Introduction
In
the seventy-nine years since independence, Indian democracy has faced challenge
after challenge. Many of them were not accidents. They were gaps left in the
system, and never closed. There was no default setting for a regular update of
the voter. There was no system to stop one person registering in more than one
place. There was no system for a voter away from home to vote where he was, for
the constituency where he belonged. Some of that was the limit of the
technology of the time. It is not the limit now. What could not be matched in
1952 can be matched today. The work of re-establishing the democracy is to put
those settings in place, not to run another one-time drive.
The
electoral system itself is what a large part of the country now feels has
failed. The machine does not show the voter the record that is counted. The
roll, after the Special Intensive Revision, is a list from which living voters
were removed and to which they are being invited back after the election. The
old paper ballot was open to booth capturing and to stuffing. That is not a
reason to keep a count no one can read. With a biometric match before the paper
is printed, a duplicate cannot take a second ballot, a dead card cannot be used
by a living hand, and a box can still be counted in public. One Assembly vote,
locked for five years to one state, stops the person who migrates only for the
poll. These are not ideas for a later decade. They are the settings the roll
needs now.
The
same gap sits above the roll. There is no fixed number of terms. The same
person represents the same seat five times, and ten times, while the family
becomes rich and the voter stays where he was. There is no rule of one family,
one ticket, and one family, one party post. From the gram panchayat to
Parliament, the House has become the house of a few families. Regional parties
in particular have become private dynastic rule and private business
establishments of the founders. There is no ban on a post-poll alliance, so the
mandate is rewritten by horse-trading. There is no right to recall, so a
representative who does no tangible work sits out the five years. There is no
guaranteed delivery of the manifesto, so the voter is taken for granted. There
is no serious watch on election money, so a dummy party collects funds and a
real party spends far above what it records. The system failed at each of these
points. Each of them has to be corrected if the democracy is to be
re-established. This note sets out that correction, beginning with the roll.
Sir,
this note is about the Special Intensive Revision done by the Election
Commission of India, and about the system that should replace it. The roll is
being built in the wrong way. Citizenship is being mixed up with a form that
was not collected. The vote is being recorded on a machine the voter cannot
read. And the government that comes after the count is still open to a bargain
the voter never marked.
The
Special Intensive Revision named the right problem and used the wrong method.
India does have dead entries, duplicate cards and people enrolled in more than
one place. India also has living voters who were removed because a form was not
collected, a spelling did not match a twenty-year-old roll, or a software flag
called a house a “logical discrepancy.” Bihar’s final roll was about 47 lakh
smaller than the roll of 24 June 2025. Appeals later put large numbers back.
The instruction of early October 2026, to find people who were on the old roll
and offer them Form 6, itself confirms the over-deletion. The elections already
held on the smaller roll still stand. That is the failure. The clean-up did not
separate the living resident from the ghost. The roll used to form a government
is not the roll the same system later treats as incomplete.
It
is also the wrong scale of force. Nearly the whole roll was asked to prove its
right to remain, in order to find a foreign national. On the published figures
that foreign share was negligible. Of the 65 lakh draft deletions, 22 lakh were
marked dead, 36 lakh shifted or not found, and 7 lakh duplicate. Sources in the
Bihar office said nearly 99 per cent of all deletions were those three heads. A
reading of the objections found about 1,087 flagged as foreigners, and about
689 declared ineligible. In four Seemanchal districts, 40 living persons were
removed on a citizenship objection. To put crores of citizens through a form, a
queue and a document check, for a removal of that size, is not a clean-up. It
is a burden laid on the 99.9 per cent to chase a fraction of one per cent. It
spent public money, it took crores of man-hours from people who had to leave
work and stand in line, and it put the stress of a possible deletion on
households that were never the target. A biometric link of Aadhaar to the voter
card would have collapsed the duplicate. A match with pensions, bank closures,
death certificates and crematorium records would have taken the dead off the
roll. The same biometric match, on poll day, would have stopped a living person
voting on a dead man’s card. That logic was available. It was not used. A
house-to-house proof was used instead.
The
data for the first cleaning already exist. Insurers, banks, pension offices,
hospitals, crematoriums and burial grounds, and the government’s own death
registration, already know of deaths the roll still carries. Those feeds should
suspend a card before any new form is printed. Suspension is not deletion. A
living person wrongly flagged revives the entry with a biometric confirmation.
The family and the residents’ association must register a death, because an
unreported death keeps both a vote and a pension alive.
What
is still missing is a Residence Register that says, for every house, who is
living there. Every apartment, colony and village must keep it through a
residents’ welfare association, formed in thirty days, with ten rotating
coordinators, five women and five men, and must update it when a person moves
in, stays more than thirty days, is born, marries, becomes pregnant, is
disabled, dies or leaves. One central application makes these local lists a
National Residential Register. The association certifies residence. It does not
grant citizenship and it does not grant a vote. Citizenship is checked on that
base, not by the discretion of a Booth Level Officer or an Electoral
Registration Officer. Only the association may file a doubt about papers, on
the lines of Form 7, with reasons, on film. A person found to be a foreign
national loses the vote, not the meal. Food, a delivery and a child’s care
continue. Deportation comes only after proof, a hearing and acceptance by the
other country. Welfare, the voter list and the scheme list then read the same
record, so a duplicate pension, a ghost scholarship and a benefit left on an
old address fail the match. Married women, pregnant women, the old and the
physically challenged are found at the address where they live.
The
phone supports that record. Not more than two connections, both in the holder’s
name, opened on a biometric match, checked by a live photo, and read at night
against the declared house. A child line stays in the parent’s name until
eighteen. The phone does not cast the vote. It stops a silent second address,
and it stops a person migrating only for the election.
The
EVM fails a different test. The voter cannot read the record that is counted.
Every election, at every level, should be on a real-time bar-coded paper
ballot, printed only after a biometric match, for the voter’s own constituency,
from any booth in India or a mission abroad. That is the record that can be
recounted. Not more than ten names go on that paper. Voting should be near
total. No one is declared elected without half the valid votes. If no one gets
half, the top two face a second poll. One Assembly vote and one Parliament vote
lock for five years. Proxy voting goes. One nation, one election for the
Assembly and the Lok Sabha removes the second calendar that makes
migration-for-a-vote profitable.
The
count must also be the government. No post-poll alliance. A party that did not
face the voter in a named pre-poll alliance cannot join the government and
cannot extend outside support after the count. If no pre-poll alliance has the
numbers, the voter is asked again. A midnight bargain subverts the mandate.
Money moves only through a joint bank account with the Election Commission, and
only through registered vendors. A representative who does not visit, does not
close grievances, or cannot explain assets faces recall. One family holds one
ticket and one party post in a term. Every top party post is one term only, so
that a regional party does not become a private kingdom or a private political
business. An elected representative, from sarpanch to MP, sits for two terms at
the most. An MLC or a Rajya Sabha member sits for one. The seat then opens to a
person not born in the sitting house. The sections below set this out in order.

does not yet exist is a Residence Register that states, for every house, who is
living there. That register has to be mandatory. Every apartment, colony and
village keeps it through a residents’ welfare association, and updates it when
a person moves in, stays more than thirty days, is born, marries, becomes
pregnant, is disabled, dies, or leaves. A central application makes the local
registers national. Citizenship is checked on that base, not by the discretion
of a Booth Level Officer. Welfare, the voter list and the scheme list then read
the same record.
The
EVM fails a different test. The voter cannot read the record that is counted. A
real-time bar-coded paper ballot, printed only after a biometric match, for the
voter’s own constituency, from any booth in India or a mission abroad, is the
record that can be recounted. One Assembly vote and one Parliament vote lock
for five years. Proxy voting goes. One nation, one election for the Assembly
and the Lok Sabha removes the second calendar that makes migration-for-a-vote
profitable. Money moves only through a joint account and registered vendors. A
representative who does not visit, does not close grievances, or cannot explain
assets faces recall. One family holds one ticket. The sections below set this
out in order.
- How the Special Intensive Revision
failed its purpose
1.1
What the revision was
The
revision is a house-to-house rebuild under Article 324 and Section 21 of the
Representation of the People Act, 1950. It is not the annual summary revision.
Booth Level Officers distribute pre-printed forms, collect them over at least
three visits, and match the person to the intensive roll of around 2002–03. If
the house is locked, the form may be slipped inside. The present round began in
Bihar in June 2025, four months before the Assembly election, and was extended
in phases. The Supreme Court, on 27 May 2026, upheld the Bihar exercise. That
clearance did not answer how many living residents were removed, or what
happens to an election already held.
1.2
What it was said to do
The
stated aim was correct: no eligible citizen left out, no ineligible person kept
in. Ineligible meant the dead, the permanently shifted, duplicates and
non-citizens. The Bihar order also cited urbanisation, migration, new adults,
unreported deaths and possible foreign inclusions. Electors not traced to the
2003 roll were asked for one of eleven documents on birth. Three jobs —
cleaning error, recording movement, and screening citizenship — were put
through one short enumeration.
