INTRODUCTION

As we all knew that India is one of the fastest growing economies in the world with having a growth rate of over 8 % till recently, of course the current  decline of growth rate basically due to melt down of global economies; which will be recovered back very shortly. In the event of rise in growth rate the travel and transport sector plays a very significant role; in the travel sector civil aviation plays a crucial role; as even though there exists a lot of communication channels like telephones, mobile phones, video conference etc still the personal human interaction is very special which cannot be substituted by any mode of distant communication system however sophisticated it may be technologically, which was substantiated by the by the statistics which shows India is the ninth largest air carrier in the world with contribution to GDP is around 1.5%. Total number persons employed in Civil Aviation sector is estimated to be 1.5 Million and if we include the catalytic impact then it is 10 million persons. As per the International Commercial Airlines Organisation (ICAO) estimates for every $100 spent on air transport produce benefits worth $325 for the economy and 100 additional jobs in air transport result in 610 new jobs. During the year 2010-11, air transport carried 54 Million domestic passengers and 37 Million International passengers besides transporting over 1.7 Million Metric tonnes of domestic and international cargo.

As such the air transport needs to be enhanced to boost the economy as well employment generation. At present the ratio of air planes to population in India is 1 plane for every 2.89 million population which government is targeting to bring it to 1 airplane for every 1.5 million population by 2015 should be achieved, which means almost double the strength of airline operations in India by 2015 and also to achieve 0.10 trip per capta from 0.04 trip per capta by 2015 with the government projections that airline industry is growing at over 10% growth rate.

Since the air travel plays a significant and crucial role in the economic growth of the country, due to indirectly providing the human touch whether for business negotiations or business dealings or for tourism or for visiting personal needs for attending the family functions or pilgrimage etc as most of the people from the villages migrated to different parts of the country especially the metros and the capital cities of the states and important  cities in different states and important pilgrimage places for earning their lively hood; due to rapid urbanisation and industrialisation, especially due to the growth of sectors like software sector, the automobile sector etc the employees are drawing the good amount of salaries enabling them to afford air travel for themselves as well as their families, Also the business establishments extending air travel facility for their management as well their top employees in order to reduce the wastage of productive working hours of the management as well as the top employees due to long travelling hours, the case is same with government permitting the decision making officials in the government to perform journey by air-travel as other mode of travels are lot of time consuming; but government is spending the tax payers money for the air travel; also the air travel is patronised by the middle men and the political class; all these was clearly substantiated by the statistics which shows that Indian Airline Industry was grown at 160 % between year 2000 and year 2010, the passenger handling capacity has increased from 66 million to 235 million during this period, also rise in  air cargo has been from 3  to 4.5 million tons; with the total number of aircrafts in the country have raised rapidly from 225 in 2000 to 735 in 2010.

All the above observations suggest that air travel is necessary in India at affordable prices in the interest of countries economy, in the interest of the passengers, in the interest of Airline Industry itself which is responsible for generating huge employment in addition to the contribution of massive employment generation due to economic growth; since due to the above sighted reasons regarding the input costs and lack of systemic control over the air line operations the recent past the Airlines charging the ticket prices exorbitantly high literally forcing the passengers to pay with pain to perform the travel; in spite of heavy pricing they are posting heavy losses, and some of the airline operators are almost at the wedge of closure of the air line operations purely due to bad management of the airlines operation due to non existence of systematic operation rules of Director General of Civil Aviation (DGCA) ensure the safety and security of the passengers as well as the national security; which need to be streamlined on war footing bases in the larger interest of the people of the country as well as National security is concerned, apart from boosting the economy as well safeguarding the interest of the employees working in the Airline Industry in the event of the FDI in Civil Aviation sector allowing 49 % of investment in this sector.
MEASURES FOR ENSURING ABSOLUTE SAFETY OF PASSENGERS, THE NATIONAL SECURITY

The first and foremost priority of the government should be the safety and security of the passengers as well as the National security. To began with in the recent months we are coming across one private Airline operator is in cash crunched and enable to pay the salaries for its employees especially the pilots and the ground engineering staff for several months making them to perform their duties with mental trauma due to the financial needs for running their family, which may lead to safety threat for the passengers, also due to non operation of one airline operator, other operators are en-cashing the demand by enhancing the fare abnormally; in this event government must enforce uniform guidelines for all the airlines which include;

NEED FOR SECURITY DEPOSIT FOR AIRLINES TO OBTAIN LICENCE, RENEW LICENCE TO OPERATE

In the light of above mentioned circumstances, also at the instance of allowing 49 % of the FDI in civil aviation (much needed reform) it is absolutely necessary that government must make it mandatory that all commercial Airlines (both passenger as well as cargo) existing and future new operators should deposit three months salary of the staff required for full scale operations of its total fleet as per Flight Operating Manual with the DGCA / government as security deposit.

Also government must make it mandatory condition that all flight operators should mandatorily operate at least 50 % of their fleet and 75 % of the routes given to them in any calendar month; in case the Airline operator fail to pay the salaries for two consecutive months for all the employees, or the airline operator failed to pay the oil bills for two consecutive months or Airline operator fail to pay the air port charges for two consecutive months; the government should suspend the licence temporarily for first instance of six months, Airlines operation is taken over by government for running the Fleet through the government PSU Airline for at least six months; once the original airline operators is ready to pay the dues up to date of revoke of licence for handover of the operations of the Airlines the  original promoter; otherwise the Airlines should be auctioned for new private management  to operate, return the investment to the old promoter.

GROUND ENGINEERING STAFF

1)  All the engineering staff should be recruited by government; should work under government control, however their salaries are to be paid by private operators, and government will only provide the trained engineering staff to the Airline operators as per the flight operation manual minimum staff for a single air craft based on the type of the air craft in operation.

2)  This will ensure that all the engineering staff of the Airline industry will be well trained and tested by the DGCA thoroughly for maintenance and repair skills of the air craft’s for providing the air worthiness certification which is very vital and essential for the operation of the air craft.

3)  All the staff salary payments should be based on the qualification, experience ensuring the equal qualification, equal experience should have equal salaries, which makes all the engineering staff will have the satisfaction for the work rendered as equal pay for fixed working hours and prompt payment of salary in time as government itself is paying the salary, will work with dedication ensuring the flights are on air all the time.

4)  Since government cannot pay for the engineering staff for the works of private air lines in advance and wait for the private airline operators to pay back as and when they have; the government should ensure that all the airlines will deposit with government three months total salary amount of the required ground engineering staff of the total full operations of all its fleet; which is used by government as two months deposit and one month current month salary; which the air line operators have to pay to the government every month as per the use of the ground engineering staff.

5)  Since some times the air lines operate only few fleet due to what so ever reason they require only few ground engineering staff; in such circumstances private operators must pay the salaries to these ideal engineering staff; as such all the trained engineering staff which are once in the pay role of the air lines should be paid at least 60 % of the salary of that particular level of staff working in the field, these staff are to be kept as reserve or bench; the reserve or bench should be maintained for at least six months, after which the airlines can remove the staff from the pay role, the government should give the route operations of this operator to other air lines operators and adjust the staff as far as possible.

6)  Also government must ensure that all the engineering staff should get periodic training as well as up gradation of their skills and strict supervision of their performance with stringent punishments for violation of any rules or mal administration of the technical skills with punishments ranging from suspension of the certification of the engineering staff to the dismissal of the certification of the engineering staff to carry out the profession elsewhere in India or in any part of the globe.

7)  In case of any accident that might have occurred due to the technical engineering fault for faulty certification of air worthiness the entire technical team which provided the certification should be charged with criminal cases equivalent to murder charges in case of any loss of lives due to the air accident due to faulty engineering certification.

8)  Also the government must provide the family health care for all the engineering staff; also it will be more ideal that the government provide the housing for the engineering staff in the vicinity of the airports with the help of the airline operators to contribute part capital for the construction of housing for the engineering staff.

9)   This will ensure that all the engineering staffs are well taken care of and work with dedication and none of the flight accents occur due to technical failure.

PILOTS

Since pilots play the most important role in operating the air lines all issues related to the pilots should be addressed by the government which are

1)  All the pilots are to be recruited by the government as per the total fleet in the country ( both government and private air craft’s)

2)  Also government must inspect the the Indian training institutions or the training institutions in abroad from where the pilots got certification for their facilities and training records of the pilots.

3)  Also the government must specify the uniform guidelines for the pilot training institutions, monitor them regularly.

4)  The DGCA must get all the pilots got tested once again for their skills before the issue of pilot operating licence in India/ renewal of existing licences of all the pilots trained by the private institutions in India and also the working licensed pilots in abroad who wish to work in India.

5)  Also government must verify the credentials of the foreign pilots for their criminal back ground check through the Indian Embassies in that country where the foreign pilot belongs. 

6)  All the pilots (both Indian as well as Foreign nationals) should be provided with equal salary, equal rest hours, and equal perks and equal treatment of accommodation both residential accommodation for their family, and the temporary transit accommodation during their flying period.

7)  All the salaries and other benefits should be paid to the pilots based on their experience i.e. the number of flying hours, also based on their track record for safety – all pilots both Indian & Foreign origin should have equal treatment.

8)  The government must make it mandatory that all the air lines should deposit three months salary of the total strength of pilots as per there fleet strength in advance to the government with one month running payment of salary deposit every month.

9)  The air line operators can bid for the pilots based on their experience from the government pool of pilots, but all the pilots will have the same salary paid by the government, the extra bid amounts should be utilised for creation of welfare and amenities for all the pilots only.

10)   Also the government must ensure that all the rested / benched pilots will receive 60 % of the salary as minimum fixed salary for six months maximum in the bench due to the non operation of the air lines due to what so ever reason.

11)   Also the government should provide the accommodation for the pilots in association with air line operators for construction of residential accommodation in the city of they wish to stay.

NEED FOR ISSUE OF ELECTRONIC CHIP BASED IDENTITY CARDS FOR PEOPLE WORKING IN AIRLINE INDUSTRY

Since there is an acute need for maintaining the safety of the passengers as well as the security of the nation at all times; it is necessary that all employees working in the airline industry should be provided with electronic chip based Identity card (including the staff on duty at airports from the CISF, CUSTOMS, DGCA, AAI etc) ; All the entry and exit points should have electronic swipe readers for reading the data of the card holder, validity of the card, the photo graph should be displayed at all security points in the monitors about the entry of a particular employee and there permit to that particular entry point; and the entry and exit should be a single person entry at a time system by installing the rotating bars at the entrance; entry points for the employees, the vendors should be restricted to their permitted area only; the system itself ensures  no unauthorised entry of any employee where he does not have the duty/ permit as the airline operators should mandatorily up load to the security system the duties of the staff, the pilots, the cabin crew etc to allow the staff to that particular locations, also this system will certainly ensures only authorised flight loading and un loading persons are inside the aerodrome; also this system ensures all the staff who are not on duty n that time period or on that day or on leave or resigned from the airlines even though possessing the  valid physical ID card cannot enter the airport terminal or aerodrome ; also this system will ensure that the DGCA can have accurate information about the pilot, the cabin crew and ensuring the airlines will not violate the Fleet Duty Time Limitation (FDTL) by providing over duty without proper rest period, also the maintenance of crew as per the Air Flight Manual (AFM), also ensures that all medically fit persons only enter the cabin by checking for the compulsory medical examination has been done on the cabin crew; in addition ensures that only authorised persons are in the Maintenance, Repair and overhaul (MRO) centres; also it ensures that only authorised flight engineering staff are inside the aerodrome; Also the same system should be integrated to the DGCA for constant monitoring on real time; Also the same data should provided to the CISF, CUSTOMS officials in the air port  for better monitoring of the security needs. Keeping in view of the numerous advantages apart from the CC Camera installations at the entry and exit of the air port and Aerodrome is very necessary for maintaining absolute safety & security.

