CONCLUSION
INTRODUCTION
As even most of the
common people are now a day’s understood the importance of economic growth of
the country, as for creating infrastructure facilities for better living in
various manners requires appropriate necessary funds, the country rises funds
through levy of various taxes on various ways, but it is a fact that to be
accepted even though it is bitter to digest that the country is only able to
get 60 to 65% of revenues as tax from the total manufactured/traded/service
goods. It is mainly due to lack of systems in place. Only anti corruption laws
or punitive laws for evading tax alone cannot yield the desired results. As it
is fact that “ZERO” billing trade is widely prevailing due to acute corruption,
patronize by the some of the political elected representatives class, some of
the bureaucratic class and some of the business class.
The fact of the
matter is one side the government is spending large parts of its revenue on
welfare schemes, at the same time government is bearing heavy subsidy burden on
petroleum fuels, in addition government is spending huge amounts on import of
petroleum fuels, also there is high gold imports due to heavy demand for gold
in India making the country suffer from so called “CURRENT ACCOUNT DEFICIT” due
to excessive payments of foreign exchange on accounts of imports, but at the
same time the export earnings are not to the tune of imports.
The recent statics
revels that the CAD is about 80 billion $, the majority of the CAD is due to
Petroleum fuel imports, gold imports. In order to reduce the CAD the Minster
for petroleum GOI recently wish to analyse the applicability of the one of the
suggestion from some strangers, of course not proposal of MIN P&NG or GOI
that 8 pm to 8 am closer of “petrol pumps” to reduce the usage of petroleum
fuels to the tune of 25% to reduce the
CAD on account of oil by 25% is nothing but “Hippocratic mediocre idea” as it
will not yield any desired results may reduce maximum of 1-2% reduction but
with great in convince to millions people. The usage of fuel should be
controlled in a practical, pragmatic manner systematically in a leak proof
manner. I have suggested in by document
on “Simple and effective reforms for controlling corruption..“(2011 AUG, 2011
NOV) and also in my document FDI, need for decontrol of OIL prices (SEP 2012)
which is the best solution to control the usage of oil, control the subsidy
burden, prevention of ZERO billing trade, enhancement of tax revenues which
will certainly make the CAD to ZERO, in addition making enough funds available
for development of infrastructure projects along with expanding annually the
welfare measures till such a period that all those availing subsidies become
economically independent to self sustain themselves.
The following
measures will certainly reduce the CAD, enhance the revenues, and enhance the
income generation through enhanced entrepreneurship, employment for healthy and
happy economy and social lives of the country and people.
REDUCTION OF CAD THROUGH REDUCING THE
SUBSIDY BURDEN ON FUELS, RATIONING OF FUEL FOR CREATION OF DISCIPLINE AMONG THE
FUEL USERS FOR JUDICIOUS USE OF FUEL- THE ULTIMATE GAME CHANGER SOCIO ECONOMIC
MEASURE THROUGH CREATION OF CENTRAL PETROLEUM FUELS NETWORK AUTHORITY
COMPRISING OF DATA OF ALL VEHICLE REGISTRATIONS AND ALL DRIVING LICENCE
HOLDERS, ISSUE OF FUEL THROUGH AUTHENTICATION OF CARDS, HAS MULTIPLE ADVANTAGES
In order to reduce
CAD (current account deficit) it should be the first and foremost thing to
reduce the import of petroleum products by streamlining the usage of petroleum
products, reducing the subsidy burden by categorizing the petroleum product
users; like two wheelers, four wheelers, SUV’s etc, charging fuel cost as per
category of vehicle, also it should be
necessary to inculcate fuel use discipline among the users especially the users
of motor vehicular traffic by rationing of issue of petroleum products which is
possible through creation of “central petroleum fuels network authority”
(CPFNA) operated in the lines of core banking operations, through issue of
electronic driving licence cards (EDLC), electronic vehicle registration cards
(EVRC) and linking the issue of petroleum fuels only on authentication of both
cards, on swiping both cards to the swiping machine attached to the fuel
dispensary to issue fuel only on authentication by the central data server of
the CFPNA in coordination with data of CVRA of all states. This measures also
useful reduce the subsidy burden by fixing the rate of fuel based on the type
of user like two wheeler, four wheeler, SUV etc, also can be used to ration per
type of user.(also provides data of each quantity of fuel per user) This
measure will not only reduce the fuel subsidy burden on the government as
subsidies are extended to the needy deserving low income group people, also the
fuel rationing will certainly improve the judicious use of the fuel by the
individuals, making them use the public transport for long distances, using
pooling of vehicles to reach the destinations instead of using of individual
vehicles especially the four wheelers.