1.3
What the numbers showed
Bihar
started at about 7.89 crore. The draft dropped about 65 lakh: roughly 22 lakh
marked dead, 36 lakh shifted or not found, 7 lakh duplicate. The final roll of
30 September 2025 stood at 7.42 crore, a net fall of about 47 lakh, after later
additions. Nearly all deletions were reported as death, migration or
duplication. Identified non-citizens were a negligible share. The drive was
not, on these figures, a mass citizenship purge. It also could not tell a
permanent shift from a worker away from home, a tenant who had changed rooms,
or a household that never saw the form. Later flags for spellings, age gaps and
number of children are suspicions, not proof. Where appeals were decided, about
nine in ten restorations followed.
1.4
How the purpose was widened
A
twenty-year-old roll was treated as conclusive, so a spelling variant became a
reason to withhold continuity. Logical discrepancy was an open category,
applied before its full list was public, and filtered in practice by a teacher
on booth duty. The calendar placed the work months before Assembly elections,
so deletion took effect before claims were fully heard. An appeal after the
poll does not restore the vote already lost.
1.5
The add-back, and elections already held
The
October 2026 instruction tells officers to compare the old roll with the new,
visit the missing, and offer Form 6. Form 6 is the new-elector form. Using it
to restore a person who was struck off resets the entry. Restoration should
revive the old card. Bihar’s 2025 election and West Bengal’s 2026 election used
the reduced rolls.
The
law does not void an election because the roll is later corrected. A petition
must show material effect on that result. Where the margin is smaller than
later restorations, the political fact outruns the remedy. Every booth should
publish the old list, the deleted list with reasons, the restored list with
dates, and the margin.
1.6
Why a one-time drive cannot be the system
Deaths
reach the roll only if someone reports them or an officer ticks a box. Shift is
inferred from silence. A cross-state duplicate is found only if a match happens
to be run. Three visits and a form under the door miss migrant workers, single
women, the elderly and tenants. The add-back repeats the burden after the
election. It does not stop the next decade of the same decay. Without a
continuous residence base, every special revision is a scramble, and it can be
bent by timing, by the document burden, and by selective deletion.
- A Residence Register that does not
depend on booth discretion
The
Residence Register is not built by a Booth Level Officer with a form. It is
built by the people who already live in the house, through a residents’ welfare
association in every apartment, colony, street and village. The association is
formed in thirty days. Adult residents meet on a notified day. The meeting is
filmed. Ten coordinators are chosen by show of hands — five women and five men
— rotating by caste and religion in proportion to the local population, for one
year. They are coordinators, not presidents. Every decision is by majority, and
the film of the decision goes up with the minute.
That
body then opens the register. Every house declares who sleeps there: owner,
tenant or dependent, with the date of arrival. A stay beyond thirty days is
entered. A birth, a death, a marriage, a pregnancy, a disability or a departure
is updated when it happens. The upload goes to one central application, so the
local lists become a National Residential Register. The association certifies
residence. It does not grant citizenship, and it does not grant a vote.
This
is necessary because a roll, a pension and a summons all fail when nobody can
say, with a current date, who lives in the house. A form under the door once in
twenty years misses the tenant, the migrant, the very old and the woman who
moved after marriage. A continuous register, kept by the habitation and
confirmed by a headcount, is the list every department then reads.
2.1
What the register is
The
Residence Register is a mandatory, continuously updated list of every person
living in a house: owner, tenant or dependent. Every residents’ welfare
association, colony association and village body maintains it. The entry
carries name, age, sex, address, owner or tenant, date of moving in, date of
moving out, and the identity number. It is updated on birth, death, marriage,
tenancy change and any stay beyond thirty days. The association does not grant
citizenship. It certifies who resides there now.
2.2
One central application
Every
association and village uploads changes on one central application. The
National Residential Register is the live aggregate of these local registers. A
periodic headcount confirms the declaration. Vacant houses are marked vacant.
Rental agreements are filed online, so the occupant and the owner are both
identifiable. The coordinators administer the register. They do not decide, by
caste, religion or personal rule, who may live there.
2.3
Stay beyond thirty days
A
short visit is not residence. A stay beyond thirty days must be entered. An
unregistered long stay is what creates a duplicate roll and a fake local voter.
New residents do not start the electoral clock, and do not draw residence-based
local services, until the declaration is accepted.
2.4
Three years for a local vote, a certified short path for students and
transferable staff
Three
years of ordinary residence in the local area, before a person chooses that
ward’s representative, stops a stay of weeks capturing the seat. For the
Assembly, three years in the state is the general rule. Students and staff
under transfer use a shorter path, backed by an institution or employer
certificate. Until the new residence matures, the person remains on the earlier
roll and votes only there, from any booth, on a ballot of the old constituency.
- Citizenship on the register, not on a
Booth Level Officer’s form
Residence
and citizenship are not the same question, and they should not be answered by
the same officer on the same afternoon. The Residence Register says who sleeps
in the house. The National Register of Citizens asks, after that, whether the
person is a citizen. A Booth Level Officer with a missed form, a spelling flag
or a rival’s objection cannot decide either question. The association records
the stay. Only the association or the village body may raise a doubt about
papers, and only with reasons, on film. Removal of a civic right waits for
notice and a hearing. Food, a delivery and a child’s care do not wait.
3.1
Residence and citizenship are different questions
The
register shows where a person lives. The National Register of Citizens is built
from it only after document verification. Residence alone is not citizenship. A
missed enumeration form is not a foreign nationality. A long stay, an Aadhaar
number or a ration card is not proof of citizenship either. It is a reason to
open a file, not a reason to push a person out before the file is heard.
3.2
Who may seek re-verification
Only
the association or the village body may file a re-verification of citizenship
papers, and only if it has a recorded doubt, on the lines of Form 7, with
reasons. The note is filmed with the meeting. Random mass objections by
political workers are barred. The person objected to gets notice and a hearing
before any removal. Software mismatches go into a verification queue. They do
not delete a name by themselves. This removes the discretion that let an
officer, or a rival, trigger deletion and leave restoration until after the
poll.
3.3
Welfare and the vote
A
person not on the register cannot draw residence-based welfare or be enrolled
at that address. A person who fails the citizenship check cannot stay on the
voter roll or on citizenship-linked schemes. Scheme databases are matched to
the register before payment. Citizens temporarily away remain eligible through
their recorded status, not through a local fake address. Basic food, maternal
care and an infant’s immunisation continue while the file is open, and continue
for a person held on a non-voting status if the other country will not accept a
return. If another country will not accept a person found not to be a citizen,
that fact is stated. It is not left as an implied removal, and it is not solved
by hunger.
3.4
Duplicate benefits
Pensions,
rations, scholarships and subsidies are paid against one live entry. Duplicate
cards in two districts, dead beneficiaries and ghost students fail the match.
Marriage, move-out and death updates stop the old benefit. The saving is the
end of double drawal, not a cut in genuine entitlements.
3.5
People the schemes are meant to find
The
register flags married women, pregnant women, the elderly and the disabled at
the address where they live. Benefits follow the person when the register is
updated, instead of staying on a parent’s or a husband’s old card. The
department is told who to cover, instead of waiting for a camp. Births reported
at the house enter civil registration and, at eighteen, the roll, without a
search.

4.1
Feeds that already exist
The
Election Commission should match the roll with pension stops, bank closures,
insurance intimation, hospital records, death certificates, and crematorium and
burial records. A matched death suspends the card at once. Suspension is not
deletion. A living person wrongly flagged revives the entry with a biometric
confirmation. A confirmed death is removed without waiting for the next special
revision.
4.2
Duty of the family and the association
The
family and the association must register a death within a fixed period. Failure
is penalised, because an unreported death keeps a vote and a pension alive. In
Bihar the “dead” category was about a third of draft deletions. That category
should rest on these records, not on an unanswered door.
- One biometric identity, one card, one
vote, locked for five years
5.1
The link
Linking
the identity number to the roll collapses duplicate cards. It is not proof of
citizenship. Citizenship remains the separate check in section 3. The link
answers only whether this body already holds a live card. On poll day,
authentication locks that person. A second attempt in another booth or another
state fails, whether the second card is genuine, cloned or issued in error. The
same rails already authenticate bank transfers and subsidies.
5.2
The five-year lock
A
person holds one Assembly vote and one Parliament vote, locked to the place of
ordinary residence. The Assembly vote locks for the term. A by-election or a
re-poll in those five years cannot be entered on another card or a newly
arranged address. Seasonal registration, while the person lives in another
state, fails against the Residence Register. The lock is released only for a
certified transfer that has already matured, and even then only one live entry
exists.

6.1
Why the sealed count fails confidence
The
voter presses a button and cannot keep or read the record that is later
counted. The program sits in a chip. After manufacture it cannot be read back,
so a voter, a candidate or a court cannot verify that the code counted is the
code that was shown. A mock of fifty votes at the booth, or a sample before
poll day, does not test the full machine for the full day. A fault that appears
only after a count threshold need not show up in that sample. The paper trail
shows a slip for a few seconds. Many voters cannot read a small slip through
glass in that time. A wrong complaint can draw a penalty, so genuine mismatches
go unreported. Only a sample of slips is matched to the machine count. A
mismatch in the sample does not automatically trigger a full paper count.
Machines are moved and stored by the same authority that runs the poll. A
stand-alone design blocks remote hacking. It does not prove that the chip, the
symbol order or the count were free of error or of pre-set bias.