NEED FOR PROVIDING DEDICATE MOBILE PHONES (CUG) TO THE EMPLOYEES OF THE AIR LINE OPERATORS

In order to establish better communication among the employees working in the air lines both in the premises of the air port and the Aerodrome should be provided with a mobile phones which will operate only in the Caller User Group within the employees to all the employees from the supporting ground staff, the ground engineering staff, the cabin crew and the pilots also. All the employees should be allowed to have communication on these dedicated phone numbers from any Five numbers of their choice (To ensure they are not under stress to got cut off from the family, very near and dear) with at least two numbers from the family i.e. their parents, spouse or children with three other numbers from the friends with maximum talk period of 30 minutes with a single call for a maximum of 5 minutes talk time, and making them mandatory deposit of their personal mobile phones at the entrance of the airport under their own lock and key, by making it mandatorily that the airline operators should provide the safe almera with racks with lock for all their employees; this will certainly improve work efficiency and also more useful in the security angle is concerned. Also the same facility should be extended to the CISF/ CUSTOMS/ AAI and other government employees performing the duties in the air port as well as aero drum; also the same should be extended to vendors inside and outside the air port for better security reasons.

NEED FOR ISSUE OF BAR CODED TICKETS, BOARDING PASSES FOR WEB CHECK, ENTRY INTO AIRPORT TERMINAL ON READING THE VALIDITY OF THE TICKET

Since security is paramount in the airline industry it is most ideal and appropriate to ensure absolute safety and security of all the passengers all the passenger tickets should have a bar code with validity of the ticket for entry, expiry of the ticket on completion of boarding time of the flight, which was entered in the security computer system on line operated on real time; making it mandatory in this system all the passengers tickets before the entry into the airport terminal building by the passenger either with ticket or web check in boarding pass has to be verified for the validity of the ticket by the security staff by reading the ticket through the bar coding reader attached to the computer monitor attached to the security entry system, which in addition to the validity of the ticket also display the full details of ID proof of the passenger as was mentioned at the time of purchase of the ticket, which will display the validity of the ticket or boarding pass with entry time and boarding time; in case the validity of the ticket is expired due to cancelation of the ticket previously or due to completion of boarding or too early to accept the passenger inside the airport terminal will be denied access to the passenger; this system will completely eliminate any scope for human error by the security staff; also this system enables discipline among the passengers ensuring the arrival to the airport terminal in appropriate exact time required to ensure no rush inside the terminal, also no fuss due to late arrival after the boarding is closed; also this system ensures no un-authorised person can ever enter the airport terminal; all the passengers who arrive early to the airport for what so ever reasons can take rest in the dormitory of the airports (which was to be constructed within the vicinity and preferably adjacent to the airport terminal; operated either free of cost or with bare minimum fee- only seating area should be free, for a recline able sofa bed area should be charged with nominal amount). The entry of the dormitory should be exclusively for the passengers only with the valid ticket only; ensures absolute safety of the passengers.




NEED FOR VEHICLE SCANNERS AT ALL AIRPORTS & AERODROMES

Since the safety and security of the passengers and the nation is the top priority the government must ensure that all airports should mandatorily possess the vehicle scanners for scanning all vehicles entering the Aerodrome like the vehicles used for carrying ground engineering staff, the vehicles used for carrying the luggage to & from the air craft, all private jet owners vehicles, all the VIP vehicles, all vehicles went for repair and maintenance and re entering the Aerodrome premises should mandatorily undergo the vehicle scanner, apart from scanning the vehicles, all individuals directly entering the aerodrome should be scanned with exception only to the people under protocol like the most VVIP’s as per government of India official protocol list, rest of the supporting staff including the driver of the VVIP vehicle should undergo scanning before entering aerodrome, all the private jet crew & passengers should undergo the scanning.

NEED FOR HIGH RESOLUTION CC CAMERAS IN ALL AIRPORTS

Also government must ensure that the surveillance cameras (closed circuit cameras) should be installed at the strategic location points and at all the entrance and exit of the airport, aerodrome; ensuring that all the security checks are made thoroughly and also ensuring that all activities inside the Aerodrome are being conducted smoothly. The CC cameras should be installed at all the entry and exit points of the staff entering the aerodrome, similarly at the vehicle scanning entry of the aerodrome. Similarly at the baggage security, baggage loading at the airport, and baggage unloading on the arrival of the aircraft (through high resolution CC cameras or through mobile CC cameras attached to the loading/ unloading vans) to ensure that no un wanted things will occur. Also it should be ideal that a CC Camera should be installed or focused for capturing all the passengers entering the aircraft before boarding the aircraft for both passenger commercial air lines as well as individual private air craft’s/ helicopters in addition to the baggage scanners of all the passengers of the private jets including the VVIP private jets/ government operated special jets. This will ensure that the private jet owners will not carry away or bring any monitory related goods which are unauthorised, all the passengers in the private jets have duly authorised by the government to fly out and fly in the country, state, city, in addition to ensuring the criminals run away through the private jets out of country to escape from the law of the land.  

Also government must ensure that all the air ports should have a separate room for monitoring the CC Camera footages in all the air ports 24/7 with integration of all the CC Camera inputs at a single location with appropriate number of trained security staff for monitoring the footages constantly, the feed of the airports should also be simultaneously got monitored at the head quarters of the security agencies in that district as well as monitored by the DGCA, AAI to ensure the people in the system will work with dedication  without any scope for violation due to multiple monitoring.

Also it is necessary and mandatory that all the aerodromes should have compound walls with solar fencings/ electric fencings at appropriate height and also the high resolution CC cameras fixed at appropriate length to capture 24/7 the video of the movements in the aero drum. This measure is necessary to ensure no infiltrators enter any Aerodrome at any point of time.

Also the government must ensure the CC camera footages are stored for at least one year from the date of recording.

All these measures will ensure that all the engineering staff ensuring the safety of the air craft and the pilots ensure safe operation of the air craft will solve almost all the safety and security of the airline operation is concerned as the engineering staff inside the compound of the aero dram are totally trained by the government and are under the government, at the same time the pilots are verified for their credentials and all pilots receive the same salary and treatment and all the mental agony of the engineering staff as well as the pilots are removed almost totally by the government; also the security check and vehicle scanning entering the Aerodrome will completely eliminate the wanted things, in addition installing and monitoring the CC Camera footages of the entrance and exit of the Aerodrome ensuring that all flight operators operate flights in safe conditions; also enables the flight operations on time, without any hassles at all the times.



NEED FOR ESTABLISHMENT OF TRAINING INSTITUTIONS FOR PILOTS AS WELL AS GROUND ENGINEERING STAFF

Since there is an acute demand for the pilots and ground engineers government must either set up the training institutes on its own or must set up training institutes with the help of air line operators like the blood donation where the government issues blood to the needy patents on the replacement of blood in equal quantity by the relatives of the patents; similarly all the airlines who want hire the experienced foreign pilots should set up a pilot training institute or should contribute to the government or private institution which trains the pilots with no of training of pilots equivalent to the number of foreign hired pilots or as per their future expansion plan of the fleet expansion/ operation expansion of the existing fleet, through sponsoring or contribution for making the pilots reserved for their airlines operation. The present government training institutes capacity should be enhanced.

NEED FOR SETTING UP TRAINING INSTITUTE FOR SUPPORTING STAFF/CABIN CREW FOR AIRLINES OPERATION

Since the airline industry is growing at a rate of 10 % per annum due to rapid urbanisation it is necessary to produce the quality trained staff for smooth operations of the airline industry. As such it is ideal that either government must set up the airline staff/ crew training institutions or must ensure the airlines them self operate the institutions on their own or through the private operators. Also government must make it mandatory that all the airline operators or the aircraft owners must employ the government certified crew /staff only for their skills as well as the security bank ground check for ensuring no staff should be with criminal background.

Also government must train appropriate number of staff in radio communication and signalling operating systems, for operating the air traffic control and signalling; ensuring always availably of reserve operators in all airports at all times; also up gradation of skills for the existing staff on the latest signalling system to be replaced from time to time based on the more accurate & latest signalling system.

Also the government must provide training to the staff as well as crew to be kept in reserve. In the event of any airlines not providing the payments of salaries for their employees other than the ground engineers and the pilots for more than two months;  government must immediately suspend the licence of the airline operator and take over the responsibility of the flight operations in the interest of the people of the nation, ensuring the number of available seats as per the demand and keeping the pricing of the travel at affordable prices, since the pilots and ground engineering staff are under government control/ pay list through the security deposit paid by the air lines there is no threat for the airline safety or operations, only the present supporting staff / crew should be continued or the reserve crew should be utilised to ensure the operation of the flights resumed, and once the airlines management comes with the package to revive with payment of dues to the government with penalty can be handover to the original management of the air lines.

NEED FOR MAINTAINING REGIONAL & LOCAL BALANCES IN EMPLOYMENT IN THE AIRLINE INDUSTRY

Since the airline industry is growing at the rate of over 10 % with already employing over 1.5 million people, it is necessary for the airline operators to have local language speaking staff and cabin crew (with exception to pilots and engineering staff) for better communication with the passengers; as such it is more ideal that government must make it mandatory that all airline operators maintain the regional and local balances in the airlines by recruiting the employees covering all regions equally and also providing priority for the recruitment from people belong to that city where the airline is operating (tire 2 & tire 3 cities) covering all the cities where ever the airline operates ensuring the total staff will be in almost same ratio as per the total operating cities. (not only from the metros or state capitals but also from all the cities- example if an airline is operating in 20 states than for every 100 employees there should be 5 employees from each state- in addition if the air line is operating in 60 locations in these 20 states than the same 100 employees should be proportionately balanced from these cities maintaining the states ratio ) This will be more advantageous to the passengers as they will come across the local people in the event of making it mandatory for the airlines to have at least one crew each from the origin and destination places who is fluent of the local language, also these measure will certainly boost the the occupancy ratio.

MEASURES FOR MAINTAINING GENDER EQUALITY, NEED FOR MAINTAINING INDIAN TRADITIONAL DRESS BY FEMALE SUPPORTING STAFF AND FEMALE CABIN CREW

Also it should be ideal that all airlines maintain 50:50 ratio of male to female staff as far as the supporting staff and cabin crew is concerned (exception to pilots), which is the sign of real empowerment of women; Also government must make it mandatory that all the crew/ supporting staff of have uniform dress code with for all airline operators with colour of the dress as per their choice  airline operators, especially the female supporting staff/ female cabin crew only ware traditional Indian dress i.e. either the Saree or salwar dress with appropriate dupatta only representing the Indian tradition. As it is a fact that majority of the female supporting staff and crew even though may not heart fully like to wear the western short out fits, has to wear them under the obligation of the airline operator undergoing severe mental agony due to the lusty looks of the majority of the male passengers irrespective of age group (as by default the male has the lusty looks for opposite sex, as in their family their women wear only either traditional Saree or a simple salwar chudidar dress, these female supporting staff/ cabin crew wearing the short dresses will naturally attract them). As such government must ensure the female staff in the airline industry especially the supporting staff and the cabin crew should mandatorily ware the traditional saree draped traditionally in a simple appearance or a simple salwar chudidar with appropriate duppata making the female supporting staff or female cabin crew appear like traditional sisters or daughters in their own family, as majority of the air passengers are male (over 75 % of the passengers). This measure is necessary even though some of the female cabin crew like to wear these modern dresses by having a view that wearing modern dress is the symbol of glamour, up country urban stylish   status, symbol of empowerment of women (it is their own perception) - however in the larger interest of the dignity of the Indian women & girl child it is necessary to up hold the traditions and customs. Also it will be more appropriate all commercial passenger airlines follow and maintain that the flight welcome address made by the in-charge cabin crew at present which was addressed as “welcome ladies & gentlemen, boys & girls” should be addressed as “welcome on board all mothers & sisters, fathers & brothers...” which will mostly nullify the problem of lusty looks of the male passengers.
Also In addition to the above the government must ensure that the news paper advertisements with titles “body massage/relax your self -Indian house wives, college girls, air hostess etc,” will not get published by the news papers which are certainly degrading the respect of the Air hostess; these kind of advertisements appears (in reality it may not be true but will make a general perception in majority of the sick male people as if the some air hostess are available for indirect flush trade, as majority of these kind of advertisements are meant for flush trade, these advertisements  leading the men frame a perception about the female cabin crew which makes them to look at the the cabin crew with such degraded morals, having lusty looks (mostly because of the short dress), even though it deeply hurts the female cabin crew, they are/have to remain silent absorbing themselves treating it as part of the duty to continue in the employment to earn their lively hood. As such government must urgently take the necessary steps in this regard to protect the dignity of the profession as well as dignity of women & girl children of India. (All the above measure are expected by the people since the UPA government under Congress party leadership (partners in the UPA government) always advocates for empowerment, dignity & honour of women and the welfare of girl children in the country