In addition this
measure of EDLC, EVRC has numerous other advantages like it will certainly
reduce the pollution to a considerable extent as the vehicles pollution check
certificates are up loaded in the CVRA data bank of each State which is
integrated to CPFNA to ensure stoppage of issue of fuel for non renewal of pollution check which certainly reduces
vehicular pollution to a great extent, has great relief for urban population to
a great extent from pollution related health hazards; also easy identification
and penalising traffic violation, all theft vehicles can br identified, also
ensuring only standard driving licence holders in general drive the vehicles
reducing road accidents, also as said in my “health care for all” document
there should be differential time of educational institutions and offices,
making it mandatory that all educational institutions and all Government, PSU,
large private establishments should use only multimode transport systems with
complete ban on use of individual vehicles, in addition this measure will
enhance the road tax collection and toll tax collection; as such This measure is
an ULTIMATE GAME CHANGER SOCIO ECONOMIC MEASURE. As it is a fact that this
measure will certainly reduce the usage of fuel in a systematic rational,
practical manner rather than irrational way of shutting down of “petrol pumps”
from 8 pm to 8 am???
MEASURES FOR ENHANCING TAX COLLECTION BY
REDUCING THE “ZERO BILLING TRADE” IN THE COUNTRY, AS PREVALENCE OF NON TAXED
MANUFACTURING/TRADE ARE AN OPEN SECRET.
Measures for
enhancing tax collection through reducing “ZERO BILLING TRADE” possible through
streamlining the goods movement through forming “CENTRAL TOLL TAX NETWORK
AUTHORITY” and “CENTRAL CARGO MOVEMENTS MONITORING AUTHORITY” to ensure every
manufactured product is taxed, possible through making it mandatory that either
online through internet or mobile sms communication should inform the driver
card number, vehicle registration number, description of goods, value of goods,
origin, destination for moving goods
from the manufacturing, trading places.
This measure can
bring more than 20% of the additional revenues. The value of the goods should
mach the sale bill; the sale bill should be attached. Also it is ideal to make
it mandatory for all goods transport to pay for the “GOODS CARRIAGE INSURANCE” once
it is out from the manufacturing centre. This measure will ensure fair trade
and fair claim. The above measures yield huge revenues to government as to a
great extent “ZERO BILLING” trade can be prevented. This measure Rs 1
investment yields Rs 200 + annually. The entire project of CPFNA, CVRA, CTTNA,
CCMMA, issue of EVRC and EDLC to all individuals who are possessing valid
driving licence card and a vhicle, in addition to providing swiping machine,
networking of all petrol pumps, installation of swipe machines and gadgets to
control the issue of fuel on authentication, maintenance of central servers for
data storage and processing the data on real time may has one time cost of
approximately less than 4000 crores, but yields revenues to the tune of 4 lakh to 8 lakh crores of rupees per annum
on conservative estimates with just preventing less than 50% of ZERO BILL trade.
The need for “NATIONAL TOLL GRID” was
emphasized very recently in SEP 2013 by none other than former RBI GOVERNOR
Shri Y V Reddy to prevent the Zero Billing trade for more revenue collection by
the government, which means my suggestions are very legitimate and practically
implementable when the great bankers and economic thinkers recently endorsing
the spirit of my views?????
