the kitchens and the
persons who are serving the food, at the packing of the food should mandatorily
undergo periodic health check up regarding any communicable diseases; it should be the duty of the individual to
inform to the manager of the food processing industry/ restaurant regarding any
illness / diseases such as flue/ viruses sneezing/ running nose/ loose motions
or any skin diseases, STD etc daily
before reporting to duty, also it should be the responsibility of the
management to maintain health records of all people working in food industry
and with periodic in house health check up by the management at the expenses of
the management for check up and providing clearance certification for not
having any such diseases which will be a threat to others if the worker
performs duty.

MANDATORY
WEARING OF HAND GLOVES, APRON, NOSE & MOUTH MASK, HEAD COVER WHILE
PREPARING FOOD
Also it should be made mandatory that
all people who are involved in food preparation, (including cleaning, cutting,
stirring etc) and serving at all places whether in companies or small MSME/ SHG
/ individuals, or in five star restaurants or small snack/Tiffin centres on
road side they should follow the condition of wearing the appropriate clean,
hygienic hand gloves, mouth& nose apron, and full apron. Also it should be
made mandatory that they should take full head bath before entering the food
preparation process with option to perform their religious rituals before
cooking.

MANDATORY STERILISATION OF
UTENSILS IN ALL RESTAURANTS, FOOD EATERIES, COMPLETE BAN ON USE OF POLYETHYLENE
BAGS FOR PACKING FOOD PACKING, USE OF PAPER PLATES WHICH CONTAIN BLEACHING
AGENTS.
Also it is fact that most of the food
serving places in the restaurants just clan the plates with limited water
availability (other than five star restaurants), especially in the small and
medium restaurants, and also in most tea stalls, most road side food eateries,
most serve the food in the same plate, glass, multiple times which are just
dipped in the water and dried by wiping with wet cloth to look like fresh, or
even some do not do even this just put in limited water and allow them to dry
and same limited water being used multiple times to clean multiple utensils,
also some small food outlets just serve the food in paper plates (which are
mostly recycled paper, and such paper plates contain harmful chemicals like
dioxin which is used as bleaching agent for whitening of the paper pulp), also
most of the tea stalls serve the tea hot in small plastic glass, also some serve the hot oil fried Pakorads,
Samosas etc in printed news papers, also most of them serve Bhel Puri with lemon juice squeezed in it is served in
news papers, Also in most road side / small ready to eat cooked food serving
centres even though situated in metros near the so called multinational
software companies they service the hot food may be very hygienic and tasty but
served in steel plates or plastic plates with putting one colourless
polyethylene sheet on that plate, to use the plate multiple times without wash,
just by throwing the polyethylene paper and wipe the plate with cloth and ready
to re use for them, its rely silly that the so called software professionals
who earn high pocket salaries without knowing the harmful effects eats almost
daily the same, after all the hot food served in thin polyethylene causes lot
of health disorders due to dilute harmful chemicals go along with the food to
the consumer, also similar way most of the high income earning so called
business people get hot tea in plastic polyethylene bags; it’s really a dangerous as most of them
contain harmful chemicals, also food
served, raped in the news papers causes
health hazards as printing ink is a chemical, plus most of the news papers are
fully recycled papers, with dust being used ones, causes long term effects on the people who
are eating in this manner. So government must fist ban manufacture of
polyethylene glass, in addition use of plastic glass for serving the tea, in addition
government must ban manufacturing of paper cups, paper plates which contain
bleaching power, only eco friendly paper cups, paper plates which do not
contain bleaching agents can be permitted to use, in addition complete ban on
serving, packing ready to eat food on news papers.
Also government must make it mandatory
that all food serving should be done in either ceramic crockery or in steel or
glass utensils only, in addition all food preparing, serving utensils must be
sterilised, the best and simple method is most
traditional way to sterilize all forms of cooking equipment is to boil them in
boiling water. Adding some salt to the water will help in the disinfecting
process and it will slightly increase the boiling temperature of the water. Also caustic soda also can be used for
sterilisation. Also government must ensure all
fruit juice centres serve the juices either in disposable glasses or should
sterilize the glasses before serving. The
advantage of this system is that the utensils can be used immediately after
sterilization after minimum of thirty minutes to boil before it is safe to take
them out. Also it should be made mandatory that all government schools,
welfare hostels, all canteens, in work place, hospitals should mandatorily
sterilise the utensils for cooking and serving food every time, Also stringent punishments for violation of these norms.
Also it should be made mandatory that
water use audit should be mandatory for all the restaurants and food eateries
where they should have sufficient water for getting permission to run the
restaurant or food eatery even the street food eatery. Also it should be made mandatory that all food courts
and road site food eateries should mandatorily use the appropriate dust bins,
also ensure that municipal authorities make clean or else they should form
association and employ some Safai Karmacharies to clean the area, also there
should not be any garbage or open drainage in the food outlets. Also it should be made mandatory that no
workers in the restaurants, food courts should sleep on the restaurant premises
where people eat food, food prepared, unless otherwise they have special
provision for sleeping within the premises. All these measure will certainly
improve lot of health of millions of people.