6.2
How the paper ballot works
The
voter is identified by the bar-coded card plus a biometric match to the locked
roll. No match, no ballot. Only after that match does the booth printer issue
one bar-coded paper ballot for that voter’s Assembly and parliamentary
constituency. The barcode identifies the constituency, the booth and a unique
ballot number. It must not carry the voter’s name or a mark that can be tied
back to the person after the vote is cast. The voter marks the paper in a
closed compartment, can read the choice, and drops it in a sealed box under
camera. Counting is a public sort and count of those papers. A mismatch is
settled by recounting paper, not by trusting a chip. A message says only that
this voter voted at this booth at this time. It does not say for whom. Issued
ballots must equal ballots in the box plus spoiled ballots. A failed printer
stops that booth until a checked spare prints. It does not switch the booth to
an unreadable count.
6.3
Why this is harder to rig
Stuffing
needs physical ballots and shows up against the biometric attendance. A
pre-loaded chip cannot transfer votes after the paper is in the box. Agents can
watch printing, sealing and counting. They cannot watch code inside a masked
chip. Booth capturing remains a paper risk. Cameras, agent presence and a
same-day match of biometrics to ballots issued are the controls. Biometric
failure must have a supervised alternate check, or eligible voters are
excluded. The print file must be constituency-only. A central server that can
see the marked choice recreates the machine problem.
6.4
Not more than ten candidates
A
higher refundable deposit, a minimum of real proposers, and a bar on repeated
frivolous candidature hold the ballot to about ten serious names. A digital
primary can sit in front: a voter supports only one candidate, that support is
locked, and only those who cross a stated share, or the top ten, are printed.
The primary is a threshold, not the election. The final vote remains a secret
paper ballot. Dummy names filed to split votes drop out before the paper is
printed.
7.
Anywhere voting, a ban on proxy, and no postal ballot
A
migrant who has registered the move, or who is away on poll day, does not need
the home booth. At any polling station in India, at a designated collector’s
office, or at a notified mission abroad, identity is checked by a biometric
match. Only after that match does the printer issue one bar-coded paper ballot
of the voter’s own Assembly or parliamentary constituency. The paper goes into
a sealed box for that constituency and is counted with it. Once the Assembly
vote is cast, the lock refuses a second Assembly ballot anywhere. The same lock
applies to the parliamentary vote. A person living in one state cannot register
and vote in another state’s Assembly by appearing there on poll day. Voters who
have moved for work can still vote. Turnout need not fall only because the
voter is away.
There
is no need for a postal ballot. A postal ballot travels, can be filled by
someone else, and cannot be matched to a live person at the moment of marking.
Anywhere voting already covers the person the postal ballot was meant for: a
voter of any state, or of a parliamentary constituency, can take the home paper
at a designated collector’s office anywhere in India, or at a mission abroad,
printed only after the biometric authentication. The vote is cast in person, on
paper, the same day. A form sent by post adds a second channel that the lock
cannot see.
Proxy
voting should be banned. A nominee can be bought. A biometric presence cannot.
An overseas citizen or a migrant votes in person on the printed home ballot, or
does not vote.
- One nation, one election, for Assembly
and Parliament
Assembly
and Lok Sabha polls together, once in five years, cut repeated spending,
repeated code-of-conduct periods and repeated voter travel. They help only if
the roll, the ballot and the money are transparent. The method should be the
bar-coded paper and anywhere voting, not the machine. By-elections stay limited
to vacancies. They must not reopen registration for outsiders. One nation, one
election does not remove the need for the register, the death feed or the
identity lock. It removes the second calendar that makes a vote in one state,
followed by a fresh enrolment in another, worthwhile. Local bodies keep the
three-year local residence rule, because a ward is the unit most easily
captured by a short stay.
- Election money through one account and
fixed vendors
9.1
The joint account
Every
registered party and every candidate should open a joint or escrow account with
the Election Commission. All donations, fees and deposits enter only that
account. All election spending leaves only through it. The Commission sees
every credit and debit. Donations above a small threshold, on the order of one
thousand rupees, should be by transfer, with the donor’s identity and source
recorded. Payments above five thousand rupees should be by transfer. Cash
should not exceed a small share of the permitted limit. A party that cannot
show an office, a minimum of office-bearers, and candidates actually in the
fray should not receive or spend large funds. Unused balances return to the
account and are audited.
9.2
Vendors, events and digital ads
Printing,
stages, sound, vehicles, hotels and digital ads should be bought only from
vendors registered for that election. Invoices must match the debit. Fake bills
and over-invoicing then show up. Sarees, kits, liquor and cash gifts remain
banned once the code starts. Helicopters, large aircraft and long cavalcades
should be barred or strictly capped, and their cost must come from the joint
account. Star-campaigner roadshows should be barred. Local processions stay
small. Door-to-door work may continue with a small team. Large meetings should
be allowed only on holidays, at pre-approved grounds, up to a fixed number.
Digital spending has its own ceiling, through registered ad accounts, with
creatives archived. Government handles and public-funded creative work should
not promote a party during the election period.
9.3
Government machinery
Government
aircraft, cars, fuel, staff, accommodation and state advertising should not be
used for campaigning. Where security cover is legally required for a Prime
Minister, Chief Minister or minister who is also campaigning, the extra cost of
the campaign tour should be calculated and charged to the party account.
Official advertisements stop when the schedule is announced. Every poster and
hoarding should carry a code issued before display, at a limited number of
designated sites, and should be removed within a fixed period after polling.
- Right to recall
After
the first two years, any citizen may seek recall of a councillor, an
intermediate member, an MLA or an MP. The grounds are a missed public progress
report against the manifesto, missed visits, and a closed grievance desk. A
councillor should be in every ward once a week. An intermediate member should
be in every village or ward once a month. An MLA or MP should be in every
mandal or major locality once a quarter. Each visit is logged. Every complaint
gets an identity number. The office publishes receipts and disposal by subject.
Assets of the representative and the immediate family are declared before
nomination, every year, and at the end of the term. An unexplained sharp rise
is a ground for inquiry and, if proved, for recall. Buying or promoting land in
the same constituency after election, other than one self-occupied house
already owned, is barred. A recorded donor should not receive a contract,
licence or land allotment from a government that party joins, for a fixed
period. Proved sexual harassment or other serious misconduct is an immediate
ground for recall and a bar on the next election. The Commission decides within
three months. The ordinary civil courts do not stay the process.
- The order in which this should be done
Death
feeds from insurers, banks, pensions, hospitals, crematoriums and government
registration should suspend cards now. The Residence Register should then carry
migration, death, pregnancy, birth and disability in real time, through the
central application. Three years of local residence should mature a ward vote.
The state rule should mature an Assembly vote. Certified students and
transferable staff use the short path. One identity number should map to one
card. An Assembly vote and a Parliament vote should lock for five years. Only
the association or the village body should be able to seek a citizenship
re-check, with notice before deletion. Any station should print the
home-constituency paper ballot after authentication. Contests should be held to
about ten serious candidates. Proxy voting should end. Spending should move
only through the joint account and registered vendors. Assembly and Parliament
should poll together. Recall and one family, one ticket, should bind the person
who is elected.
SIR,
the revision asked the right question and answered it with a short drive, a
twenty-year-old baseline and an officer’s form. The result was over-deletion, a
late add-back, and elections held in between. Current death data can take the
unreported dead off the roll without that drive. The Residence Register can
keep arrivals, departures, births, pregnancies and disability current, and can
feed both the scheme list and the voter list. The citizenship check can sit on
that register, filed only by the association or the village body, with a
hearing, so that illegal presence is not confused with a missed form and a
citizen is not removed by a rival’s objection. The identity link can make a
second card unusable. The five-year lock can stop a by-election being fought on
a newly arranged address. Anywhere printing of a bar-coded paper ballot can let
a migrant vote without proxy and without a second enrolment. A joint account
and registered vendors can shrink the cash that buys both extra votes and
silence about extra cards. Recall and one family, one ticket can bind the
person who wins. No further special intensive revision is required once these
are in place, and no election has to be held on a list that the same authority
will later spend months putting back.

Every
village, ward, apartment block, colony and street forms a residents’
association in thirty days. The association is a rotating body of coordinators,
not a private committee with presidents and secretaries. Its first job is a
living Residence Register of the people actually living in that territory. That
register is what the health department, the social-welfare department, the
transport department, the police, the schools, the tax and loan systems, the
electoral roll and the citizenship check then read, instead of running a fresh
camp every time they need to know who lives where.
1.
Why the association has to be built from the residents, and built fast
A
roll, a pension list, a pollution check or a court summons fails when nobody
can say, with a current date, who sleeps in the house. Booth visits every
twenty years, and scheme camps that wait for people to walk in, both miss
tenants, migrants, the very old and women who have moved after marriage. The
fix is local and continuous. Every habitation already has residents. They can
elect a small rotating body in a month, and that body can keep the register.
The government does not need a new cadre for the daily fact of residence. It
needs a rule that the fact is recorded, filmed, and sent up on one standard
application.
2.
How the body is formed in thirty days
The
revenue or municipal office notifies every village, ward, apartment, colony and
street that has a defined entry. The notice gives the date, the place and the
video rule. On the notified day the adult residents assemble. Attendance is
filmed from start to finish. Names are called from the existing house list,
ration list or electricity list, whichever is the least incomplete. Voting is
by show of hands, also filmed, so that a later dispute can be checked against
the recording rather than against a private minute book.