This measure is
possible when GOI has spending billions of rupees for issue of ADHAR cards for
100 core population, then just the vehicle population in the country is just 10
cores odd, in addition to issue the electronic cards is not an issue, just by
submitting existing valid licence, vehicle registration they can obtain the
same in less than 3 minutes per individual vehicles by proving the issue of
cards machine at each and every petrol station, each vehicle registration
office in every district, mandal/block??? When GOI is able to successfully
implement the Digitisation of Cable Television through SET TOP BOXES conversion
from existing wired analogue signals, the same principle can be applicable as
vehicles are essential part of daily life so people will voluntarily get them
converted to electronic vehicle registration card and electronic driving
licence registration card????????
MEASURES FOR REDUCING THE INVESTMENT IN
BULLION ESPECIALLY GOLD TO REDUCE THE CAD ON ACCOUNT OF IMPORT OF GOLD THROUGH
CREATION OF “CENTRAL BULLION TRADE MONITORING AUTHORITY” TO OVER SEE THE
SALE/PURCHASE OF GOLD, MAKING DETAILS OF SALE/PURCHASE OF ITEM WISE, INDIVIDUAL
PURCHASER WISE DETAILS SUCH AS PAN CARD, VOTER ID CARD, IN ADDITION MAKING IT
MANDATORY ALL GOLD ABOVE RS 10,000 SHOULD BE THROUGH BANK TRANSACTION I.E
CHEQUE, ONLINE TRANSFER, DEBIT CARD OR CREDIT CARD.
Measures for
streamlining the gold imports by regulating the purchase of gold above 3 grams or 10,000 above should be through
production of id card of the purchaser, by bank card (debit/credit) or bankers
cheque only, all cash purchase of gold should be barred, in addition the type
of item soled along with photograph of the item sold should be in the bill of
sale, the same should be online real time through creation of “central bullion
trading authority” this measure will certainly reduce the investments in gold,
in addition ensures prevention of circulation of black money as mostly gold is
purchased in cash mostly with black money?. This measure will certainly reduce
the corruption to some extent as they are fear for caught by keeping cash at
home, savings in bank may need to explain at some time, reducing the possibility
of investment only either in real estate or food and beverages???????; also
this measure will indirectly enhance the investments in other sectors.
MEASURES FOR REDUCTION OF “CAD” THROUGH
REDUCED IMPORT OF ELECTRONIC COMPONENTS LIKE “CHIPS, PCB’S ETC BY ENCOURAGING
INDIGENOUS MANUFACTURING; NEED FOR PREVENTION OF GRAY MARKET IMPORTS OF CHEAPER
MANUFACTURING OF ELECTRONIC GOODS FROM COUNTRIES LIKE CHINA, TIWAN, ETC
Only the reduction
of CAD on account of petroleum products is not sufficient but also reduce other
major imports like Electronic goods, the components like PCB’s used in
electronic products by creating necessary manufacturing facilities, improving
the R&D in electronics and CHIP DESIGN, MANUFACTURING etc by proving
appropriate necessary tax concessions. Also it is very necessary to take
stringent measures to prevent the Zero Bill trade of importing, trading of
cheap/low cost electronic goods imported from the countries like CHINA, TIWAN
etc. This measure is necessary to enhance the revenue for Indian manufactures;
more tax paid goods and reduced forex due to reduced imports from the low cost
manufacturing countries, also if the electronic goods are imported they will be
sold by paying proper taxes in INDIA as per existing tax.
NEED FOR EARNING FOREX THROUGH TOURISM
(HOLIDAY, SPIRITUAL, AND MEDICAL), ENHANCEMENT OF FACILITIES AND MARKET FOR
INDIAN HANDICRAFTS, INDIAN JEWELLERY ETC
Also need for
enhancement of exports to earn sufficient forex, by creating appropriate
necessary facilities for exports like mostly creating markets for INDIAN
handicrafts, fine tuning of Tourism activities through facility creation at all
possible tourism for both holidays, and religious as well as medical tourism.