MEASURES
TO REDUCE USE OF PLASTIC IN FOOD UNITS,BY COMMON PEOPLE; MOBILE APP FOR
REPORTING TO GOVT TO PREVENT USE
Also in order to reduce the use of
plastic, also to ensure better products are sold especially the perishable
items like vegetables, fruits etc, the government must ban packaging of
vegetables in any retail out lets, including the super markets. This measure
ensures people get quality vegetables, graded vegetables, and the environment
pollution due to plastic will get reduce, also people get choice to chose, and
they get satisfaction. As it is fact that most of the retailers who are selling
the packaged raw vegetables/ fruits are putting/mixing/adulterating certain
percentage of about to perish, or of sub standard quality products and packing
and selling, by this it is not only loss to consumers, but also there is health
risk for the consumers. Also government must ban packing or serving hot foods /
fluids in plastic plates, glasses.
Also government must create an app for
the reporting on use of plastic bags by the vendors as well as common public,
and once any one click the photograph using this app, it should automatically
get up loaded to the concerned local authorities so that local authorities for
further action on the person selling/ using the plastic bags. Also there should
be stringent punishment for the manufacturers and retailers of the plastic/
polyethylene bags, Also heavy fine for the individual users; Also government
must provide concession for jute bags and cloth bags manufacturing, purchase;
also to the paper bags; This measure will not only reduce the use of plastic
bags, protecting environment, but also improves the hygienic surroundings in
line with SWATCH BHARAT.

BAN
OF READY MADE MODERN FAST FOODS, AERATED DRINKS IN EDUCATIONAL INSTITUTIONS,
WORK PLACES, AND HOSPITALS AND EVEN IN RAILWAY STATIONS, BUS STATIONS, AIRPORTS
Also government must ban sale of aerated
cool drinks in educational institutions,
work place canteens, hospitals, even in railway stations, bus stations, and on
highway junctions, as it is fact that its really tedious in journeys and at
that time what is required is fruit juices, butter milk etc which provide
nutrients to the body to provide energy and reduce strain, not the aerated cool
drinks, its up to the travellers if they carry with them, but government must
ensure no aerated drinks availed in the railway stations, bus stations, and all
highway food courts; only fruit juices, fresh juices, or fresh fruits, and some
healthy snacks which are air fried, or INDIAN traditional food should be
available for sale in these places, with complete ban of sale of fast foods,
deep fry foods etc in these areas. Also government must ban sale of so called
small eats in the immediate vicinity of the educational institutions, pan
shops, cigarette shops, alcohol beverage shops in addition coffee shops that
provide liquor, mild alcoholic beverages like beer should not be permitted
within 500 meters radius of the educational institutions, also in the vicinity
of the railway stations, bus stations and all high way junctions.
Also all government, private
organisations, schools, collages with certain number of employees (say 500 and
above, all hospitals with more than 100 visitors per day) should mandatorily maintain a canteen
facility/ food sale outlet within the premises of the organisation; (all those
other organisations can maintain canteens or get food from akshiya patra
foundation like organisations on regular contract bases), also it should be
made mandatory that in such office canteens the lunch should be provided to all
the employees in work place, by mandatorily deducting from salary for the lunch
(50% cost of the lunch, remaining 50% should be beard by the employer), so that
most of the employees get quality nutritious food during the lunch, it also
eliminates burden for the house hold to prepare lunch box to the working
person, as it is fact that most of the working persons skip lunch, especially
working in private companies, more specifically the software employees, instead
they just adjust with some fast food; this leading to serious health disorders
for them. Also it should be the responsibility of the employer to provide Tea
and Healthy snacks during tea break to rejuvenate employees to work more
dedicatedly.
3) MEASURES FOR
STRINGENT QUALITY CONTROL, OF ALL PACKAGED PROCESSED FOOD
In order to ensure stringent quality
control there should be a virtual private network of manufacturer, distributor
and retailers for sale of all packaged food either raw/processed FMCG products
or this should be open to public. Also this
measure ensures that how much quantity of products manufactured and how much
products sold, what is left in the stock, and it enables the quality check
staff to identify the excess stock at retailers/ distributors as contra brand/
adulterated products. Also it should be mandatory on the part of the
manufacturers association of a particular product to create a quality control
team, and also should have a centralised monitoring of the process of manufacture
among the same fraternity of products, to view the live web cam and maintain to
monitor the process by a team of quality control among the association members
(this is in addition to government quality control)
Also there should
be four tire quality control systems in place
1)
Internal
Quality Control by the manufacturer daily, the quality of raw material, the
hygienic conditions of the manpower, machine, surroundings, and the every batch
of the finished product manufactured.