Ten
coordinators are chosen from the people living in that territory: five women
and five men, drawn across caste and religion in proportion to the local
population, so that no single group holds the body by default. A person who has
already served a year goes to the back of the rotation. The term is one year.
The next year’s ten are new members, drawn the same way, from residents who
have not served, until the rotation has moved through the habitation and
everyone living there has had the chance. No one keeps a seat by re-election.
The filmed hand count and the rotation list are uploaded the same day. If the
meeting cannot complete the ten, the officer reconvenes within the thirty days.
The body exists when the ten names and the video are on the portal, not when a
private group prints a letterhead.
3.
Coordinators, not office-bearers
The
ten are coordinators. There is no president, no general secretary, no chairman.
One of the ten, by monthly turn, is the head coordinator for that month and is
the person who signs the upload. The head coordinator coordinates. The head
coordinator does not decide alone. Every decision on the register, on a
cleanliness drive, on a water complaint or on a doubt about who lives in a
house is taken in a meeting, by majority, and the meeting is videographed. The
video, the attendance and the one-page minute go up together. A decision
without the video is not a decision of the association. This is what stops the
capture that comes with permanent titles. A president can build a following. A
coordinator who rotates out in a year, and who must show the film of the vote,
cannot.
4.
What the register holds
The
register is the list of persons actually living in each house, on one standard
government application, the same application in every territory. Owner or
tenant, man or woman, with the date they came and the date they leave. A stay
beyond thirty days is entered. A short visit is not. The association does not
grant citizenship and does not grant a vote. It records residence.
The
same upload carries the facts the departments already chase one by one.
Marriage and live-in status are registered online when they are declared, so
that a woman’s address and a child’s address move with the fact instead of
staying on a parent’s card. Pregnancy is flagged for the health worker.
Children, the elderly, the physically challenged and the mentally challenged
are flagged for pension, aid and care. School-age children are listed against
the school, so a dropout is a name missing from class, not a name missing from
a survey. Employment, or the fact of no employment, is declared, because a
loan, a scholarship and a local address are otherwise three different stories.
Domestic workers and other staff who sleep or work daily in the house are entered
as workers, with the house they work in and the place they return to.
Ownership
of the house and of each vehicle is entered, and so is a tenancy. A vehicle
owned, a vehicle hired, and a vehicle parked in the territory are listed with
the registration number, so a car that sleeps in the colony and a car that only
visits are not the same entry. Rental agreements are filed online. Rent, where
it is part of the design, moves through a recorded channel, so the owner and
the occupant are both visible. Animals kept in the habitation are counted.
Water connections, leaking lines, blocked drains and rainwater-harvesting pits
are recorded as habitation facts. Cleanliness, garbage points, greenery and
herbal patches are on the same monthly sheet. None of this is a second census.
It is the register, updated when the fact changes, and confirmed by a periodic
headcount.
5.
How departments use one register
The
health department reads the pregnancy and birth flags and sends the worker to
the house already named, instead of discovering the pregnancy at a late camp.
The social-welfare department reads age, physical disability and mental
disability and starts or stops a pension or an aid when the register moves,
instead of paying a dead beneficiary until the next drive. The education
department reads the child list and the school return together and finds the
dropout in the month it happens. The transport department reads the owned,
hired and parked vehicle list and the pollution status, and does not need a
roadside camp to know which vehicles in the colony are out of compliance. The
police read the register when they verify an address, serve a summons or look for
a person who has left a house after an offence. A person who is not on any
register, or who left a house that still claims them, is a query, not a rumour.
The revenue and municipal offices read ownership, tenancy and vacancy for
property tax and for water and drainage planning. A court or a loan recovery
office reads the same address. The register does not convict and does not award
a benefit by itself. It stops each office maintaining a private, stale list.
The
same file is what the electoral roll and the citizenship check read. A Special
Intensive Revision is not required once the register and the death feed agree:
a death or a permanent move suspends the card, and a new adult at a recorded
address enters the roll at eighteen without a search. The National Register of
Citizens is built on this residence base, not on a Booth Level Officer’s form.
The association certifies who lives there. It does not declare who is a
citizen.
6.
What the register makes harder
A
vehicle reported stolen fails when it is parked, or when its number is still on
a house that no longer has it. A hired vehicle and a parked visitor are on the
list, so a car that does not belong cannot hide as a resident’s own. A person
who leaves after an offence leaves a dated exit, not a blank. Duplicate ration
cards, duplicate pensions and duplicate scholarships fail when payment is
against one live entry. A home loan or a vehicle loan has a house and a vehicle
that the register still shows; the borrower cannot claim to be untraceable
while the association file shows the key and the parking bay. Welfare claims
that use a vacant house, a dead elder or a child who studies elsewhere fall at
the match. None of this needs a special intensive revision of the voter roll.
7.
Entry, exit and the camera
Every
notified habitation has a defined entry. Entry and exit of residents and of
regular workers are recorded on camera, with a biometric confirmation at the
gate or at the association point where the habitation is large enough for one.
The recording is kept for a fixed period on the government server, not on a
private phone. A guest is a guest. A person who stays past thirty days is no
longer a guest and must be on the register. This is the practical check on the
monthly headcount. It is also the check that makes a false “shifted” or a false
“still living here” expensive to maintain, because the gate record and the
register have to tell the same story.
8.
Cleanliness, water, schools and the other local sheets
The
coordinators are not a substitute for the municipality. They are the body that
files the dated sheet. Garbage not lifted, a drain not cleared, a harvesting
pit not dug, a streetlight out, a school toilet shut, a herbal patch planted or
neglected: each is a line on the monthly upload. The department that owns the
function answers on the same portal. The association does not tax, does not
punish and does not allot contracts. It records, and the recording is public.
That is enough to stop the present arrangement, in which a complaint dies in a
private register and the same complaint is filed again after the next election.
9.
What this is not
The
association does not decide who may live in the colony on caste, religion or
personal rule. Proportionate rotation is a rule for the ten seats, not a rule
for residence. The association does not delete a voter and does not declare a
person a non-citizen. A doubt about papers, if the law allows a local flag at
all, is a recorded request with reasons, not a deletion. Marriage, live-in
declaration and employment are facts for the register and for the schemes. They
are not a licence for the coordinators to police private life. Dowry and
concealment of a second household become harder when addresses and marriages
are filed. They do not disappear because a camera exists. The camera and the
register reduce the hiding. They do not replace the criminal law.
10.
The sequence
Notify
every habitation. Hold the filmed hand-vote within thirty days. Seat five women
and five men, from all castes and religions in proportion, for one year. Call
them coordinators. Rotate the head coordinator monthly. Replace the ten next
year with residents who have not served, until everyone living there has had
the turn. Record every decision on video. Open the Residence Register on the
standard government application: who lives here, since when, owner or tenant,
man or woman, marriage or live-in declaration, pregnancy, children, age,
physical disability, mental disability, employed or not, school-age children,
domestic workers, animals, vehicles owned, hired and parked, rental agreement,
water, drain, harvesting, cleanliness, greenery. Match deaths to the existing
insurance, bank, pension and crematorium feeds. Let health, welfare, education,
transport, police and recovery read that file. Let the voter list and the
citizenship check read it too. Keep entry and exit on camera with biometric
confirmation for stays that cross thirty days. The voter list, the scheme list
and the address check then rest on a register the habitation already updates,
instead of on a form slipped under a door once in a generation.
11.
A direct path when the association will not enter a resident
A
resident whom the coordinators will not enter, or will not forward for the
voter list, does not have to wait for the next revision. He registers himself
on the same government application, or on a toll-free number, as a person
living in that association’s territory. The claim carries the house, the date
he began to stay, and whether he is owner or tenant.
The
claim is not accepted on the call alone. The night location of the mobile
connection, already matched to the holder, is read against the declared house.
A third party is then sent: the local revenue officer, or the police for the
address check, visits and records who is actually sleeping there. If the visit
confirms the stay, the entry is opened on the register by the officer, not by
the coordinators who refused it. The voter path follows the residence clock
already set. It is not granted on the day of the call.
The
refusal is then a record. If the film of the meetings, the headcount and the
visit show that a living resident was left out by caste, by religion, by a
personal rivalry or by any other vested interest, the coordinators who voted
the refusal answer for it. A repeated refusal of this kind removes those
coordinators before the year is out and bars them from the next rotation. The
toll-free line and the application exist so that a deliberate non-registration
cannot be maintained in silence. The local revenue officer or the police
re-establish the residence. The association does not keep the power to hide a
neighbour.

Every
mobile connection is opened only on a live biometric match to the holder, and
only in that holder’s name. No person holds more than two connections. A line
that fails a random live-photo check is blocked until the holder completes it.
Night location is then read against the Residence Register, so a person cannot
keep a voter address in one state while living in another. The phone does not
grant citizenship and does not cast the vote. It stops a silent second address,
and it stops a migration staged only for an election.
1.
Immediate biometric match, and a cap of two
Every
existing connection is matched now, not at the next recharge. The holder stands
at a notified point, or completes the check on the handset, and the finger or
the iris is matched to the identity number. A connection that cannot be matched
within the window is suspended. A new connection does not activate until the
same match is done.
The
cap is two live connections in one person’s name. One is the ordinary line. The
second, if it exists, is marked as a work line. A third connection is refused.