It is fact INDIA is a favoured destination for both holiday and medical
tourism, in order to encourage more tourists need to create facilities, trained
manpower, safety and security of visitors etc (As mentioned in my document on
Simple and effective reforms to control corruption and in Religious reforms document);
also since Indian medical system is largely in private sector with some of the
hospitals are International standards it is very necessary to create most
favoured nation for medical tourism by enhancing already favoured destination
for medical tourism as even from USA people are coming for Cardiac Surgeries to
India as it ia fact the average cost of cardiac surgery in INDIA in an average
private hospital is to the tune of Rs 1.5 lakhs, whereas average cost of
cardiac surgery in USA is to the tune of US Dollars 1.5 lakhs (in today’s Rs
cost it will around Rs 95 lakhs) ???????? (many people especially who are aware
of medical profession are feeling Strange about government recently making
provision for all IAS officers should be eligible to get treatment in foreign
countries, which will certainly demoralise the Indian medical system?????????)
MEASURES FOR ENHANCING OVER ALL REVENUE
COLLECTION BY THE LOCAL, STATE AND CENTRAL GOVERNMENTS THROUGH BRING ALL MANUFACTURES
/ TRADERS LICENSING’S UNDER ONE HUB TO ENSURE TAXES ARE PAID ON TIME ACCURATELY
THROUGH “STATUTORY LICENSING DATA AUTHORITY”
Need for enhancing
revenue collection by bringing all the manufacturing, trading into tax net
through creation of “STATUTORY LICENSING DATA AUTHORITY” by integrating the
data of all statutorily licences from local municipal tax, the water tax, the
electricity usage either HT/ LT/
commercial/ non commercial, also monitoring for number of units of usage of
electricity per month, the pollution control board licence, the sales tax, the
excise tax, the explosives licence, the income tax, the service tax, the
provident fund, the SEE payment etc etc. This measure will ensure timely
remainders for licence holders, in addition indentifying non tax payers of
other taxes in case they got some licences but they do not possesses other
licences, also reduction of corruption, more trade, more money circulation which is taxed at some point. In addition this
can ensure fair legitimate production and sale of goods as the analyses of use of
electricity for commercial, industrial etc comparison of identifying the claim
of wastage of raw material in the production through creation of standards to
ensure absolute accountability of production with no scope for excess
production other than allowed limits to ensure avoidance of Zero billing trade.
Also similarly this measure will be useful in many manufacturing of FACT
consumables, in automobile spare parts industry, in pharmacy sector (ways and
means of streamlining pharmacy sector mentioned in by 2011 Simple and effective
reforms CENTRAL PHARMACY NETWORK AUTHORITY, as well as in HEALTH CARE FOR ALL document,
all the above measures will ensure all goods manufactured are taxed and no un
authorised manufacturing/ trading occurs and enhanced tax collection for both
local, state and central government. Also in addition making it mandatory the
real time online flow of data of manufacturing, trading by creating a VPN data
hub of each manufacturing unit, each distribution, each dealer, each retail
sale point stock in movement, stock in store will certainly eliminate the Zero
Trade to a great extent.

As it is fact that
most of the natural resources are being extended to the the private with an
intension of creating better infrastructure when natural resources are the
wealth of all people in the country i.e the common wealth of 121 core people of
the country in general, as per rule of natural law for the people who are
natives of the place????, but strangely they are becoming perennial avalanching
revenue providers for few select industrial giants and individuals and the
wealth of the common people i.e the government
is becoming wealth of private
individuals/industries by just paying minuscule percentage of cost of
production, excavation of the natural resource as royalty and earning
exuberated profits in one or other manner but strangely they pay little taxes
on accounts of accrued profits?????; as natural resources are primary used as
raw material for production of ELECTRIC POWER, used in industries for
manufacturing of STEEL, ALUMINIUM, CEMENT etc used in the creation of
infrastructure, in order keep the cost of creation of infrastructure the
government should immediately cancel all licences issued to all private for
excavation of natural resources and
government must provide only rising contract for them. Only that captive
consumption should be allowed to excavate at the rate of excavation by any
other similar company and sharing of the asset with such industries in the
vicinity for ensuring maximum utilisation of natural resources for better
production. Many educated people are feeling without this the revenue earnings
are being extended to select few subordinating the interest of 1.21 billion populations
for the interest of select few vested interests?????