2)
From
among the manufacturers association of the same type of product, every batch of
finished product out from each manufacturer at their labs, in addition quality
checks at the premises of the each manufacturer half yearly, and on daily bases
the hygienic conditions of food storage, processing, packing through online
real time web cc camera monitoring.
3)
State
government quality control collecting samples of all brands once in six months
from all districts in the state and test of all packaged foods products.
4)
Central
government quality control, Collect the samples of all brands once in in a year
from all states
Also government must make it mandatory
that all industries other than MSME should possess latest quality testing &
quality control laboratories, they should display in their website and also
should mandatorily file returns regarding the quality control equipment they
are possessing and also the qualified /
certified quality control staff in that organisation, this should be more
particular in all processed food industries; also it should be mandatory hence
forth that every processed food industry should employ one qualified
nutritionist, and qualified food expert (like every pharmacy retailer /medical
shop requires one qualified pharmacist); also there should be private / mature/
independent nutritionist to certify the content for calories on each packaged
food that is done in MSME with turnover of the company/firm not exceeding ten
lakh per annum. Also it should be mandatory that all companies including MSME
should year mark 5% of their turnover for the quality control/ quality testing/
quality certification and hygiene manufacturing certification.
Also there should be quality Control
certification for MSME/SHG products in the rural areas, so its very need of the
hour that Government set up high tech quality control laboratories in each
district in the first phase and in almost each Mandal/ Block in second phase,
this should be a common Quality Testing Lab with powers to issue certification
for the products of processed food. This labs also for acting against
complaints for failure of quality standards; this measure not only ensures
quality food is available for the people of INDIA but also it provides to
employment to several thousand/ lakhs of people across the country.; when
government is planned to do Soil testing Laboratories across the country then
the quality testing laboratories in each district and mandal should not be an
issue to the government.
It’s a fact that due to establishing
quality testing laboratories and ensuring quality food either raw/ processed
made available to people in INDIA there will be a drastic improvement in health
of the people of the country, especially the youth of the country, thus there
will a great reduction in the expenditure on health care by the individuals in
the country, in addition due to good health and fitness, the quality of work
improves, hence the production improves to a great due to better utilisation, enhanced millions man-hours.
This improves GDP and thus the progress and development of individual as well
as Nation occurs. Thus Government must focus on quality control; quality
testing and quality certification of each and every field, especially the food
sector and it can provide tremendous positive results in INDIA. for this there should be training courses in
quality control in each sector. This will not only provide employment, but also
ensures over all development of heath of individuals as well as nation
If the quality control and quality
testing are of the International standards then there is every scope for
improvement of IMPORTS BY OTHER COUNTRIES for the products manufactured in
INDIA. Also when INDIA is competing with
the developed nation why the people of the INDIA should eat / consume sub
standard products. Also the quality control Labourites should perform rigorous
quality checks for the products imported, so that sub standard products from
any country be sold in INDIA, especially in food sector/ processed food.
Also the measure of bar coding of consumer
products and putting on the web the details of products in circulation with
retailers will make the job of the central and state sales tax departments to
just click the button to identify the turnovers of the products, (in case those
products which do not have bar coding like fresh vegetables etc ; the list of
non bar code-able products should be made by the government) will ensure
maximum percentage of turnover of the retailers can be covered. The tax
collection can be enhanced; also it reduces adulterated food to a great extent.

MANDATORY
QUALIFIED/ CERTIFIED QUALITY CONTROL PERSONS IN EVERY RESTAURANT
Also it should be mandatory henceforth
that every restaurant in India should have one quality controller cum
nutritionist to certify the food raw material is quality and the food prepared
(process of food preparation with ingredients) adhere to safety standards with
all ingredients like salt, sugar, etc
are well within the limits of normal human consumption, in case of so called
special dishes there should be clear indication of warning of excess of sugar,
salt etc; also it should be made mandatory that all food preparations for ready
to eat perishable stock with no shelf life of few hours of shelf life (like
breakfast, snacks, lunch items), should indicate the quantity of these basic
substances each item wise and also in total printed on the menu card. Displayed
on the table in a book let form.