Also it is necessary and most needed that the government should make it mandatory for all other professions in various sectors like media, especially the electronic media as well as the hotel & hospitality industry the same principle of mandatory traditional dress (either saree or salwar dress with proper dupatta) for female staff to protect the dignity and honour of Indian women & girl child as well protecting the customs and traditions of the country; as these professions have larger impact on the  women & girl child in the country (however it is the prerogative of the women in these professions or any other profession to wear the western modern out fits according their will & wish in their personal and private life, but as long as they are on duty in public life has to follow the traditions as these people are icons for many women & girl child in the country, they should not be an object for the sick male people either attracting more eyeballs for the increase of the viewership or more occupancy ration in the hotels). It is really the well respected, accepted, appreciable move by many sections, majority of the people (as by their inner heart they are traditional, also the family members, parents will welcome this decision) and is certainly a symbol of the real respect for women and real empowerment of women, real patronize of Indian traditions and customs. Without maintaining the traditions and customs indirectly forcing the women to act against the traditions leads to unwanted things in the society.

NEED FOR HALF OF THE CABIN CREW/ AIR HOSTESS WITH REGIONAL LANGUAGE SPEAKING ABILITY FOR DOMESTIC FLIGHTS; FOREIGN LANGUAGE SPEAKING ABILITY FOR INTERNATIONAL FLIGHTS

Since It is a fact that many passengers may not knew English/ Hindi and the local regional language crew should be a mandatory condition to ensure the passengers are well taken care; as such all the airlines should ensure that at least one cabin crew should speak the regional language of the origin/destination apart from speaking in English and Hindi as far as the travel in the Indian Sky’s is concerned (a flight from Hyderabad to Mumbai should have one cabin crew fluent in Telugu the local language of Hyderabad, also one cabin crew should be fluent in Marathi the local language of Mumbai, in addition the other cabin crew should be fluent in Hindi as well as English). Also if an air craft has 4 cabin crew of air hostess than one should be fluent in the local language of the origin, one should be fluent in the local language of the destination and other two should speak the English as well Hindi apart from their own mother tong; this will certainly be more useful in tire 2 and tire 3 cities connecting with the state and national capital, improve the occupancy ration; also it provides regional balances as far as employment is concerned.

Also it should be mandatory that in the supporting staff at least 50 % of the supporting staff working in the airline counters, at the baggage screening, at the security check etc should be able to speck fluently the local language of that particular state, also the rest should speak English and Hindi languages fluently.

Also it should be ideal the International flights should have at least one cabin crew who speaks the foreign language of the destination/ origin country language. Also government must ensure that all the airports where international flights take off and arrive should have the  international language help centres of that country language (for outbound  &  the inbound flights in their respective countries foreign  languages) to ensure more comfort for the foreign visitors.
NEED FOR LANGUAGE HELP DESKS AND LANGUAGE TRANSLATION CALL CENTRES FOR ALL INDIAN LANGUAGES & MAJORITY FOREIGN LANGUAGES

All airports should mandatorily have language help centres in the Indian languages. Either through directly or through the help desk connected to the language translocation call centre. To ensure that all the passengers who knew only there local language will be of great help, this will ensure more occupancy ratio.

Also the government must ensure the international language help centres at all the Arrival and departure of the all International terminals and also in all major airport terminals; also it is necessary and ideal to have a help desk through centralised call centre at all airports where ever foreign tourists visit in the tire 2 and tire 3 airports of importance of tourism/ pilgrimage centres (like Nasik, Varanasi, Bodh Gaya etc) since the foreign inbound tourists in India are over 5.2 million foreign tourists arrived in 2010 (which is much lower than many small countries) to India with total inbound foreign travels ranging at over 18 million.

NEED FOR PROVIDING FREE INDIAN MOBILE SIM CARD TO ALL FOREIGN TOURISTS ON ARRIVAL TO INDIA; RESTRICTING FOREIGN VISITORS HOLDING ANY OTHER LOCAL MOBILE

Also it is most ideal and helpful for the foreign tourists and visitors providing local SIM card of India on arrival to India to be surrendered on return from India (also should be automatically de activated on out bound from India based on the details of the travel); the SIM cards should be loaded with language translation, important tourist & travel destinations, GPRS system, with language call centre support will certainly bring in more foreign tourists and visitors to India. Also this system will facilitate the tracking of the foreign national’s movement; all mobile operators should be barred from issuing local SIM cards to the foreign tourists / foreign visitors; also it should be made mandatory that all the foreign tourists and visitors should mention the mobile phone number they brought to India along with them to the Indian customs authorities to ensure their movements are tracked on the GPRS; this will certainly reduce the missing of foreign tourists coming to India and staying un authorised after the expiry of visit visa.
NEED FOR MAJORITY INDIAN STAFF IN ALL AIRLINES OPERATED BY INDIAN COMPANIES OPERATING DOMESTIC & INTERNATIONAL SERVICE;

In the light of FDI in civil aviation the government must ensure all the staff either the supporting or cabin crew for all the flights flying in the Indian sky’s or International should mandatorily have 90 % of the staff from Indian citizens and only the expert aircraft maintenance engineers or the pilot (50 % of the pilots in the aircraft should be Indian Nationals) rest all the staff should be of Indian citizens. And all the female staff should mandatorily follow traditional Indian dress code. All the international flights operating from Indian airline companies can have the foreign cabin crew up to 50 % of the total strength and are permitted to wear their countries traditional dressing or the decent western out fits with the approval of DGCA.

NEED FOR RESTRICTING FDI IN CIVIL AVIATION TO SCHEDULED PASSENGER CARRIERS & CARGO CARRIERS ONLY

Also it is most ideal the government must restrict the FDI in civil aviation limited to the scheduled passenger carriers and cargo carriers and completely banning the FDI in non scheduled passenger carriers as far as passenger carriers is concerned; however FDI in cargo should not have any restrictions, also FDI in non scheduled segment should be used for flight fleet for weather modification, disaster management and Arial shooting of the news, cinema etc; the FDI in the air cargo will certainly bring in infrastructure building, latest  technology in handling, more competition; also the FDI in weather modification will bring sea change in the economic growth of the country; however in case of allowing FDI in non scheduled carriers for passenger transport will certainly lead to the scope of rushing of slush money to the Indian aviation sector.

NEED FOR MAINTAINING THE STANDARDS IN AIRLINE INDUSTRY

Since the airline industry is growing at over 10 % growth rate per annum and more scope for growth due to the FDI in civil aviation Industry the government has to ensure that all airlines follow the uniform guidelines as far as the airline operations is concerned starting from the aircraft itself to the number of working hours for the cabin crew/ pilot as per the Flight Duty Time Limitation (FDTL), to the maintenance, repair and overhaul (MRO) of the air craft. All the air lines should make a uniform pattern/ standard format an online data which was shared with the DGCA.

Also need to maintain the records of all flights from the first cycle onwards. Since the life span of commercial air craft’s is maximum of 20 years or 75,000 cycles (one take off and one landing is called one cycle) or 51,000 hours of flying. The life span of the aircraft is dependent on the number of cycles of pressurisation (the cabin pressure) which will have the impact of developing cracks of the metal body due wear & tear due to pressurisation, which will lower the life span with each pressurisation. The long distance (international) flights have more life span due to reduced number of pressurised cycles. The domestic air craft’s have less life span.

As such the government must ensure that all the data of the all the air craft’s both commercial & non commercial should be online & up to date at all times about the details of the aircraft. Also ensure that FDI companies in the airline industry should not bring the flights that crossed these parameters and also all the aircrafts should be checked thoroughly for the year of start of the first pressurization cycle, and the total number of pressurisations independently by the DGCA physically before allowing them to get into Indian operations     (not just based on the paper reports which was submitted by the airline operators; all the inspections should be recorded on camera, as there exists a possibility of tampering the records or the instrument panels of the air craft’s)  

Also DGCA should obtain the information from the MRO’s companies in India or abroad the history of the maintenance, repair and overhaul of the all operating aircrafts and store it in the data bank.

Also all the airline operators should make the duty rosters online with the DGCA for assigning the duty for the Pilots, the duty for cabin crew/ flight attendants as per the industry standards only (not exceeding the number of flying hours per week/month/year even in case of shortage of pilots/ cabin crew- which the cases of violation of the FDTL was reporting even by the Air India the government PSU airlines in the recent past putting the risk of the safety of the passengers in danger, then there exists every possibility that private airline operators violating frequently the FDTL). The international   airline industry regulations needs to determine the maximum permissible duty periods, flight duty periods and block times for crew members. Utilization of flight crew members shall be limited in such a way as not to jeopardize the safety of flight by overloading the crew member on a given single duty or by the cumulative fatigue in cases where a flight crew member is scheduled to complete a row of consecutive duties. Flights shall be planned so that duty periods, flight duty periods and minimum rest periods are within prescribed limits taking into consideration other factors such as daytime and night time duty, the positioning of crew, breaks between flights etc.   Also all airlines should maintenance minimum crew in the flight as per the Aeroplane Flight Manual (AFM) for a given type of aircraft

Also the DGCA should ensure that all airline operators should follow the international airline standards Flight Duty Time Limitation (FDTL) regarding the crew member’s total cumulative duty hours, ensuring they do not exceed 1800 hours in any 12 consecutive calendar months. This limit may be further increased to 2000 hours in any 12 consecutive calendar months for crew members who have a significant share of non-flying office duties, 190 hours in any      28 consecutive calendar days also 60 hours in any 7 consecutive calendar days to ensure that the cabin crew will not undergo fatigue that may be serious threat to safety of operation of the flight. Also the data of aero medical examiner regarding the health condition of the crew should be made online real time with DGCA for ensuring all the cabin crew/ pilot on duty are fit to perform their duty.

Also all the airline operators should mandatorily make online real time the details of plan and time due for the “A” Checks (regular and routine checks), “C” checks (will be done every 12 to 18 months) and “D” checks (will be done every 5 to 6 years a major maintenance and overhauling) as far as the MRO is concerned should be made online with DGCA.

All the above methods of mandatory making the data online real time the operator wise data to the DGCA will enable the DGCA to monitor the situations on real time ensuring all airlines are operated safely without any scope for flouting the rules of the airline industry, as post auditing will not provide any result in case of any serious miss hap occurred due to a slight flout of rules in any of these sensitive matters. All the above measures will ensure the airline is operated in absolute safe condition.

Also to make proper laws by reviewing the existing slot allotment procedure ensuring all new airline operators also gets equal advantage with existing old operators.

Also the government must ensure that all airports charges are uniform irrespective of private operated or the PPP mode or government operated strictly all airports under the preview of the Air Economic Regulatory Authority (AERA).