the above measure will leave no room for
any kind of controversies in mining as all mines are public properties under
government custody and only rising/excavation should be done by govt or may
give to private in case private wish to invest for that purpose with no rights
for private on the material excavated, the revenues for private is more or less
only on the investment for machinery, labour for excavation. This measure will
certainly bring billions of Rupees of additional revenues to the government, in
addition the cost of production of finished product thus overall reduction of
cost of infrastructure. Also it is fact that the above measures will reduce the
import of raw material for the above sectors to a great extent, the cost of raw
material also be reduced to a great extent, also it should be ideal that all
the PSU and Govt MINING companies should operate and excavate the material and
sell at no loss no profit to bring down the cost of raw material to other govt,
private raw material users like POWER, STEEL developers etc to being the
overall cost of products, reduced infrastructure costs?? Also it should be made mandatory that all
captive consumption units should be fixed the cost of excavation of material
and the raw material cost should be same as government fixed cost, in addition
making it mandatory that all private power, cement developers should sell part
of their turnover at zero profit for use by the government for its
infrastructure development for public utility.
Also many educated
DALITS/TRIBALS are feeling that when it is naked truth that almost all the
natural resources in the country are situated in thick TRIBAL, DALIT
HABITATIONS which clearly indicate as the law of natural justice the first
right on these properties/assets goes to all TRIBALS, DALITS but strangely
governments are just collecting
miniscule of royalty on the assets and proving so called welfare measures to
the DALITS and ADIVASIS as majority of the welfare scheme availers are DALITS
and ADIVASIS and also it is hard fact
that over 60% of the AGRICULTURE LABOUR IN THE COUNTRY ARE DALITS AND ADIVASIS,
who are working hard to feed the rest of the 121 core population of the
country, but the fruits of natural assets which the DALITS and ADIVAS are first
right holders are starving when the select few business class are exorbitantly
thriving???????? when ALMIGHTY HAS PROVIDED DALITS, ADIVASIS IN INDIA WITH RICH
MINERAL RESOURCES, why the DALITS, ADIVASIS who are sat present majority of the
poorest of the poor in the country, majority of their children are
malnutritional with low BMI, majority of their girls, women are anaemic, and
most of the people live in pathetic condition, in addition most shamefully majority
of the women, girls in forced flush trade in INDIA are from DALITS and
ADIVASIS, then why these DALITS. ADIVASIS should live at the mercy of other
vested interests and also live at the mercy of welfare schemes
NEED FOR ENHANCING AGRICULTURE PRODUCTION
BY CREATING APPROPRIATE NECESSARY INPUTS IN A COST EFFECTIVE MANNER TO PRODUCE
MORE TO REDUCE AGRI IMPORTS, AND ENHANCE AGRI EXPORTS; IN ADDITION NEED FOR CREATION
OF ACCOUNTABILITY OF AGRICULTURE PRODUCE TO REDUCE THE MISUSE OF TAX EXEMPTION
ON ACCOUNT OF AGRICULTURE INCOME, IN ADDITION TAXING AGRICULTURE INCOME ABOVE
CERTAIN LIMIT
Also since India is
mostly agrarian country as more than 75% of population agriculture is providing
agriculture and its related sector providing livelihood, it is very necessary
to enhance the agriculture sector both proving opportunity for exports in the
raw products and finished products like RICE, SUGAR etc, also to enhance production
of raw/finished products of agriculture like sunflower oil seeds, pulses etc to
reduce the import of EDIBLE OIL as well as PULSES. Also need for creation of
more agriculture storage facilities, creation of facilities for more
agriculture like water availability, power availability, the fertilizer
availability etc through micro managing from each village level onwards by
crating Vac’s the VILLAGE AGRICULTURE COOPERATIVE ASSOCIATIONS (as suggested in
my FOOD FOR ALL document OCT 2012); also need for proper agriculture produce
management by fixing the minimum and maximum sale price by procuring the
agriculture produce by the government in each village/mandal and re sale to the
traders, fixing minimum support price sale for agriculture each mandal wise/ district
wise to ensure at least 25% profit will be earned by the cultivators after
deducting all the expenses towards water, power, fertilizers, pesticides, seeds
and labour costs in addition to mandatory crop insurance. This measure will
certainly encourage the agriculture as profession and at least make the
cultivators to remain as cultivators by preventing them to migrate to cities as
labourers???????