A connection in another person’s name, or on a document that does not match the
biometric, does not activate. When the death feed suspends the ration and the
voter card, it suspends both lines the same day. A phone that keeps moving
after a confirmed death is a flag, not a valid line.
2.
The holder operates only the holder’s phone
The
adult uses the line opened in the adult’s own name. Handing the ordinary line
to another person as if it were that person’s phone is a breach of the match,
and the next live check fails. A shop phone and a vehicle phone stay in the
owner’s name, marked as work lines, so their movement is not read as the
owner’s bed. An elder who cannot manage a smartphone may hold the second line
in the elder’s own name, opened on the elder’s biometric or on a supervised
match. The line is still the elder’s. It is not a free phone in a relative’s
pocket.
3. A
child holds a line only in the parent’s name, locked until eighteen
A
person under eighteen does not hold a connection in the child’s own name. The
line is in the parent’s or the guardian’s name, marked as a child line, and
capped inside the parent’s two-connection limit or as a single marked child
line attached to that parent. Adult content is blocked on it. The block is on
the connection, not a setting the child can switch off. Data use on that line
is recorded against the parent’s identity, so a child line cannot be passed to
an adult as a clean second identity. At eighteen the child completes a personal
biometric match, the child mark is removed, and the line either moves into the
young adult’s own cap of two or is closed. Until that match, the line cannot be
used as a voter identity, because the child is not a voter.
4.
Random live-photo check, or the line blocks
Once
a week, or once a fortnight, the system asks the holder for a live photo match,
on the same pattern as a driver check in a hired-vehicle application. The
holder faces the camera. The live image is matched to the biometric photograph
on the identity. A work line and a child line are checked on their own cycle:
the worker for the work line, the parent with the child present for the child
line. If the check is not completed in the window, the connection is blocked.
It reopens only when the live match succeeds. A line that repeatedly fails, or
that is answered by a different face, stays blocked and is flagged. This is
what stops a connection opened in one name from being carried, for months, by
another person.
Persons
who hold a basic phone, without a camera, will get a random instant check by
voice call when they are near a fixed point: a post office, a bus station, a
railway station, an airport, a government office or a bank, where a
face-identification device works round the clock. The call will ask the holder
to stand before that device. The device matches the face, and matches the
signal of the basic phone, and the check is complete only when both agree.
A
second random check will be done by the residents’ welfare association for
basic mobile users, through the application on a smartphone, as a third-party
authentication, so that the holder cannot escape scrutiny. Every mobile
location is authenticated. Only the person who owns the connection may use that
phone. A stranger, or another family member, may not.
5. Location against the register
The
handset’s position is read with the Residence Register, not instead of it. The
registrar matches the night location of the identity to the declared house. A
phone that sleeps at that house on most nights supports the entry. A phone that
sleeps for weeks in another district or another state, while the register still
shows the old house, is a move that was not filed. The thirty-day rule then
applies. The new habitation enters the stay. The old entry is marked transfer
pending. The voter card does not move until the residence period matures.
Students and transferable staff use the certified short path. Everyone else
follows the three-year clock.
The
same match fixes the election-only migrant. A person who lives in one state,
and who appears in another only long enough to take a voter card before the
poll, will show ordinary nights in the first state. The booth biometric still
refuses a second vote. The phone is the reason the second enrolment never
matures. Presence on poll day in the old constituency, with both lines
ordinarily resident elsewhere, is a question the officer asks before the ballot
is printed. The booth match remains the decision.
A
connection that first appears inside a habitation, with no transfer from
another Indian address, is an arrival the coordinators were already required to
file. The location makes the silent arrival visible. It does not let the
association declare the person a foreign national. The hearing decides status.
5A.
The Wi-Fi location is authenticated, not only the tower
The
night location is not read from the tower alone. A handset that uses a Wi-Fi
point in the habitation is matched to that point. A phone that claims the
declared house, but whose data use sits for weeks on a Wi-Fi point in another
district, is the same mismatch as a phone that sleeps elsewhere. A work line is
marked, so the office Wi-Fi is not read as the bed. A spoofed tower location
fails if the Wi-Fi point and the Residence Register do not agree. The two
readings together are what the registrar uses. Neither reading, alone, moves
the vote or stops the ration.
5B.
A confirmed move updates every record, with notice to the person
When
the Residence Register accepts a move, and the night location and the Wi-Fi
point agree with the new house, the new address is written across the records
that still carry the old one. The voter card at the Election Commission, the
welfare and pension file, the vehicle registration and the driving licence at
the transport office, the bank, the post office, the police record and the
court process all receive the same address. Each update is notified to the
person on the connection in his name. He can object within a fixed window. A
silent second address cannot survive that write. A duplicate voter card fails
because two live addresses in two states cannot both be the ordinary residence.
The
update does not wait for the person to visit each counter. That visit is how
the old address stays alive for years. The person is told. He is not asked to
carry the same proof to eight offices.
5C.
A person without a mobile is authenticated by the association
Not
everyone holds a phone. A person without a connection is not left off the
register, and is not left without an address check. The association enters him
on the Residence Register, with the house, the date of stay, and owner or
tenant. The entry is confirmed by the filmed headcount and, where the
habitation has a gate, by the biometric at entry. The postal digital location,
the PIN code tied to the accurate position of that residential address, is the
map point for the house. The same point is what a department reads when it has
no handset to match. A person without a phone can still be found. He cannot be
enrolled in a second territory on a card that has no body and no bed behind it.
6.
What the two checks do for the roll and the schemes
A
pension, a ration and a scholarship follow one live person. A line that dies
with the death feed stops a relative drawing the benefit on a silent phone. A
housing or vehicle loan has an address the register shows. A handset in the
borrower’s name that never sleeps there is a query for recovery, not a warrant.
Duplicate voter cards fail twice: once on the booth biometric, and once because
two lines in one name cannot be ordinarily resident in two states. Fresh
enrolment timed to an election fails if the phone, the thirty-day entry and the
residence clock do not agree.
7.
What the trace is not
Coordinators
do not receive the trail. They receive a mismatch notice if the registrar
raises one. The trail is not proof of citizenship, not proof of a crime, and
not a ground to stop a pregnant woman’s ration or an infant’s care. A phone
left at work, a lost signal, or a labourer who sleeps at the site will
mismatch. The notice asks for the fact. It does not close the file. A location
can be spoofed, which is why the live-photo check and the booth biometric stay
in the rule. The phone makes a false address expensive to maintain. It does not
replace the match at the ballot, or the hearing before a civic right is
removed.
8.
The order
Match
every existing connection to the holder’s biometric now, and suspend any line
that fails the window. Cap every adult at two connections, both in that adult’s
name. Put every minor’s line in the parent’s name, with adult content blocked,
until the eighteenth-year match. Run a live-photo check every week or every
fortnight, and block the line if the face does not match. For a basic phone,
call the holder to the face device at the post office, the station, the bank or
the government office, and match the face to the signal. Read night location
and Wi-Fi use against the declared house. Treat a long mismatch as an unfiled
move. When the register accepts the move, write the new address to the voter
card, the welfare file, the vehicle record, the licence, the bank, the post
office, the police record and the court, and notify the person. Enter a person
without a phone through the association, on the postal digital location of the
house. Do not move the vote, and do not remove food, on the location alone. Use
the booth biometric as the lock on the day. The phone then does one job: it
stops a person who lives in one state from remaining, on paper and for one
election, a resident and a voter of another.

A
National Register of Citizens should decide who may vote and who may hold
citizenship-linked office. It should not decide who may eat, who may give birth
in a hospital, or who may be pushed out of a house they have lived in for
decades before a legal finding exists. Long settlement, an Aadhaar number or
even a passport is not proof of citizenship. It is also not a reason to starve
a person, a pregnant woman or an infant while the finding is still open. The
register removes the vote from a person found to be a foreign national. It does
not remove food, a delivery bed or a child’s immunisation. Fresh entry is a
border problem. A person already here for years is a determination problem, and
determination ends in a legal order, not in a local expulsion.
1.
What the register is for
The
motto is narrow. A foreign national does not vote, does not hold a
citizenship-only scheme, and does not sit on a voter roll. That is the civic
line. The human line is different. A person who has lived here for years, and a
child born here, is not left without food, water, a roof and basic care while
the file is open. India has already given ration cards, Aadhaar and, in some
cases, passports to people whose citizenship was never properly decided. Those
documents were a failure of issue, not a finding of nationality. Cancelling the
vote does not require cancelling the meal. Deportation, if it comes, comes
after proof, after a hearing, and after the other country accepts the person.
Until that order, the person stays, is recorded, and is fed.

The citizenship register is built on the residence register, not on a fresh
hunt
The
National Register of Citizens does not start with a blank form. It starts with
the National Residence Register: who lives in the house, since when, owner or
tenant, and the identity already matched. A person on that register with a
clear document trail is not called again to prove he exists. A doubtful case is
the only case that moves to verification. The association files that case, with
the dated note, the film of the meeting and the reason. The file then asks for
the papers. It does not ask the whole colony to stand in a queue because one
household is in doubt.
1B.