NEED FOR STREAMLINING INPUT COSTS OF AIRLINE INDUSTRY

The government must ensure that all the airports in India will have more or less the same rate of airport user charges, the same rate of parking charges for the air craft’s, as the studies clearly indicate the airport charges are on higher side as compared to other airports in the world. Also government must ensure the pricing of the fuel should be uniform; there should be only partial de control of the pricing of the aircraft turbine fuel. Unless these fuel charges and    airport charges are under control it is not possible for the Indian    airline operators  to run the operations without posting heavy losses in spite charging heavily for the passengers, as it is supposed to be fuel charges should be only 20- 25 % of the total operational costs as per global air line operational charges, surprisingly all the   airlines are operating in India are suffering with fuel cost alone touches around 45-50 % of the total operational costs in addition to the heavy air port charges. It is mainly because of lack of permanent agreement with the oil companies allowing total de control of the Air Turbine Fuel (ATF) as such government must make it mandatory that all oil companies will provide fixed pricing for at least 90 days (180 days is most ideal) and at the same time the airline operators should go for the agreement with the oil companies for a fixed price for this period irrespective of international crude prices are lower than the agreement  price or higher than the agreement price (more or less like hedging), the oil companies should supply the prices agreed for that period. Also in addition to fixing uniform oil prices the state governments levying the sales tax ranging from 4 % to 30 %, which need to be fixed at uniform rate of 4 % throughout the country as the increase in ATF price raises the component of tax in that ratio, making the fuel even costlier. Such irrational tax structure eats into the profits of domestic carriers. The International Air Transport Association (IATA) have also expressed its reservation stating that unless issues of high taxes and infrastructure costs are addressed, airline sector may struggle to come out of losses, also it is difficult to attract the FDI, to expect Indian domestic carriers to remain profitable even after paying 50 percent more on ATF of their counter parts elsewhere in the globe, majority of them still under losses, as such it is inevitable to reduce the taxes and make it uniform tax throughout in all state .

Also the government must ensure that all the airlines uses the similar data generation as far as the passenger details and as far as as the ticket sale and as far as the flight operations is concerned and will be up loaded to the Virtual Private Network (VPN) network of the airlines as well as DGCA for ensuring the exact data of the flights, sale of the passenger tickets, etc to ensure accurate, absolute accountability as far as security, taxation angle is concerned as some of the airline operators split the airline operations in different names, providing different flight numbers from the same destination at the same time of departure, but while issuing the boarding pass, surprisingly the boarding pass have either the same flight number or different flight number of the same airline operator who is operating the flight to same destination at same time; operating only one flight, but sale in different flight numbers.

Also DGCA should mandatorily send the details online real time to the taxation authorities about the sale of tickets and flight operations etc, the maintenance and repair details, the details of fuel consumption, number of hours of fly etc and also the details of salaries paid to different staff to ensure accurate accountability and appropriate tax payment to the government, for both commercial airlines as well as private jets and charted air craft’s.

Also government must ensure cooperation among the airlines in case of the flights are direct flights without hoping and connecting in case the flights are not sold even for minim passengers, then the passengers should be adjusted in other flights of same destination and almost same time (within one hour of that flight timings, in case the availability of the seats to adjust all the passengers, adjustment in sectors) or due to cancellation of flight due to any reason.

Also all the airline operators should ensure that the strict implementation of the baggage weight per passenger, also the left over baggage space (weight) should be allowed to carry the cargo to ensure the flight will earn some returns on the trip through cargo.

Also it should be made mandatory that all flight cancellations should be at least 4 hours before the flight take off else to lose the entire money, in case of flight ticket cancellation the airlines should be allowed to return only the tax component as well as the fare charges left for the profit of the trip (by allowing to deduct the fare charges for the passenger without profit and tax position; in case the flight is full all such cancellations should be refunded the entire money for having no loss to the airlines except deducting some processing fee). All the purchases within the last three hours at the counter should not be refunded for cancellation.

All the cancellations should be provided with debit vouchers in case of ticket purchases through the travel agent, in case of cash purchases at the counter of the airlines, the refund should be made to the bank account automatically within four hours of cancellation through bank RTGS. Also it should be made mandatory that the debit vouchers one airline should be valid for all other airlines as well as Indian railways by having a bar-coded number and by integration with other airlines as well as the Indian Railways to minimize the passenger inconvenience. It is necessary to safe guard the passengers interests.

NEED FOR SETTING UP OF AIRCRAFT MAINTENANCE REPAIR AND OVERHAUL (MRO) CENTRES IN ALL MAJOR AIR PORTS

Since the air line industry is growing at a much faster rate there exists a demand for the repair and maintenance and overhaul , as such government must establish the training centres for aircraft maintenance as well repairs, also government must establish the MRO centres at all major air ports and hubs; in addition government must ensure that all the airline operators/ aircraft owners (including helicopters, small private jets and turbo propellers both passenger as well as cargo and also the remote air craft’s and the amphibians)  to mandatorily enter the annual maintenance contract with the Maintenance, Repair and Overhauling (MRO) centres (setting up of MRO’s as per the “strategic plan 2010-15 of Ministry of civil aviation),  which enables to maintain the stock of the spare parts inventory, which will enable reduce the burden on the air line operators who are operating different air craft’s. This will certainly reduce the off time of the air craft and ensure maximum utilisation of the aircraft reducing the idling time drastically.

NEED FOR PROVIDING HEALTH CARE ALL EMPLOYEES BY THE AIR LINE OPERATORS

Since the health of the employee is key aspect for safety of the operation of the aircraft especially the pilot, the cabin crew and the ground engineers; the government must make it mandatory that all the airline operators provide health care cards for all their employees also covering their dependents like their parents, their spouse, their children; and all the hospital expenses should be covered by the airline operators either through the health insurance card  for major treatments.; in addition providing a hospital at the vicinity of the airport for the health care of the staff  as well as the passengers in case of emergency especially the senior citizens & children. This will certainly remove a lot of mental stress for many employees, enabling them to work more efficiently.

NEED FOR PROVIDING MEDICAL AMBULANCE HELICOPTERS

Since the rate of road accents are high in India especially in the highways both state as well as national, it is very necessary to take as quick as possible to the nearest hospital in order to save the life of the accident victims in majority of the accident cases; even though some states have the 108 medical ambulance vehicles on the GPRS system which will take time to reach, in addition the transport time is more to reach to the hospital for treatment in emergency fatal accidents; in such incidences the ambulance helicopters play a very significant role in saving the life of the accident victims by drastically reducing the response time and quick reach of first aid, proper hospital treatment. In the light that ministry of civil aviations plan to build helipads along the high way in the span of 100 kilometres by 2015 as per their strategic plan 2010-15 document; it is necessary for the health ministry to acquire the ambulance helicopters in appropriate number and place them at strategic locations in every state at national and state highways for rescuing the accident victims, also it is necessary that the ministry of highways provide the necessary land for the construction of helipads along the road side of highways. Also should use this service for shifting the patents from remote places to the hospitals. 

NEED FOR UP LOADING THE DETAILS OF OWNERSHIP OF STATE WISE/ CITY WISE LIST OF AIR CRAFTS BOTH SCHEDULED COMMERCIAL CARRIERS AND NON SCHEDULED PASSENGER CARRIERS BOTH COMMERCIAL AND PRIVATE AND CARGO CARRIERS IN THE DGCA WEBSITE

Also the government must make it mandatory that all the aircraft owners submit the details of the their fleet they own, they lease, for all the commercial airlines for both passenger, the cargo purposes, air craft’s for weather modification, air craft’s for scientific research etc  and also the private air craft’s, the private helicopters. About the date of manufacture of the aircraft, the  ownership details like the first owner, the second owner etc and the date of purchase, mode of purchase, the date of approval of DCCA for flying, the period of validity, renewal of the licence, the date of maintenance done, the number of hours flyed in the Indian sky’s, the number of hours of fly in the foreign sky’s and also the total number of hours the aircraft flyed till date, the total number of pressurization cycles, all the details should be up loaded on real time ( with an exception to the official trips of the VVIP’s like Prime Minister, the President, Vice president and all other constitutional authorities etc of course these records should be maintained by DGCA only thing they need not be made public, only through RTI application they can be revealed, however their private trips should be made public when travelled in the private jets for other than government works). This will certainly necessary as the air ticket prices are determined as per the age and number of flying hours of the fleet, also it will certainly reduce the economic offences and criminal offences and miss use of the private jets by the criminals in future as due to rapid rise of economy the billionaires are in raise as well as the economic offenders are also in rise either the tax evaders or scam-sters or real criminals land and mining mafias and terrorists. All the data should be integrated with the CIB central information bureau of the Income tax department, the CBI, the ED, police departments of states for appropriate action.

NEED FOR MODERNISATION OF EXISTING AIRPORTS; MORE GREENFIELD AIRPORTS; CONSTRUCTION OF NEW AIRPORTS

Since majority of the airports except the newly built airports and the airports built by the private operators all the airports are old; which needs to be modernised on par with the other airports keeping in view of the rise of air traffic; as per the government projections over 275 million passengers is expected by end of 12th plan; and by end of  13th plan the total passengers is expected near about 460 million; and in the rise of commercial aircrafts from present strength of 400 to over 1000 by year 2020; emphasises the need for modernisation is very essential in all aspects from ATC to the signalling system to improving communication, navigation and surveillance systems (ensuring all airports are under GAGAN the GPRs based navigation system developed by ISRO) to power back up to the security systems at the entrance to handing of the baggage to the transport in the aerodrome to hangers in the aerodrome to the water supply and sewage systems (ensuring no water logging in spite of heavy rains), modern fire fighting systems; modern parking system; converting the existing airports to Greenfield airports where ever possible; also all the amenities should be modernised on par with world standards for efficient, safe and secure operations of the airport, airlines. Also in the event of FDI in aviation it is ideal to invite the FDI in modernisation of the existing airports to Greenfield airports at all possible locations.

Also since the global projections on urban population which indicate that by 2030 over 40% of the population to the tune of 590 million lives in the urban areas; the number of million plus cities will increase to 68 by 2030 of which 13 cities will have more than 4 million and six cities will have more than 10 million persons. This clearly indicates there is potential demand for developing the airports in all cities more than million population, to cater the needs of the people.


NEED FOR FIXING THE PASSENGER AIR FARE PRICES

Since there is a shortage of seats in the airlines as compared to the demand majority of the airlines are over charging and still posting the heavy losses, which need to be looked into.

1)  As such government must fix the air fare of the passengers as per the type of the aircraft, the distance/ hours of fly between the destinations.

2)  As such all turbo propeller air craft’s which will fly at low altitude and takes more time to reach the destination has to charge less than the jet engine propelled air crafts

3)  Similarly all the airlines having the business class should have a different pricing for business class as well as economy class and all the fares of both business class and the economy class should be same for such flights operated by different operators.

4)  Also all the flights which are designed only for the economy class should have the same fare for all operators for same flying hours/distance between take off and landing.

5)  Also all the air fares should be designed keeping maximum of 20 % profit margin for the airlines after adding the capital expenditure, the fuel charges, the air port charges, the cost of staff, the interest on capital expenditure, all the operational costs per seats should be worked out at 70 % occupancy ration which should be the breakeven point. (As the airline industry statistics shows that the passenger load factor is around 70 % with steady growth of both both Available Seat Kilometre (ASK) refers to available capacity deployed by scheduled carriers on all its routes whereas Revenue Passenger Kilometre (RPK) performed refers to number of seats for which the carrier has earned revenue, in relation to the distance travelled. ASK is normally the supply side parameter used to assess the capacity growth in the market whereas RPK is the demand side parameter used to assess the revenue generated by airlines from passenger traffic. Passenger Load Factor which stood at 65% in 2004-05 had increased to 72% in 2009-10. Seat capacity deployment started increasing from 2005-2006 onwards when new private airlines entered the domestic passenger traffic market in India )
6)  Also all the airlines should provide the refund vouchers to the passengers who paid for the travel with the 70 % occupancy ration price & performed the travel, the excess money charged over and above  equal distribution to all the passengers in case of the occupancy ration is more than 70 % (the difference of the profit margin after deducting the basic costs per seat , this will certainly make uniform profit margins and also ensures the loyalty for the air lines by the passengers as the passengers will avail next travel by the same airline operator to en cash the vouchers)

7)  This will ensure that all airline operators with the same aircraft with similar seating features in the aircraft should charge the same fairs; the fairs should be fixed and uniform till the occupancy ratio reaches the breakeven point on that particular flight and then the excess passengers are bonus and the excess fare can be distributed to all the passengers equally in the form of vouchers only, not cash refunds.