Need for creation
of accountability of yield of agricultural production by ensuring every
agricultural produce is recorded as per land holding of the cultivatable land
each village wise to eliminate fake income earned through agriculture produce,
also need to being large scale agriculture in the tax net, also making all
agriculture produce is procured by government and trade is monitored by fixing
minimum and maximum sale price of all agriculture produce, processed food using
similar type of process of manufacturing processing, this measure is
useful in enhancing the tax net.
NEED FOR REGULATION OF BANKING SYSTEMS TO
ENSURE WIN WIN SITUATION, INCREASED ENTREPRENEURSHIP, EMPLOYMENT IN THE MSME
SECTOR, NEED TO REDUCE THE NPA’s, MAKING BANKING A REAL SOCIO–ECONOMIC BRIDGE
BETWEEN BETTER SOCIAL LIVING AND GROWTH OF ECONOMY BY CHARGING THE RATE OF
INTEREST LOWEST FOR SMALL LOANS, HIGHEST FOR THE LARGE LOANS, BARRING ‘ULTRA
RICH’ FROM AVAILING BANK LOANS FOR
PERSONAL PURPOSE.
In addition
classification of interest rates of
banks based on the income group of the loan availed i.e. one interest rate for
all loans below say Rs one lakh, other interest rate for Rs 1 lakh to Rs 10
lakhs, Rs 10 lakhs to 50 lakhs and Rs 50
lakhs and above one rate of interest with rate of interest in the upward
direction, from small loan to big loan, also different rates for different
purpose of usage i.e. for capital, operating expenses, fixed assets (machinery,
building, housing etc), movable assets (vehicles, shares etc), based on the
rate of depreciation of the assets, also based on the percentage of margin
money pumped in by the loan availed etc,
all rates in the geometrical progression from small loan to big loan;
this measure will certainly being the real change in the entire banking system,
after all banks lending money accrued by savings from millions of common
people, banks should be treated as social enterprises serving the common
interest in a WIN-WIN, it is necessary, (also it should be ideal to make
systems in place to charge the interest rate based on the income group of the
person seeking loan, all BPL, Low Income group one rate of interest, all middle
income group one rate of interest, all higher income group one rate of
interest, all ultra rich one rate of interest) should be acceptable when the
different rates of income tax are in existence, the same should be applicable
to earn the income?; this measure will ensure emergence of more self employment
small business flourish due to fact more people will avail loan to do some
entrepreneurship, also more loan availing of residential housing by the low
income group and middle income groups (again different rates for owing first
property, different rate for more than one property in the same
family/individual), more accurate re payment of loan as interest burden is
reduced. Also it should be mandatory that interest rates should be based on the
time period of repayment, the shorter the re payment period the less the
interest rate, but for any loan there should not be pre closure of loan
account, but the amounts accrued for repayment of pre closer should be revealed
in an affidavit form to ensure only legitimate taxed paid money used to repay
the loan. Also it should be made mandatory that all personal loans the EMI
should not exceed 50% of their monthly salary of the individual (in case of
single earner in the family, in case of multiple income earners in the family
or other legitimate source of earning they should be revealed to the bank at
the time of availing loan). It should be ideal that direct deduction from the
employer when before paying the salary to the EMI to the bank account. The
affidavit for repayment to pre closure and not exceeding 50% of the salary
amount will certainly make them adhere to legitimate practices to judiciously
use the salary and not to look for corrupt money for repayment of loan, most
many educated people believe that most of the government employees who avail
loan on their personal name or their non working / private working family
members the repayment by cash or bank deposit is mostly from the non disclosed
income/ bribes????; Also it should be ideal that interest rates for the savings
in banks should be in geometrical progression with higher interest rate for
savings of all individuals belonging to Low income group, moderate interest for
all those belonging to middle income