A third party may file, so that a hiding association is not the last word
The
association is the first filer. It is not the only filer. A government employee
in the territory, or a shopkeeper who deals with the household, may file an
official request for verification if he has a recorded doubt from the language
used, the dress, or the behaviour. The request carries his name, his own
identity, and the fact he relies on. An anonymous slip is not a request. A mass
filing by political workers is not a request.
The
request does two jobs. It opens the file the association did not open. And it
checks the association. If the visit then shows that the coordinators knew of
the stay, and deliberately left it off the note, those coordinators answer for
the hiding. The third party does not decide the result. Language, dress and
behaviour can open the query. They cannot close it. Border districts use more
than one language. Migrants inside India use the language of the last
workplace. The officer examines. The person gets notice and a hearing. The
ration of a pregnant woman or an infant is not stopped because a shopkeeper
filed.
2.
Who is not cut off from basic living
Pregnant
women, infants, the very old and the seriously ill stay on basic welfare
whether or not the citizenship file is open. Antenatal care, a safe delivery,
immunisation, oral rehydration, a ration for the household and emergency
treatment are not citizenship prizes. They are the minimum a country owes to
people on its soil. A child does not choose the border the parent crossed.
Cutting a pregnant woman’s ration to force a file to close is not a
determination. It is a punishment before the finding. The health worker and the
ration shop read the Residence Register for the address. They do not read it as
a deletion list.
Basic
living here means food at the public ration, maternal and infant care,
emergency health, drinking water and a recorded shelter. It does not mean a
voter card, a government job, a citizenship scholarship, or the right to buy
agricultural land. Those stay closed until citizenship is confirmed. The split
is the whole policy. Civic rights wait. Survival does not.
3.
Long settlement is not a ground for a midnight removal
Millions
of people have been here for decades. They have houses, children in school,
Aadhaar, and in some cases passports issued by Indian offices. They cannot be
thrown out because a Booth Level Officer or a residents’ body doubts them.
Aadhaar was never proof of citizenship. A passport issued in error is a
document to be examined, not a life to be cancelled on the street. The first
response to a long-settled person is a file, not a truck.
The
file records how long the person has lived at the address, who lives with them,
what documents they hold, and what the association has observed. A person
found, after hearing, not to be a citizen loses the vote and the
citizenship-only benefits. Removal from the country happens only if the finding
is confirmed, the other country is identified, and that country accepts the
return. If the other country refuses, the person remains on a recorded,
non-voting status, with basic living intact. An unaccepted deportation is not
solved by hunger.
4.
Proof, hearing, and only then a legal return
Determination
is a reasoned order. The person gets notice, the reason, and a chance to
answer. Language, dress, food habit or a neighbour’s suspicion can open a
query. They cannot close it. A residents’ association may file what it has
seen: how long the household has been in the colony, which language is used at
home, visits, and documents shown at the gate. That filing is a statement. An
officer examines it. A single habit or a single language does not prove foreign
nationality. Border districts use more than one language. Migrants inside India
use the language of the last workplace.
Only
a confirmed finding goes to the return process. Return is to the country of
origin, through the legal channel, with the other government’s acceptance.
There is no informal push across a river and no local committee with the power
to expel. Pregnant women are not moved in the late months. Infants travel only
with the parent and only after the medical clearance. A finding that cannot
name the country of origin cannot become a deportation. It becomes a recorded
non-citizen status inside India, without a vote, with basic care.
5.
The vote is the right that is removed
A
person found to be a foreign national is struck from the electoral roll and
cannot be enrolled again unless citizenship is later granted by law. That is
the motto of the register. One biometric identity makes the strike effective:
the same person cannot appear on another state’s roll under another card.
Welfare that the law ties to citizenship stops. Welfare that the law ties to
presence — the ration for survival, maternal care, the infant’s vaccines —
continues. Schools do not expel a child already in class because a parent’s
file is open. The child is recorded. The vote is not.
6.
Fresh entry is the part that can still be stopped
People
settled for decades will not be unwound by a drive. The workable control is the
border from the date of the rule. Fresh illegal entry is what the register is
in time to prevent. The border force, the river posts and the land posts are
the barrier. A person who crosses after the cut-off is recorded at the first
habitation that must enter a stay beyond thirty days. No entry on the Residence
Register means no ration at that address and no path to a voter card. The
association does not arrest. It records a new face that has no transfer from
another Indian habitation. That record is what the border and the police then
read.
Online
contact with a family still abroad, a call pattern into the country of origin,
and a relative already on a non-citizen file are leads for the agency that
holds the legal power to enquire. They are not a finding by the association.
The association reports the new resident and the declared place of origin. The
agency traces the relative and the route. Private persons do not intercept
calls. The state does, under the law that already governs interception, and
only on a recorded suspicion of illegal entry. The aim is the next crossing,
not a hunt through every old household.
7.
What the association files, and what it does not decide
The
residents’ body files residence. For a household it doubts, it may add a dated
note: language used at home, how long the family has been seen in the colony,
documents offered, and whether the stay was registered within thirty days. The
note is filmed with the meeting, as every other decision of the coordinators is
filmed. The note goes to the determining authority. It does not go to a mob,
and it does not stop the ration of a pregnant woman or an infant. Coordinators
who treat a language or a habit as proof, or who withhold a basic ration, are
outside the role. The role is to make the new arrival visible so that a fresh
illegal entry cannot become, ten years later, another undecided household with
a voter card.
8.
Documents already issued
Aadhaar,
a ration card and a passport issued to a person later found not to be a citizen
are withdrawn or marked for what they are: evidence of a bad issue, not a
second nationality test. The passport is the serious one. An Indian passport
held by a non-citizen is cancelled through the passport authority, not by a
local officer tearing a page. Until cancellation, the person does not travel
out and back as a citizen. None of these cancellations switch off food and
maternal care. They switch off the civic use of the document.
9.
The order of work
Build
the citizenship register from the Residence Register, and open a file only on
doubt. Take the association’s dated note as one input. Take an official request
from a named government employee or shopkeeper as another, so that a hiding
association is not the last word. Hear before any civic right is removed.
Remove the vote and the citizenship-only benefit when the finding is confirmed.
Keep food, delivery care and infant care in every case. Deport only when the
country of origin is proved and accepts the person. If it does not accept, hold
the person on a non-voting status with basic living. Seal the fresh route:
stronger posts, a habitation entry within thirty days, and no voter path
without a matured residence. Do not spend the register on emptying settlements
that have been here for decades. Spend it on stopping the next illegal entry,
and on taking the ballot out of hands that were never entitled to it.

The
person who speaks for a village, a ward, an Assembly seat or a Parliament seat
must be chosen by most of the people who live there. He should not win only
because his party brought a small crowd to the booth. Two rules will do this.
First, voting is a duty linked to the civic benefits a person takes from the
government. Second, no one is declared winner until he or she gets at least
half the votes polled. If no one gets half, a second election is held between
the top two only.
1.
Why almost everyone must vote
Ration
above the survival line, a student scholarship, a government job, an increment,
a pension renewal, a licence and a tax clearance come from the common system.
The person who takes them should have stood in the line that decides who will
spend that money. Every voter whose name is on the Residence Register must
vote. Anywhere voting is what makes that possible. A migrant, a person away on
temporary travel, and a patient who can still mark a paper vote at the booth,
at the collector’s office, at the hospital booth or at the mission abroad. The
paper printed is for his own constituency, and it is printed only after the
biometric match. A postal ballot is not required.
The
only persons excused are the person abroad on a proper certificate, the person
too old or too ill to mark a paper, and the patient whom the hospital certifies
as not in a condition to vote. A person who is merely away, or merely admitted,
is not excused. The booth comes to the place. He does not get a reason for
staying out.
If
he does not vote, and he has no such certificate, he does not lose food, a
delivery bed or the child’s immunisation. Those continue. What pauses is the
rest: a scholarship renewal, a call for a government job, the annual increment,
the pension renewal above the survival floor, a non-essential welfare renewal,
and a tax clearance, until he votes in the next window or files the reason. A
fixed penalty sits on the same default, so that the pause is not the only
consequence. The aim is a poll near the whole of the living roll. It is not to
punish the person who cannot reach a paper. Dead names and shifted names are
already off the roll. The near-total figure is of living voters, not of a list
full of ghosts.

The link is to the vote, not to a party
The
pause and the penalty follow the fact of not having voted. They do not follow
which name was marked. A voter who has voted has discharged the duty, whoever
he chose. The ballot remains secret. The office that renews the increment or
the pension reads only that the biometric match was completed and the paper was
issued. It does not read the choice.
2.
Why half the votes is the winning line
If a
candidate comes first with thirty per cent, seventy per cent of the voters have
rejected him. That is not a majority. That is a split vote. No one should be
declared elected unless he gets at least fifty per cent of the valid votes
polled. The count is of the valid papers in the box, after the biometric
attendance is matched with the ballots issued. A booth that cannot show this
match will not enter the total.
3.
How the contest is kept to less than ten names
The
fifty per cent rule is of no use if a hundred dummy names are printed on the
paper. Before the real election, non-serious candidates must be removed. The
online round is the nomination rule itself. A person can file only if five per
cent of the voters on that roll support him online. One voter can support only
one person in this round. Only those who cross five per cent, and in any case
not more than ten, go on the ballot. A name-sake candidate, filed only to split
the vote, drops out before the paper is printed.