8)  Also all the passengers with only hand baggage should have reduced fair compared to the passengers with baggage.

9)  In order to maintain the uniform price the government must ensure that air craft turbine fuel cost at present which accounts for nearly 50 % of the total expenditure of the operational costs, by fixing uniform taxation by all the states and cities/towns reducing the fuel cost to occupy only 25-30% of the total cost of operation.

10)                Also the government must make it mandatory that all the airline companies operate in India should mandatorily enter into agreement with the PSU oil companies in India for the supply of air fuel at uniform fixed price by getting a fixed price for at least every quarter, i.e. for the 90 days irrespective of international prices the PSU oil companies will supply the air fuel at a particular agreed prices. This will ensure almost equal fuel charges for almost all the air craft’s depending up on the age of the air craft.

11)      Since the government is making the salaries of the pilots as well as ground engineers the expenditure on the employees should be more or less uniform for all the airlines.

12)      Also government must ensure India is not a dumping yard by fixing the maximum  age limit for the fleet should be around 20 years beyond the age even the air craft is air worthy cannot be used commercial passenger services, can be used as air cargo carriers.

13)      Also it should be ideal that the air fare should be based on the age of the aircraft, i.e. all the fleet should be get 3 % more charges than the normal for all feet up to 5 years, 2% more charges than the normal for all fleet between 5 to 10 years and 1 % for fleet age between 10 to 15 years and 0.5 % for fleet between 15 to 20 years or corresponding pressurized cycles (one take off and one landing)

14)   Also the government must ensure the cost of the passenger fare is determined as per the number of flying hours of the air craft, which should be made in four brackets; all fleet less than 15,000 flying hours (less than 20,000 cycles), flights between 15,000 to 25,000 flying hours (20,000 to 35,000 cycles), flights between 25,000 to 40,000 flying hours (35,000 to 60,000) and 40,000 to 51,000 hours ( 60,000 to 75,000 cycles) beyond which the flights should be barred for commercial operations as far as passenger carriers is concerned, however these air craft’s which have done over 51,000 hours (75,000 cycles) of flying if still having air worthiness can be permitted for air cargo only.

NEED FOR PROVIDING THE UNIFIED SMART CARDS FOR THE FREQUENT FLYERS OF ALL AIRLINES

Since majority of the business flyers are frequent and also some other section of people are also frequent flyers for all such passengers all the airlines a unified smart card, which can be automatically activated for the concerned airline operator network  soon the customer purchases the ticket; the passenger need to swipe the card to get the boarding pass soon after entering the airport after the mandatory security check at the entrance (like Bank ATM card); it will be much better use for the frequent flyers as it reduces their time to come and stand in queue for obtaining the boarding pass even though they might blocked the seat ( as majority does not have printer for taking the boarding pass printed through web check-in)  and more convenient as well reduces the load on the airline staff, all these leading to cutting costs of the airline operators; also this facility is much better than the web check-in or the any other mode of check in system. Also all the airlines should have a common call centres to block the seats for the passengers through the PNR number and the frequent flyer code; also the mobile operated blocking of seating should be made.

NEED FOR HAVING THE TRANSPORT VEHICLES (CARS) FOR THE PASSENGERS HIRE FOR DAY LONG JOURNEY

Since majority of the passengers are frequent flyers and also make the same day journey, it is more ideal for all airline operators to have the transport facility at all the airports in appropriate number for hire / taxi for (vehicles i.e. the cars for city ride) other than free pick up and drop by bus facility; this facility of  vehicle  hire  enables more convenient for many passengers especially the business flyers, the single women flyers, the new to city passengers etc; as these vehicles are operated by the airlines directly or through their association with local transport operators, all these vehicles drivers are trained the respective airline operators for safety, customer behaviour, and language(mandatory basic English, basic Hindi and one regional language – most ideally language of maximum inbound flyers in that airport) will not only provide additional revenues to the airline operators  through hiring the taxies but also certainly help in improving the occupancy ration of the airlines; also all these vehicles should be coloured with the air line operators symbols; the costing of these taxies should be less than available in the market;  also it makes not revenue for the airline operators but at the same time has the more publicity making their brand promoted, as such the brand promotional costs through other modes can be reduced to a maximum extent; All the airlines also should have the tie up with the local transporters to have the branding of their airline; being an associate transporter, with GPRS and with through background check of the credentials of the driver ; provide these drivers with the CUG mobile phones of the air lines and the salaries to these drivers should be paid by the airline operator only, also it is most ideal that these should be female drivers for providing for exclusively for single female travellers; these vehicles should be exclusively meant for the airline passengers only. These vehicles should be in general with the passengers for same day return to airport or can be extended on request at additional costs by receiving advance payment; all taxies should be equipped with bank card readers; booking of these vehicles either at the time of ticket booking or on arrival.
NEED FOR FIXING BAGGAGE WEIGHT & DIMENSIONS; USE OF FREE SPACE IN AIRCRAFT FOR COMMERCIAL CARGO CARRYING

It facts about the cargo carrying capacity of the airlines as per the size of the passenger aircrafts is around 13 to 15 MT; baggage space does not exceed 2 to 3 MT whereas small jet freighter aircrafts have a capacity of 10 to 30 tons, mid-size freighter aircrafts have a capacity of 30 to 80 tons and large freighter aircrafts have a capacity of greater than 80 tons; As such it is very ideal that all airline operators should carry be allowed to carry the commercial cargo with tie up with the cargo carriers; in addition also should fix the baggage dimensions for carrying in the domestic airlines as well on the lines of International carriers; all passengers should ensure their luggage adhere to the specified dimensions or will fit into that dimensions of volume; the luggage charges should not only on the weight but also on the volume of the luggage occupying; Also it is more ideal to implement the following measure to make best use of cargo space, all the language carriers (other than hand baggage) should be mentioned at the time of booking or through online booking or through the call centre of the airline at least 12 hours before the departure or should charge 2% of the ticket charge as fine or carry the luggage (only one baggage of standard size and weight should be permitted rest of the baggage should be treated as additional luggage and charged accordingly) in case of space is available  in the same flight or in next flight or adjust in other flight of other operator almost same time; all the free space which was ascertained 12 hours before should be utilised for earning revenue through handing commercial cargo by having tie up with the commercial air cargo operators.

NEED FOR RADIO FREQUENCY IDENTIFICATION DEVICE (RFID) TAGGING FOR ALL BAGGAGE FOR CARRYING AS LUGGAGE FOR SAFETY & SECURITY

Since the number of passengers are increasing day by day and majority of the passengers are carrying almost similar brand, similar type of luggage carriages, most of the times they mis identify the baggage and carry others baggage which leads to lot of inconvenience; also  in the present system of loading the baggage do not have any scientific method of loading sometimes the bags are missed  by airlines to carry ; for all these issues are resolved by RFID technology; As such it is most ideal and necessary all passengers should be provided with Radio Frequency Identification (RFID) tags along with with the boarding pass with automatic reading of the RFID tag number and printed on the boarding pass (through the RFID reader attached to the computer system issuing the boarding pass) to be tied for all the luggage other than hand baggage before leaving the baggage at the counter; this tags will certainly ensure that the baggage cannot be mis handled as all the baggage before loading from the terminal point should be read for the identity of the baggage tags by the RFID reader at the terminal baggage loading centre; for this and it also saves lot of time at the  boarding pass; also all the airport outdoors should have the RFID readers to read the baggage tag ensuring the passengers carry their bag only; Also it will ensure that no un indentified baggage is left in the airport terminal; Also it will solve almost the problem of lost baggage or mis carrying of baggage issues to a great extent; This method will certainly bring discipline in the air travellers, also at the same time will earn considerable revenue for the airline operator and reduce the operational losses as well as loss due to the reduced occupancy ration of passengers.

NEED FOR MANDATORY INSURANCE FOR ALL PASSENGERS

Also since the rapid rise in the number of passengers in the recent past and also keeping in view of the expected growth rapidly, it is very ideal that government must make it mandatory that all the flight operators should collect the from the passenger in the ticket itself only the amount needed for providing the insurance coverage as per the norms determined by the government. For this all the     airline operators should enter an agreement with the insurance companies. Also all the airline operators should ensure that one time data collection from the passenger regarding the insurance nomination etc should be stored in the system of the airline data bank use the number every time passenger purchases the ticket.

NEED FOR CONCESSION ON AIR FARES FOR SENIOR CITIZENS AND PHYSICALLY CHALLENGED PERSONS.

Since the passengers are increasing every day and budget airlines making even middle class people having the flight experience, especially connection between smaller town and cities, it is more ideal to bring the flying experience to senior citizens and persons with reduced mobility. This idea was mooted by my patents, my mother wanted to write for the senior citizens concession, where as my father wanted the concession for patents, persons with reduced mobility. The reasons cited by my parents is “what is the use if the airlines does not useful for these section of people (due high cost of travel) who contributed for the growth & well being of the nation in their own way either through employment in government or private or through the farming or through business , in addition they raised their children with baring all hardships to contribute to the countries growth for the well being of all the people in the country; the fruits of development of the society should be not meant only for upper echelons of the society or the senior citizens of the present political/bureaucratic or business class alone as development of the country is not just because of these sections alone but due to the contribution of all sections in the country; mostly retired senior citizens are drawing less pension, in most of the families the children treat them as burden, and most senior citizens are self respected and wanted to live on their earnings only; also mainly because it is very painful for the senior citizens, patents and physically handicapped persons with reduced mobility to travel longer periods in alternative mode of transport say Railways, buses, passenger cars, they sited that to visit me in Delhi by Train will take almost 24 Hours where as in the flight it is just 2 hours, like that in other cities. Keeping in view of the real issues faced by the senior citizens, patents as well as physically challenged persons with reduced mobility, government must make it mandatory that all the airline operators reserve 15% of the seats for these section of people, i.e. 10 % seats for the senior citizens, 3 % of the seats for the patents and 2% of the seats to the physically handicapped persons (with reduced mobility only). For these seats government must provide 50 % of the tax concession on the ticket, also the airline should provide 25 % of concession on the basic fare of the ticket (all these basic fares are calculated on the break even cost only- as the regular tickets fare is calculated with 70% occupancy ration for obtaining the break even at 70 % occupancy these 15% seats will certainly fall under full profit zone as such there should not be an issue for the airline operators to provide concession to these sections of people). This will certainly a great help lot of senior citizens, patents as well as physically challenged people. Also it is ideal that government must make it mandatory to reserve 15% of the seats for women with government providing 25 % concession on the tax component and the air line should provide 10% concession on the basic fare to make more women avail the air travel. Also this facility should be restricted to total 12 cycles of either up & downs from anywhere to anywhere for domestic travel only in any airline of their choice.

Also it is more ideal if this facility should be extended to all single female travellers or women travellers with small babies. To ensure fair use of the facility, the tickets should be on single name only irrespective of purchase by cash, or bank card or third party purchase, similarly the certificate by appropriate hospital authorities in the case of the patents who are operated/going to operate on, similarly for the physically challenged with reduced mobility by an appropriate certificate from the government authority, and the senior citizens based on the voter ID card or PAN card or Passport or PDS card.  Also in case the passengers are not availed ticket in these categories, the airlines can provide the tickets to other normal passengers. This will certainly ensure that all the flights have almost full occupancy ration at all the times.