group, low interest rate for savings from the higher income group, very low
interest rate as in many developed countries (2% to 3%) for savings of Ultra rich. This will certainly create more
social-economics of the banking system
Also need for issue
of all higher loans for the purpose of business by forming a monitoring
consortium of the same line of industry at district/ state/ national level from
the manufacturing/industry associations to ensure accurate purpose of loan
availed, in addition judiciously ensuring earning of revenues, this measure is
very necessary to prevent happening of “NPA’s” by the higher loan avaliers. In
addition there should be specific industry, trade wise expert groups within the
CII, FICCI etc to set up expert groups in various fields of manufacturing,
service industry to scrutinizing and monitoring the need for and use of loans
availed by its member companies in order to ensure the smooth running of
business and avoidance of/minimizing circumstances of NPA’s. This measure is necessary as it is fact that
all banks lend bllions of Rupees of loans to the large industries, some of the
industries operate as per their will and wish just run the business till they get the loans,
in between siphon of some amounts, create wealth abroad, make the industry accrue
irreparable losses making the running the industry not possible and one closed
the banks may not get recovery of even 10% of the lended funds, of course as
many financial experts feel that it is partly due to connivance of the top bank
officials with vested interests, making the banks go in huge loss due to NAP’s
of such accounts?????? but for small loan avaliers they make then run pillar to
post to get loan sanctioned and recovery by harsh methods in small loan
avaliers in case of default but the same yard stick, enthusiasm for recovery of
big loans is completely missing.??????
Also making it
mandatory barring banks from lending loans to high end luxury either vehicles
or housing or holidaying for any individuals, if any individual wish they should
be availed through their savings and not through bank loans (It is a fact that
high end luxury is mostly imported, also it will produce very low ratio of
employment to turnover of the company, due to fact that very few users of
luxury goods and few outlets, repair and service require only those specific
trained workers). Also making amendment in banking laws that banks should be
barred from lending loans for vehicles, housing for above certain income
earners like say whose annual income is above Rs two cores for their personal
purpose as after all maximum people want to enjoy the luxury at the same time
want deprecation on the value of the asset and that to the asset purchased from
hard earned savings of millions of common people???, the above suggestion
should be acceptable when banks like “SBI” are openly announcing they will lend
four wheeler vehicle purchase loans only for those individuals whose annual
income is above Rs 6 lacks, then there is nothing wrong in barring the loans
for ultra rich for their personal purpose????; otherwise it is nothing but
catching the small fish and feeding the big fish?????? As the funds in banks
are hard savings of hard earned money of millions of common people cutting
their basic expenses like food, health care???????, also it is fact when the
electricity tariff is being paid as per usage, the more the units usage the
more rate of payment, similar analogy can be applied to banking interest
loans??????? In addition to following the spirit of views of “BANKING SECTOR
REFORM” of the “Simple and effective reforms for controlling corruption” 2011
DEC document will yield the desired results.
MEASURES FOR CREATING FINANCIAL DISCIPLINE
AMONG THE INCOME EARNERS, MAKING THEM JUDICIOUS USE OF MONEY, PLANNING,
SAVINGS, ALSO BRINGING UN ORGANISED SECTOR EMPLOYMENT TO ORGANISED SECTOR
EMPLOYMENT
Also it is very
necessary to inculcate the financial discipline among the people especially the
working class by making it mandatory 25% (or average sum based on the size of
family) of the monthly salary should be issued in PROVISION DEBIT CARD form, to
be used for purchase of food/groceries to enable to spend fixed amount on food,
all citizens, should be under health insurance cover, and in addition educating
them use earnings judiciously with habit of savings from earnings, creation of
fixed assets for secure life.