In case of street food/ fast food
joints, they should clearly display at the board about the ingredients quality,
permissible limits as per standards in each item wise, the Oil used, the bills
for the purchase of oil, milk etc for public understanding and scrutiny. And
daily board display of use of fresh oil, from seal pack and not adulterated
one, with purchase details, so that the visitors can verify in the details are
genuine or not by clicking the mobile app; also it should be made mandatory
that all oil purchases for commercial use should obtain the bill from the
retailer and should display at the kitchen for ensuring authentic oil use, also
it should be made mandatory that the oil consumption details should be clearly
displayed on the board by street food vendors, also in the restaurants and the
quality control person in the restaurant should up load the same to government
health department daily, in case of street food centres the same should b sent
by sms or through their billing machine to the government daily. Also in
multi-cuisine restaurants where both vegetarian and non vegetarian there should
be two spate chefs, for preparing veg and non veg, also the utensils, the
serving plates should be separate, with green dot on backside for vegetarian
utensils and red dot for non veg utensils., it should be the duty and
responsibility of the food court management as well as the quality control
person to ensure separate cooks, cooking vessels, utensils, serving plates for
veg and non veg in all restaurants whether small or big or even the road side street
food stalls. Also it should be the
responsibility of the quality control person to ensure food preparations /
service are not contaminated at any stage, & fresh quality food is served
to the customers.

& MEANS OF IDENTIFYING ADULTERATION, CONTAMINATION MANDATORY SHOP KEEPERS/
RETAILERS SUBMIT DAILY TRADE DETAILS ONLINE TO GOVERNMENT; WIDE SPREAD
AWARENESS CAMPS ACROSS LENGTH AND BREADTH OF INDIA
Also there should be vigorous awareness
regarding the ways and means of identifying quality products across the
country, regarding types of adulteration
of various products, at various stages,
the look, the smell, the taste before cooking, after cooking etc.
Also it should be made mandatory that
all packaged food should be bar coded and every shop keeper should mandatorily
possess the bar coding reader machine and billing machine and provide bill for
every purchase. Ideal government ensure every shop keeper should possess a
tablet PC with pre loaded accounting software in local language and train the
shop keepers to do all inventory, stock, trade recoded daily in the account
books so that government will get information on the trade happing on daily
bases. Like bank’s close their daily account daily, it should be mandatory on
the part of every retailer to up load the stock position daily at the end of
the trading hours. Also the same individual product wise should go the
manufacturer/ importer of the product in the supply chain so that they too can
have the idea of movement of their stock; Al;so since government already
announced encouraging debit card/ credit card paymentsin all retail outlets
with incentives of reduction in VAT to the retailers who has over 50% of their
turnover receive payments through cards, in future there should almost total
cash less transactions that contain all sorts of maladies in the trade, whether
it is adulteration, or duplication or zero bill trade etc all can be fixed to a
great extent. Also government create a mobile app for reading bar coding by the
consumers or by the way of sms-ing the bar code number the consumers can
identify the authenticity of the manufacture, the date of manufacturer the date
of expiry, the authorised retailer, the product is original and not duplicate
by authenticating the sale of the product not done previously by the same bar
code elsewhere.
Also ideal that government supply simple/
basic quality testing machines/equipment to all villages/wards in the country
and provide training to the the Gram Panchayat
office how to use them, Also government make wide spread awareness through TV,
Radio, News papers and in all SHG’s and in all slums, and in all villages through sarpanches and Gram
Panchayat office bearers regarding
various types of adulteration, contamination (adding, mud, stones etc,) and how to identifying them, identifying the
packaged product originality by the SMS, mobile app etc, and use of simple
tests for identifying the adulterated products, and also use of only fresh products,
and healthy habits; also making it mandatory that vendors/ retailers them-self
possess the simple, primary quality check instruments for all foods specially
edible oils, milk etc which should be otherwise supplied by the Manufacturers,
importers associations in INDIA of that product, it should be made mandatory
that all retailers should perform such quality test in camera if any of the
consumer/customer demand. Also government must provide subsidy for
simple/primary quality check instruments for individual use so the each house
hold can buy such instruments and do quality check at home (in camera ideal to
record video through mobile or any video recording device) itself and in case
found deviations then they should immediately report it to the concerned
authorities; also government should supply such primary quality check
instruments to every MRO/ VRO office and train them to do so in camera. Also
the Gp , MRO, VRO should ensure periodic quality tests for the hygienic
surroundings of food preparation, quality raw material, and other utilities
supplied to the SC ST OBC welfare hostels, government midday meals and also for
the anganwadies and old age homes in their respective territorial jurisdiction,
and a monthly dossier reports should be sent online with video/photographs of
the inspection reports for ensuring quality food, supplied reaches to the
people.
Also there should a toll free complaint for
containing adulteration and if any one who comes across, or who is aware
of/notice happening of any adulteration can inform the government and the
details of such persons should be kept confidential, and also there should be
20% of prize money reward for such information about the adulterated product
manufacturing.