NEED FOR PROVIDING AIR TRAVEL FOR THE BPL AND LOW INCOME GROUP SECTIONS AT CONCESSIONAL RATE (VERY LOW FARE)

Since the fruits of the modernisation is absolute when it reaches all sections of the society in one or other way, as such the air travel facility should be available to all sections of people in the society, especially a distant dream for many economically deprived sections of the society mostly belong to the BPL families & low income groups; as such in order to ensure that the air travel is not only meant for the higher income group and middle income group to some extent; the government must make it mandatory that all budget airlines reserves 5% of the seats per annum to the BPL & Low income group people; for the seats reserved the airlines should charge only the basic fare (more ideal if the airline operators also extend some concession on basic fare), the government should extend 100% tax exemption for these category seats; all such seats should be reserved 24 hours before (in case of family emergencies under certification from any government authorities can be extended even 4 hours before) however in case the seats are vacant which can be given to normal passengers; to avail these seats the passengers need to produce the BPL card or Low income group PDS card; this method will not only fulfil the dreams of many people in these sections but also a great help for these sections as a part of social obligation in case of tragedies at their home town to attend from the faraway places; as majority of the people belong to these sections migrate from home town to the faraway places due to rapid urbanisation to work as labourers (construction or road works etc) and small employees in private and government (small clerical, helpers, peons etc) ( also due to the fact that near about 40 % of total population will be living in urban areas by 2030  from the current level of 32% population which means a total of 8 % population from far way rural places migrate to urban areas) , for example people Kerala/Tamil Nadu / Andhra Pradesh working as labourers in Delhi or other North east places or Gujarat (vice versa) the time to reach by rail is too long hours (Delhi to Kerala more than 36 hours, Gauwhati to Tamil Nadu more than 42 hours etc) to attend the family emergencies of different nature, for all these sections the concessional tickets provides a great help in this regards. These methods will not leave any loss to the airline carriers as the fair prices are calculated at 70 % occupancy ratio; Also since UPA government advocates and vouches for the “amm admi” this measure is very ideal & real to care the emergency needs of the amm admi, also it is the corporate social responsibility obligation on the part of the airline operators to extend this facility to these sections of the society.

NEED FOR PROVIDING DORMITORY FOR THE LATE NIGHT/ EARLY MORING DOMESTIC FLYERS/ CONNECTING FLIGHTS OF INTERNATIONAL INBOUND PASSENGERS

Also it is most ideal and necessary that government must ensure that all airports should have air conditioned dormitories adjacent to the airport or in the vicinity of the airport for catering the rest needs of the international passengers who are awaiting for their connecting domestic flights at free of cost or very nominal cost, which will certainly a great help for the international travellers who are at present tasking rest in the domestic airport or paying high cost of hotels for few hours of stay in the nearby hotels with to & fro transport as additional cost to them; ; also the dormitory facility for all domestic facility who are taking early morning flights i.e. flights at 3 am to 6 am which of much useful for Micro, small, medium enterprises (MSME) business travellers who travels from different destinations wish to finish their meetings till late evening in the previous night and take early morning return flight; also for the day passengers who reach from long distances from some other place by any airline and awaiting the connecting flight; the entry of dormitory for passengers only on production of ticket along with bar code reading of the PNR; all the dormitories should have 24/7 operated coffee shops with restaurants offering traditional food for domestic passenger dormitories and continental food for the international dormitories; Also the dormitory facility should be extended for all travellers performing air travel coming from the rural areas or other than the cities of the airports reaching through the connecting rail or bus or other mode of transport have no other option but to wait for some time to catch their flight, all such passengers will be benefitted through the dormitory facility; this will certainly improve the occupancy ratio of the airlines. Also all the passengers entering the dormitory should lose 50 % of ticket money in case of cancellation of the ticket after availing the dormitory facility. The costing of the dormitory should be loaded on all passengers to ensure that the dormitory operations are made without any loss; the food & beverages sale should provide the revenues for the dormitory.

NEED FOR SETTING UP OF ALL UN-MANNED RELIGIOUS PRAYER CENTRES/MEDITATION CENTRES IN THE VICINITY OF THE AIRPORT

Since majority of the travellers have religious beliefs it is more ideal that in the vicinity of the airport at a walk able distance from the dormitories; all religious prayer centres; each prayer adjacent to each other (Mandir, Mosque, Church, Gurudwara, Buddhist Pagodas, Zoroastrian temples etc) with huge space for self prayer only (no priests of any religion); this will certainly attract many passengers who really are religious believers; majority of them travel with a purpose, possess habit of performing prayers; also these religious centres are stress relievers, morale boosters for many travellers; in addition to the religious centres there should be places of meditation for non religious people, however open for all people.





MEASURES FOR ENHANCING OCCUPANCY RATION IN ALL SECTORS

Since the airline industry is running under severe loss due to uneven occupancy ration and also less occupancy ration on tire 2, tires 3 cities, in addition high operational expenses. In order to ensure the air line industry run into profits it is very necessary to increase the occupancy ration and ensuring that all times the occupancy ration is peak and uniform. In order to ensure this government must make some drastic steps.

1)  The government must make it mandatory that all the government, semi government, PSU and banks and other government related organisations should extend the air travel to all their employees above the class C for travelling distances which the travel time by the train route or by road is more than twelve hours (12 hours). The above air travel is subjected to the availability of the flight facility for the destination site or the destination site is less than 60 Km from the nearest airport. As the percentage of population in the working age group of 15-60 years is around 62% and this proportion is set to increase in future indicating a larger employee base, greater business travel and greater economic activity.

2)  Also the government must extend the facility of flight for all the Leave Travel Concession (LTC) avail-ears for travelling more than 12 hours destination in case no rail service is available.

3)  Also the government must make it mandatory that all the business establishments must mandatorily extend the air travel facility for all their employees who are drawing the salary above Rs 25,000 pm or gross annual income above Rs 3 lacks including the perquisites, for all the distances which take more than 12 hours by rail or road mode of transport. The above air travel is subjected to the availability of the flight facility for the destination site or destination site is less than 60 Km from nearest airport.

4)  Also government must provide the either free or maximum concessional air travel facility (air lines should mandatorily provide 15 % concession on basic fare and government must provide 100 % tax exemption for the armed persons returning from duty or going to join duty only)  for all the persons performing duty in the armed forces for travelling to and from their home town for more than 12 hours of journey from the place of posting to their home town or from home town to the place of duty (for less than twelve hours journey the train facility or bus services should be provided with total concession by the government). The above air travel is subjected to the availability of the flight facility for the destination site or the destination site is less than 60 Km from the nearest air port. Also it will be more ideal if the airlines could reserve 10 % of the seats for retired armed force people (as majority of them does not fall under senior citizens category) with 10 % concession on basic fare, government 25 % concession on tax component for their individual travel  respecting their services to the nation.

5)  Also government must ensure airlines reserve the 10 % seats to the farmers who are holding the Kissan cards by extending 15 % concession from the airline on basic fare and 25 % tax concession from government side to all farmers only for respecting their services for providing food for the people through their hard ship.

6)  Also all airlines should extend the concession facility for group booking for the schools, colleges, universities, for conferences by a single organisation for their employees, bulk family booking for functions, etc with at least 10% concession on the basic fare and government extending 10 % concession on tax.

7)  Since majority of the tire 2 tire 3 cities are operated by the turbo propellers the passenger fare should be minimum, in addition the government must reduce the tax component for the tire 2 and tire 3 cities to the extent of 30 %, also the airline operators should also take at less 30 % less profit compared to the regular profit to ensure the rates are more affordable between capital cities and the tire 2 and tire 3 cities in that state to ensure maximum occupancy ration of the flights, and also to keep maximum number of cycles between the tire 2 and tire 3 cities from their respective state capitals are between the neighbouring  tire 2 and tire 3 cities ( i.e. like Mumbai- Pune; Pune- Nagpur; Ahmadabad- Vadodara, Vadodara - Rajkot ; Hyderabad – Vijayawada, Vijayawada - Rajahmundry; Rajahmundry – Vizag etc), airline operators earn profits through volume of traffic. As the statistics of projections of urban population India by year 2030 will be around 590 million which is about 40 percent of the total population of India by then; also the number of million plus cities will increase to 68 by 2030 of which 13 cities will have more than 4 million and six cities will have more than 10 million persons; which substantiates the potential, need for development of Tire 2 and Tire 3 cities for air transport.

NEED FOR STREAMLINING THE REVENUE EARNING FOR AIRLINE OPERATORS IN THE FOREIGN ROUTES ENHANCING OCCUPANCY RATIO THROUGH BRINGING FARE COMPETITION

Since the long hours of journey especially the foreign country travel by the airlines brings in more revenues and more life span of the air craft as it reduces the number of pressure cycles, Indian airline industry should focus more on foreign routes through an integrated cooperative approach among the Indian airline operators are concerned; the statistics shows out of the total foreign passengers 18 million Inbound and approximately 18 million out bound international destination passengers the share of all Indian carriers put together  is approximately 35% and the all foreign airline carriers is 65% in the year 2010. This clearly necessitates the need for urgent measures for enhancing the occupancy ration of the Indian carriers and enhancing the frequency in the routes and also enhancing the destinations as per the demand; for this the government must make a plan for making cooperative efforts among the airlines to run on different routes and different frequency of timings and sharing the passengers  and tie up with other international carriers for inbound or out bound sharing in case of cancellations; Also the routes should be determined for maximization of profit by competing with other foreign airlines ; like the recent acquisitions of Air India the “Dream Liner” aircraft which provides more fuel efficiency as well as more shorter time of reach of destination; which attracts many passengers for reduced journey hours, as such all heavy traffic prone routes should be provided to Air India, similarly taking into account other factors the routes should be determined among the all Indian carriers; also since the fuel costs plays a significant role determining the pricing of the fare per seat which leaves the Indian airlines lagging behind the foreign carriers who have the advantage of fuel costs due to low fuel cost in their countries; to make more competitive the international travel among all the carrier both Indian as well as foreign the government must make it mandatory that all the aircrafts leaving Indian skis (all outbound) should top up to the tune of at least one way route or deposit the money equivalent  to the half way total fuel cost for adjusting the balance at the end of the year based on the total quantity supposed to be filled in India, Also all the Indian carriers should be allowed to fill the fuel at foreign locations on the return to Indian skis from the foreign locations where ever fuel is cheaper than India; this method will certainly bring in competitive rates and will certainly boost the occupancy ration in the Indian carriers

NEED FOR FREE PICK UP & DROP FOR ALL AIRLINE PASSENGERS

Also the government must make it mandatory that all the airline operators should provide the free bus pick up for the airport from all important centres in the city by sending sms the arrival time at the centres in that city; also free drop from airport to the all major centres in the city by joint investment with the airport operators (both government and private). This measure is necessary as most of the airports are far away from the city, this will certainly reduce the traffic congestion in the airport entrance, reduction in pollution at the airports, also this will be more secure for meant people especially the elderly people, women, girl children, also since it is provided free most of the people will utilise the facility by getting dropped at the nearest pick up centre from home through their own personal mode of transport, simply got pick up from the nearest drop point which will reduce the transport cost to a maximum extent, Also all airlines should provide the information of pickup and drop locations, timings of the bus service in print form while purchasing the ticket itself.  Also the the drop and pick up points from the railway stations for connecting flights for National & International terminals and the airport to railway stations as well as bus stations in the Tire 2 and tire 3 cities. This will save lot of fuel costs and pick up and drop costs to the passengers. The amount for the infrastructure like bus/ bus shelters for pick up & drop will be very minimal compared to increased occupancy ration; in case necessary the same capital expenditure and the operation costs should be loaded in the ticket on all passengers (less than Rs 50 per ticket) keeping view of the total passengers per year the air line is carrying (it is the choice of the passenger to avail the free service or not) ; in addition the governments must provide free land for the construction of bus shelters for this purpose. The buses should be most modern full clear glass, eco friendly, air conditions and must look more attractive, also each bus should have at least two helpers to help loading the luggage, and unloading the luggage and also verifying the ID of the passenger before allowing to board the bus, the buses operated by airlines should be exclusively for the air line passengers only. Also it is ideal that the airlines have tie up the state road transport for maintaining these bus services, at the same time for the transport of the kin & kith visitors of the passengers This method of free pick up and drop will certainly boost the occupancy ration to a considerable extent.