Also need for
stream lining the unorganised sector employment to organised sector employment;
as mentioned in my documents on “Health care for all (AUG 2012) and Unorganised
employment to organised employment (MAR 2013) that providing ID cards
profession wise like electricians, plumbers, derivers, house maids, priests,
laundry & washer men and Street vendors and Hawkers (recently GOI made
proposal to issue ID cards for Street vendors and Hawkers); to start an example
it is very important that electrician in every place from village to city, but
it is an open fact that most of electricians are non qualified/certified and
simply learned electrician job by practice from non professional trainers and
also it is fact that their income earning is irrational; as such if government
could issue ID cards for all the electrics by testing their skills, if necessary providing two day, week
days / one month formal training in every district headquarters in every
district, proving them mobile phone (in case they do not possess and adjust the
cost in future billing) and make a state wise, national call centre to receive
the request for electrician in any house hold in any electric repair, by
locating the nearby electrician through mobile GPRS (like call taxi
system), making fixed uniform rate for
each and every service, also providing the electronic hand held billing machine
with GPRS to issue accurate bill. This measure ensures safe, trained
qualified/certified electrician is doing the repair job, in addition there will
be guarantee for accurate service, in addition the price is fixed as far as
advantages of users of service is concerned, where as for the individual electrician
can earn fixed revenues, can have identity and command respect, also the health
can be taken care by Government. This measure will not be any burden sum,
either government can establishing district wise training centres on its own if
they allocate budget else they can levy 0.05% special onetime turnover tax on
all electrical goods manufacturers and importers to create a corpus fund for
creation of necessary infrastructure for training the people. This measure will
be same for other professions like plumbers, etc; this measure will bring the
desired change in the lives of majority of the unorganised working class. Also
it should be necessary to make all the working class, all other people whose
annual income is above Rs 1,20,000 (0.12 million Rupees) should mandatorily
submit in affidavit, on line submission of expenditure return about the
expenditure /utilisation of the money earned statement with supporting
evidences for all payments above Rs 1000. This measure will ensure absolute
financial discipline in the income earners making them accountable for their
expenditure to use the money earned judiciously, save for the future, this
measure will certainly reduce the corruption to a certain extent in the
government employees as their accountability of every item possessed at home is
accountable and liable for punishments for wrong declaration on affidavit?????;
also the savings will certainly either invested in stock market or in the banks
and there will be possibility of more money circulation.
CONCLUSION
The above suggested
measures like creation of CENTRAL PETROLEUM FUELS NETWORK AUTHORITY (CPFNA),
CENTRAL TOLL TAX NETWORK AUTHORITY, CENTRAL CARGO MOVEMENTS MONITORING
AUTHORITY, to regulate the subsidy burden, to ration the fuel issue, to prevent the Zero bill trade to earn more
revenues through taxing every goods produced/traded
and STATUTORY LICENCES DATA AUTHORITY to bring all the business in tax net to
get more taxes, creation of CENTRAL BULLION TRADING AUTHORITY to monitor the
billion trade in INDIA, also making mandatory use of multimode transport for
education, government/PSU employees, creation of facilities for enhancing
agriculture production to reduce agri imports and enhance the agri exports,
enhancing indigenous production of electronics components to reduce import of
electronic goods, enhanced revenues of forex through holiday tourism, medical
tourism, in addition creation of more business/trade through self employment,
MSME sector through “BANKING REFORMS” to charge the interest rate in
geometrical progression from small loans to big loans, also making all ultra
high income holders, net worth people availing bank loans for personal purpose,
differential interest rate will encourage more individuals save money as well
as avail loan from banks to become contributors of economy by millions of
common people. In addition creation of financial discipline among the people,
creation facilities to bring the un organised sector to organised sector,
creating accountability for every single Rupee expenditure by every individual
will certainly make the country as well as people of the country both health
and happy economically as the above measures will certainly ensure surplus
revenues to the government with CAD nil and at the same time catering the
revenue demands for creation of infrastructure at the same time continuing the
welfare measure for the needy people till they achieve economic independence
individually, all this leads to INDIA a true super power nation.