4) MEASURES TO CONTAIN
DUPLICATE, CONTRA BRAND SALE IN THE COUNTRY, ENSURING QUALITY STANDARDS
MAINTAINED EVEN IN PRODUCTS MANUFACTURED BY MSME/SHG
Also government must make it mandatory
that all the product manufacturers should maintain website including MSME &
SHG (in future after completion of Rural Broad Brand connectivity); All the product of same nature (like
noodles, tea, biscuits, chocolates etc)should be categorised and made available
on the website of government, and also the territory of their product
availability/ sale (districts, states, countries), and also each packaged
product should possess bar coding printed on it; for MSME/SHG/ Other Micro/tiny
Manufacturers need to paste the Bar-coded strip like EMS Speed post bar coding
sticker obtained from government, wither they can print the stickers online by
submitting their details, details of the product and the third party quality
certification number, also there should be audit/ accountability of all the bar
coded strip downloaded/ printed by each MSME/SHG, for this they should use the
nearby internet centre or government any how ensuring rural broad band, every
Gram panchayat should be connected with board band, and through the GP office computer internet connection thy can
download the bar coded strips, alternatively they can have portable hand held
3G operated billing machines which they can connect it to their mobile or
tablet PC and download and print the bar coded strip bills; its ideal that
government provide tablet PC to all MSME/SHG with pre loaded accounts software
as well as bar coding app; so that any
one buying the product anywhere should able to get product manufacturrs, date
of manufacturing, expiry date, quantity of the product, their licence number etc;
this ensures not only more quality controlled products due to accountability of
the manufacturers as per standards , but also it increases the marketability of
the MSME/SHG products across the Country. Also the products can be searched
either by the manufacturer name or the product category or by the main
ingredients in the product, each manufacturer details should be visible to the
common public.
In addition for the government must get
information on day to day bases the manufacturers should up load/ display
clearly the source point of raw material, the quantity of raw material, the wastage of raw material in the
manufacturing process the available machinery, the number of workers, salaries
for each worker, the annual salaries,
the quantity of electricity consumption per shift, the cost of raw
material, the inventory of raw material and stock in hand both raw material and
finished products, goods in transit etc to ensures the raw material is of the
quality and also the details of the nutritionists, food quality controllers
should be clearly visible in the government website details submitted by the
manufacturer to the government on daily bases
on automatic up date, this measure will certainly reduce to a great
extent the adulterated, sub standard, duplicate /contra brands manufacturing,
sale in INDIA.

Since India being a country with lot of
religious sentiments, beliefs, and Hindu religion being one of the oldest
religion in the world, and the traditions and customs of Hindu religion (for
that matter all most all religions across the world whether it is Islam or
Christianity or some religions in most developed country life Japan) consider
adult girls/ women in their menstrual cycle days are impure/un hygienic as such
they are barred from performing religious rituals during their menstrual days
or in some religions even they are barred from touching religious books, altar
etc, in Hindu religion they are kept away from the main home and are barred
from performing cooking; and it’s a open secret that even till date majority of
the house hold in India women during
their menstrual days do not perform
religious rituals at home or visit the temples or any other religious
functions, and also it is an open secret that in some caste’s/ section of
people who are considered as most orthodox will not allow their women to
perform cooking during their menstrual days. But the fact of the matter as per
biological since is by natures default settings women will shed down their
blood to prepare themselves for reproduction with full energy, also it is fact
that most of the adult girls & women during their menstrual days feel
weakness, tediousness, pale, irritating, due to the hormone imbalance, and
metabolic changes in them during those days, compounding to it most of the
women in India are Anaemic already, also it is an open secret that many adult
girls/ women in their menstrual days come across health disorders like severe
stomach ache, head ace, even some feel depressed, all leading to loss of
concentration at work for all working women; keeping in view of both religious
sentiments as well as scientific reasons government must enact law banning
women who are under their monthly menstrual cycle should grant paid leave for
working women, in addition barring women attend for work (only during menstrual
days) in food processing industry, related fields food preparation/serving the food in any part
of the country; this paid leave during menstrual days and barring women to work
in food processing industry during those menstrual days every month should be
applicable to all places of employment whether it is in government or private including domestic hep, MNREGA
workers,; Also it should be up to the women whether she is willing to work
during her menstrual monthly days in all other sectors except in food
preparation/ packing the food/serving the food (either in restaurants or even
in airlines whether women should be barred from working during those days.
Its a fact that still the majority of
the adolescent girls & women in India do not have access/afford/use the
hygienic sanitary napkins. In this conditions it is very ideal to implement
this measure of keeping the women away from food processing during their
monthly menstrual cycle is very appropriate. We have to trust the women
voluntarily, truthfully take leave/ keep themselves away from food preparation
during their monthly menstrual cycle days (some women may use this leave for
other personal purposes, and may attend food preparation during their menstrual
dates cheating, but such percentage who cheats themselves is very low/may not
be there, still in order to avoid such situation, all working women should be
asked to perform religious rituals in the place of work according their
religious faith daily in their work
place, so that hardly there is no scope for women cheating taking leave for
personal purposes and attended work during their monthly menstrual days; this
measure will certainly improve the quality of the products, in addition very
positive vibrations prevail at work place as all women working in the food
processing performing daily religious rituals during their presence in office
brings prosperity to the employer, considering women in normal days (other than
during menstrual days) as auspicious, goddess of Lakshmi, the goddess of
wealth; also there should be severe punishments for women cheating and availing
this leave on other days or not availing and attending food processing work
during their menstrual days), which can be identified by the HR department
through their earlier records, subjected to health check up in the hospitals.