NEED FOR PROVIDING TRADITIONAL INDIAN FOOD ON BOARDING AT ECONOMY PRICE

Also it should be made mandatory that all air line operators provide the Indian Traditional food as per the destination i.e. the south bound and north bound flights etc should offer traditional south Indian breakfast/ snacks like Idly, Wada etc; and simultaneously the north snacks like alu parata/ alu somasa etc; likewise the  west bound flights the Maratha traditional snacks like vada pav etc, the traditional Guajarati food for Gujarat bound flights, the traditional Kerala snacks like apam etc for the Kerala  bound flights likewise the traditional Bengali snacks for the east bound flights; all flight operators should offer/ sale on board the traditional foods instead of  sandwiches and other junk foods; Also the fresh fruits, fruit salads/ vegetable salads;  Also should offer traditional beverages like South Indian coffee, the Assami tea, Punjabi lassie, Kerala coconut water etc; all airlines either individually or collectively maintain the traditional kitchens in the airport vicinity in almost all the all major airports and hubs; also ensure the pricing of the foods should be very economical, almost at the cost price with just adding the handling charges and little profit margin. With the facility of pre booking, this will certainly help in increase in the certain percentage of occupancy ration. The airlines should aim at enhancing the occupancy ratio through food rather than earning profit through food sale. Also all the airports in the country should have a food court space in the departure area and at the arrival area (this can be useful for the visitors as well as passengers) for selling the traditional foods at economy price.




NEED FOR MERCHANDIZING TRADITIONAL INDIAN HANDICRAFTS & HAND LOOMS PRODUCTS ON BOARD

Also it should be made mandatory that all airlines who wish to sale the merchandise should mandatorily sale the traditional local handicrafts rather than selling the imported goods (may be majority of them are from china made). All the out bound flights from the different places should certainly sell the local traditional handicrafts, hand loom etc (the Bastar arts, the Assami arts, the odyssey arts, the Andhra arts, the Kerala arts etc). All airlines should have a tie up with the respective state handloom & handicraft departments. This method will not only useful for the airlines to earn profits through merchandise but also a great help for the artists and people having lively hood on the traditional handicrafts and handloom making. Also all the airports in the country should have a shopping space in the departure & arrival for selling traditional handlooms, handicrafts. All international airports should mandatorily have all state handloom and handicrafts sale centres operated by their respective governments in the departure areas; the sale rates should be competitive as it will certainly provide as a sample marketing for bigger product sale from different countries based on the purchase of the outgoing visiting travellers with all airlines especially Indian operators should provide appropriate space / transport of these articles/ provide appropriate additional hand baggage space for all passengers with purchase bills of these handicrafts and handloom products.

NEED FOR CONSTRUCTION OF ACCOMMODATION FOR TRAVELLERS IN TIRE 2 & TIRE 3 CITIES AT ECONOMY PRICE

Also the government must ensure the accommodation will be provided to the passengers by constructing the budget and economy hotels in the tire 2 and tire 3 cities in the PPP mode as accommodation is an issue in the tire 2 and tire 3 cities near the vicinity of the airport/ city joining points; Also government must ensure the ratio of availability of rooms matches the requirement of travellers at all times, keeping in view of expansion of travel & tourism sector Also all the airlines should have a tie up with the existing hotels in the cities and offer a free booking of the accommodation for the air line passengers to obtain a concessional rate or free breakfast/dinner etc to encourage the travellers to have more comfortable journey & stay. 
All the above measures like the mandatory reservation of seats for the senior citizens, women, physically challenged persons, armed forces, kissan etc will be clubbed to the normal seats i.e. non concessional seats in case there is no avail-ers on these categories.  As such in order to avail the concessional facility by the above category people it should made mandatory that they should book the tickets at least 24 hours in advance before the departure of the flight; this will ensure that the left over seats should be clubbed to the general non concessional seats, will certainly enhance the occupancy ration and maintain the occupancy ration uniform throughout the calendar year;  Also it should be ideal that the       airline industry should run on volumes by minimizing the profits and making the air travel available and affordable to majority of the sections of the people.

NEED FOR ALL AIRLINES TIE UP WITH STATE TOURISM & ENDOWMENTS, SHRINE BOARDS, CHURCH COMMITTEES ETC FOR MAKING PACKAGE OFFERS FOR AIRLINE PASSENGERS

Since majority of the foreign visitors are for tourism in addition to Indian tourists; also substantial number of travellers in India are for visiting temples, shrines and churches, it will be more appropriate and ideal that the airline industry (all operators together)  should have a tie up with the state governments and the tourism boards and Temple boards, the Shrine boards, the Church committees, the Buddhist temple, the Gurudwars etc and make a package bookings form the passengers in such a manner that the package takes care of passengers needs from home/ place of stay to the religious place  to home/ place of stay for all domestic as well as the foreign passengers. By a dedicated staff at the airport as well as at the religious places and tourist places exclusively from the airline industry in cooperation with all the airline operators; also this will help in  adjusting the flights among the airline operators as per the timing is concerned. This measure will not only be useful for the airlines but also for the tourism sector as the sector has a lot of potential.





NEED FOR MAINTENANCE OF DATA BANK OF PASSENGERS BY AIRLINE OPERATORS AND SHARE WITH DGCA TO INTEGRATE THE DATA OF ALL PASSENGERS AND SHARE WITH TAXATION AND LAW ENFORCEMENT AUTHORITIES

In order to ensure the safety of the passengers and national security as well as to ensure that all the money spent on the air travel is legitimate, tax paid money, government must make it mandatory to issue of tickets on mention the ID proof numbers at first instance after the system of mandatory ID proof states the details of all ID of the individual holding i.e. the voter ID, the PAN card, the passport, the PDS card or Vehicle driving licence to  be kept in the data bank of the airline as well as DGCA ; the DGCA ensure all airline operators have an integrate the data of the voter ID card of all states as well as the data of PAN cards of the income tax to counter check online the details submitted by the passenger are accurate or not; also it should be made mandatory that the mobile phone number or the land phone number should be mandatorily mentioned for all passengers ; in case of foreign tourists the pass port of the country as well the visa stamping number with validity of the visa. Also it should be made mandatory that the cumulative details of travel (only travel) should be kept on the web after         30 days of travel; which should be accessible to the passenger by just typing any of the ID card number for getting the cumulative travel details and the value of the ticket, the purchase details etc.

Also it should be mandatory that all the ticket payments should be through the bank cards for all payments above Rs 5,000 at the out lets of the companies and the payments to the travel agents should be through banker’s cheque or bank card for all the payments above Rs 5,000. MANDATORY DATA SUBMISSION BY PRIVATE JETS/ HELICOPTERS AND CHARTED PLANES; REGULATION OF CHARTERING OF JETS

Since the statistics of non scheduled airlines ( business jets, charter operations, helicopters ) shows significant growth with total number of operators having crossed 200 in 2011 from 36 operators in 2000. As per DGCA, the General Aviation (GA) fleet in India comprises around 800 small aircrafts and 300 helicopters, the fleet of business jets has expanded from around 55 in 2007 to around 120 in 2010, all the non scheduled carriers carried  over 1.5 million passengers in India during 2010, with growth rate of over 7%; with an indicative revenues of the General Aviation industry in India are expected to grow to more than Rs 1,100 crores by end of 2016-2017 growing at an impressive annual rate of 15% due to the rise of millionaires  who are patronizing these   non scheduled airlines; with the estimate of projection of rise of millionaires from present 2.86 million in 2011  to 6.94 million by 2020.

All the above statistics and projections  indicate that it is necessary and ideal that the government must make it mandatory that all individual private airline operations should be made more transparent and systematic  by making it mandatory for all the non scheduled airline operators to  submit the details of the operational expenses like salaries, fuel expenses, MRO expenses, etc to the DGCA on monthly bases, and the travel information on real time bases for obtaining the permission to take off and landing; the details should include the number of people flying, their names, their voter ID or PAN or passport number details, there relation with the owner, whether the flight is charted for rent or sent for charity at the expenses of the owner, the details of person charting/ charting company like their PAN number, voter Id number, Passport number, the similar details of the  person/ company who charted the jets in case of third party charters are need to be submitted online to get permission to board their aircraft/ helicopter and obtain the permission to take off or land in that particular location designated; All the data of the passengers of all private jets should be integrated on real time online with taxation and law enforcement authorities for ensuring all the private jets expenditure & income are under tax net, in addition ensuring the criminals enter or leave the country.

Also all the payments by the private jet owners should be through bankers check in the owner’s name only and also receive the charted rents only through bankers check in the owner’s name only. Also all the passengers of the private jets should mandatorily undergo the security check and the scanning of the baggage- all the regular norms of scanning should be strictly implemented restricting the passengers to carry not more than the specified amount in cash (Rs 50,000 only by an Individual passenger) unless otherwise the approval of the bank or the organisation with the proof of withdrawal from the bank or source of money; similarly for the jewellery more than specified quantity; also all foreign bound inward charted planes/ private jets should mandatorily undergo the customs check as well as baggage scan at the time of arrival to airports under the CC camera surveillance (for both domestic passengers and foreign passengers arrivals) and at the time of departure of  airports with exception to the foreign dignitaries authorities who are under the government of India invitation should be exempted from personal scanning but there supporting staff and their baggage should  mandatorily undergo the security check & scanned. As many there exist a scope for the following activities and also many people have the perception in similar lines, may be true to some extent these non scheduled passengers are mostly patronized by/used/useful for tax evaders, economic offenders who are enjoy the private jet travel with illegitimate non tax paid money, also the power brokers, the middle men (dalals) and by criminals, the land mafias, the mining mafias,  also for the hawala and money laundering activities, also for human trafficking and elite prostitution, and also for transport of goods which are restricted to be carried in regular scheduled passenger airlines will be transported in these non scheduled airlines, (high net worth low volume like gold, diamonds, platinum, and other narcotics and antique items like different articles, jewellery, iridium antique idols and even natural rare spices of plants and animals of Indian genes and also the scientific research information and information related of restricted security zones for terror activities, illegal arms transport etc); all these other than these sections of people  the somewhat legitimate users are  jets owned and used by corporate for business purposes, and some politicians for genuine purposes;  as such these maladies should be need to be fixed/prevented by the government by bringing transparency of operations of the non scheduled airline operations under strict vigilance with no scope for tampering the system, making the responsibility and strict punishments for violation.

As such it should be made mandatory that all the private jets should be registered with DGCA  category wise i.e. exclusive personal use for the Individual owner and their family members, for company use exclusively for  business purposes by the company management and their employees (their private guests only with business link specifically mention the need for the private business jet for that third party business person using the business jet,) and for non scheduled commercial charters (only private jets registered in the category of  commercial charters should be allowed to do chartering of flights for the purpose of revenue earning; all other private jets should be barred from use as specified by them in their respective category; this method of classification of private jets will ensure curtailment of private jets use by corrupt practices,) by making all data of passengers with their all identity numbers PAN, voter ID and passport, the payments to the charters through bank only by the chartering person, relation / purpose of charter etc  and the data should be integrated by the DGCA; the integrating the data should be kept on the website after one month of the date of travel as per the owner of the flight and as per the ID card wise the cumulative details of travel, the income / expenditure made due to chartering/ taking charter till that time period; in addition to sharing with taxation authorities as well as law enforcing authorities; Also it should be made mandatory that all the jet owners should provide the details of income and expenditure on jet chartering in the income tax returns; also the private jet owners should mandatorily submit to the DGCA a monthly detailed income and expenditure  by the private jet owners; also all the private jet passengers should mandatorily undergo security check of the individual passengers and the scanning of the language (out bound in case of domestic travel and inbound in case of arrival of the charter plane from foreign origin airport) will certainly bring the desired results.