This
support round is only a filter. It is not the election. The election is the
real-time bar-coded paper ballot, printed only after the biometric match,
marked in private, and counted in public. If in that election no one gets fifty
per cent, the second vote between the top two is what gives the elected person
a majority’s trust, rather than a plurality in a split field.
4.
The second election, and when the higher percentage will stand
If
in the first election no candidate gets fifty per cent of the valid votes, a
second election will be held between the top two only. The others will drop
out. The same roll, the same lock and the same paper will be used. Campaign
will be short, because the voters already know both names. If one of the two
then gets fifty per cent, he is elected. If even in the second election no one
gets fifty per cent — because of spoiled papers, very low turnout, or a near
tie — the candidate with the larger percentage of valid votes in that second
election will be declared elected and will continue. There is no need for a
third election. The seat needs a representative, and the two-person contest has
already removed the split.
5.
The order of work
First
clean the roll from the Residence Register and from the death records. Then
hold the online support round, and print only those who have five per cent, and
not more than ten. Then conduct the election on the real-time bar-coded paper,
from any booth, collector’s office, hospital booth or mission. Declare a winner
only at half the valid votes. If no one reaches half, poll again between the
top two. Link the increment, the pension renewal, the welfare above the
survival line, the job call and the tax clearance to the fact of having voted.
Leave food, delivery care and infant care outside that link. Excuse only the
person certified as not in a condition to vote. The person who then sits has
been chosen by most of those who voted, from a field the voters themselves
reduced.

Two
terms for the elected seat, one term for the nominated seat, and one family,
one ticket — so that a few hundred families do not keep India
A
democracy fails when the same person, and then his son, his wife, his daughter
and his brother, sit on the same seat and in the same party post for decades.
The voter is then choosing inside one house, not among the people of the
territory. Two simple rules open the door. The first fixes how many times one
person may hold a seat. The second stops the rest of the family from taking the
ticket the moment he steps down.
The
size of the problem is already measured. The Association for Democratic
Reforms, in September 2025, looked at 5,203 sitting MPs, MLAs and MLCs. About
1,106 of them, or 21 per cent, come from political families. The share is
highest in the Lok Sabha, at 31 per cent. In the Rajya Sabha it is 21 per cent,
in the State Councils 22 per cent, and in the Assemblies 20 per cent. Among
women legislators the share is far higher, about 47 per cent, against 18 per
cent among men. In Andhra Pradesh the share is 34 per cent, in Maharashtra 32
per cent, in Karnataka 29 per cent, and in Bihar 27 per cent. Among national
parties the Congress figure is about 32 per cent and the BJP about 18 per cent.
Several regional parties are higher still: NCP (Sharadchandra Pawar) and the
National Conference about 42 per cent, YSRCP about 38 per cent, TDP about 36
per cent.
A
count of those sitting in September 2025 found 1,174 legislators, more than 22
per cent of about 5,294, with a family link to a current or former legislator.
They belonged to 989 families. Of these, 337 legislators came from only 149
families that had more than one member in a House at the same time, and 23 of
those families had more than two. Inside the 149 were 49 father-and-son pairs,
14 father-and-daughter, 7 mother-and-son, 4 mother-and-daughter, 80 siblings,
21 married couples, 26 cousins, 17 uncle-and-nephew pairs and 2 aunt-and-nephew
pairs. The in-law and the relative are already in the count. The ticket is not
staying with the voter’s choice. It is moving to the wife, the son, the
daughter, the brother, the cousin and the nephew. This is not a new face
rising. This is a seat kept in the family.
1.
Why the number of terms must be fixed
Any
elected seat, from a gram panchayat member to a Member of Parliament, may be
held for two terms only. That is the maximum, at that level. An MLC and a Rajya
Sabha member may be held for one term only. The nominated and indirect seats
are the ones families use when the direct seat is lost, or when a second member
must be parked. One term there is enough. After the fixed terms, that person
cannot contest the same level again. The seat has to go to someone who has not
already had it, so that a section which has never held it gets the chance.
Two
terms is long enough to learn the work and to be judged. It is not long enough
to turn the constituency into a family estate, or into a source of contracts
and wealth kept in the name of service. A third and a fourth term is what
builds the network a new candidate cannot match. Two terms, then out, is how a
new entry starts at the ward and can reach Parliament without marrying into the
sitting family.
2.
Why one family gets one ticket, and one nomination
One
family, one ticket, at every level, in the same cycle, and one nomination. The
family here means husband and wife, father and son, father and daughter, mother
and son, mother and daughter, mother-in-law and daughter-in-law, father-in-law
and son-in-law or daughter-in-law, two brothers, and brother and sister. If the
father has the ticket, the son does not. If the husband is nominated to the
Council, the wife does not contest. Brothers do not hold two seats. A brother
and a sister do not hold two party posts.
The
exception is a married woman. Her surname has changed, and she keeps a separate
household. She may seek one ticket, in a territory other than the one her birth
family holds, and only if no member of that birth family already holds a ticket
or a party post in that cycle. The rule is against the house keeping the
territory. It is not against a woman living her own life after marriage.
This
is the break the parties need, regional and national. In state after state the
minister, the MLA, the MLC and the MP are from the same few families, and the
party president is the father or the son. A voter who wants to reject the son
has to reject the only name the party will print. That is not a choice. It is a
private estate in the name of a party. Barring the pair from contesting, from a
party post and from a nomination together ends that. The party must find
another name. That other name is the new entry, and it is how wealth stops
passing inside one house under the name of public service.
3.
One term as party head, in every registered party
The
party post is the other half of the dynasty. The president, the general
secretary, and every top post of a registered party, national or regional, is
held for one term only. Not two. At the end of the term the post goes to a
person who is not from the same family. The founder does not keep it. The
founder’s son does not inherit it. No two members of one family hold party
posts at the same time, at any level. The father is not president while the son
is general secretary. The brother is not district president while the sister
heads the youth wing.
Without
this, the term limit on the seat is useless. The father completes two terms,
the son is already state president, and the ticket returns to the house. The
party then is a private business establishment of the founders, run as a
dynasty, and the election is a benevolent autocracy under the name of
democracy. The party rule and the election rule have to move together. One term
as head, two terms on the elected seat, one term on the nominated seat, and one
family, one ticket, are what open both the office and the constituency to a
person not born in the sitting house.
4.
What this opens
A
worker who is not born in the sitting house can reach the mandal, then the
Assembly, then Parliament, because the seat falls vacant by rule and the family
cannot refill it. Women who are not daughters-in-law of ministers can get the
women’s seat, which today is the most dynastic of all. The Rajya Sabha and the
Council stop being the place a defeated son is parked for six years. The party
president of a regional party changes, so the organisation is not one kitchen.
The few hundred families who now sit from the panchayat to Delhi do not
disappear by speech. They stop when the law will not print a second name from
the same house, and will not print the same name a third time.
One
Term for Party Position
A
regional or national party president, or a general secretary, holds that post
for one term only. Not two. At the end of the term the post goes to a person
who is not from the same family. No two members of one family hold party
positions at the same time, at any level. The father is not president while the
son is general secretary. The brother is not district president while the
sister heads the youth wing. One family, one party post. One family, one
ticket. An MLA or a Lok Sabha MP may sit for two terms. An MLC or a Rajya Sabha
member may sit for one term. A local-body seat may be held for two terms. After
that, the seat and the post both leave the house. That is how a worker who is
not born in the sitting family gets an entry, and how a few hundred families
stop treating the party and the constituency as their own.

No post-poll alliance, no joining a
government after the count by a declared elected representative, and no outside
support — so that the mandate the voter gave is the government he gets. This is
to prevent trading of elected representatives, and to prevent the splitting of
political parties against the public will. Right to recall an elected
representative if the opposition candidate, or the people, file an online
petition signed by 10 per cent of the voters seeking recall, on the ground of
non-availability in the territory — every elected representative must visit
every village and ward periodically — or on the ground of failure to deliver
the manifesto promises, or of amassing wealth Serious Crimes .
A
voter does not vote for a negotiation that starts after the count. He votes for
a party, or for a pre-poll alliance, on a manifesto he has already seen. If
that party or that alliance then joins a different side, or holds the
government up from outside without having said so before the poll, the result
is rewritten in a closed room. That is the tweak. The ban is simple. No
post-poll alliance. No joining a government that was not the pre-poll alliance.
No outside support offered after the votes are counted.

What the voter actually chose
On
polling day the choice is printed. A party contests alone, or it contests as a
named pre-poll alliance, with the seats already shared and the common programme
already published. The voter marks that name. He does not mark a future
bargain. A government formed by parties that fought each other, and that told
the voter the other side was unfit, is not the government he chose. It is a
government assembled after he has no further say. Horse-trading, a split, and a
support letter signed on the night of the count are the methods. The ban
removes the methods.
2.
What is barred after the count
A
party that was not in the pre-poll alliance cannot join the government. It
cannot take a ministership, a nominated post, or a speakership as the price of
support. It cannot extend outside support to a government it did not face the
voter with. An independent cannot join the government and cannot be the vote
that keeps it in office. A member who leaves the party he was elected on, in
order to enter another side, loses the seat. The seat returns to the party he
left, or to a by-election on the same roll, not to the buyer. A support letter
filed after the count is void. The Election Commission does not recognise it.
3.