Also in order to ensure privacy of the
women to apply for leave during those days, it should be mandatory hence forth
all office establishments, shop floor should have HR department, Supervisors
who look after attendance etc should be women only, so that there will not be
any issue for women to share their problems with other women in their
organisation; else there should be a provision that the senior most women in
the organisation can deal with all such leaves; also in order to ensure work in
the organisation, factory did not hamper, the all the work that women which
women perform should be trained to other men, women so that in case of women in
crucial work places go on leave during those days, the other trained persons in
the organisation can take up their job during their leave, in addition also it
is ideal that some stand by people to be trained in basic processing / skill
development in every sectors (which GOI is announced to do so along with
Industry), and they should be recruited on contract bases during those days.
Since in Hospitality industry near about 50% of total employees are women, the government must provide training for un
employed in that sector, similarly al other sectors, so that even some more
additional employment can be generated in the form of temporary contract
employment, also most of the house wife’s can get training in various
technical, non technical, etc and they should be utilised for filling the
temporary positions in case of acute need for staff in the absence of working
women on leave during their monthly menstrual days. Also ideal that government
provide leave for men for their wife’s in monthly menstrual days to take care
of the family, for cooking, performing daily religious rituals at home etc.
This leave should be only for the men who are in nucleolus families, with children
below 18 years of age.
Also it is a fact that by and large, majority
of the working women will be happy to stay at home during their monthly
menstrual days due to the fact that they are psychologically feel relived from
un known stress being out side during those days. Having been said that there should be
exceptional cases where women can perform their work during their monthly
menstrual cycle for such as Doctors, (not nurses because there is a chance for
getting infections for them from sick patients if proper care not taken by
chance), etc. Certainly not in factory shop floors, even in construction, even
by MNREGA workers, Also is it is ideal that Women in their monthly menstrual
cycle should abstain from preparing food at home, instead the husbands or other
family members should take responsibility of preparing food during those days
else some sort of arrangement they should do. This also falls under equality of
women, (Equality Planner for wife & husband to share the responsibilities
equally in all walks of life for ensuring gender equality starts from each
home, Ref my Doc Reforms in Marriage Related Laws, Mar 2015).
Also it is fact that many women feel
very uncomfortable working in offices, commercial retail outlets, shopping
complexes, shop floors, onsite construction, especially the MNREGA women
workers, during the menstrual cycle
days, due to lack of Toilets, if existing not in usable position, or very
pathetic un hygienic conditions, nor do not exist in the very first place or
there is no women specific or general toilets, also in majority of the toilets
in working places lacks proper waste disposal, also lacks clean water in the
toilets, as a result most of the working women are literally suffering during
those days, and are getting infections, serious multiple heath disorders, even
in some cases leading to cancers, due to prolonged stay without going to wash
room, indication of many surveys.
Since it is fact that as per Hindu
Religious systems Women Do not Visit the Temples or Perform Religious Rituals
even at home do not allow women to cook food considering that during those days
spiritually their auras will be negative and considered food as Prasad of
Almighty (in most religions in the world, either they offer the food prepared
to almighty, or pray before eating), then how come they can prepare food to be
eaten by millions of other people during their monthly menstrual cycle. There
should not be two types of morals prevail????; having been said that, if all
Hindu Women, all women all regions perform the religious rituals at their home
during their monthly menstrual cycles, in addition if they visit the Hindu
Religious places and participate and perform Religious rituals in Hindu
Worshipping places, in addition when Government able to provide free sanitary
napkins for all downtrodden/ low income group adult women in their menstrual
cycle in India, also full tax exemption on sanitary napkins, also subsidised
sanitary napkins for other income group women, ensure all adult women in their
menstrual cycle days use hygienic quality standard sanitary napkins, in
addition special women friendly toilets in appropriate number (at least one
women toilet for every 50 working women in every organisation, with appropriate
necessary clean , hygienic water in the toilets, in addition construction of
women friendly toilets with same standards in all places like railway stations,
bus stations, shopping complexes (as many women work, visit), office complexes),
ensuring all most all adolescent women in India uses hygienic practice of use
of safety napkins, are fully healthy, and feel almost as normal as other days, then there is no need for any kind of
restriction on women during their monthly menstrual cycle to be kept away
from food preparation. In the absence of
the above it should be mandatory that women should be barred from food
preparation & serving activities during their monthly menstrual cycles.