Also it is more ideal that all chartering should be with prior approval of DGCA and also with advance payments for chartering routed through the DGCA or having the power to attach the bank accounts of the charted people for non payment within specified period of time after using the chartering services to ensure the airline operators will not undergo losses (otherwise jet owners chartering the company jets (both scheduled and non scheduled) for PR purposes & entertainment purposes leaving the company in acute financial crunches, leading to huge loss to the public indirectly for non availability of seats and staff to undergo mental trauma); also ideal that all the payments like salaries, the MRO Fuel etc in case of private jets including owned by companies should undergo through the DGCA to ensure fair practise by the private jet owners.

All the private jets should be on the Indian radar for the GPRS movement tracking; unless otherwise permission from the DGCA these private jets/ helicopters should no case land in other non designated areas except in emergency situations due to technical snag or the bad weather on the permission or on recoding in voice for the emergency. Also all the private jets should mandatorily possesses the black box facility in there airplanes, helicopters.

Also any violation of rules of the DGCA by the private jets owners, Any concealing of information or presentation of wrong information about the passengers or taking wrong route other then permitted route, landing in un authorised places should attract severe punishments/ action of confiscation of the private jet by the government and initiating criminal proceedings against the owner as well as the pilot of the private jet and also the passengers in that jet.
CONCLUSION

Since the civil aviation sector plays a vital role in the economic development of the country as it is curial for the movement of people from place to place quickly apart from creating employment in its own sector with a potential of creating 1:6 ratio of employment i.e. for every 1 employee growth in the sector will create 6 employments in other sectors like employment in various other business establishments, tourism sector, hospitality and hotel sector, etc. and the sector is grown at the rate of over 10 % in the time frame of almost 10 years from year 2000 to year 2010 and the same is going on with lot of scope for growth at the rate of 10% per annum; however the in the event of industry being under deep crises due to heavy losses incurring by the airline operators due to high fuel costs due to high taxation component from the governments, in addition to high airport charges, all leading to high prices of the air travel leading less occupancy ration in many sectors; the reforms in the sector should be made by government to put the industry back to the track of profit earning forever by making mandatory uniform tax structure for all states as far as the air turbine fuel is concerned, also making all airline operators as well as oil companies mandatory undergo long term agreements for fuel supply for a fixed price for at least for every three months without subjecting to changes in the international market; in addition to allowing the airline operators or third parties to import the fuel; in addition establishment of Maintenance, repair and overhaul (MRO) centres in all major airports and making it mandatory that all airline operators should  undergo agreements with the MRO’s ensuring the reduction of burden on the airline operators to maintain the specific inventory throughout, saving lot of time, capital also ensuring the flights are on the air for maximum period of time; in addition government making uniform charges for the airports whether they are government operated or private operated airports, also ensuring the slot allotments for airlines are made with an equal opportunity and benefit for all airlines, coupled with fixing the air fares according to the type of the aircraft and type of seating arrangements, age of the aircraft (based on the number of pressurized cycles- i.e. one take off and one landing- and number of hours of air borne) and keeping maximum profit margin of 20 % for the operators and fixing the air fares for achieving the break even almost on every cycle by making costing of single ticket at 70 % occupancy ration, also ensuring the safety and security of the passengers, ensuring all the flights are on air almost all the times with exception to whether conditions by ensuring that all pilots & ground engineering staff of all airlines under government control with exception that only the salaries are paid by the airline operators  which was fixed by the government by making it mandatory that all airlines deposit at least three months salary in advance to the government as far as the ground engineering staff and the pilots are concerned (the engineers provide the air worthiness of the flight to take off, the pilot who menuovr the air craft) in order to ensure they will work absolutely stress free due to financial conditions as many airlines not able to pay the salaries for these staff too for several months, Also ensuring all employees of equal experience and equal flying hours should receive same salary, Also ensuring all the pilots receive the same salary and rest hours (either Indian or Foreign), also verifying the credentials of the pilot training Institutions both Indian and foreign institutes through Indian Embassies help by the DGCA, in addition verifying the credentials of Indian and foreign pilots and also the credentials of MRO staff and ground engineering staff and cabin crew, Also ensuring all airline operators maintain the gender equality and all the staff and maintain the dignity and honour of the Indian women & girl child by making it mandatory that all female staff & crew wear only traditional Indian dress like saree/ salwar duppata while on duty, and also ensuring the at least 50 % of the crew is women. And also ensuring the the crew should speak the local language of the out bound and inbound destinations fluently, and also English and Hindi for the better communication with passengers, will certainly improve occupancy ration; also ensuring all the carriers should have at least 90 % of the staff & crew from the Indian citizens and 50 % of the pilots should be Indian citizen, Also all international flights from Indian carriers should have at least 50 % of the speak crew should speak the local foreign language of that destination;  Also providing the health care for the employees and their family; Also providing proper accommodation to staff & their family at their home town as well transit accommodation during duty and also making it mandatory responsibility of the airline operator to provide health care for the employees as well as their family members through health insurance cards and also through construction & running hospitals in the vicinity of the airport which can be also be used for treatment of the passengers in emergency situations; also by making it mandatory that all the airline operators maintain the data of the staff on duty, crew on duty, pilot on duty and maintain the crew as per the requirement of the flight type as per the operation manuals, medical check up of the crew for fatigue assessment to ensure  crew discharge duties absolutely safe; making all the airlines data online real time with the DGCA for constant monitoring ensuring the airlines  are not compromised on safety aspect by allocating extra duties for crew violating the Flight Duty Timing Limitations (FDTL) and also providing the electronic chip based Identification cards for all the    airline staff ensuring the staff is restricted to their duty areas only by providing the computerized picture security system at the entrance and exit of the airport and at strategic locations within the airport; in addition fixing the vehicle scanners in the airport at the entrance of the Aerodrome to scan all the vehicles entering the Aerodrome for which are on duty like loading and unloading language carry vehicles, ferry vehicles  etc (first time entry and entry after repairs  for these vehicles etc) and also scanning of vehicles of private jet owners and also the vehicles of the VVIPs with exception to constitutional authorities entering the aerodrome; also fixing the CC camera at the entrance and exit of the airport and Aerodrome and also building the compound wall to all the aerodromes with appropriate height solar fencing and CC cameras of high resolution for monitoring the movement inside the airport and the aerodrome; Also providing the caller user group (CUG) mobile phones for all the staff of the airlines for use in the airport as well as in the Aerodrome within their employees and few family members only and making mandatory deposit of personal mobile phones at the entry point under their own lock and key during their period of duty ensuring absolute safety and security as well enhanced work output; also making it mandatory for the airline operators to issue bar coded tickets which are useful for better security check at the entrance to read the bar coded ticket for validity of the ticket, ensuring all the passengers whose flight boarding is closed cannot enter inside the airport terminals, also providing the smartcards for the frequent flyers to have a self check in just with the swipe of the smart card on entering the terminal after the entry level security check; also taking the measures for enhancing the  occupancy ration by making it mandatory condition for the government and private establishments to extend the flight facility for certain level of employees for travelling distances with travel period more than 12 hours journey either by rail or road mode wherever the airport is less than 60 kilometres from the destination; also making this facility extended to all the persons in the armed forces irrespective of cadre wherever the journey from the duty place to home town and from home town to duty place is more than 12 hours of journey by rail or road with the nearest airport to the destination less than 60 kilometres and making mandatory reservation of seats for the senior citizens, people with reduced mobility and patents and women and also farmers with certain percentage of concession to every section  both from the airline operators on the basic fare and from the government on the tax component; Also making mandatory reservation of seats for the BPL & Low income group passengers at very low price (with total exemption of taxes); also making it mandatory serving the traditional Indian food on board as per the destinations like  south Indian, north Indian snacks like Idly, Vada, Pavbaji, etc and offering traditional beverages like coconut water, Assam tea, Mysore coffee, Punjabi lassie etc and also providing the traditional food courts inside the departure and outside the arrival area all the foods at very economy price; also making it mandatory that all the merchandize sale on board should be only traditional Indian handloom or handicraft products and also inside the international terminal the stalls of all states handloom and handicraft centres; also providing the mandatory free pickup and drop service by air conditioned buses ensuring maximum people utilize the services reducing the traffic, pollution and more saving for passengers on transport; Also providing free pick up from the railway stations and bus stand in the  especially in tire 2 and tire 3 cities; , also making it mandatory all airlines maintain their own fleet of vehicles for city travel from the airport and back for the same day flyers which will be of good use for the business passengers as well as single female travellers, in addition will get more free publicity & advertisement of the brand of the airline, reduced investment on other modes of advertisement; also making more air connectivity to tire 2 and tire 3 cities by reducing the profit margins in these sectors by the airline operators and also reduction of tax component by the government in these sectors ensuring more volumes of business in these sectors occur, also providing the language translation help centres for both Indian passengers as well as international passengers in all airports, and especially in airports in tire 2 and tire 3 cities of importance of tourism and pilgrimage places; providing the SIM card for international passengers on arrival, making it mandatory that all foreign tourists / visitors are barred to have any other local mobile SIM other than provided by government, in addition to providing the hotel & stay arrangements for the air travellers at all places  especially in the tire 2 and tire 3 cities by making own budget and economy hotels or tie up with the existing hotels; Also having tie up with state tourism boards and endowment boards, shrine boards, church committees etc for having a visit to these places by airline passengers which not only promotes the airline operations but also all these tourism and religious centres;  Also providing the dormitory facility for the travellers for the connecting flights of the international flights to the domestic flights as well as for all domestic travellers  for their gap period of connecting flights and also for travellers who are having early morning flights; also providing concession on fare for only hand baggage passengers, also allowing the luggage in the standard sizes in volume and weight; the free capacity of the luggage space in the aircraft should be used for transport of commercial cargo for earning additional income, Also providing the RFID tagging for the luggage for better handling and identification; Also ensuring the FDI in aviation is restricted to scheduled carriers only, Also ensuring the Indian carriers have maximum share in the passenger carrier as far as the International destinations is concerned through appropriate measures by putting conditions on fuel top up for the international inbound foreign flights, also making the ticket purchase through bank card for all payments exceeding Rs 5,000 and the ticket purchase through travel agents should be either through bank card or bankers cheque or DD for above Rs 5,000 and making all concessional ticket purchases 24 hours before departure to ensure more seats availability for regular passengers making the ticket sale mandatorily against the Voter ID card/ PAN card / Pass port/ PDS card/ Farmers Kissan card only; Also the same details should be mandatory for all passengers on non scheduled passenger jets and charter flights, also the details of the charter rent and payments only through bank transactions ensuring all charters are legitimately charted and preventing the illegitimate, illegal and slush money was not used for chartering, by making mandatory the data available to the DGCA online in real time, and DGCA will integrate the data of all airlines instantly as per the name wise, area wise, PAN card wise and the data is shared with the taxation authorities and also the law enforcement authorities  for taxation purposes as well as fixing the economic offenders as well fixing the criminals fleeing out of the state; also ensuring the data of the fleet owners making public through the web site of DCGA and also making the online the flight information online on the web in real time; and also making it mandatory for obtaining the fresh licence or renewal of the existing licence the airline operators should deposit three months operational expenses of salaries, fuel expenses, the airport charges as a security deposit; also in case of airlines fail to pay the salaries, fuel bills or the air port charges for two consecutive months the government must suspend licence temporarily for 6 months and take over the operations of the airlines and get the airlines operated by the government owned PSU airline to ensure that there is no short fall of seats in the sectors and re issue licence to the original licence holder on clearing the dues till that date otherwise the government must sell the airlines to other operations; All the above measures on strict implementation will certainly ensure all the airlines are operated with full safety & security at all times, with employment generation not only in airline sector but also in many other sectors, certainly a boost to the economic growth of the Nation, all measures leading to making  Indian Airlines industry operations truly World class.