What remains allowed
A
pre-poll alliance, declared before nominations, with the seat share written
down and the common programme published, may form the government if it has the
numbers. The agreement binds for the term. A partner does not walk out to join
the other side, and does not withhold a vote it had promised the voter, except
on a recorded breach of that common programme, decided by a majority of its own
elected members and its grass-root office-bearers. If the pre-poll alliance
does not have the numbers, it does not go shopping. The largest pre-poll
alliance is invited to prove a majority on the floor within a fixed number of
days. If it cannot, the next pre-poll alliance is invited. If none can, the
House is dissolved and the voter is asked again. A fresh election is the
remedy. A midnight alliance is not.
4.
Why outside support is the same tweak
Outside
support is alliance without the responsibility. The supporting party does not
sit in the Cabinet, does not sign the programme, and can withdraw on a phone
call. The government then governs for the supporter, not for the voter. Small
parties use this to bargain offices, funds and protection. The voter of the
large party never agreed to that price. Barring outside support forces every
party that wants a share of power to say so before the poll, take seats in the
alliance, and answer for the term. A party that only wants to threaten can sit
in opposition, which is a lawful place.
5.
What this stops
It
stops a result being bought after the ballot boxes are sealed. It stops a
regional party fighting the election against a national party and joining it
the next week. It stops an independent, elected on a local name, becoming the
minister who keeps a government alive. It stops the voter being told one enemy
before the poll and a partner after it. The count then means what it said. The
alliance that asked for the vote is the only alliance that may form the
government. If that alliance falls short, the country votes again. It does not
negotiate the mandate away.
6.
Right to recall, on a petition of 10 per cent
The
ban on a post-poll alliance keeps the government the voter chose. The recall
keeps the person who sits answerable for the term. After the first two years,
the opposition candidate, or the voters themselves, may file an online
petition. The petition must carry the support of 10 per cent of the voters on
that roll. One voter signs only once. A petition below 10 per cent is closed. A
petition that crosses it is heard.
The
grounds are fixed.
He
is not available in the territory. He has missed the standard timetable of
visits. A councillor is in every ward once a week. An intermediate member is in
every village or ward once a month. An MLA or an MP is in every mandal, every
major locality, and every polling-booth territory once a quarter. Each visit is
logged. A missed round, without a recorded reason, is a ground.
He
has not addressed the grievances. Every complaint gets an identity number.
Receipt and disposal are published by subject. A desk that stays closed, or a
grievance that is not answered within the fixed period, is a ground.
He
has not attended the House. Absence from the Assembly or from Parliament,
beyond the permitted sittings and without a recorded reason, is a ground. A
member who does not sit cannot claim to represent.
He
has failed to deliver the promises in the manifesto, against the public
progress report.
He
has amassed wealth that the annual declaration cannot explain. An unexplained
rise in the assets of the representative or the immediate family is a ground
for inquiry, and, if proved, for recall.
A
corruption charge that is proved, a serious crime that is proved, and proved
misconduct are grounds on their own. These do not wait for the two years. The
seat is vacated when the finding is in.
The
Commission decides within three months. If the ground is made out, the seat is
vacated and filled by a by-election on the same roll. The ordinary civil court
does not stay the process. Recall is not a second election by rumour. It is a
recorded petition, on a recorded failure, by a stated share of the people who
sent him. A representative who does not visit, does not sit in the House, does
not close a grievance, does not deliver, or cannot explain his wealth does not
sit out the term by default.
Conclusion
SIR,
the Special Intensive Revision asked the right question and answered it with
the wrong method. A house-to-house form, a twenty-year-old roll and an
officer’s tick cannot separate a living resident from a ghost. Bihar’s roll
fell by about 47 lakh. Appeals put large numbers back. The October 2026
instruction to offer Form 6 to people who were already on the old roll confirms
the over-deletion. The elections already held on the smaller roll still stand.
A one-time drive will fail again, because death is guessed from a locked door,
shift is guessed from silence, and a cross-state duplicate is found only if a
match happens to be run. That method should stop.
The
first cleaning does not need a new drive. Insurers, banks, pension offices,
hospitals, crematoriums, burial grounds and the government’s own death
registration already know of deaths the roll still carries. Those feeds should
suspend the card at once. Suspension is not deletion. A living person wrongly
flagged revives the entry with a biometric confirmation. The family and the
residents’ association must register a death within a fixed period, because an
unreported death keeps both a vote and a pension alive.
The
lasting base is a Residence Register, not a Booth Level Officer’s form. Every
village, ward, apartment, colony and street forms an association in thirty
days. Adult residents meet. The meeting is filmed. Ten coordinators are chosen
by show of hands, five women and five men, rotating by caste and religion in
proportion to the local population, for one year. They are coordinators, not
presidents. One of them, by monthly turn, signs the upload. Every decision is
by majority, on video, with signature or thumb. Old city associations with
private by-laws and private cheque books stand dissolved. The bank mandate
moves to the new body, jointly visible to the registrar. By-laws are national.
A colony cannot bar a faith, a tenant, or a resident carrying household waste
in the lift. A resident the coordinators will not enter registers himself on
the application or the toll-free line. Night location is read, the revenue
officer or the police visit, and a repeated refusal by caste, religion or
rivalry removes those coordinators.
That
body records who sleeps in each house, owner or tenant, with the date of
arrival and the date of leaving. A stay beyond thirty days is entered. A short
visit is not. Birth, death, marriage, live-in declaration, pregnancy, children,
physical and mental disability, employment, domestic workers, animals, vehicles
owned, hired and parked, rental agreements, water, drains, rainwater
harvesting, cleanliness and greenery go up on one central application. The
local lists become a National Residential Register. Health reads the pregnancy
flag and goes to the house already named. Welfare starts or stops a pension
when age, disability or death moves. Education finds the dropout in the month
the child is missing from class. Transport reads the vehicle list for pollution.
Police read the register for an address, a summons or a person who has left
after an offence. Tax and recovery read the same address. The association does
not grant citizenship and does not grant a vote. It certifies residence.
Citizenship
is a separate question, asked after the register, not on the same afternoon.
The National Register of Citizens is built from the Residence Register. Only a
doubtful case is opened. The association files it, with reasons, on film. A
named government employee or shopkeeper may also file, so that an association
which hides a household is not the last word. Language, dress and behaviour can
open a query. They cannot close it. The person gets notice and a hearing before
any civic right is removed. A missed form is not a foreign nationality. A
person found to be a foreign national loses the vote and the citizenship-only
benefit. He does not lose food, a delivery bed or a child’s immunisation.
Deportation comes only when the country of origin is proved and accepts the
person. If it does not accept, he remains on a recorded, non-voting status,
with basic living intact.
The
phone supports the register. Every connection is opened on a live biometric
match, in the holder’s name. No adult holds more than two. A child line stays
in the parent’s name until eighteen. A live-photo check blocks a line that is
not the holder’s face. A basic phone is called to the face device at the post
office, the station or the bank. Night location and Wi-Fi use are read against
the declared house. A confirmed move writes the new address to the voter card,
the welfare file, the vehicle record, the licence, the bank, the post office,
the police record and the court, with notice to the person. A person without a
phone is entered by the association, on the postal digital location of the
house. The phone does not cast the vote. It stops a silent second address.
One
identity number maps to one card. On poll day the biometric match locks that
person. A second attempt in another booth or another state fails. One Assembly
vote and one Parliament vote lock for five years. The EVM should go. The
replacement is a real-time bar-coded paper ballot, printed only after the
match, for the voter’s own constituency, from any booth, collector’s office,
hospital booth or mission. There is no postal ballot and no proxy. Not more
than ten names are printed, and only after five per cent online support. No one
is declared elected without half the valid votes. If no one gets half, the top
two face a second poll. Voting is near total, because anywhere printing makes
it possible. Food, a delivery and infant care do not depend on having voted. An
increment, a pension renewal, a job call and a tax clearance can wait until the
vote is cast.
The
count must also be the government. No post-poll alliance, no outside support,
and no independent joining after the count. If no pre-poll alliance has the
numbers, the voter is asked again. Money moves only through a joint account
with the Election Commission and registered vendors. After two years, the
opposition candidate or the voters may seek recall on a petition of 10 per
cent, for a missed visit, a closed grievance, absence from the House, a failed
manifesto, unexplained wealth, or a proved corruption charge or serious crime.
A party head holds the post for one term. An elected seat, from gram panchayat
to Parliament, is two terms. A nominated seat is one. No two members of one
family hold tickets or party posts in the same cycle. A married woman with a
separate household is the exception, and only in another territory.
These
measures re-establish the democracy by closing the gaps, not by a fresh
upheaval. The roll cleans itself from death feeds and from the register, so no
election is held on a list that the same authority later spends months putting
back. The voter reads the paper he marked, so the count no longer depends on a
chip. The lock stops a second vote and a migration staged for one poll. The
half-vote rule and the ten-name paper mean the person who sits was chosen by
most of those who voted, not by a minority in a crowd of dummies. The ban on a
post-poll alliance means the government is the one the voter marked. The recall
means five years is not a holiday from the work. The term limit and the
one-family rule open the seat, so the House is no longer the house of a few
families and the party is no longer a private estate. Each setting uses a
record that already exists, or a record the habitation already keeps. That is
how the correction runs smoothly. No further special intensive revision is
required once these are in place.