It is really strange that how come the so
called women rights organisations, so called feminists, did not demanded for
paid leave during their monthly menstrual cycle or bring change in the
religious customs legally till date. Its really gender sensitivity following
the nature, also more strange, surprise is that the so called orthodox religious
people who claim that they are the custodians of religious faith of Religious Sanathan Dharma not advised the government
till date about providing the paid leave for Working Women in India to provide rest
for them during their Monthly Menstrual days, in addition to banning women to
work in food processing industry during their monthly menstrual days, how come
those who them self do propaganda, give impression to the society they are born
for ensuring sanathan dharma prevails, are eating the food prepared by women
during the menstrual days till date (in the absence of above said provision of
banning women during those days, many women working in food processing
industry, including the mineral water industry, and in so called five star
restaurants, airlines and even in some sweet stalls women are serving food
during all days including their menstrual days, then how come it is acceptable
for them, in case they pretend that they do not eat food outside/ packaged food,
or food served by a women, then how come two rules, one for them one for
others, as it is fact they do not allow their women to cook at home, perform
religious rituals during those days, in such case then there is no need for practice of so called sanathan dharmas???, in
case they strictly follow the so called sanathan Dharma of keeping their women
who are in menstrual cycle out of their home/ isolate them, keep them far from
kitchen in their homes, then why not they advocate the same openly and make it
legitimate, with paid holiday for working women during those days ??????,
otherwise its really utter hypocrisy on the part of the so called religious
leaders who make their women to keep away from their personal kitchens, but
other people in the country can have food prepared by women during menstrual
cycle???, in such case they should not talk, advocate so called sanathan
dharma. Also more interestingly contrary to the very notion of the sanathan
Dharma, especially Hindu religious dharma followed by so called orthodox people
in this regard of keep their women in menstrual
days out of touch with objects, cooking, religious rituals, when the Same Hindu
religion in ASSAM, the mother goddess KAMAKYA AMMA temple will be closed for 3 days
annually, citing that Mother Goddess will be in menstrual cycle during those
here days, and Millions of people will visit the temple on re opening and
consider them self lucky to have the cloth with blood stains which is used in
menstrual cycle of Mother Goddess.
So Media should ensure wider debate and
discussions, create awareness in people of the country, especially girls and
women to make it a national movement and create positive pressure on the
government, as it is fact that most of the people in apex, decision making
level in politics, government, Trade Unions, Ngo’s, even in films, so called
rights activists and in even in Media are occupied by people belonging to so
called orthodox religious families/family trees, with notion that they are
considered as most pure, most knowledge people, always either in power or
advises the power centres, somehow control the rest of the entire population of
the country with their brain irrespective of political party in power,
irrespective of any territory failed the women of the country till date, they
should do self introspection whether such traditions are followed by their
family members or not even now, if yes how far it is appropriate. But the fact of the matter is most of them,
even though how much educated they are, how much most up to date modern they
are, elite, some of them fully indulged in culture of smoking, alcohol
consumption, womanising, prostitution, adultery, gambling, even some addicted
to narcotics, with all such illegitimate activities are not a taboo for
them which are considered derogatory in the sanantan dharma, but coming to this
point of menstrual girls/ women in their
family, during their monthly menstrual days
they practice/ impose un official banning women in their personal homes,
making their women in monthly menstrual days
to abstain from preparing food in their home or lighting lamp in their home
worshipping place, nor allow them to participate in religious functions,
rituals, allow them to visit worshipping places, strictly following this un
official ban of their women is right for them????????? How do they justify this
double standards in one or other manner, what they should follow at home
considering it is best practice also should be followed in the country?????, So
all stake holders in the society, the
Religious leaders and government women’s rights organisations, private
industry, must work in tandem taking on board all women’s rights organisations
to decide on the matter, either paid holiday for working women during their
menstrual days with complete ban on women working in food processing, serving
food, even touching food during these days in the public/ commercial food
processing, servicing or lift the un
official ban of women from abstaining from food preparation at homes,
worshipping by women at their home & religious worshipping places; its not
blasphemy, nor misogynist but
reality. If GOI is really for
gender equality, gender neutrality, gender sensitivity then they should take
either of the decision. Also its really the best / top most gender
sensitisation, gender equality/ proper respect for the female gender. This
measure is really boon for all women in the country; its really appreciable, if
GOI and the Prime minster take up the matter seriously not only at national
level, but also at international level to grant paid leave for women during
their monthly menstrual cycle, in the lines of making International Day of
Yoga. The entire women in the world will appreciate the move, as they get
benefited out of this in all means.
CONCLUSION
Since at present
the quality testing and quality control in India do not mach any developed
countries, Government need to ensure that Quality control and standards are
maintained in all sectors, especially in food processing industry, in addition
there should systems in place to check adulteration, contra brand sub standard
products made illegally causing tremendous health disorders ad life risk for
innocent people. The above mentioned suggestions like mandatory bar coding of
packaged foods, four tired quality control system, tax concessions on
individual simple/basic quality testing at homes, mandatory basic testing at
retailer, quality controllers at each food processing unit/restaurant, also
ensuring stringent norms for packaged water manufacture and sale with complete
details of manufacture, source of water, machinery, territory of sale, with bar
coding of each pack, and sale of each pack can be tracked, containing contra
brand sale with complete details of date of manufacture, retailers etc, mobile
app to read the bar code or typing the bar-code by SMS request; also mandatory for all educational
institutions, work places, (offices or shop floors), all hospitals and all
railway stations, all bus stations, and all food processing industries and in
all restaurants should have Reverse Osmosis plants for purification of water
and must use only the RO water and not packaged drinking water, with installation
of RO water dispensers at the entrance, in each floor in multi floor buildings,
periodic maintenance, ensuring absolute hygienic surroundings all time at the
RO water dispensers, Installation of RO water plants in every village and every
slum by the government and provide RO water at very nominal rate; Also complete
ban of sale of lose Edible oil, all packs of edible oil are bar coded with
making details of brand wise edible oils available on web with location of
retail sale, and banning use of multiple times heated oil in all commercial
places, food processing industry, Also complete ban on sale of calcium carbide
to individuals, complete monitoring of industries using calcium product and
stringent quantity audits for its disposal, which is used for fruit ripening,
also complete ban of growing vegetables, especially leafy vegetables in
contaminated waters, polluted waters; mandatory source of raw material for all
vegetable, non veg retailers, also
restricting the sale of oxytocin injections, which are used for enhancing milk
production, to be sold only on medical prescription, with complete address
proof, phone number for each sale, stringent monitoring on the company’s
manufacturing such products with strict audit for raw material use, outcome of
the product; also mandatory qualified quality expert in every food processing
industry, third party quality certification for MSME and SHG food processing,
setting limits for use of all ingredients like salt, sugar, other components in
all packaged food products, also mandatory transparent packaging of most of the
packaged food products, especially the edible oils etc with only 50% of the
pack allowed for brand, other product information, rest of the 50% of the pack
areas should be fully clear transparent visible; also introducing mechanism of
virtual private network between all retailers and manufacturers with mechanism
to track the sale of each packaged food online real time, by the manufacturer
and the date of expiry batches should be made available to the government and
the system to recall & destroy the expiry dated products and mechanism to
adjust in the books of accounts of both retailer and manufacturer for out of
turnover, tax preview; complete ban of sale of perishable items in plastic/
polyethylene packs in retail shops for not only reducing environmental
pollution, but also preventing retail shops pack portion of substandard
products in that pack, also ensures choice for the customers to chose from
among the lot, also mobile app for clicking & automatic upload to the
municipal authorities for use of plastic bags, severe punishments for
manufacturers, distributors and retailers of the polyethylene bags, also fine
for the people who are carrying/using polyethylene bags in public. Also
encouraging use organic food, reduction of chemical fertilizers and chemical
pesticides, through providing incentives for organic farmers, etc will
certainly lead to availability of quality
standard food to the people leading to good health leading to overall increase
in man-hours which leads to increase in production, GDP and Development of
nation.
Since it is fact
that Gender Equality is only on the papers and buzz word, and equally the
Gender sensitivity, So there is acute need for establishment of Gender Equality
and Gender sensitivity in India and also in the World; it is fact that the
nature designed the metabolism of Women for reproduction, and prepare them to
its full potential every month through their menstrual cycles; and it is fact
that as per history women are better care takers of the children and family and
men being having strong body structure meant for hunting and getting the food
in earlier times, but times has changed, women are competing with men in all
field, in fact women out shine men in banking, finance and many other fields,
but al the same time they cannot overcome the natures design of their metabolic
changes; it is fact that most of the women feel loss of energy, feel tired
during their menstrual days, and also it is fact that from times immemorial
religious faith, sanathan Dharma of almost all religions across the world has
set some norms for women in menstrual days like not to cook, not to perform
religious rituals etc also may be with the intention of providing rest, which
was later on destroyed and termed as impure and sin, what s ever may be the reason
behind it , but it should be applied in the larger interest in the world in a
more advantageous way to women by ensuring all working women to be provided
paid leave during the menstrual days, also at the same time respecting the
religious dharmas, and complete ban of women working in food processing
industry during their monthly menstrual days will be a win win for both women
as well as the religion, which is in the larger interest; in addition to caring
heath of adult women government must provide tax concessions on sanitary
napkins in India, in addition to providing free sanitary napkins to all
downtrodden adult girls and women for ensuring hygienic health for them, all
leading to over all development of the county as healthy women is healthy
family, at the same time religious dharmas which are the driving force of the
world providing moral strength, of course physical strength should be ensured
through good food or over all development of individuals as well as nation as a
whole.
